<strong>Bottle</strong> <strong>bill</strong> <strong>in</strong> <strong>the</strong> <strong>works</strong><br />
<strong>Sierra</strong> <strong>Club</strong> <strong>Florida</strong> is launch<strong>in</strong>g a<br />
major campaign to present state<br />
legislators with a bottle deposit<br />
<strong>bill</strong> this fall at constituent meet<strong>in</strong>gs<br />
throughout <strong>Florida</strong>. All <strong>Sierra</strong>ns are<br />
<strong>in</strong>vited to help.<br />
<strong>Florida</strong> Chapter’s Waste M<strong>in</strong>imization<br />
Committee is spearhead<strong>in</strong>g <strong>the</strong> effort, and<br />
call<strong>in</strong>g on group members to jo<strong>in</strong> with<br />
local recycl<strong>in</strong>g committees to educate<br />
citizens and legislators about <strong>the</strong> proposed<br />

With our world-class beaches draw<strong>in</strong>g<br />
visitors from around <strong>the</strong> world, we must<br />
take measures to keep our coastl<strong>in</strong>e clean<br />
and safe. Fully a quarter of all <strong>the</strong> trash<br />
picked up at a recent beach cleanup <strong>in</strong><br />
Indialantic was glass, a clear hazard to <strong>the</strong><br />
feet of beachgoers, especially youngsters.<br />
Algae blooms, fish kills, red tide,<br />
deteriorat<strong>in</strong>g spr<strong>in</strong>g water. You’ve<br />
read <strong>the</strong> stories, you’ve seen <strong>the</strong> pictures.<br />
The causes are complex, but did you<br />
know that fertilizer, <strong>the</strong> magic stuff that<br />
keeps our lawns green, is a huge part of<br />
<strong>the</strong> problem? Well it is! It’s a source of<br />
<strong>the</strong> nitrogen and phosphorous pollution<br />
that ends up <strong>in</strong> our waterways and causes<br />
problems.<br />
That’s why municipalities all over<br />
<strong>Florida</strong> are pass<strong>in</strong>g fertilizer ord<strong>in</strong>ances.<br />
Sounds good, right? Hold on! An<br />
estimated 20 percent of <strong>the</strong> ord<strong>in</strong>ances<br />
that have been passed are simply wolves<br />
<strong>in</strong> sheep’s cloth<strong>in</strong>g.<br />
Where does <strong>the</strong> wolf come <strong>in</strong>? Scotts<br />
Miracle-Gro, TruGreen and <strong>the</strong> <strong>Florida</strong><br />
Pest Management Association have<br />
fought aga<strong>in</strong>st ord<strong>in</strong>ances that conta<strong>in</strong> <strong>the</strong><br />
five provisions below. They have spent<br />
untold dollars lobby<strong>in</strong>g local and state<br />
A small deposit on bottles, as passed a<br />
few years ago <strong>in</strong> Hawaii, is <strong>the</strong> <strong>in</strong>centive<br />
people need to keep <strong>the</strong>ir recyclable<br />
conta<strong>in</strong>ers out of our landfills.<br />
Twelve states already have bottle <strong>bill</strong>s,<br />
and toge<strong>the</strong>r, recycle more conta<strong>in</strong>ers than<br />
<strong>the</strong> o<strong>the</strong>r 38 states comb<strong>in</strong>ed. The <strong>bill</strong>s<br />
have cut down on litter, created jobs and<br />
helped save landfill space. The proposed<br />
<strong>bill</strong> will add green jobs to <strong>Florida</strong>, as it<br />
proposes that private recycl<strong>in</strong>g centers,<br />
ra<strong>the</strong>r than grocery stores, be created to<br />
handle <strong>the</strong> recycl<strong>in</strong>g.<br />
The committee has already reached out<br />
to <strong>the</strong> bottl<strong>in</strong>g <strong>in</strong>dustry for <strong>in</strong>put, because<br />
many companies are <strong>in</strong>terested <strong>in</strong> this<br />
issue. Coca-Cola, for <strong>in</strong>stance, has a goal<br />
of recycl<strong>in</strong>g 100 percent of its bottles and<br />
conta<strong>in</strong>ers by 2015. — Amy Tidd, Waste<br />

