Current Status of AQM<br />
While air quality is largely at good condition in terms of SOx, NOx and<br />
SPM, the remaining challenges include low attainment rate of air<br />
quality standards for photochemical oxidant (Ox) and PM2.5.<br />
Situation of Ozone<br />
- Increasing Trends in Annual Average<br />
Oxidant Levels<br />
- Attainment Rate of <strong>Air</strong> Quality Standards<br />
(0.06 ppm per hour) was 0.0% in JFY2010.<br />
Situation of PM2.5<br />
- The first valid monitoring since the<br />
establishment of AQS for PM2.5 (35 ug/m 3<br />
per hour, 15 ug/m 3 per year), showed approx.<br />
30% of AQS attainment rate (and less<br />
than 10% at roadsides).<br />
Remained Below AQS (11 stations)<br />
Exceeded AQS (18 stations + 5<br />
stations (due to dust and<br />
sandstorms))

• International Cooperation on TAP and DSS through EANET and<br />
other frameworks<br />

• Estimation of Emissions of Black Carbon and Survey on its<br />
Mitigation Measures<br />
• Studies on Impacts of different Ozone Precursors on Ozone<br />
Formation and Climate Change
Other Ministries to Collaborate<br />
The Ministry of the Environment <strong>Japan</strong> (MOEJ) is the<br />
main authority in charge of national environmental<br />
policy.<br />
Potential Collaboration with Other Ministries/Departments<br />
• Photochemical Oxidant and PM2.5<br />
• No collaboration needed at this time.<br />
• Transboundary <strong>Air</strong> Pollution<br />
• For DSS monitoring, coordination needed with Meteorological<br />
Agency.<br />
• For international cooperation on TAP, the policy of Ministry of<br />
Foreign Affairs should be taken into account.<br />

• Close collaboration needed with the departments in charge of<br />
climate change within the same ministry.
