Bottle bill in the works
Sierra Club Florida is launching a
major campaign to present state
legislators with a bottle deposit
bill this fall at constituent meetings
throughout Florida. All Sierrans are
invited to help.
Florida Chapter’s Waste Minimization
Committee is spearheading the effort, and
calling on group members to join with
local recycling committees to educate
citizens and legislators about the proposed
bill. To learn how you can help, contact
Linda Demler at linda.demler@sierraclub.org.
With our world-class beaches drawing
visitors from around the world, we must
take measures to keep our coastline clean
and safe. Fully a quarter of all the trash
picked up at a recent beach cleanup in
Indialantic was glass, a clear hazard to the
feet of beachgoers, especially youngsters.
Algae blooms, fish kills, red tide,
deteriorating spring water. You’ve
read the stories, you’ve seen the pictures.
The causes are complex, but did you
know that fertilizer, the magic stuff that
keeps our lawns green, is a huge part of
the problem? Well it is! It’s a source of
the nitrogen and phosphorous pollution
that ends up in our waterways and causes
problems.
That’s why municipalities all over
Florida are passing fertilizer ordinances.
Sounds good, right? Hold on! An
estimated 20 percent of the ordinances
that have been passed are simply wolves
in sheep’s clothing.
Where does the wolf come in? Scotts
Miracle-Gro, TruGreen and the Florida
Pest Management Association have
fought against ordinances that contain the
five provisions below. They have spent
untold dollars lobbying local and state
A small deposit on bottles, as passed a
few years ago in Hawaii, is the incentive
people need to keep their recyclable
containers out of our landfills.
Twelve states already have bottle bills,
and together, recycle more containers than
the other 38 states combined. The bills
have cut down on litter, created jobs and
helped save landfill space. The proposed
bill will add green jobs to Florida, as it
proposes that private recycling centers,
rather than grocery stores, be created to
handle the recycling.
The committee has already reached out
to the bottling industry for input, because
many companies are interested in this
issue. Coca-Cola, for instance, has a goal
of recycling 100 percent of its bottles and
containers by 2015. — Amy Tidd, Waste
Minimization Committee
Not all fertilizer ordinances alike
politicians to reject strong measures. They
instead promote a weak model ordinance
(the Florida Department of Environmental
Protection Model) that was passed in
2009. This weak ordinance contains the
minimum provisions allowable by state
law and simply is not enough to make any
real difference.
To pass Sierra Club muster, any
fertilizer ordinance must contain all five of
the most meaningful methods of reducing
urban fertilizer pollution:
1. A strict (no exemptions) rainy season
ban on nitrogen and phosphorous
application.
2. The required use of at least 50 percent
controlled release nitrogen.
3. A 10-foot fertilizer-free zone from
water’s edge.
4. A yearly application limit for nitrogen of
at most four pounds per 1,000 square feet.
Let’s push Publix on plastic
Several members of the Sierra Florida Waste
Minimization Committee recently talked with
Publix Super Markets officials to explain the Sierra
Club position on plastic bags. One of our committee’s
top goals this year is single-use plastic bag reduction.
High-density polyethylene single-use plastic
bags, made with oil and natural gas, never leave the
environment. They merely break down into smaller
pieces that clutter our oceans and landfills, choke our
birds and fish and end up in our food chain. We use
nearly four billion plastic bags annually, recycling less
than five percent. And we use precious oil resources to
make them. Is that crazy? Yes!
Here’s what we suggested Publix do to improve
participation in their existing campaign to encourage
customers to use reusable bags. (They felt that an extra
5 cents per bag discount on a $50 grocery bill would
not be effective):
• Establish permanent signage to remind customers to
bring bags.
• Display easy-to-understand information depicting the
devastating effects of plastic bags on the environment
and marine life.
• Train clerks to ask customers if they would like to
purchase a reusable bag; if they decline the purchase,
offer paper before offering plastic.
• Ask customers if they need bags when purchasing
only a few items.
• Offer money-back and other incentives for each
reusable bag brought to the store.
• Advertise reusable bags in Publix weekly flyers,
offering a free bag with a coupon.
Take action
Contact your local store managers and ask them
to implement the above suggestions. If you see
progress, let us know! Send an email to Dixie Stevens
at artist4050@yahoo.com. — Dixie Stevens, Dwight
Adams and Drew Martin, Sierra Club Florida Waste
5. Zero phosphorous should be applied during the dry
Sierra Florida Conservation Digest
The Sierra Florida Chapter hit the ground running
in 2012 as we took on the full duties and
responsibilites of a state chapter. Here’s a roundup of
conservation issues that we’ve been working on:
• We formally requested that the St. Johns River
Water Management District (SJRWMD) deny the
Adena Springs Ranch Consumptive Use Permit until
results from the Minimum Flow and Level (MFL)
studies from both the SJRWMD and Southwest Florida
Water Management District are complete and an MFL
is determined for Silver Springs. We urged the district
to follow Florida law and protect the water quality
and quantity of Silver Springs as well as the Silver
River and Ocklawaha River — both designated as
Outstanding Florida Waterways. Visit ilovesprings.org
to learn more about the issue and how to complete and
submit a public input form.
