Standing Resolutions 

1. The overseas work team coordinator and the Kansas work team coordinator shall be on the Wesleyan 

Men executive committee. They will serve as ex-official members of the executive committee. 

2. Four men, one from each of the four sections of the state, shall be appointed by the executive committee 

to serve as a nominating committee. The district superintendent and the district Wesleyan Men president 

will also serve on this committee. The district superintendent shall serve as chairman or appoint a 

chairman in his absence. In the event this committee is unable to function, the district WM executive 

committee will serve as the nominating committee. 

3. The president of Kansas Wesleyan Men shall serve as an ex-officio member of the Kansas lay retreat 

committee. 

4. The Kansas Wesleyan Men executive committee shall appoint a lay retreat director and that person's 

name shall be placed in nomination for the vice-presidency of Kansas District Wesleyan Men at the 

annual election.

Kansas Wesleyan Men 

The heart of Kansas Wesleyan Men is to provide support for ministries both here in Kansas and across the 

world. 

Lamont Wesleyan Church, along with other churches, took teams to Pierre, South Dakota to help David 

and Debbie Feyh with Indian Ministries. Thanks for stepping away from your local church to support this 

ministry. Belleville Wesleyan Church is ready to send a team to Pierre this summer. 

Wesleyan Men sent two teams this year to Ecuador, one in January and one in February. We had a total of 

37 team members, five stayed for the entire time. It was a real joy to work with our new missionaries, 

George and Sheree Wuertz. They are doing a great job and God is blessing their ministry. The teams 

worked on a variety of projects. 

John and Linda Baker, children’s evangelists, conducted several services and taught the churches how to 

make puppets and marionettes for use in their local churches. Many children professed faith in Christ and 

the churches are better equipped now for future ministry. John and Linda are prepared to return with us next 

year for further ministry. 

Several ladies took sewing machines and conducted classes for the church ladies, teaching them to sew for 

their families. It also provides opportunities for them to create a small business to help support themselves 

and their churches. 

Some of our team conducted a Bible School in February. It was a good time of teaching and also a fun time 

with the children. 

The construction teams concentrated on the Camino Church. The foundation was finished and the exterior 

walls were completed to roof height. Some interior work was also done. We purchased and installed a 

complete pressure water system for the church. We were able to leave money for several other projects 

because of your faithful giving to this ministry.

Kansas Wesleyan Women 

2006 Convention Minutes 

The Kansas District Wesleyan Women met on July 31, 2006 for their yearly convention in Salina, Kansas, 

at the First Covenant Church. The meeting was called to order by Director Ruth Goodwin. She led in prayer to 

open the business meeting. The roll call ballot was answered by 41 ladies representing 19 churches. 

A slate of officers was read from the nominating committee. A motion was made and seconded and 

carried to elect the following officers for 2006-2007. Director - Joy Weller; Outreach Director - Twilla Eisele; 

Secretary - Kathie Stucky; Treasurer - Marilyn Lamm; WKFM Coordinator - Dorothy Ryman; Prayer 

Coordinator - Lisa Dewees; and Statistician - Darlene Campbell. 

Michelle Fletcher from Belleville Wesleyan Church announced the Kansas Wesleyan Women's Retreat 

to be held in Wichita on October 27-28, 2006. All ladies of the Kansas District are invited to attend. The theme 

is "A Message of Hope." Pamela Rae McGregor will be the speaker. 

Lisa Dewees, Prayer Coordinator, reminded the ladies of a prayer request made at last year's convention 

of the need for a liver transplant for Hanna Wastlund, daughter of Pastor and Angela Wastlund of Osawatomie 

Wesleyan. We praised God that Hanna was in attendance and has had the transplant and is doing fine! 

Lisa read the memorials of the ladies of Kansas Wesleyan Women who had passed away this year. Those 

ladies were: Bernice Blomberg, Mary Steenbock, and Hazel Wolf from Clay Center; Deliah Violet McFrederick 

from Argonia; and Francis Allen, Iola Cox and Virginia Macy from Wichita First. Lisa led in a prayer of 

thanksgiving for the privilege of having had these ladies as a part of Kansas Wesleyan Women and for all the 

Kansas missionaries no serving all over the world. 

We were privileged to have Dr. Teri McCarthy from the International Institute for Christian Studies as 

speaker for the convention. She shared from John 3:17 that 'God sent His son into the world that the world might 

be saved' and about her call to serve as a missionary to China. We were reminded that all of us are called to prayer 

in support of those serving as missionaries and for those who do not know the Lord. 

Helen McLean led the installation service installing the officers for the year 2006-2007.

Director’s Report 

2005-06 

It was an honor to serve as Director of the Kansas Wesleyan Women this past year. The women in our 

churches are praying, serving, loving and making a difference in their local churches and the communities of 

Kansas. 

We appreciated Martha Blackburn, the Wesleyan Women General Director who spoke at our District 

meeting last year. We look forward to having Dr. Teri McCarthy, writer-in-residence with the International 

Institute of Christian Studies speak at our meeting this year. Her passion is to mobilize this generation with a 

global vision for missions. 

Last October the Wichita First ladies had a retreat with Dawn Marie Colaw speaking. Dawn is the pastor’s 

wife at the First Wesleyan Church in Bartlesville, OK. The theme was “Heart Set Free” and was well 

attended. 