Not all fertilizer ord<strong>in</strong>ances alike<br />
politicians to reject strong measures. They<br />
<strong>in</strong>stead promote a weak model ord<strong>in</strong>ance<br />
(<strong>the</strong> <strong>Florida</strong> Department of Environmental<br />
Protection Model) that was passed <strong>in</strong><br />
2009. This weak ord<strong>in</strong>ance conta<strong>in</strong>s <strong>the</strong><br />
m<strong>in</strong>imum provisions allowable by state<br />
law and simply is not enough to make any<br />
real difference.<br />
To pass <strong>Sierra</strong> <strong>Club</strong> muster, any<br />
fertilizer ord<strong>in</strong>ance must conta<strong>in</strong> all five of<br />
<strong>the</strong> most mean<strong>in</strong>gful methods of reduc<strong>in</strong>g<br />
urban fertilizer pollution:<br />
1. A strict (no exemptions) ra<strong>in</strong>y season<br />
ban on nitrogen and phosphorous<br />
application.<br />
2. The required use of at least 50 percent<br />
controlled release nitrogen.<br />
3. A 10-foot fertilizer-free zone from<br />
water’s edge.<br />
4. A yearly application limit for nitrogen of<br />
at most four pounds per 1,000 square feet.<br />

Let’s push Publix on plastic<br />
Several members of <strong>the</strong> <strong>Sierra</strong> <strong>Florida</strong> Waste<br />
M<strong>in</strong>imization Committee recently talked with<br />
Publix Super Markets officials to expla<strong>in</strong> <strong>the</strong> <strong>Sierra</strong><br />
<strong>Club</strong> position on plastic bags. One of our committee’s<br />
top goals this year is s<strong>in</strong>gle-use plastic bag reduction.<br />
High-density polyethylene s<strong>in</strong>gle-use plastic<br />
bags, made with oil and natural gas, never leave <strong>the</strong><br />
environment. They merely break down <strong>in</strong>to smaller<br />
pieces that clutter our oceans and landfills, choke our<br />
birds and fish and end up <strong>in</strong> our food cha<strong>in</strong>. We use<br />
nearly four <strong>bill</strong>ion plastic bags annually, recycl<strong>in</strong>g less<br />
than five percent. And we use precious oil resources to<br />
make <strong>the</strong>m. Is that crazy? Yes!<br />
Here’s what we suggested Publix do to improve<br />
participation <strong>in</strong> <strong>the</strong>ir exist<strong>in</strong>g campaign to encourage<br />
customers to use reusable bags. (They felt that an extra<br />
5 cents per bag discount on a $50 grocery <strong>bill</strong> would<br />
not be effective):<br />
• Establish permanent signage to rem<strong>in</strong>d customers to<br />
br<strong>in</strong>g bags.<br />
• Display easy-to-understand <strong>in</strong>formation depict<strong>in</strong>g <strong>the</strong><br />
devastat<strong>in</strong>g effects of plastic bags on <strong>the</strong> environment<br />
and mar<strong>in</strong>e life.<br />
• Tra<strong>in</strong> clerks to ask customers if <strong>the</strong>y would like to<br />
purchase a reusable bag; if <strong>the</strong>y decl<strong>in</strong>e <strong>the</strong> purchase,<br />
offer paper before offer<strong>in</strong>g plastic.<br />
• Ask customers if <strong>the</strong>y need bags when purchas<strong>in</strong>g<br />
only a few items.<br />
• Offer money-back and o<strong>the</strong>r <strong>in</strong>centives for each<br />
reusable bag brought to <strong>the</strong> store.<br />
• Advertise reusable bags <strong>in</strong> Publix weekly flyers,<br />
offer<strong>in</strong>g a free bag with a coupon.<br />
Take action<br />
Contact your local store managers and ask <strong>the</strong>m<br />
to implement <strong>the</strong> above suggestions. If you see<br />

