INDICATOR TITLE: NUMBER OF PROSECUTIONS AND RATIO OF CONVICTIONS TO<br />
PROSECUTIONS FOR CORRUPTION-RELATED CRIMES<br />
DEFINITION:<br />
Corruption-related crimes include: bribery, extortion, embezzlement, illicit<br />
enrichment, interference in government process (e.g., gov’t procurement,<br />
licensing, other decisions). Corruption <strong>of</strong>fenses do not necessarily require<br />
personal financial gain—it can apply to any personal benefit, including benefit to<br />
a third party (family member, friend, political associate, etc.).<br />
RATIONALE:<br />
Programs designed to improve anticorruption enforcement <strong>of</strong>ten focus on the<br />
quality <strong>of</strong> evidence and prosecutors’ ability to bring strong cases that will garner<br />
convictions. Looking for an increase in prosecutions will help determine whether<br />
prosecutors are aggressive and being given political space to enforce laws. A<br />
rising ratio <strong>of</strong> convictions to prosecutions would indicate improved quality <strong>of</strong><br />
evidence gathering, case preparation and litigation, and/or falling levels <strong>of</strong><br />
corruption in the judiciary.<br />