The Women’s Institute for Leadership Development will be held at Oklahoma Wesleyan University on 

October 27-29, 2006. 

We are still working on getting regional co-ordinators to gather prayer requests from the women’s ministries 

groups. 

I want to thank the Executive Committee of Jan Shaw, Twila Eisele, Chris Allison, Marilyn Lamm and 

Dorothy Ryman. Also thanks to Lisa Dewees, Darlene Campbell and Ianne Dickinson in their area of 

responsibility. Also thanks to D.S. Rick and Sharron Hudgens for their support. 

It has been a privilege to be a part of the Wesleyan Women of Kansas. It is my prayer that God will continue 

His work in Kansas to a greater degree. God bless each of our women.

Greetings to the District Conference of the Kansas District of The Wesleyan Church, 

We at "Wesleyan Kids for Missions" have had a motto for over a hundred years which is found in 

Zechariah 4:6: "Not by might nor by power, but by my Spirit,' says the Lord Almighty." 

What is the purpose of WKFM? 

1. To lead boys and girls to Christ; 

2. To train them for Christian service by studying the Word and missions; 

3. To promote among them a true interest in Christian missions; and 

4. To raise funds for worldwide evangelism. 

This year we have more than 74 children learning about missions and how to be a missionary in their 

neighborhood. We have learned to be strong in the Lord by using our memory verses - Ephesians 6:10-18. 

We have been learning about the countries of Bougainville, Pakistan, Sierra Leone, Ecuador, Bosnia and 

Nicaragua. 

If you have children in your church you need to be teaching them about how to serve and do the work of 

the Lord. WKFM gives you the tools to help you be able to teach the children. Our theme starting in 

September will be: "Send the message to the World." The areas to be studied are Albania, Haiti, Germany, 

Zambia, Poland, Jesus Film, Hephzibah Children's Home, and WNAM.

Wesleyan Youth 


District Youth President Report 

The 2005 year began with our annual youth camp. We continue to have our camp at the Maranatha Bible 

Camp located in Maxwell, Nebraska. There were approximately 320 students in attendance at camp this 

year. This year the theme was “Epic.” Our speaker, Daron Earlewine, did an incredible job at challenging 

our students with the Word. As always, Daron allowed himself to be God’s tool to maybe re-ignite or 

ignite for the first time a flame for God in the hearts of our students. Aside from the messages, students are 

always able to have the time of their lives on the lake, in the pool, playing the sports tournaments and so 

much more. By the time you read this, camp 2006 will have happened. Pray for the lives recently impacted 

at camp 2006. 

With camp past us, we looked forward to our next event. In December 2005, we loaded three 56 passenger 

buses and headed to Downtown Denver, Colorado for Logos5. Logos5 was the area Wesleyan Youth 

Convention which is held every other year. Speakers such as Matt Hammet, Doug Swink, Jim Dunn and 

the famous Daron Earlewine really gave the students something to be excited about over their Christmas 

break. The theme was focused on “The Word.” All students were given a one-year Bible and challenged 

to be in the Word for the next year. How are your students doing? I truly believe in events such as Logos 

and youth camp because it is at events like this that many students sense God’s moving in their lives. Not 

that it can’t happen in the local church, but I know that my own students sometimes just need a new avenue 

to hear the same messages. 

In between camp and Logos was our annual Praise Gathering event. Much thanks goes out to James 

Helton and his team for taking care of the youth events at Praise Gathering ‘05. The students had plenty to 

do each evening. Some of the events were a concert, and a night of fun and snacks at the Indian Rock 

Wesleyan Church. Thanks James! 

Finally, a big thank you goes out to the DBA for allowing the district youth some funding to support training 

of our district youth pastors. This year seven youth pastors joined together and attended the Willow Creek 

Student Ministries Leadership Conference. What an incredible time of learning and fellowship it was for all 

who participated. I honestly believe this was one the best things we have done for our local Youth Pastors. 

Although we weren’t able to fund this event 100%, we were able to offset the cost for everyone and I truly 

believe that all who went would tell you that it was a great investment. 

As I close, thank you so much for the opportunity to be your District Youth President for the past five 

years. I believe some great things have happened and even greater things are on the horizon. With much 

thanks and appreciation I pass the baton to Tim Hughes, Youth Pastor at Fairlawn Heights Wesleyan 

Church. I look forward to working with Tim in the days ahead.

KANSAS DISTRICT OF THE WESLEYAN CHURCH 

THE 2006 ANNUAL DISTRICT CONFERENCE 

Thirty-eighth Session 

Tuesday, August 1, 2006 ---- 9:00 A.M. 

Chairman: Dr. Jerry Pence, General Superintendent 

The thirty-eighth annual session of the district conference of The Kansas District of the 

Wesleyan Church, a corporation was held August 1, 2006, at the First Covenant Church in 

Salina, Kansas. 

The conference was opened at 9:00 A.M. with a time of worship. 

General Superintendent, Dr. Jerry Pence, greeted the delegates and then gave his 

State of the Church address. Included in that presentation were statistics indicating that 

there are now over 194,000 worshippers in Wesleyan Churches in the US and Canada, 

over 411,000 worldwide. This represents an increase of 25% and 71%, respectively. There 

are 1,731 Churches now in the US/Canada, in 33 Districts. The bulk of Dr. Pence’s message 

was entitled “What kind of Church is the Wesleyan Church?” He answered the question 

with 7 affirmations. It is “a church relying on Biblical wisdom, reclaiming a heritage of 

compassion, re-vitalizing congregations, reinforcing evangelism and church multiplication, 

re-affirming the holiness message, recruiting godly leaders, and resourcing kingdom ministries.” 