• We successfully convinced Gov. Rick Scott to veto
HB 1117, the so-called “Conservation of Wildlife” bill.
This bad bill would have authorized the leasing of state
conservation or water management district lands to
private zoos and aquariums and allow them to conduct
research of selected populations of ungulates and
avian species “in the wild.” The list of potential exotic
animals included rhinoceroses, camels, hippos, tapirs,
giraffes, okapis, elephants, zebras, ostriches and emus.
• Brian Paradise of the Conservation Advisory
Team spoke on behalf of the Sierra Club at the
U.S. Department of the Interior's field hearing in
Jacksonville on proposed seismic testing off the
Atlantic Coast, in preparation for offshore drilling
there. Sierra Club is opposed to the proposed seismic
testing on the East Coast of the United States as there
is overwhelming evidence that seismic testing with
air guns causes death and severe injury to marine
mammals. Studies also show that such seismic testing
depresses the catch rates of various fish species.
Brian submitted numerous documents supporting our
position.
• The Chapter joined Food & Water Watch, Friends of
the Earth, The Florida Keys Environmental Coalition
and GMO Free Florida Consumer in petitioning
Gov. Scott to prevent the experimental release of
British biotechnology company Oxitec’s genetically
engineered mosquitoes in the Florida Keys. In early
May, we learned from the Florida Keys Mosquito
Control District that the controversial program “will
only take place once all necessary regulatory and
ethical approvals have been obtained from regulatory
agencies at both federal and state levels, based on the
results of independent, rigorous, scientific review.”
• The Chapter signed on to a letter to U.S. Rep. Steve
Southerland of Florida’s 2nd District strongly opposing
his proposed bill, HR 4150. The bill would remove
Unit FL-92 on Indian Peninsula, and Unit P-30 on
Cape San Blas (collectively, the St. Joe Unit), from
the Coastal Barrier Resources System. The purpose
of Coastal Barrier Resources Act is to stop federal
subsidies for unwise coastal development in places
such as the St. Joe Unit. The St. Joe Unit is among
the most erosion and flood-prone areas on the Florida
coast. These units are correctly within the Coastal
Barrier Resources System.
• The Chapter Phosphate Committee was active in
the scoping process for the Central Florida Phosphate
Mining District. The four mines proposed, Mosaic’s
Desoto Mine, Ona Mine, Wingate East extension of
Wingate Creek Mine and CF Industries’ South Pasture
Mine, would each involve activities that will destroy
or alter wetlands and streams within the mine footprint
and may negatively impact nearby and downstream
communities as well.
No Nukes Activist
Summit Report
By Mandy Hancock, Sierra Club Florida Member
Last May in Washington, D.C., Sierra Club
hosted its first “No Nukes Activist” Summit.
As a participant, I saw some of the superstars of our
movement share their expertise, sat in on strategizing
by scores of activist-experts from around the country
and even attended a few meetings with members of
Congress. Being from Florida, where four new nuclear
reactors are being proposed by Florida Power and Light
(at Turkey Point near Miami) and Progress Energy
(in Levy County, 45 miles from my house), I have a
personal interest in this issue. I am also the High Risk
Energy Organizer for Southern Alliance for Clean
Energy (SACE), so I look for ways to nip the so-called
“nuclear renaissance” in the bud.
The Southeast is the unfortunate hub of massive
nuclear activity, with both existing projects and dozens
of new ones. The first new licenses in 30 years were
recently issued for Plant Vogtle in Georgia and the V.C.
Summer in South Carolina. Our region also has high
population growth and is regularly threatened by severe
drought. Instead of pursuing costly, risky nuclear
power, we need truly clean and safe energy choices
that protect our water and our wallets, such as energy
efficiency and renewable energy.
That’s why groups such as the Sierra Club and our
allies in Iowa are fighting the proposed “construction
work in progress” law that would allow utilities to
raise rates in advance to pay for new nuclear reactor
proposals. The Iowa folks just defeated this anticonsumer
legislation, making it very unlikely that any
new reactors will be built there, least for now.
In Florida, we have a long way to go. Our “nuclear
cost recovery” law was passed in 2006 and utilities
have been dipping into consumers’ wallets since 2009.
SACE has been challenging these charges since they
started and are now challenging the constitutionality of
the law before the Florida Supreme Court.
It’s exciting to see so much activity around this
important issue. The No Nukes Activist team is
working with the Club to develop campaign plans to
bolster the work already begun. Read more about the
Summit at tinyurl.com/NoNukesActivistBlog2012.
