Offender Diversion Unit<br />
Mr. Vernon Sarro is the Supervisor of the Offender<br />
Diversion Unit. The unit consists of three Correctional<br />
Specialists; Colby Brewer, Ray Smith, and Shannon Zepp.<br />
Pretrial Services (PTS) is an instrumental part of the<br />
Offender Diversion Unit that functions within the<br />
Alternative Programs Bureau. This unit is responsible for<br />
supervising offenders Court released to the community prior<br />
to trial, ensuring that all special conditions of release are<br />
met, and screening defendants for use of alcohol and illicit<br />
substances. In addition, PTS monitors defendants placed<br />
by the Court under Pretrial Electronic Monitoring (PEM),<br />
tests Drug Treatment Court (DTC) participants. Another responsibility of PTS is<br />
to provide essential reports and documents directly to the Maryland Division of<br />
Parole and Probation and the Parole Commission to expedite the parole hearing<br />
process for detention center inmates sentenced to a period of incarceration of six<br />
months or more.<br />
The collaborative effort of PTS staff has enabled this unit to increase productivity<br />
over the past three years while achieving its goals and objectives. In <strong>2010</strong>, the<br />
Circuit and District Courts directed 506 defendants to Pretrial Services, a 13%<br />
increase over the previous year. PTS supervision provided a savings of 66,018<br />
inmate days at a cost avoidance to tax payer of $3,994,089. The unit’s participation<br />
in the parole hearing process increased the number of hearings for sentenced<br />
inmates six-fold since 2006. This provided additional signifi cant cost avoidance<br />
to tax payers when taking into account number of saved bed days as a result of<br />
parole released inmates.<br />
Over the past three years, PTS quadrupled the dollar amount collected for offender<br />
testing fees. In <strong>2010</strong>, PTS staff performed 1294 drug and alcohol screenings for<br />
DTC. These services were provided “in kind” to benefi t the program itself and<br />
to help decrease the recidivism of participants. Pretrial Services will continue to<br />
demonstrate a proactive approach in the performance of all duties and responsibilities<br />
thereby providing cost avoidance most favorable to county tax payers.<br />