season unless a soil test denotes a true deficiency.<br />
These provisions come straight from <strong>the</strong> <strong>Florida</strong> Yards &<br />
Neighborhoods handbooks and have been recommended by<br />
<strong>the</strong> County Extension Service and <strong>the</strong> <strong>Florida</strong> Department of<br />
Environmental Protection s<strong>in</strong>ce 1994.<br />
So <strong>the</strong>re you have it. If you learn that your<br />
municipality is consider<strong>in</strong>g an urban fertilizer ord<strong>in</strong>ance,<br />
f<strong>in</strong>d out if it is a strong one, us<strong>in</strong>g <strong>the</strong> criteria above. And<br />

Political committees need you now<br />
Political committees <strong>in</strong> <strong>Sierra</strong> <strong>Club</strong> groups around<br />
<strong>Florida</strong> are gear<strong>in</strong>g up to elect good environmental<br />
candidates this fall and <strong>the</strong>y need your help. Volunteers<br />
are needed <strong>in</strong> several areas:<br />
• Identify<strong>in</strong>g, <strong>in</strong>terview<strong>in</strong>g and possibly endors<strong>in</strong>g<br />
qualified candidates.<br />
• Campaign help, <strong>in</strong>clud<strong>in</strong>g canvass<strong>in</strong>g, sign wav<strong>in</strong>g,<br />
phone bank<strong>in</strong>g and leaflet<strong>in</strong>g.<br />
• Fundrais<strong>in</strong>g, <strong>in</strong>clud<strong>in</strong>g house parties and fund appeals.<br />
• Get-out-<strong>the</strong>-vote efforts before and dur<strong>in</strong>g <strong>the</strong> election.<br />

There’s help for your ‘Hands’ event<br />
<strong>Sierra</strong> <strong>Club</strong> <strong>Florida</strong> Healthy Air Campaign is<br />
organiz<strong>in</strong>g Hands Across <strong>the</strong> Sand events on <strong>Florida</strong><br />
beaches up and down <strong>the</strong> coast on Saturday, Aug. 4. These<br />
past successful events brought attention to say<strong>in</strong>g no to<br />
offshore drill<strong>in</strong>g and yes to clean energy. Hands Across<br />
<strong>the</strong> Sand is a media magnet, and campaign staff is ready<br />
to help get yours off <strong>the</strong> ground (or onto <strong>the</strong> beach).<br />

