On behalf of the faculty and staff of <strong>Oakton</strong> <strong>High</strong> <strong>School</strong>, I am delighted to welcome you to the 26th Annual<br />
<strong>Oakton</strong> Classic. We are honored to host this incredible competition that brings student musicians together on<br />
a fi eld of pageantry and skill, and provides them with an exciting opportunity to display their abilities outside<br />
of the classroom.<br />
I would like to thank the band directors, parents and the many volunteers who have helped make this event<br />
possible. We are not able to host such an outstanding event without your help and support. Thank you for<br />
making the <strong>Oakton</strong> Classic the competition not to miss!<br />
Good luck to all the participants. <strong>Oakton</strong> <strong>High</strong> <strong>School</strong> has earned the Virginia Honor <strong>Band</strong> distinction 17<br />
times, so we understand the dedication, talent and hard work required to maintain the level of excellence that<br />
will be displayed on the fi eld today. I know today’s show will provide everyone with a day of entertainment<br />

26th <strong>Oakton</strong> Classic Judges<br />
Mr. Jeff Bryant served as director of bands at Greenbrier<br />
East <strong>High</strong> <strong>School</strong>, WV, and is now the school’s principal. A<br />
graduate of Berklee College of Music, Radford and Marshall<br />
University, Mr. Bryant’s musical credits include performances<br />
with The Temptati ons, The Four Tops, Ray Charles, Ringling<br />
Brothers, the Bo Thorpe Big <strong>Band</strong>, the Dennis Reaser<br />
Big <strong>Band</strong>, the Hal Walls Orchestra, the Benny Benack Orchestra,<br />
as a studio musician for CBS and lead trumpet and<br />
musical director for The West Virginia Jazz Orchestra.<br />
Mr. John Christi an is a reti red band director from the Harrison<br />
County, WV. In 1996, he received a 25 Years of Disti nguished<br />
Service Award from the West Virginia Music Educators<br />
Associati on, in 1998 he was named the West Virginia<br />
<strong>Band</strong> Director of the Year and in 2001 was inducted into<br />
West Virginia Music Educators Associati on Hall of Fame. A<br />
graduate of Fairmont State College and West Virginia University,<br />
Mr. Christi an has judged numerous band festi vals<br />
including the Virginia State Marching <strong>Band</strong> Festi val.<br />
Mr. Charles T. “Tim” Franklin served as the director of bands<br />
at Columbia <strong>High</strong> <strong>School</strong> and Irmo <strong>High</strong> <strong>School</strong>, SC, South<br />
Lakes <strong>High</strong> <strong>School</strong> and James Madison <strong>High</strong> <strong>School</strong>, VA, and<br />
the Frederick County Visual and Performing Arts Academy,<br />
MD. Mr. Franklin is a fi ve-ti me recipient of the Nati onal <strong>Band</strong><br />
Associati ons “Citati on of Excellence” and the ASBDA “Outstanding<br />
Young <strong>Band</strong> Director” for South Carolina and the<br />
Southeastern United States.<br />
Ken A. Lipscomb reti red in 2008 from 41 years as a high<br />
school band director in Spotsylvania County. His teaching<br />
career is notable by the excellence of the Spotsylvania,<br />
Courtland, and Chancellor <strong>High</strong> <strong>School</strong> band programs. His<br />
bands yearly were the recipient of superior performance<br />
recogniti on in concert, marching, and jazz; and for the recogniti<br />
on of individual student performances in All-District<br />
<strong>Band</strong>, All-State <strong>Band</strong> and the District Solo and Ensemble<br />
Festi val. Courtland and Chancellor earned nineteen Virginia<br />
Honor <strong>Band</strong> recogniti ons since 1982. Mr. Limpscomb<br />
received his B.A. in Music Educati on from Frederick College<br />
in Portsmouth, Virginia in 1967 and his Masters of Arts in<br />
Music Educati on from Madison College (now JMU) in 1974.<br />
Mr. Doug Raines is the acti ng music coordinator and instrumental<br />
music teacher for the Penn-Delco <strong>School</strong> District,<br />
PA. He performs with various jazz combos and as a percussion<br />
secti on member with the Southeastern Pennsylvania<br />
Symphony Orchestra, and is an acti ve member of the<br />
Percussive Arts Society and MENC. His performance experience<br />
includes the Crossmen Drum and Bugle Corps, the<br />
Westshoremen Drum and Bugle Corps, Panama Steel, and<br />
the ECU Marching Pirates.
Mr. Jim Stegner recently reti red as director of bands aft er<br />
11 years at James River <strong>High</strong> <strong>School</strong>, VA, a 14-year Virginia<br />
Honor <strong>Band</strong> school. A graduate of Colorado State University<br />
and Northwestern University, Mr. Stegner has 37 years<br />
of experience and has taught at Falls Church <strong>High</strong> <strong>School</strong>,<br />
Lake Braddock Secondary, Woodbridge <strong>High</strong> <strong>School</strong> and<br />
James River <strong>High</strong> <strong>School</strong>.<br />
Dr. Tom Siebenhuhner is a veteran music teacher of more<br />
than 29 years. A graduate of Lebanon Valley College, Montclair<br />
University and LaSalle University, Dr. Siebenhuhner is<br />
currently the band director and fi ne arts chair at the Westminster<br />
Academy fi ne arts magnet school in Elizabeth, NJ.<br />
Dr. Siebenhuhner conti nues to perform on the trumpet and<br />
composes and arranges music.<br />
Mr. Jim Woods is a designer, technician, consultant and<br />
adjudicator at the state and nati onal level for marching<br />
band drum corps, and winter guard. He has had the honor<br />
of working with groups such as the 9-ti me world champion<br />
Cadets Drum Corps, Blue Knights Drum Corps from Denver<br />
Colorado, the Pride of Cincinnati Winter Guard, and St.<br />
Annes Winter Guard. At present he judges with the Atlanti c<br />
Indoor Associati on.<br />
Mr. Barry Vingle, a nati ve of Fairmont, WV, received his<br />
B.A. Degree from Fairmont State College and his Masters<br />
Degree from West Virginia University. Mr. Vingle is a<br />
member of the West Virginia Music Educators Associati on.<br />
In 1995 Mr. Vingle was named West Virginia <strong>Band</strong> Director<br />
of the year and in 1996 he received the 25 years of Disti nguished<br />
Service Award from the West Virginia Music Educator’s<br />
Associati on. In 1997, he received The City of Fairmont<br />
Arts and Humaniti es Commission’s Music Award, and in<br />
2002, was inducted into the West Virginia Music Educator’s<br />
Hall of Fame.<br />

