Thank you for sending us the updated plans and application. We would<br />

like to share the following <strong>view</strong>s and comments with you:<br />

¿ The site is inappropriate as it is on the scheduled monument site. The<br />

current Application does not show on his plans where the `Ancient<br />

Monument¿ area lies in connection with the proposed building. The<br />

track given as existing on the plan was dug without permission and<br />

therefore was illegally dug across the monument site. Also, the answer<br />

in Q5 is not true: The proposed building is not only adjacent to a<br />

National Historic Monument but also visible from and alongside the<br />

River Wensum SSSI.<br />

¿ There is no evidence for its requirement:<br />

- There has been no agricultural activity by the present owner - our<br />

understanding is that a Class A development on agricultural land must<br />

be reasonably necessary for the purposes of agriculture ¿ agricultural<br />

activity ceased when the land was acquired by Mr Todd. `Servicing the<br />

site¿ is not agriculture.<br />

- Machinery used on the site has been of an earth moving nature and<br />

taken away after use. It is not stored on site.<br />

- There has been no forestry activity, rather there has been<br />

deforestation.<br />

- There are 2 adjacent fishing clubs on large lakes which have carried<br />

out their activities for many years without requiring a building on this<br />

scale.<br />

- Our understanding is that fish farming would involve a change of use<br />

of land or buildings and that this needs full planning permission and is<br />

not covered under permitted development rights, as it is not related to<br />

agriculture. We have not had notification of any such application for a<br />

fish farming business on the site.<br />

We would also like to note that there are already temporary portacabins<br />

on the site which appear to have no real justification and we would like<br />

to see them removed.<br />

This application is made by the same person and organisation who<br />

submitted the last applications which were clearly misleading. The first<br />

stated that no work had been carried out in connection with the

application when this was not the case. Since this time, the Parish<br />

<strong>Council</strong> has contacted <strong>Breckland</strong> to ask what action is being taken to<br />

reinstate the site to his previous condition. The Parish <strong>Council</strong> would<br />

like to be told what action has been taken by <strong>Breckland</strong> <strong>Council</strong> in<br />

connection with this.<br />