After Dr. Pence’s address the business session was officially called to order. 

The following items of business were conducted and actions taken by appropriate 

motions duly made, seconded, and adopted by the majority vote of the delegates present: 

JP06:1. The conference bar was established to include the platform and the tables of the 

main sanctuary area. 

JP06:2. The agenda was adopted as a guide for the orders of the day and other organizational 

matters were approved. 

JP06:3. Tellers were announced by the District Secretary for distributing and counting 

ballots. The following were appointed: Distributing – David Rutler (head), David 

Deck, Frank Schrimp, Dan Carson, Allen Todd, Jessica Swisher, Brad Griffin, 

Kevin Fletcher. Counting – Joy Rothfuss (head), Barb Stewart, Glenda Graham, 

Becky Morehart, Marcell Hamel. 

JP06:4. Roll call ballots were cast. (See the CONFERENCE ROLL for list of delegates 

and record of attendance.) 

JP06:5. District Superintendent Rick Hudgens was introduced by General Superintendent 

Pence. He gave his report to the conference (included in the District Journal). The 

report was received with applause as an expression of appreciation. 

JP06:6. The report of the district treasurer was given. It was moved and seconded to 

adopt the report. The motion carried. 

JP06:7. The budget for the coming year and USF assessments for the coming year were 

presented. 

JP06:8. The report of the district board of ministerial development was given. The conference 

affirmed the ordination of William A. Ball, Marina Munoz, and David 

Swisher.

JP06:9. A motion was made to adopt the report of the district board of ministerial development, 

as amended. (See the amended report in the Journal.) The motion was 

seconded and carried. 

JP06:10. The conference was recessed for the noon luncheon. The conference reconvened 

at 1:15 P.M. 

JP06:11. Roll call ballots for the afternoon session were cast. (See the CONFERENCE 

ROLL for list of delegates and record of attendance.) 

JP06:12. The nominating committee report was presented and ballots were cast for the 

election of the district secretary, district treasurer, and district board of administration 

members-at-large. Elected were; Eugene Rothfuss, district secretary; Yorton 

Clark, Jr, district treasurer; Nate Rovenstine, Alfredo Barreno, Barbara Bennett, 

and David Redmond, ministerial DBA members; Darrell Allison, Kathe Decker, 

Roger Johnson, and Bob Macy, lay DBA members. 

JP06:13. Ms. Mary Maness, World Hope International Representative was introduced and 

gave brief remarks about the Hope for Children Program. Mr. Larry Moore, General 

Director for Stewardship Services was introduced and presented the ministry 

of his department. Dr. Everett Piper, president of Oklahoma Wesleyan University, 

was introduced to the conference. He gave words of greeting and a brief summary 

of happenings at the University. 

JP06:14. The nominating committee report was presented and ballots were cast for the 

election of the nominating committee for the coming year. Elected were; Tom 

Kinnan, Nick Huck, Gregg Watson, Ed Rotz, Helen McLean, Greg McHenry, 

David Horner, Tami Cox. 

JP06:15. The following reports were received: Director of Church Planting, Director of Refocusing, 

Director of Hispanic Ministries, Director of LDJ, Director of Foundation 

for Kansas Foundation for Church Growth, statistical committee, director of World 

Missions, Kid’s Kamp director, Kid’s Kamp treasurer, Estate Planning director, 

director of Best Year’s Fellowship, Wesleyans for Life coordinator, Wesleyan Men 

director, Wesleyan Men treasurer, Wesleyan Women director, Wesleyan Women

JP06:16. The memorial report was given. (see report in district journal) 

JP06:17. The ministerial relations report was presented. A motion was made and seconded 

to approve the report as amended. (See the Personnel Directory for the amended 

list and categories of service.) 

JP06:18. The list of pastoral appointments was read. A motion was made and seconded to 

approve the appointments as corrected. The motion carried. (See the Church- 

Pastor Directory) 

JP06:19. Excellence In Ministry awards were presented. 

JP06:20. The newly elected district board of administration members were duly installed by 

the chairman.

Report of the District Superintendent 

May 2005 – April 2006 

To General Superintendent Dr. Jerry Pence, pastors, delegates, friends and members of the Board of 

Administration of the Kansas District of the Wesleyan Church: 

“Be sure to fear the Lord and serve him faithfully with all your heart; consider what great things he 

has done for you.” 1 Samuel 12:24 

This passage of scripture captured my heart and attention throughout this past year. I continue to marvel at 

the plan of God and I am devoted to make myself available and depend upon the resources of God to make 

a difference in the lives of others. The work of the Kansas District continues to be my deep passion. I 

consider myself to be a privileged person to have the honor of serving the pastors and churches of the 

Wesleyan churches scattered throughout the state of Kansas. It is a joy to stand before you today to 

present my 5 th report to you as district superintendent. 