<strong>Sierra</strong> <strong>Florida</strong> Conservation Digest<br />
The <strong>Sierra</strong> <strong>Florida</strong> Chapter hit <strong>the</strong> ground runn<strong>in</strong>g<br />
<strong>in</strong> 2012 as we took on <strong>the</strong> full duties and<br />
responsibilites of a state chapter. Here’s a roundup of<br />
conservation issues that we’ve been work<strong>in</strong>g on:<br />
• We formally requested that <strong>the</strong> St. Johns River<br />
Water Management District (SJRWMD) deny <strong>the</strong><br />
Adena Spr<strong>in</strong>gs Ranch Consumptive Use Permit until<br />
results from <strong>the</strong> M<strong>in</strong>imum Flow and Level (MFL)<br />
studies from both <strong>the</strong> SJRWMD and Southwest <strong>Florida</strong><br />
Water Management District are complete and an MFL<br />
is determ<strong>in</strong>ed for Silver Spr<strong>in</strong>gs. We urged <strong>the</strong> district<br />
to follow <strong>Florida</strong> law and protect <strong>the</strong> water quality<br />
and quantity of Silver Spr<strong>in</strong>gs as well as <strong>the</strong> Silver<br />
River and Ocklawaha River — both designated as<br />
Outstand<strong>in</strong>g <strong>Florida</strong> Waterways. Visit ilovespr<strong>in</strong>gs.org<br />
to learn more about <strong>the</strong> issue and how to complete and<br />
submit a public <strong>in</strong>put form.<br />
• We successfully conv<strong>in</strong>ced Gov. Rick Scott to veto<br />
HB 1117, <strong>the</strong> so-called “Conservation of Wildlife” <strong>bill</strong>.<br />
This bad <strong>bill</strong> would have authorized <strong>the</strong> leas<strong>in</strong>g of state<br />
conservation or water management district lands to<br />
private zoos and aquariums and allow <strong>the</strong>m to conduct<br />
research of selected populations of ungulates and<br />
avian species “<strong>in</strong> <strong>the</strong> wild.” The list of potential exotic<br />
animals <strong>in</strong>cluded rh<strong>in</strong>oceroses, camels, hippos, tapirs,<br />
giraffes, okapis, elephants, zebras, ostriches and emus.<br />
• Brian Paradise of <strong>the</strong> Conservation Advisory<br />
Team spoke on behalf of <strong>the</strong> <strong>Sierra</strong> <strong>Club</strong> at <strong>the</strong><br />
U.S. Department of <strong>the</strong> Interior's field hear<strong>in</strong>g <strong>in</strong><br />
Jacksonville on proposed seismic test<strong>in</strong>g off <strong>the</strong><br />
Atlantic Coast, <strong>in</strong> preparation for offshore drill<strong>in</strong>g<br />
<strong>the</strong>re. <strong>Sierra</strong> <strong>Club</strong> is opposed to <strong>the</strong> proposed seismic<br />
test<strong>in</strong>g on <strong>the</strong> East Coast of <strong>the</strong> United States as <strong>the</strong>re<br />
is overwhelm<strong>in</strong>g evidence that seismic test<strong>in</strong>g with<br />
air guns causes death and severe <strong>in</strong>jury to mar<strong>in</strong>e<br />
mammals. Studies also show that such seismic test<strong>in</strong>g<br />
depresses <strong>the</strong> catch rates of various fish species.<br />
Brian submitted numerous documents support<strong>in</strong>g our<br />
position.<br />
• The Chapter jo<strong>in</strong>ed Food & Water Watch, Friends of<br />
<strong>the</strong> Earth, The <strong>Florida</strong> Keys Environmental Coalition<br />
and GMO Free <strong>Florida</strong> Consumer <strong>in</strong> petition<strong>in</strong>g<br />
Gov. Scott to prevent <strong>the</strong> experimental release of<br />
British biotechnology company Oxitec’s genetically<br />
eng<strong>in</strong>eered mosquitoes <strong>in</strong> <strong>the</strong> <strong>Florida</strong> Keys. In early<br />
May, we learned from <strong>the</strong> <strong>Florida</strong> Keys Mosquito<br />
Control District that <strong>the</strong> controversial program “will<br />
only take place once all necessary regulatory and<br />
ethical approvals have been obta<strong>in</strong>ed from regulatory<br />
agencies at both federal and state levels, based on <strong>the</strong><br />
results of <strong>in</strong>dependent, rigorous, scientific review.”<br />
• The Chapter signed on to a letter to U.S. Rep. Steve<br />
Sou<strong>the</strong>rland of <strong>Florida</strong>’s 2nd District strongly oppos<strong>in</strong>g<br />
his proposed <strong>bill</strong>, HR 4150. The <strong>bill</strong> would remove<br />
Unit FL-92 on Indian Pen<strong>in</strong>sula, and Unit P-30 on<br />
Cape San Blas (collectively, <strong>the</strong> St. Joe Unit), from<br />
<strong>the</strong> Coastal Barrier Resources System. The purpose<br />
of Coastal Barrier Resources Act is to stop federal<br />
subsidies for unwise coastal development <strong>in</strong> places<br />
such as <strong>the</strong> St. Joe Unit. The St. Joe Unit is among<br />
<strong>the</strong> most erosion and flood-prone areas on <strong>the</strong> <strong>Florida</strong><br />
coast. These units are correctly with<strong>in</strong> <strong>the</strong> Coastal<br />
Barrier Resources System.<br />
• The Chapter Phosphate Committee was active <strong>in</strong><br />
<strong>the</strong> scop<strong>in</strong>g process for <strong>the</strong> Central <strong>Florida</strong> Phosphate<br />
M<strong>in</strong><strong>in</strong>g District. The four m<strong>in</strong>es proposed, Mosaic’s<br />
Desoto M<strong>in</strong>e, Ona M<strong>in</strong>e, W<strong>in</strong>gate East extension of<br />
W<strong>in</strong>gate Creek M<strong>in</strong>e and CF Industries’ South Pasture<br />
M<strong>in</strong>e, would each <strong>in</strong>volve activities that will destroy<br />
or alter wetlands and streams with<strong>in</strong> <strong>the</strong> m<strong>in</strong>e footpr<strong>in</strong>t<br />
and may negatively impact nearby and downstream<br />
communities as well.<br />

