olan nüfus ve altyap›n›n korunmas›, acil
durum yönetimi gibi alanlarda da çok iyi bir
örnek teflkil edebilir. Bu konularda fleffafl›¤›
oturtmak ve profesyonel yaklafl›m›
benimsemek AB-Türkiye iliflkilerinde büyük
önem tafl›makta, ayn› zamanda Türkiye’nin
hem bir NATO üyesi hem de AB ve ABD
müttefiki olarak yap›c› rol oynad›¤›
Balkanlar ve Karadeniz bölgelerindeki
olumlu geliflmelere de katk›da
bulunmaktad›r.

özellikle Silahl› Kuvvetler ve Emniyet
aras›nda gerçekleflecek demokratikleflme
deneyimi aktar›m›, yeni güvenlik sorunlar›n›
çözebilecek bir bütünlefltirilmifl güvenlik
sektörüne ulaflmaktaki en iyi yol. Türkiye’nin
bölgedeki rolü ve güvenlik sektörü
reformunun AB çevresindeki güvenlik,
özgürlük ve insan onuru alan›n genifllemesi
kadar Türkiye’nin gelecekteki AB
entegrasyonu aç›s›ndan da anahtar oldu¤u
gerçe¤i düflünüldü¤ünde Türkiye’nin efli
bulunmayan deneyimi ve AB ile iflbirli¤i
büyük önem tafl›yor.

ve sivil toplumun oynad›¤› rol daha büyük
olabilir ve de sivillerin ve güvenlik sektörü
çal›flanlar›n›n e¤itiminde de¤iflikliklere

çapta profesyonel bir tart›flma ortam›
sa¤lanabilir. Bu yay›n, bir uzmanlar
toplulu¤u oluflturmakta ileriye do¤ru at›lm›fl
bir ad›m. Bundan sonra at›lacak ad›mlar da
karfl›l›kl› anlay›fl ve fayda için daha iyi bir
ortam sa¤layacak ve Türkiye, Avrupa ve
komflular› aras›nda güvenlik sektörü

conference “Democracy and Global Security”
organized by the Turkish National Police.
Turkey demonstrates prominent success of
the second pillar of security as exemplified by
its Armed Forces. In addition, Turkey’s
experience makes this country a very good
example in the third pillar of security as well
– protection of population and
infrastructure, emergency management.
Openness and a professional approach to
these issues is of critical importance in EU –
Turkish relations which also contribute to
positive developments in the Balkans and the
Wider Black Sea Area, where Turkey plays a
constructive role as a NATO member and as a
partner of the EU and the US.
The transfer of experience in
democratization between elements of the
security sector – mainly the Armed Forces
and the National Police is the best way to
achieve an integrated security sector (to
include even private security actors) able to
address new security challenges. The unique
experience of Turkey and cooperation with
the EU is of great importance because of the
regional role of Turkey and because security
sector reform is the key for future
integration of Turkey in the EU as well as for
extending the zone of security and freedom,
human dignity in EU neighborhood.
Parliament and civil society could play a
greater role, but this requires changes in the
education of civilians and security
servicepersons in order to maintain
professional debate locally, nationally and
regionally – in this sense current publication
is a step forward in forming a community of
experts. Thus future steps could include
security sector governance in format Turkey,
Europe and the neighborhood that will be
better context for mutual understanding and
benefit.