HOW TO RATE THE BANDS<br />
The <strong>Oakton</strong> Classic follows the Virginia <strong>Band</strong><br />
and Orchestra Directors Associati on (VBODA)<br />
class size and judging guidelines. Trophies are<br />
presented for each VBODA class along with the<br />
Gold, Burgundy and Grand Champion awards.<br />
Today, while you are enjoying the performance<br />
of each band, keep in mind that the judges are<br />
rati ng each band’s performance in three diff erent<br />
categories:<br />
Music Performance: quality of the sound; tone<br />
quality, control, intonati on, balance and blend;<br />
technique: arti culati on, pulse, subdivision,<br />
facility, att acks and releases.<br />
Visual Performance: technique of marchers,<br />
distance, body carriage, movement,<br />
equipment; ensemble form, space, ti me, style,<br />
precision, accuracy.<br />
General Eff ect: design of the program, quality,<br />
substance, depth of repertoire, conti nuity,<br />
staging of program, suitability of selecti on to<br />

The 370 member Mountaineer Marching <strong>Band</strong>, known as “The Pride of West Virginia,” enjoys a reputati on as<br />
one of the outstanding organizati ons on the campus of West Virginia University. The WVU <strong>Band</strong> is known for its<br />

The WVU Marching <strong>Band</strong> was formed 109 years ago in 1901 as an all male ROTC <strong>Band</strong> of eight members. Since its<br />
incepti on, the band has evolved dramati cally in size, style, and reputati on. Today, the WVU <strong>Band</strong> is recognized as<br />

by college band directors across the country, has been called the “Heisman Trophy” for college marching bands, and<br />
is presented to only one college band each year, based on a long standing example of excellence, leadership, and<br />
consistent high quality performances.<br />
Any student att ending WVU is eligible to join the WVU <strong>Band</strong>. Membership is obtained through a simple auditi on.<br />
Rehearsals are scheduled Tuesday through Friday for two hours in the late aft ernoon during the fall semester. The<br />
band also conducts a band camp the week before the semester begins. Students in the band represent every college<br />
and major course of study within the University. In additi on, the overall grade point average of band members is<br />
signifi cantly above the University average. <strong>Band</strong> members are almost always the students who want to excel in their<br />
classes - many are enrolled in various WVU Honors Programs. The band helps students develop a work ethic, which<br />
carries over into their studies and eventually their chosen professions.<br />
