has been employed<br />

the <strong>Carroll</strong><br />
<strong>County</strong> DetentionCenter<br />
for twenty-two<br />
years.<br />
He was<br />
transferred<br />
on December 14, 2009 to the Alternative<br />
Programs Bureau as the Assistant<br />
Commander under Major E.S. Turvin.<br />
After Major Turvins retirement in<br />
August <strong>2010</strong> he assumed the responsibilities<br />
as Commander. The Alternative<br />
Programs Bureau consists of the<br />
Offender Diversion Unit, Transportation<br />
Unit, Treatment Services and<br />
the Work Release Unit. The Offender<br />
Diversion Unit within the bureau has<br />
helped to alleviate overcrowding and<br />
provide cost avoidance to the citizens<br />
of <strong>Carroll</strong> <strong>County</strong> in the amount<br />
of $4,251,591 for <strong>2010</strong>. The bureau<br />
provides the courts with various sanctions<br />
to impose in disposition of cases.<br />
These programs provide alternatives<br />
to incarceration based upon the nature<br />
and severity of offenses. The bureau<br />
provides varying degrees of supervision<br />
and control as determined on a<br />
case by case basis. Captain Miller is<br />
responsible for overseeing bureau operations,<br />
13 uniform staff and 5 civilian,<br />
formulating the Detention Center<br />
security budget and various special<br />
projects. He is currently handling the<br />
responsibilities once shared by the<br />
commander and assistant commander<br />
of the bureau.<br />

Christine has<br />
been a <strong>Carroll</strong><br />
C o u n t y<br />
employee for<br />
over six years<br />
and holds a<br />
Bachelor of<br />
Arts degree<br />
in Criminal<br />
Justice from<br />
Mount St..<br />
Mary’s University. She was the<br />
Administrative Assistant for the Security<br />
Services Bureau until September.<br />
She was responsible for attendance<br />
control, creating and maintaining<br />
schedules, logging leave requests and<br />
being responsible for the accuracy<br />
of all timecards prior to them being<br />
submitted to Payroll. Christine, along<br />
with the Assistant Commander of SSB,<br />
was the liaison between the Detention<br />
Center and various departments within<br />
the <strong>County</strong>, such as Payroll, Benefi ts<br />
and Risk Management. In addition<br />
to these duties, Christine maintained<br />
confi dential fi les, transcribed minutes<br />
for the SSB meetings as well as various<br />
other clerical tasks.<br />
In September, Christine was transferred<br />
to the Alternative Programs Bureau<br />
where she reprised her previous<br />
job responsibilities as administrative<br />
assistant. She processes inmate billing<br />
for medical, work release, weekender,<br />
home detention and pretrial collections<br />
as well as other various clerical tasks.<br />
Christine acts as the liaison between<br />
the <strong>County</strong> Attorneys offi ce and the<br />
Detention Center in regards to pursuing<br />
civil action for reimbursement of<br />
expenses paid.<br />

Maintenance<br />
Offi cer.<br />
In July 2007,<br />
the <strong>Carroll</strong><br />
<strong>County</strong> Detention<br />
Center received a new position,<br />
Facility Maintenance Offi cer, as part<br />
of the APB. The position was created<br />
to manage facility problems and keep<br />
track of work orders sent to the <strong>County</strong><br />
Facilities Department or outside<br />
contractors. On a daily basis Offi cer<br />
Barnes checks in with Post 1, Central<br />
Booking, Work Release and each of<br />
the main units to fi nd out if there are<br />
any maintenance problems so he can<br />
prepare the daily maintenance and<br />
sanitation report. He is responsible for<br />
making minor repairs; changing light<br />
bulbs, adjusting water pressure and<br />
resetting circuit breakers, or sending<br />
a work order to the <strong>County</strong>. He tracks<br />
and provides supplies in the Detention<br />
Center, supplying each area with the<br />
necessary items.<br />
Offi cer Barnes makes his rounds every<br />
day to check the Detention Center and<br />
its employees that all is in working order.<br />
You know he’s coming because you<br />
hear his morning greeting as he checks<br />
the air temperature in the room.