Editor’s note: The No Nukes Team is part of the Sierra
Club’s Activist Network, which hosts activist teams
across the country concentrating on national, regional
and local issues. For more information, visit connect.
Let’s stamp
out Styrofoam
The Florida Chapter’s Waste Management
Committee is considering a major campaign to
curb the use of Styrofoam in Florida. To be part of that
effort, contact Drew Martin at DMandCH@aol.com or
Cecilia Height at cheight@cfl.rr.com.
Styrofoam not only lives long and prospers in our
environment, but also uses fossil fuels to produce.
Here are some tips to reduce/stop using Styrofoam:
• Find and patronize stores and restaurants that don’t
use Styrofoam.
• Use your own beverage and food container whenever
you can.
• If you use a doggie bag from restaurants, bring your
own container and put the leftovers in that.
• Find out where in your community you can recycle
Styrofoam and do it, and pass on the word to your
neighbors, coworkers and social media contacts.
Linda Bremer receives Sierra honor
Award to be bestowed in
San Francisco in August
An email in Linda Bremer’s inbox in May read
“Dear Linda, on behalf of the Sierra Club, it is
my pleasure to inform you that you have been
selected to receive the Club’s 2012 Special Service
Award. The award honors Sierra Club members for
strong and consistent commitment to conservation
or the Club over an extended period of time. You are
invited to receive this award at a celebration to be held
in San Francisco on Saturday, August 4, 2012.”
Linda’s reaction to the missive from Ellen
Davis, chair of the Sierra Club Honors and Awards
Committee, was that of amazement, “since I'm usually
pretty low profile nowadays. But I love Sierra Club and am
proud of the work I have done for them over the years.”
The honor recognizes Linda’s 25 years of Sierra
activism as a volunteer, a role she jumped into after
retiring in 1986. For 18 years she taught middle school
students in Tampa, St. Petersburg and Jacksonville,
where she grew up and lives with her (“very
supportive”) husband of 44 years.
As native Floridians, Linda and Paul remember
Florida’s abundant fish and wildlife before the
development boom. Then they witnessed Florida’s
transformation to a sunbelt mecca, which included “a
disregard for wetlands and waters by agriculture and
industry, exploitation of low income neighborhoods for
toxic dumping, urban "renewal" by demolition and highway
construction and unregulated air pollution,” said Linda.
“In my family we were avid campers by financial
necessity and also for pleasure. Like so many other
activists, my outdoor experiences watching birds,
hiking in the woods and traveling to parks led me to
join organizations advocating for the environment,”
Linda said.
Her early involvement in Sierra focused on agency
regulation for wetlands. “Judy Hancock, Laurie
MacDonald and Peter Belmont were all mentors for
me in where to go, who to talk to and how to advocate
forcefully,” Linda said. “From about 1987 to 2004,
I attended monthly meetings of the St. Johns River
Water Management District. It was a great experience
for someone inept and uninformed in the workings of
regulatory agencies to go each month, listen and learn,
and talk to staff and board members.”
She saw Sierra Club move to the frontlines of
wetlands battles in the 1990s, and recalls it as a
time when “Florida moved ahead with outstanding
environmental protections for habitat and ecosystems, a
monumental land preservation program and increasing
public support and awareness.” During this time her
activism extended to sprawl and fragmented habitats
that resulted from the negative impacts of highway
construction.
“I began working with Florida
Department of Transportation
staff on how to minimize
impacts on the environment
and wildlife,” Linda said.
And for seven years she was
a member of the Florida Fish
and Wildlife Conservation
Commission Foundation.
Linda Bremer
Today Linda serves on the
Jacksonville Bicycle Pedestrian
Advisory Committee, where she is an advocate for
redesign and redevelopment of urban cores to create
more walkable and bikeable communities.
Her Sierra credentials include serving on the
National Wetlands and Water Committee; National
Green Transportation Committee; Florida Chapter
Wetlands Committee; Florida Chapter Wetlands
Committee chair; Florida Chapter Transportation chair;
Steering Committee member, Sierra Club Florida;
Conservation Chair, Northeast Florida Group.
We salute Linda Bremer for her quarter century
of tireless advocacy on behalf of Florida’s wildlife
and natural areas. And we are proud that her Sierra
Club work is recognized and appreciated all the way
to San Francisco. – Liz Cantarine, Sierra Florida
Florida boasts most ICOs
Florida boasts the highest number of Inner City
In 1976, the Sierra Club took a successful
program idea from its San Francisco Bay Chapter
and established a nationwide ICO program to
provide safe and fun wilderness trips to low-income
youth, physically disabled individuals and others
who have limited access to the outdoors. The
concept caught fire — turning on high-risk, lowincome
groups of youth to the great outdoors.