Manatee-Sarasota Group The West Palmetto High School<br />
Mar<strong>in</strong>e Science students were able to take <strong>the</strong>ir classroom studies to<br />
Emerson Po<strong>in</strong>t Preserve through a grant from <strong>the</strong> Manatee-Sarasota<br />
Group. The grant funded multiple field trips to study wildlife and <strong>the</strong>ir habitats. The<br />
goals were to experience first-hand what students were learn<strong>in</strong>g <strong>in</strong> <strong>the</strong> classroom, and<br />
to help <strong>the</strong>m develop a respect for, and an appreciation of our gulf coastal environment.<br />
Students measured and analyzed air and water quality data <strong>in</strong>clud<strong>in</strong>g temperature,<br />
relative and absolute humidity, dew po<strong>in</strong>t, air pressure, light <strong>in</strong>tensity, sal<strong>in</strong>ity, specific<br />
gravity and pH. They were also tra<strong>in</strong>ed to use se<strong>in</strong>e nets and encouraged to collect,<br />
observe, compare, contrast, classify and <strong>the</strong>n release mar<strong>in</strong>e organisms back to<br />
<strong>the</strong>ir native habitats. Science teachers <strong>in</strong>volved <strong>in</strong> <strong>the</strong> studies were Cassandra<br />

Loxahatchee Group The West Palm Beach Inner City<br />
Out<strong>in</strong>gs group on March 31 had its first out<strong>in</strong>g with new partner<br />
<strong>the</strong> Jay M<strong>in</strong>istries of Riviera Beach. Alyssa Cadwalader and<br />
Ricardo Zambrano planned a great day of canoe<strong>in</strong>g for 14 youngsters accompanied by five adult volunteers.<br />
The day on <strong>the</strong> Loxahatchee River was spent wad<strong>in</strong>g, dip nett<strong>in</strong>g <strong>in</strong> <strong>the</strong> river and hold<strong>in</strong>g a scavenger hunt. In<br />

