NGOs wherever there was an overlap already existing. These<br />

meetings went on well and in addition they also served the purpose of<br />

seeing the NGOs’ potential (in terms of personnel and funds) to take<br />

up more area on one side and building good rapport with them in the<br />

process. These were followed by few district level meetings in order to<br />

fill-in gaps in terms of area of coverage and to discuss on the package<br />

for a better common understanding during August.<br />

1.4.6. Facilitating Linkage with line departments:<br />

In the meantime, linkage with the Department of Agriculture and the<br />

Department of Horticulture have been strengthened and a joint<br />

workshop involving all the line departments and the panchayat<br />

presidents of the affected villages was organized in which the District<br />

Collector also participated. This workshop served for validating the<br />

comprehensive package with the community and to get the<br />

departmental plans presented. The Joint Director of Agriculture and<br />

the Assistant Director of Horticulture have been part of most of the<br />

district and taluk-level meetings organized henceforth.<br />

1.4.7. Facilitating Linkage of Departments, NGOs and Farming<br />

Community:<br />

A second series of taluk-level meetings in the respective taluks<br />

involving these two line departments (Agriculture and Horticulture),<br />

implementing NGOs, panchayat presidents and the Tsunami Farmers’<br />

Self Help Groups were organized during August. These were basically<br />

to introduce the NGOs to the community and vice versa, declaring the<br />

area to be covered by each of the NGOs revenue village-wise (after<br />

tallying varied assessments of the damages by different stakeholders<br />

and coming to a consensus) and to reiterate the activities covered in<br />

the package getting the feedback of the community.<br />

1.4.8. Co-ordination of Implementation of activities in the package:<br />

During September and October the concentration was on the<br />

implementation of “immediate” and “short-term activities” of the<br />

package in the field by the NGOs. 23 NGOs implemented the<br />

activities in the package across the 42 tsunami affected villages.<br />

Meetings were conducted more on a weekly basis to closely review<br />

the progress of work of these NGOs, to sort out issues if any and to<br />

discuss areas of concern like long-term activities, capacity building<br />

and research.<br />
