Reference Group
The reference group consisted of outdoor pursuits representatives from commercial, education
and organisational interest areas.
The reference group’s primary deliberations addressed specific issues raised by the
Coroner in the Hartfield Inquest regarding technical aspects of abseiling practices. With the
broadened scope of the review (as mentioned above), additional expertise was sought from
key individuals and relevant bodies, such as Outdoors WA.
The extended time frame in finalising this report was a direct consequence of the shift of
emphasis of the review toward the development of a framework for the future management
coordination of the outdoor pursuits in WA.
Research
In order to ascertain an overall status and history of outdoor pursuits regulation within Western
Australia, interstate and internationally, the following was undertaken:
• interviews with key stakeholders including representatives from the service providers,
government and peak governing bodies;
• extensive literature review; and
• online research.
Subsequently, an overall status of outdoor pursuits regulation within the State was determined,
together with a comparative analysis with other states/territories and several other countries.
The following areas were also reviewed to determine level and type of regulation/management
and whether regulation measures were primarily self, or government regulated:
• site access and safety;
• education and training;
• accreditation and registration;
• risk management policies and procedures; and
• insurance requirements.
Based on the literature review scanning and consultation with outdoor pursuits providers
a range of strategies and recommendations has been developed supporting the future
development of outdoor pursuits in WA.
