Demokratikleflme konulu çal›flmalar›n›
uluslararas› partneri DCAF ile birlikte
yürütmeye devam edecektir. Gelecek aylarda
TESEV’in Çal›flma ve ‹zleme Grubu –ki
konunun çok de¤erli uzmanlar›ndan oluflan
bilimsel bir kuruldur-, Türkiye Büyük Millet
Meclisi (TBMM)’ndeki ‹htisas
Komisyonlar›’nda konunun çeflitli yönleriyle
ilgili sunumlar yapmaya bafllayacakt›r. Biz
Türkiye’de, ülkemizin hassasiyetlerini de
dikkate alarak, kendi demokratik, kat›l›mc›
yolumuzu çizebiliriz. TESEV bu konuya
bilimsel, tarafs›z ve so¤ukkanl› bir flekilde
katk›da bulunabilmek için elinden geleni
yapacak; uzmanlar›, sektör içinden
profesyonelleri, parlamenterleri ve toplumu
bu tart›flmaya katma yolunda çal›flmalar›n›
sürdürecektir.
Türkiye özelinde, sivilleflme,
demokratikleflme yolundaki en önemli
hedeflerden biridir. Bu hedeflere yönelik
çal›flma, (ister seçimle ister atamayla
belirlensin) yaln›zca “yukar›daki” devlet
kurumlar› aras›nda ve “dikey” bazda
yürütülecek “ayarlamalar” fleklinde
olmamal›; sürece toplumu da angaje eden ve
“yatay” ba¤lant›lar kuran bir yolda
ilerlemelidir. Bu yolda TESEV, partnerleriyle
birlikte ilk cesur ad›mlar› atmaya devam
edecektir. Sizden bizimle yürümenizi
istiyoruz; ülkemizin demokratik gelece¤inin
yolunu birlikte açmay› umuyoruz.
TESEV will continue to carry out its studies
on the issue of security sector
democratization with its international
partner DCAF. In the upcoming months, the
Working and Monitoring group of TESEV –
a scientific council set up of very important
experts in the field – will start doing
presentations for the Special Committees of
the Turkish Grand National Assembly
(TGNA) on various aspects of the issue. In
Turkey, we can draw our own democratic,
participatory roadmap by also taking into
account the sensitivities of our country.
TESEV will do its best to contribute to the
issue in a scientific, neutral, and eventempered
manner and will continue to draw
the experts, security professionals,
parliamentarians, and society into this debate.
In the particular case of Turkey,
civilianization is one of the most important
goals on the path to democratization. The
effort towards these goals should not just take
place as “arrangements” between state
institutions “at the top” (be they elected or
appointed) and to be carried out in a
“vertical” way, but should progress in a way
that engages the public and establishes
“horizontal” links. TESEV and its partners
will continue to take brave steps towards this
end. We want you to walk with us and hope
that together we can chart the course of our
country’s democratic future.