This year the DBA joined me at the Changing the Climate conference to place us on a path of agenda 

harmony and moving us toward establishing a fresh vision and mission statement for the Kansas District. The 

DBA spent considerable time discussing, debating, and developing our Core Values. This cumulated at a 

vision retreat where Dr. Jerry Pence led our dialog to establish our Core Values. On April 28, 2006 the 

leadership team of KDWC developed strategic planning initiatives. Here is a summary of those initiatives 

with words from my heart to yours: 

Honor Jesus Christ- The Church of Jesus Christ is usually identified with local congregations. It is 

through these local congregations that God’s mission of making disciples for Jesus Christ is usually 

accomplished. Jesus had some pretty harsh words for a church he defined as lukewarm. We must 

have a climate of loving relationships and unity throughout the district to display our deep and “hot” 

love for Jesus Christ. Jesus promised us that he would build his church and the gates of hell would 

not prevail against it. 

Building Teams – Traditionally, churches become independent. We believe it is vitally important 

to the health and growth of our district that churches, pastors and leaders become interdependent. 

Developing Leaders – I believe our district needs to be known for empowering pastors and lay 

leaders to become agents of change and transformation within their local church. It means finding 

good leaders who have the courage to perform, the wisdom to know what principles need to be 

adopted and the insight to implement effective strategies. As district leadership we must become 

intentional in the training, resourcing and equipping of quality, effective pastors in the Kansas 

District.

Reproducing Churches – The United States loses an average of 72 churches each week as 24 

open their doors for the first time – a net loss of 48 churches per week. This past year in the 

Kansas District we experienced the grieving of closing of three churches (Chanute, Emporia, and 

Salina Indian Rock). We weep with those who weep and rejoice with those who rejoice. We had 

the privilege to rejoice with Olathe Sojourn Fellowship, Dodge City Prince of Peace and Salina El 

Camino hold their first services as Wesleyan Churches! 

According to our statistical report we have 13 of the 40 reporting churches that average less than 50 in 

average attendance in Sunday worship. George Barna observes “After nearly two decades of studying 

Christian churches in America, I am convinced that the typical church as we know it today has a rapidly 

expiring shelf life.” I am convinced that we need not leave a single church behind in our re-start and refocus 

effort to produce healthy churches that will reproduce healthy churches. William Easum in his book 

“Dancing with Dinosaurs” states “If churches only improve what they have been doing, they will die. 

Bureaucracies and traditional practices are the major cause of the decline of most churches in North 

America.” I am convinced that we do not need more programs; we need honest change and development 

to produce healthy churches that can and will reproduce. Pastor Tom Kinnan serves as our District Director 

of Church Planting and leads a team consisting of Alfredo Barreno, Paul James, Steve McVey and Ed Rotz. 

As you hear his report today I hope it will resonate within your heart the desperate need to establish New 

Start churches. 

Church Health - Realizing the imperative to assist churches to be healthy reproducing churches we 

begin by developing a process for an assessment of every local church in the Kansas District. Let 

me make an honest confession: I hate to go to the doctor’s office for an annual physical exam, but I 

realize the importance of this in order to take positive steps and accept personal responsibility for 

my physical health and well being. So, with the encouragement of my loving wife, each year I go to 

see my doctor. In the same way, it is important that every church in our district take responsibility 

for their spiritual health and well being by embracing an assessment examining their spiritual health 

profile. 

Cross- Cultural Ministries – We must become more intentional in the recruiting and assessing of 

cross-cultural ministries and ministers. Pastor Alfredo Barreno serves as our District Director of 

Hispanic Ministries. I hope you will celebrate the growth of our Hispanic ministries within the 

Kansas District. I believe this is a reflection of the ministry potential in our district. 

Visionary Leadership – In October 2005 I placed an article from the heart of the DS on our web 

page and stated the following: “The local church is the hope of the world and unless visionary 

leaders rise up as God is leading, the church will continue to offer a shell of religion where lives 

remain unchanged.” Each year as I have stood before you I have tried to articulate the vision of the 

Kansas District. I reiterate the statements I said just one year ago: “My vision for the Kansas 

District remains strong. My passion for ministry lies in the strong belief that we MUST begin 

New Start churches in the Kansas District… My vision also extends to building the Kansas 

District into a team where every pastor and every church will work together for the building 

of the Kingdom of God. We cannot do it alone but together we can build His Kingdom to the 

glory of God.”

The DBA we elect today will assist me in developing a vision task force to sharpen and/or revise the vision 

for the KDWC, and help me develop ways to articulate and communicate it across the KDWC. 

I believe these strategic planning initiatives sum up very well who we are and what we are about. Our 

District exists to serve the Lord Jesus by working through local churches to see the Great Commission 

accomplished beginning in our part of the country and reaching around the world. I believe it is imperative 

that every church on the district embrace these strategic planning initiatives and begin by conducting a 

spiritual audit to understand the current reality of ministry and from that, develop a mission statement and 

identify the core values that represent who they are. 

I appreciate the efforts of Pastor Nick Huck serving as our District Director of Refocusing. The two 

Focused Living Retreats were successful and the district wide Focused Ministry Retreat is planned for 

September 2006. This event brings forth the accomplishment of a goal I presented to you two years ago 

as every pastor has now been given the opportunity to attend a FLR and move their church toward refocusing. 

This is vital for every church desiring to move toward spiritual health. 

