<strong>Harbor</strong> Background<br />

The <strong>New</strong> <strong>York</strong>/<strong>New</strong> <strong>Jersey</strong> <strong>Harbor</strong> is located between the states of <strong>New</strong> <strong>Jersey</strong> and <strong>New</strong><br />

<strong>York</strong> and opens up into the Atlantic Ocean. The harbor consists of the Hudson River,<br />

East River, Hackensack River, Passaic River, <strong>New</strong>ark Bay, Jamaica Bay, Arthur Kill, the<br />

Kill van Kull, and the Long Island Sound. The Hudson River flows between Brooklyn<br />

and Staten Island into a larger bay area, which opens up into the <strong>New</strong> <strong>York</strong> Bight and<br />

Atlantic Ocean as shown in Figure 1.<br />
