edebilece¤imize dair deneyimlerimizi
paylaflmakt›r. Bu merkez dört y›l önce kuruldu
ve bu dört y›l içerisinde gerçekten çok büyük
bir geliflme gösterdi. 45 üye ülkemiz var. Her
k›tada aktifiz. Türkiye bizim de¤er verdi¤imiz
üyelerimizden bir tanesidir ve kurulufl
içerisinde çok aktif bir rol üstlenmifl
durumdad›r.
DCAF bizim bir organizasyon yoklu¤u olarak
tan›mlad›¤›m›z bofllu¤u doldurmak üzere
kuruldu. Asl›nda DCAF hem güvenlik sektörü
yönetiflimi üzerine bir beyin tak›m› olarak
hizmet verdi, hem de güvenlik sektörü
reformu yapan ülkelerdeki operasyonel
iflbirli¤i programlar›n›n kapsam›n› geniflletti.
Dr. Paker’in bahsetti¤i, Güvenlik Sektörünün
Demokratik Gözetimi – ‹lkeler, Mekanizmalar,
Uygulamalar ad›n› tafl›yan kitapç›k,
kuruluflumuzun Dokümantasyon ve Analiz
Merkezi’nin haz›rlad›¤› dokümanlara iyi bir
örnektir. Sözünü etti¤im bu merkezin amac›,
güvenlik sektörünün parlamenter gözetiminin
tüm dünyadaki karfl›laflt›rmal› örneklerine dair
bilgi ve malumat sa¤lamakt›r. Bu kitap盤›,
Parlamentolararas› Birlik (Inter-Parliamentary
Union – IPU) ile birlikte yay›mlad›k. Kitap bir
sene içinde 30 farkl› dile çevrildi; 60 bin
kopyas›, 60 farkl› parlamentoda da¤›t›ld›.
Türkiye Ekonomik ve Sosyal Etüdler Vakf›
(TESEV)’n›n ve Türkiye Büyük Millet
Meclisi’nin deste¤iyle bu kitap盤› Türkçe’ye de
kazand›rd›¤›m›z için çok memnunum.
Bildi¤iniz gibi Türkiye ayn› zamanda
Parlamentolararas› Birlik’in aktif bir üyesidir;
dolay›s›yla, bu kitab›n Türkiye’de
yay›mland›¤›n› görmek bizi çok mutlu ediyor.
Ama ben bu çal›flman›n da ötesine
geçece¤imize inan›yorum. Biz Türkiye ile
ifllevsel bir iliflki kurmak istiyoruz. Baz›
parlamentolarda yeni personel e¤itimi
programlar› uyguluyoruz; Güneydo¤u
Avrupa’da ve eski Sovyetler Birli¤i’nde
güvenlik sektörü reformuyla ilgili olarak
parlamento üyelerine e¤itimler veriyoruz.
Üyelerin e¤itilmesi yoluyla, güvenlik sektörü
reformuna dair kurumsal bir haf›za veya
kurumsal bir deneyim birikimi
oluflturulmas›na yard›mc› oluyoruz. E¤er bu
45 member states. Turkey is one of our most
valued member states and has been very
active in our organization.
DCAF aimed to fill a gap that we identified
as the lack of an organization that serves both
as a think-tank on security sector governance
and also extends operational cooperation
programs to governments in countries that
are undergoing security sector reform. The
book that Dr. Paker referred to is entitled
Parliamentary Oversight of the Security Sector
– Principles, Mechanisms and Practices, and it
is a typical product of our Documentation
and Analysis Center, which aims to fulfill
the need for information on comparative
examples of good practices on parliamentary
oversight of the security sector worldwide.
We published it together with the
Inter-Parliamentary Union (IPU) and
within a year it had been translated into
30 different languages and 60,000 copies
have been handed out to sixty different
parliaments around the world. I am glad that
in cooperation with the Turkish Economic
and Social Studies Foundation (Türkiye
Ekonomik ve Sosyal Etüdler Vakf› – TESEV)
and the Turkish parliament we were able to
publish a Turkish version of the handbook as
well. As we all know, Turkey is a very active
member also in the Inter-Parliamentary
Union and we are therefore delighted that
there is a Turkish version of this handbook.
But we have, I believe, to go beyond the mere
publication of the handbook. We would like
to enter into a working relationship with you.
With other parliaments we have
parliamentary programs to train
parliamentary staff in Southeast Europe and
in the former Soviet Union on security sector
reform. So, by way of training parliamentary
staff, we help to set up an institutional
memory or an institutional treasure trove of
experience on security sector reform. If there
is a need or an interest, this is something that
we would also like to offer to the Turkish
parliament.