I also want to express personal appreciation to Pastor Mark McGregor for serving as our District Director 

of Leadership Development. The emphasis during the first year of this position has been two fold: Leadership 

Development Journey and Ministerial Training. Thanks to our LDJ facilitators: Bill Ball, Mark 

McGregor, Steve McVey, Roger Freed and Rob Stewart. Jamie Prescott and Rick Dewees have given 

leadership to our LDJ groups for youth pastors. Pastor Alfredo Barreno has led an LDJ group of our 

Hispanic pastors. This year was unprecedented as we enrolled 21 students in the ministerial course of 

study. We currently have 101 students preparing for ministry in the Wesleyan Church from the Kansas 

District! 

As several churches faced difficult situations dealing with conflict resolutions we experienced only one 

pastoral change. We welcome today Pastor Mark and Marcelle Hamel back to the Kansas District and to 

the Lakin Wesleyan Church. On July 10, 2005 Lamont Wesleyan Church dedicated their new sanctuary as 

the church continues to enjoy the blessings of the Lord! We rejoice with Clay Center Wesleyan as they 

celebrated their 75 th anniversary on Nov. 13, 2005, and with Belleville Wesleyan on their mortgage burning 

ceremony on Nov. 20 th . The restart effort at Hutchinson Wesleyan under the leadership of Pastor David 

Rutler has gone well as the congregation moved into a recently purchased facility. The recent restart at 

Abilene is showing growth under the leadership of Co-pastors Jessica and David Swisher. We rejoiced 

over the two individuals baptized on Easter Sunday 2006 as the baptismal was used for the first time in 

many years. We cried tears of joy with the miracle liver transplant for 12 year old Hannah Wastlund and 

celebrate the reclassification of Osawatomie Wesleyan Church from a church under development to an 

established church! The Kansas City Star reported on Monday Dec. 19, 2005: “Giving thanks and celebrating 

the true spirit of Christmas were the inspirations behind BreakPointe’s Xtreme Christmas, with 

about $25,000 worth of gifts including clothes, toys, a used car and a college scholarship given to 22 

families and individuals during the two services Sunday.” Phillipsburg Wesleyan gives thanks for the 

$8,500.00 gift from the Morgan Foundation and a promised gift of $12,500.00 from the Cole Foundation 

for the new remodeling project. Topeka Fairlawn Heights moves forward with the relocation process and 

paused to “party” with Pastor Ed and Sharon Rotz on their 25 th anniversary of pastoral ministry to that local 

church!

On Easter Sunday of this year our total attendance from the churches of the Kansas District was 6,771 with 

Manhattan Westview breaking the 1,000 mark! I know many other praises unto God from other churches 

were heard across the district and this is just a sampling to remind us of some of the great things God has 

done for us! 

I cannot close this, my longest report to date, without noting two more items that reflect the blessings of 

God: 

The Ecuador Partnership Board under the direction of Darrell Allison along with Missionary Tom 

Hines is truly an unbelievable, supernatural work of God! Each of the three established churches in 

Ecuador has reproduced this year giving us ten ministry points across the Republic of Ecuador! The 

two ministry teams from Kansas provided ministry to children, leadership training of Ecuadorian 

pastors and construction of church buildings. I appreciate Darrell and those who have served the 

Lord in this effort. Special appreciation to Pastor Paul James who provides leadership training for 

our pastors in Ecuador and to George and Sherrie Wertz who serve as the only vocational missionaries 

of the Wesleyan Church in Ecuador. I also express appreciation to the churches and individuals 

who sacrificially provide the financial need of this important ministry. I have said across the 

district, “It is so exciting to plant a church – but wow! – to plant a district is beyond words!” 

Special appreciation to Pastor Nate Rovenstine who served as Assistant District Superintendent this 

past year. To the other members of the DBA: Darrell Allison, Kathe Decker, Bob Macy, Dr. Arlo 

Reimer, Pastor Steve McVey, Pastor David Redmond (also served as District Director of TEAM) 

and Pastor Ed Rotz; I count it a privilege to serve with you this last year. Thank you for the time 

and sacrifices you made. To Pastor Gene Rothfuss, your faithfulness in serving as district secretary 

and member of the District Board of Ministerial Development has been outstanding and I am truly 

thankful. To Yorty Clark, your diligence and work as District Treasurer is appreciated more than 

you will ever know. Your team of Jacqueline Kelker and Robin Norris work with precision to 

provide professional and accurate reports. Thank you! 

To the staff on the ministry center: Dynelle Deck – thanks for your faithfulness in serving the Lord and the 

Kansas District. Well done as you completed your first year in the hectic pace of the ministry center. 

To my wife Sharron – my love and best friend – I cannot imagine ministry without you by my side. As our 

daughter Stephanie and son-in-law Josh recently said “Congratulations! You’re going to be a grandma!” 

In my years of being a pastor and now district superintendent, I’ve seen that most Christians have a single 

measurement that defines success: the number of people involved. Certainly, numbers are a significant 

measure of growth, but I believe another one is much richer; changed lives! If we will concentrate on 

building people, God will build the church. My desire is to challenge pastors and church leaders to take 

bold steps, to dream big dreams and to take risks to accomplish more for God’s glory that we have ever 

dreamed possible.

These words from Andy Stanley in 7 Practices of Effective Ministry have been of great encouragement to 

me this year: “I’ve always taken comfort in the fact that Jesus said He would build His church. I find 

this comforting because He promises to do the heavy lifting, while my responsibility as a local church 

leader is simply to keep in step with the Savior.” I thank God for the opportunity to serve you as 

District Superintendent and pledge myself again this year to live faithfully before our God and to serve you 

to the best of my ability.

