Governance and Management<br />
State-Level Governance<br />
The State’s high per<strong>for</strong>mance system requires governance at a strategic level that transcends <strong>in</strong>dividual organisations and<br />
Government agencies, the private sector, and community based sport<strong>in</strong>g organisations. To govern, the State system<br />
strategically requires:<br />
a) A State sport per<strong>for</strong>mance strategic plan and plann<strong>in</strong>g process;<br />
b) State sport per<strong>for</strong>mance policies;<br />
c) A State fund<strong>in</strong>g system; and<br />
d) A State sport per<strong>for</strong>mance evaluation system.<br />
F<strong>in</strong>d<strong>in</strong>gs/Observations<br />
The follow<strong>in</strong>g f<strong>in</strong>d<strong>in</strong>gs and observations were <strong>for</strong>mulated pert<strong>in</strong>ent to governance and management:<br />
• There is a clear need to improve <strong>in</strong>dustry consultation and partnerships between key stakeholders to achieve<br />
agreed sport per<strong>for</strong>mance outcomes <strong>for</strong> the State.<br />
• This would be achieved by the State sport<strong>in</strong>g associations, the Department of <strong>Sport</strong> and Recreation and the<br />
<strong>Western</strong> <strong>Australia</strong>n Institute of <strong>Sport</strong> work<strong>in</strong>g together to assist sports to achieve their outcomes.<br />
• The plann<strong>in</strong>g process should be led by the Department of <strong>Sport</strong> and Recreation that would also be responsible<br />
<strong>for</strong> report<strong>in</strong>g on key per<strong>for</strong>mance <strong>in</strong>dicators as they relate to Future Success.<br />
RECOMMENDATION 11<br />
That, consistent with the recommendations of the Government <strong>for</strong> Better Results report, the <strong>Western</strong> <strong>Australia</strong>n<br />
Institute of <strong>Sport</strong> be reta<strong>in</strong>ed <strong>in</strong> its current <strong>for</strong>m and charter to operate its squad program and athlete scholarship<br />
program. However the <strong>in</strong>tellectual know how and expertise with<strong>in</strong> the Institute should be harnessed to provide<br />
consultancy <strong>in</strong> high per<strong>for</strong>mance support to sports that do not have full-program status.<br />
RECOMMENDATION 12<br />
That <strong>in</strong> support of the recommendations of the Government <strong>for</strong> Better Results report, the follow<strong>in</strong>g occurs:<br />
a) The Department of <strong>Sport</strong> and Recreation to be responsible <strong>for</strong> State/portfolio level sport per<strong>for</strong>mance outcomes<br />
(Figure 2) and <strong>in</strong>itiate:<br />
• <strong>Strategic</strong> plann<strong>in</strong>g and policy;<br />
• Budget plann<strong>in</strong>g and contract management; and<br />
• Per<strong>for</strong>mance evaluation of key per<strong>for</strong>mance functions.<br />
b) The Department of <strong>Sport</strong> and Recreation <strong>in</strong> partnership with the <strong>Western</strong> <strong>Australia</strong>n Institute of <strong>Sport</strong> to<br />
convene consultative processes and <strong>in</strong>dustry <strong>for</strong>ums with key stakeholders <strong>in</strong> sport per<strong>for</strong>mance related policy<br />
<strong>for</strong>mulation (Figure 2).