No Nukes Activist<br />
Summit Report<br />

Last May <strong>in</strong> Wash<strong>in</strong>gton, D.C., <strong>Sierra</strong> <strong>Club</strong><br />
hosted its first “No Nukes Activist” Summit.<br />
As a participant, I saw some of <strong>the</strong> superstars of our<br />
movement share <strong>the</strong>ir expertise, sat <strong>in</strong> on strategiz<strong>in</strong>g<br />
by scores of activist-experts from around <strong>the</strong> country<br />
and even attended a few meet<strong>in</strong>gs with members of<br />
Congress. Be<strong>in</strong>g from <strong>Florida</strong>, where four new nuclear<br />
reactors are be<strong>in</strong>g proposed by <strong>Florida</strong> Power and Light<br />
(at Turkey Po<strong>in</strong>t near Miami) and Progress Energy<br />
(<strong>in</strong> Levy County, 45 miles from my house), I have a<br />
personal <strong>in</strong>terest <strong>in</strong> this issue. I am also <strong>the</strong> High Risk<br />
Energy Organizer for Sou<strong>the</strong>rn Alliance for Clean<br />
Energy (SACE), so I look for ways to nip <strong>the</strong> so-called<br />
“nuclear renaissance” <strong>in</strong> <strong>the</strong> bud.<br />
The Sou<strong>the</strong>ast is <strong>the</strong> unfortunate hub of massive<br />
nuclear activity, with both exist<strong>in</strong>g projects and dozens<br />
of new ones. The first new licenses <strong>in</strong> 30 years were<br />
recently issued for Plant Vogtle <strong>in</strong> Georgia and <strong>the</strong> V.C.<br />
Summer <strong>in</strong> South Carol<strong>in</strong>a. Our region also has high<br />
population growth and is regularly threatened by severe<br />
drought. Instead of pursu<strong>in</strong>g costly, risky nuclear<br />
power, we need truly clean and safe energy choices<br />
that protect our water and our wallets, such as energy<br />
efficiency and renewable energy.<br />
That’s why groups such as <strong>the</strong> <strong>Sierra</strong> <strong>Club</strong> and our<br />
allies <strong>in</strong> Iowa are fight<strong>in</strong>g <strong>the</strong> proposed “construction<br />
work <strong>in</strong> progress” law that would allow utilities to<br />
raise rates <strong>in</strong> advance to pay for new nuclear reactor<br />
proposals. The Iowa folks just defeated this anticonsumer<br />
legislation, mak<strong>in</strong>g it very unlikely that any<br />
new reactors will be built <strong>the</strong>re, least for now.<br />
In <strong>Florida</strong>, we have a long way to go. Our “nuclear<br />
cost recovery” law was passed <strong>in</strong> 2006 and utilities<br />
have been dipp<strong>in</strong>g <strong>in</strong>to consumers’ wallets s<strong>in</strong>ce 2009.<br />
SACE has been challeng<strong>in</strong>g <strong>the</strong>se charges s<strong>in</strong>ce <strong>the</strong>y<br />
started and are now challeng<strong>in</strong>g <strong>the</strong> constitutionality of<br />
<strong>the</strong> law before <strong>the</strong> <strong>Florida</strong> Supreme Court.<br />
It’s excit<strong>in</strong>g to see so much activity around this<br />
important issue. The No Nukes Activist team is<br />
work<strong>in</strong>g with <strong>the</strong> <strong>Club</strong> to develop campaign plans to<br />

Let’s stamp<br />
out Styrofoam<br />
The <strong>Florida</strong> Chapter’s Waste Management<br />
Committee is consider<strong>in</strong>g a major campaign to<br />
curb <strong>the</strong> use of Styrofoam <strong>in</strong> <strong>Florida</strong>. To be part of that<br />

Styrofoam not only lives long and prospers <strong>in</strong> our<br />
environment, but also uses fossil fuels to produce.<br />
Here are some tips to reduce/stop us<strong>in</strong>g Styrofoam:<br />
• F<strong>in</strong>d and patronize stores and restaurants that don’t<br />
use Styrofoam.<br />
• Use your own beverage and food conta<strong>in</strong>er whenever<br />
you can.<br />
• If you use a doggie bag from restaurants, br<strong>in</strong>g your<br />
own conta<strong>in</strong>er and put <strong>the</strong> leftovers <strong>in</strong> that.<br />
• F<strong>in</strong>d out where <strong>in</strong> your community you can recycle<br />
Styrofoam and do it, and pass on <strong>the</strong> word to your<br />
neighbors, coworkers and social media contacts.<br />
High school future scientists<br />
receive Cantwell Awards<br />
Four <strong>Florida</strong> science students received <strong>Sierra</strong> <strong>Club</strong><br />
<strong>Florida</strong> Cantwell Awards at <strong>the</strong> 57th State Science<br />
and Eng<strong>in</strong>eer<strong>in</strong>g Fair of <strong>Florida</strong> held <strong>in</strong> Lakeland<br />
April 3-5. The event was sponsored by <strong>the</strong> <strong>Florida</strong><br />
Foundation for Future Scientists.<br />
The awards, $100 and $50 for each section, honor<br />
<strong>the</strong> late Kathy Cantwell, a longtime <strong>Sierra</strong> volunteer<br />
from <strong>the</strong> Suwannee-St. Johns Group who died <strong>in</strong> 2010.<br />