District Board of Administration 

Official Actions 2005-2006 

Elected Rev. Nathan Rovenstine as Assistant District Superintendent, and appointed he and the DS, 

along with the District Secretary, District Treasurer, and Darrell Allison as the executive committee of the 

DBA. 

Approved financial support for the fall months for the Emporia Hispanic congregation. (This congregation 

was disbanded in the spring.) 

Approved the Phillipsburg Wesleyan Church remodelling project. 

Pursuant to the auditing committee report, the DBA informed the KDWC auditor, Mrs. Kelker, that all 

persons who are paid in excess of $600 in a calendar year are to be issued the appropriate IRS forms, 

and forgiven interest from the no-interest home purchase down payment loan of $25,000 to the District 

Superintendent is to be shown on his annual W-2 form as income. 

Adopted a policy statement that expenses for the District Superintendent’s wife when accompanying the 

DS on KDWC business travel are fully authorized to be paid by the KDWC. 

Directed that all ministers who are receiving compensation from the KDWC, including the DS, are to 

annually submit a form or letter designating housing/salary/benefits amounts to the DBA for official 

approval at the time that the upcoming fiscal year budget is approved. 

Authorized the DS to begin the process of decommissioning the Chanute Wesleyan Church. 

Authorized the DS to begin the process of decommissioning the Salina Indian Rock Wesleyan Church. 

Authorized the DBA executive committee to handle the need of the Abilene Wesleyan church for a 

supply pastor. 

Authorized the sale of the Abilene Wesleyan Church parsonage located at 216 NE 4 th street in Abilene. 

The proceeds from the sale are to be held in savings reserved for the use of the Abilene Wesleyan 

Church, with the proviso that up to $5,000 would be made available immediately to that congregation to 

help meet the expenses of a supply pastor. 

Authorized the District Director of Buildings & Properties to sell the church and parsonage properties in 

Chanute. 

Allowed the Topeka Heritage Park Wesleyan Church to purchase the electronic piano located in the 

former Salina Indian Rock Wesleyan Church building for fair market value. 

Authorized the purchase of a portable unit by the Lawrence Wesleyan Church and approved their 

request to extend their WIF loan by approximately $30,000. 

Approved a motion to send $30,000 to the LA/TX district of the Wesleyan Church to help with pastoral 

support for the hurricane-devastated Family of Faith Wesleyan Church in Kenner, LA. 

Appointed an investigative committee of 3 persons to handle a dispute at the Argonia Wesleyan Church. 

Appointed David & Jessica Swisher as co-supply pastors for the Abilene Wesleyan Church. 

Approved the sale of the trailer home owned by the Berry Creek Wesleyan church at Carbondale. 

Approved Topeka FHWC’s request to borrow up to $25,000 from WIF for up-front costs of their 

capital funds campaign. 

Approved the request of Hutchinson Wesleyan Church to purchase the church property located at 528 

W. 10th in Hutchinson. 

Approved the request of Syracuse Wesleyan Church for financial assistance in establishing a Hispanic 

ministry in Syracuse. 

Approved the 2006 District Conference Delegate apportionment formula.

Approved the request of Concordia Wesleyan Church to sell a house located at 316 W. 15th in 

Concordia. 

Approved a no-interest loan for a pastoral family with a health insurance issue; later action was taken to 

forgive this loan. 

Approved a trade-in on the district vehicle for the DS’s use. 

Approved the request of Dayspring Wesleyan Church to sell the land owned in Junction City adjacent 

to Hwy 77. 

Approved the request of Syracuse Wesleyan Church for further financial support in their efforts to 

establish an Hispanic congregation in their area. 

Established Strategic Planning initiatives in cooperation with the General Superintendent, Dr. Jerry 

Pence. They are as follows: 

Strategic Planning initiatives - 

1) Honor Jesus Christ - Create a climate of loving relationships and unity in the district. 

2) Building Teams - a) Create an atmosphere of openness through clear communication, honest 

dialogue, and trust, and b) provide clear vision and direction for each of the teams serving in the 

KDWC. 

3) Developing Leaders - a) become intentional in the recruiting of quality, effective pastors to serve in 

the KDWC, and b) become intentional in the training, resourcing, and equipping of quality, effective 

pastors in the KDWC. 

4) Reproducing Churches - Create a team to lead church planting efforts, design a plan for church 

planting, and recruit church planters, with an emphasis on churches planting churches. 

5) Church Health - Develop a process for assessment of every local church in the KDWC. 

6) Cross-cultural Ministries - become intentional in the recruiting and assessing of cross-cultural 

ministries and ministers. 

7) Visionary Leadership - a) take care of our wounded district leadership, and b) create a vision task 

force to meet annually with the District Superintendent to sharpen and/or revise the vision for the 

KDWC, and develop means to articulate and communicate it across the KDWC. 

Authorized the offering for sale of the former Indian Rock Wesleyan Church building in Salina. 

Approved the re-financing of current debt for the Overland Park Heartland Christian Fellowship 

Church. 

Approved the elected advisory board, budget, and annual financial report for both Manhattan Real Life 

Wesleyan and Abilene Wesleyan as churches under development. 

Approved the request of Osawatomie Wesleyan church to return to established church status. 

Approved the 2006 consolidated budget for E&CG, Praise Gathering, and district operations. 

