• Fund<strong>in</strong>g stability and certa<strong>in</strong>ty is a crucial requirement <strong>for</strong> sport per<strong>for</strong>mance program plann<strong>in</strong>g, regardless of<br />

source of fund<strong>in</strong>g. The follow<strong>in</strong>g are suggested options <strong>for</strong> consideration <strong>for</strong> the State Government <strong>in</strong> relation to<br />

its potential contribution:<br />

a) Increase the Consolidated Fund allocation to the <strong>Sport</strong> and Recreation portfolio;<br />

b) Fund the <strong>Western</strong> <strong>Australia</strong>n Institute of <strong>Sport</strong> directly from Consolidated Fund or Lotteries Commission, (as<br />

per the Perth International Festival of Arts and Screenwest), thus free<strong>in</strong>g up exist<strong>in</strong>g funds from the <strong>Sport</strong>s<br />

Lottery Account;<br />

c) Increase the <strong>Sport</strong>s Lottery Account from 5% to 7% of sales (would require legislative amendment);<br />

d) Re<strong>in</strong>vestment of GST revenue generated from the sports <strong>in</strong>dustry back <strong>in</strong>to these programs;<br />

e) Introduction of a <strong>Sport</strong>s Tax: or<br />

f) Increased Federal fund<strong>in</strong>g.<br />

• Queensland has established a special fund to f<strong>in</strong>ance major public sport<strong>in</strong>g and cultural facilities and<br />

<strong>in</strong>frastructure (Appendix 3). The Queensland model is sourced from gambl<strong>in</strong>g revenue and the Work<strong>in</strong>g Group<br />

does not support gambl<strong>in</strong>g as a source of <strong>in</strong>come, however alternate sources of fund<strong>in</strong>g as listed above, eg tax,<br />

could be quarant<strong>in</strong>ed <strong>in</strong> a special fund. This potentially provides an opportunity to decrease the demands placed<br />

upon the Consolidated Fund through the Government budget process.<br />

• Fund<strong>in</strong>g <strong>for</strong> facility requirements (as identified with<strong>in</strong> the State <strong>Sport</strong><strong>in</strong>g Facilities <strong>Plan</strong>) and sport events bidd<strong>in</strong>g<br />

(through EventsCorp and <strong>Sport</strong>s International WA) have not been specifically identified. There are <strong>for</strong>mal<br />

budgetary processes <strong>for</strong> both aspects. Future Success identifies that <strong>in</strong>creased <strong>in</strong>vestment is required <strong>in</strong><br />

facilities and events <strong>for</strong> <strong>Western</strong> <strong>Australia</strong> to rega<strong>in</strong> competitiveness to support athlete development<br />

domestically, and to enable the State to be competitive <strong>in</strong> event bidd<strong>in</strong>g proposals.<br />

• Hav<strong>in</strong>g identified that <strong>in</strong>creased overall resourc<strong>in</strong>g is required to maximise sport<strong>in</strong>g per<strong>for</strong>mance the Work<strong>in</strong>g<br />

Group notes there would be benefit <strong>in</strong> M<strong>in</strong>isterial-level, Government brokered l<strong>in</strong>kages with the Commonwealth<br />

Government and senior bus<strong>in</strong>ess figures <strong>in</strong> <strong>Western</strong> <strong>Australia</strong> to promote sponsorship partnerships.<br />

RECOMMENDATION 15<br />

That the Department of <strong>Sport</strong> and Recreation, the <strong>Western</strong> <strong>Australia</strong>n Institute of <strong>Sport</strong> and <strong>Western</strong> <strong>Australia</strong>n<br />

<strong>Sport</strong>s Federation develop specific strategies, <strong>in</strong>volv<strong>in</strong>g the M<strong>in</strong>ister <strong>for</strong> <strong>Sport</strong> and Recreation as appropriate, to<br />

develop partnerships/sponsorships with bus<strong>in</strong>ess, particularly as that relates to resourc<strong>in</strong>g support requirements<br />

identified <strong>in</strong> Future Success.<br />

• The Work<strong>in</strong>g Group is particularly concerned about policy directions at national level to promote National<br />

sport<strong>in</strong>g organisation structures whereby state/territory entities become managed branch offices rather than<br />

<strong>in</strong>dependent affiliated bodies.<br />

• Federal sports policy released <strong>in</strong> 20019 , is now work<strong>in</strong>g through and resourc<strong>in</strong>g National sport<strong>in</strong>g organisations.<br />

The implications of this strategic shift are still to be determ<strong>in</strong>ed <strong>for</strong> <strong>Western</strong> <strong>Australia</strong>.<br />