L<strong>in</strong>da Bremer receives <strong>Sierra</strong> honor<br />
Award to be bestowed <strong>in</strong><br />
San Francisco <strong>in</strong> August<br />
An email <strong>in</strong> L<strong>in</strong>da Bremer’s <strong>in</strong>box <strong>in</strong> May read<br />
“Dear L<strong>in</strong>da, on behalf of <strong>the</strong> <strong>Sierra</strong> <strong>Club</strong>, it is<br />
my pleasure to <strong>in</strong>form you that you have been<br />
selected to receive <strong>the</strong> <strong>Club</strong>’s 2012 Special Service<br />
Award. The award honors <strong>Sierra</strong> <strong>Club</strong> members for<br />
strong and consistent commitment to conservation<br />
or <strong>the</strong> <strong>Club</strong> over an extended period of time. You are<br />
<strong>in</strong>vited to receive this award at a celebration to be held<br />
<strong>in</strong> San Francisco on Saturday, August 4, 2012.”<br />
L<strong>in</strong>da’s reaction to <strong>the</strong> missive from Ellen<br />
Davis, chair of <strong>the</strong> <strong>Sierra</strong> <strong>Club</strong> Honors and Awards<br />
Committee, was that of amazement, “s<strong>in</strong>ce I'm usually<br />
pretty low profile nowadays. But I love <strong>Sierra</strong> <strong>Club</strong> and am<br />
proud of <strong>the</strong> work I have done for <strong>the</strong>m over <strong>the</strong> years.”<br />
The honor recognizes L<strong>in</strong>da’s 25 years of <strong>Sierra</strong><br />
activism as a volunteer, a role she jumped <strong>in</strong>to after<br />
retir<strong>in</strong>g <strong>in</strong> 1986. For 18 years she taught middle school<br />
students <strong>in</strong> Tampa, St. Petersburg and Jacksonville,<br />
where she grew up and lives with her (“very<br />
supportive”) husband of 44 years.<br />
As native Floridians, L<strong>in</strong>da and Paul remember<br />
<strong>Florida</strong>’s abundant fish and wildlife before <strong>the</strong><br />
development boom. Then <strong>the</strong>y witnessed <strong>Florida</strong>’s<br />
transformation to a sunbelt mecca, which <strong>in</strong>cluded “a<br />
disregard for wetlands and waters by agriculture and<br />
<strong>in</strong>dustry, exploitation of low <strong>in</strong>come neighborhoods for<br />
toxic dump<strong>in</strong>g, urban "renewal" by demolition and highway<br />
construction and unregulated air pollution,” said L<strong>in</strong>da.<br />
“In my family we were avid campers by f<strong>in</strong>ancial<br />
necessity and also for pleasure. Like so many o<strong>the</strong>r<br />
activists, my outdoor experiences watch<strong>in</strong>g birds,<br />
hik<strong>in</strong>g <strong>in</strong> <strong>the</strong> woods and travel<strong>in</strong>g to parks led me to<br />
jo<strong>in</strong> organizations advocat<strong>in</strong>g for <strong>the</strong> environment,”<br />
L<strong>in</strong>da said.<br />
Her early <strong>in</strong>volvement <strong>in</strong> <strong>Sierra</strong> focused on agency<br />
regulation for wetlands. “Judy Hancock, Laurie<br />
MacDonald and Peter Belmont were all mentors for<br />
me <strong>in</strong> where to go, who to talk to and how to advocate<br />
forcefully,” L<strong>in</strong>da said. “From about 1987 to 2004,<br />
I attended monthly meet<strong>in</strong>gs of <strong>the</strong> St. Johns River<br />
Water Management District. It was a great experience<br />
for someone <strong>in</strong>ept and un<strong>in</strong>formed <strong>in</strong> <strong>the</strong> work<strong>in</strong>gs of<br />
regulatory agencies to go each month, listen and learn,<br />
and talk to staff and board members.”<br />
She saw <strong>Sierra</strong> <strong>Club</strong> move to <strong>the</strong> frontl<strong>in</strong>es of<br />
wetlands battles <strong>in</strong> <strong>the</strong> 1990s, and recalls it as a<br />
time when “<strong>Florida</strong> moved ahead with outstand<strong>in</strong>g<br />
environmental protections for habitat and ecosystems, a<br />
monumental land preservation program and <strong>in</strong>creas<strong>in</strong>g<br />
public support and awareness.” Dur<strong>in</strong>g this time her<br />
activism extended to sprawl and fragmented habitats<br />
that resulted from <strong>the</strong> negative impacts of highway<br />
construction.<br />
“I began work<strong>in</strong>g with <strong>Florida</strong><br />
Department of Transportation<br />
staff on how to m<strong>in</strong>imize<br />
impacts on <strong>the</strong> environment<br />
and wildlife,” L<strong>in</strong>da said.<br />
And for seven years she was<br />
a member of <strong>the</strong> <strong>Florida</strong> Fish<br />
and Wildlife Conservation<br />
Commission Foundation.<br />