Approved the following fiscal policy for church plants and developing churches who are receiving 

KDWC financial support; 1) Financial aid will be disbursed on a monthly or quarterly basis, contingent 

upon receipt by the KDWC office of an acceptable monthly or quarterly financial report for the prior 

month/quarter. 2) Annual proposed budgets from these churches for the upcoming church year must be 

received and approved by the DBA, prior to renewal of support (if any).

Those studying under the direction of the district, be advised that the Kansas DBMD intends to follow the 

guidelines of the discipline regarding the course of study, and that in the case of granting a district license or 

for a recommendation of election to ordination, the time for completing all requirements in a district conference 

year shall be May 1. Any work completed and posted after that date shall generally be credited to the 

next conference year. 

All licensed ministers, special workers, ministerial students ministerial students/candidates, and ministerial 

students are to report in person or in writing each year to the Kansas District Board of Ministerial Development. 

If they have not yet completed all educational requirements, they are expected to annually complete a 

minimum of two courses with the Ministerial Study course Agency.

possible! Jesus must have looked at that first little church and seen a room full of gun powder that was about 

to meet its match. I believe in that for our little corner of the world. The Bible is filled with examples of 

explosive growth: "...about 3,000 were added to their number that day." "And the Lord added to their 

number daily..." "The number of disciples...increased rapidly..." Let's explode for Jesus! We have over 75% 

of our pastors involved in LDJ; let' shoot for 100%! Let's assist every pastor, every church, as they pursue 

God's mission in Kansas! 

A special thanks -- 

"I thank my God every time I remember you. In all my prayers for all of you. I always pray with joy because 

of your partnership in the gospel from the first day until now, being confident of this, that he who began a

The Hispanic Pastors meet on a regular basis to discuss ministerial matters and other things related to the 

KDWC. 

We greatly appreciate all the pastors that have helped in the growth of the Wesleyan Hispanic Ministry and 

at the same time, we introduce Pastor Jose Luis Carrillo and his congregation to the Wesleyan family. 

The Hispanic community has been growing quite rapidly over the past few years, and because of that, we 

invite all the churches to open their doors to the Hispanic Ministry so that we can reach more souls for the 

Kingdom of God. Remember that God uses many different people in the world, He wants us to help each 

other reach people and at the same time be a welcoming Family to those who want Him. We are all one 

giant Family, the Family of God.

Director of Refocus Ministries 

Though the position of Director of Refocus Ministries is new to the district, the work of refocusing is not. I 

value the labor of the many who have diligently sought the revitalization of our churches and district. 

How Did This Start? 

Syracuse Wesleyan Church started Phase I of the refocus process two years ago with great success. We 

were prepared for Phase II and found that the only way we were able to continue was for me to receive 

Phase II training as a facilitator with Church Resource Ministries. Our superintendent, Rick Hudgens, asked 

me to also acquire Phase I training in order to be a resource to the district. Pastor Rick is determined that 

no church will be left behind. 

What Is The Need? 

The current statistics reveal a crisis in church health that is resulting in a majority of churches that are plateaued 

or declining. Refocus is an effective tool for bringing life and vitality back to churches as they reconnect 

with God’s vision for them. The challenge for refocus in the district is that many have started and few 

have followed through to completion. My desire is that together we will see the urgency to finish well in this 

task. 

What Progress Has Been Made? 

This last year we have met many along the way to renewal. The priority of this year was to bring as many as 

possible through completion of Phase I, Leadership Renewal. 

On March 1-2, a Pastor’s Launch Retreat was held 

10 were in attendance representing 7 different churches in our district. 

This past spring, the ‘Next Steps’ follow-up material was presented and pastors from 7 different 

churches were involved. 

On April 21-22 the Focused Living Retreat for church leadership was held. 

28 were in attendance representing 4 different churches. 

Completion of Phase I is drawing to a close as several churches are presenting the next steps material to 

these leaders in their churches. 

What Lies Ahead? 

Our efforts in the fall will center around Phase II. We are excited to offer the Focused Ministry Retreat, 

August 17-19, in Salina.

clear picture of where your church is and whether Refocusing would be right for your church. Every church 

was a church plant once. God still has a plan. I have seen first hand the power of God’s people corporately 

surrendered to God’s agenda. The vision for what lies ahead is churches listening afresh to God’s leading 

and engaging the harvest once more.

Director of World Missions

The Kansas District has had a unique opportunity to “Go” and take the “Good News” of the gospel to 

Ecuador. 

We have partnered with the people of Ecuador for almost six years. George and Sheree Wuertz moved to 

Guayaquil, Ecuador in August of 2005 after a year of language study in Costa Rica. They became the first 

Wesleyan missionaries in Ecuador. They are doing a great job working with the churches and fitting into the 

culture. We are proud to say they are from Kansas. 

We have watched the ministry grow to 10 churches and preaching points. Praise God as He blesses this 

new District in the Wesleyan church. The Wesleyan Church will soon be incorporated in Ecuador, giving us 

official status as a church. 

We continue to provide Education and Pastoral training for church leaders. Tom and Lydia Hines, Rick 

Hudgens, and Paul James are doing much of the teaching. Sheree Wuertz is also teaching classes. Thanks 

for your leadership and encouragement. 

