<strong>in</strong>frastructure like roads, energy, irrigation, dr<strong>in</strong>k<strong>in</strong>g water<br />
supply and agriculture.<br />
24. The year 2013-14 is the 2nd year of the 12th five<br />
year plan. We have proposed an annual plan outlay of<br />
`4100 crore for 2013-14 as compared to the current year’s<br />
approved outlay of `3700 crore which marks an <strong>in</strong>crease<br />
of nearly 11%. The Annual Plan for 2013-14 lays higher<br />
priority on sectors such as agriculture, power, roads,<br />
education and health. I would like to <strong>in</strong>form the Hon’ble<br />
Members that 33.45% of the annual plan has been<br />
allocated for provision of Social Services which shows our<br />
cont<strong>in</strong>ued commitment towards the socio- economic<br />
development of people of state.<br />
25. The UPA Government at the centre is releas<strong>in</strong>g<br />
generous funds to the states under various schemes such<br />
as Sarva Shiksha Abhiyan, National Health Mission,<br />
National Rural Dr<strong>in</strong>k<strong>in</strong>g Water Programme, Mahatma<br />
Gandhi National Rural Employment Guarantee Scheme,<br />
ICDS, PMGSY, Indira Awas Yojna, AIBP,JNNURM etc. In<br />
order to ensure proper monitor<strong>in</strong>g and implementation of<br />
these schemes <strong>in</strong> the State, I have created a Programme<br />
Monitor<strong>in</strong>g Unit <strong>in</strong> my office.<br />
26. I had a meet<strong>in</strong>g with all the honourable MLAs on<br />
23 rd and 24 th January this year to seek their priorities on<br />
Plan budget. This tradition was started by me <strong>in</strong> my<br />
previous tenure. Hon’ble Members of this House are<br />
provided with a local area development fund of `50 lakh<br />
per year. Further, many MLAs have approached me that<br />
they should be granted some discretionary funds for public<br />