Today L<strong>in</strong>da serves on <strong>the</strong><br />
Jacksonville Bicycle Pedestrian<br />
Advisory Committee, where she is an advocate for<br />
redesign and redevelopment of urban cores to create<br />
more walkable and bikeable communities.<br />

<strong>in</strong> <strong>the</strong> United States. <strong>Florida</strong>’s seven ICOs <strong>in</strong>clude<br />
Ga<strong>in</strong>esville, Jacksonville, Miami, Orlando, Manatee-<br />
Sarasota, Tampa Bay and West Palm Beach. These<br />
community outreach programs provide opportunities<br />
for urban youth and adults to explore, enjoy and<br />

In 1976, <strong>the</strong> <strong>Sierra</strong> <strong>Club</strong> took a successful<br />
program idea from its San Francisco Bay Chapter<br />
and established a nationwide ICO program to<br />
provide safe and fun wilderness trips to low-<strong>in</strong>come<br />
youth, physically disabled <strong>in</strong>dividuals and o<strong>the</strong>rs<br />
who have limited access to <strong>the</strong> outdoors. The<br />
concept caught fire — turn<strong>in</strong>g on high-risk, low<strong>in</strong>come<br />
groups of youth to <strong>the</strong> great outdoors.<br />
Learn<strong>in</strong>g about <strong>the</strong> natural world <strong>in</strong> this sett<strong>in</strong>g<br />
also fostered <strong>the</strong> opportunity of enhanc<strong>in</strong>g personal<br />
growth, self-esteem and self-reliance outside of familiar<br />
urban environment by participat<strong>in</strong>g <strong>in</strong> teamwork.<br />
Today, <strong>Sierra</strong> has 50 volunteer-run ICO<br />
groups that conduct more than 800 out<strong>in</strong>gs for<br />

protection <strong>in</strong> urban communities across <strong>the</strong> country,<br />
support<strong>in</strong>g John Muir's assertion that people who<br />
experience wilderness firsthand are much more<br />
likely to preserve it for future generations.<br />
Establish<strong>in</strong>g an ICO group requires critical<br />
support from <strong>the</strong> local group and <strong>the</strong> community.<br />
Volunteers are selected on experienced leadership<br />
ability, are tra<strong>in</strong>ed <strong>in</strong> first aid and CPR, receive<br />
wilderness team build<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g through <strong>works</strong>hops<br />
and sign <strong>the</strong> ICO code of ethics, <strong>in</strong> addition to<br />
undergo<strong>in</strong>g screen<strong>in</strong>g and background checks.<br />

It also takes funds to set up and ma<strong>in</strong>ta<strong>in</strong> an<br />
ICO. Volunteer fundrais<strong>in</strong>g events provide essential<br />
support, but more is always needed. Donations are<br />