Kansas Wesleyan Men is involved with the ministry in Ecuador. This year we sent two teams, one in 

January and a second team in February. I stayed in the country for a month to coordinate both teams. I 

really appreciate four other team members that stayed with me for the entire time. We had a total of 37 

team members this year. 

The ministry is growing in Ecuador. I want to thank all that have gone and all that are supporting this new 

district of the Wesleyan Church.

Kansas Foundation For Church Growth 

Report for District Conference 

The Foundation For Church Growth exists to provide funding for District activities and assist Kansas 

Wesleyans with their estate planning. The hope is that Kansas Wesleyans would be encouraged and 

enabled to provide current and future gifts to assist the Wesleyan Church in Kansas, as well as the worldwide 

activities of the Wesleyan Church. 

This past year the foundation approved a grant of $5,000 to the Kansas District of the Wesleyan Church. 

This grant was used to underwrite a portion of the ministerial retreat in March of 2006 as well as assist with 

the cost of quarterly mailings to the Kansas Churches. 

The Kansas Foundation For Church Growth also approved a grant to pay for the delegate luncheon at the 

Kansas District Conference on August 1, 2006. 

The foundation is the recipient of many future gifts that will continue to support the ongoing work of the 

Wesleyan Church in Kansas. Many Kansas Wesleyans have made estate plans that will provide ongoing 

and future funding for missions, Wesleyan Universities, and other endeavors of the Wesleyan Church.

Best Years Fellowship 

We have continued to enjoy working with the seniors and retired ministers this past year. We are very 

thankful to God for His faithfulness and direction as we endeavored to minister to each. 

We attended and enjoyed the breakfast for retired ministers and spouses during last year's Praise Gathering. 

It was well attended and proved to be a time of good fellowship together. 

We helped plan and attended the 2005 TriState/Kansas Retreat which was held September 9-11 at 

Branson, Missouri. The Kansas district was well attended and a total of over 90 persons were blessed with 

the good fellowship and a wonderful weekend. Rev. Tim Guptill, the General Director of BYF was the 

speaker and Dino and Cheryl Karsonakis presented an outstanding piano and vocal concert. We are sorry 

to say this was our last year at the Stonecroft Conference Center since the Center was sold this past year. 

This year's fall retreat will be held in Branson in the "Lodge of the Ozarks" September 15-17; Friday 

evening until Sunday noon. Keynote speaker is Dr. Jim Dunn, director of our denominational Spiritual 

Formation Department. All meals and activities will be held in the motel. Cost is $135 per person for double 

occupancy. Free time is provided on Saturday afternoon for your selection of activity. The gift exchange will 

again take place on Saturday evening. Information is being sent out promoting this and we trust the retreat 

will be promoted at each church. 

We have endeavored to keep in touch with each retired pastor and wife with cards for birthdays, anniversaries, 

illnesses and deaths. We would appreciate being informed of deaths, illnesses, and activities. This helps 

us to keep in touch.

Kids' Camp 2005 

It was the last night of Kid’s Camp 2005 and groups of kids had gathered around counselors scattered 

throughout the campus. The final evening rally had just been dismissed and kids by the dozens were responding 

to the altar call. Most were being led in prayers to ask Jesus into their lives, others praying for the 

homes and issues they would be returning to the next day. Another great night and end to Kid’s Camp. 

Rev. Scott Dickinson was Camp Evangelist and spoke on the theme of Heroes in The Bible, setting up and 

illustrating his messages with gospel illusions. He also served once again as the Camp Director of Fun and 

took charged of the evening afterglows. 

There were 150 campers and 29 adults who participated in Camp 2005, the largest group in my seventeen 

years of involvement with the Camp. 

Scripture memorization remains a primary focus for the Kids Camp. This year the kids were encouraged to 

memorize John 3:16-21 as well as the Romans Road plan of Salvation verses. Tara Sears and Nick 

Radford were awarded Bibles for earning the most points for memorization. The kids were awarded points 

for saying each verse and then were allowed to repeat the verses as many times as they could during the 

week. Some of the kids were able to recite John 3: 16- 21 in under 30 seconds by the end of the week. 

We spent the week in Chapel; morning Bible Study led by Pastor Susan Evans; crafts, directed by Celeste 

Wikle; pool time; the Lake Trip; snacks and lots of free time. And then there were the frogs. 2005 was 

named, unofficially, “The Year of the Frogs.” Dozen of cups of tree frogs and toads had been gathered for 

the trips home. 

This years Camp All-Stars were: Nicole Bruner, Kylee Cyer, Emily Fuller, Hannah Diercks, Hannah 

Kelly, Jessica Skags, Jessee Davis, Logan Whitney, Nick Radford, Robert Fritz, Max Langston and 

Gideon Smith. 

Special thanks goes to Pastor Larry Fish for all his hard work as Camp Treasurer/Registrar, Susanne Scott 

– Camp nurse and all my counselors: Lisa Dewees, Jenny Matthews, Denise Brown, Lois Ball, Emily

STATEMENT OF PURPOSE 

The Kansas District of The Wesleyan Church exists to honor Jesus Christ by bringing about authentic life 

transformation through building teams, developing leaders and reproducing churches. 

LOCAL CHURCH DIRECTIVES 

THE FISCAL YEAR 

SR:1. THE FISCAL YEAR for the Kansas District and each local church will begin May 1 and end April 30. 

LOCAL CHURCHES 

SR:3. LOCAL CHURCH PRINTED BUDGET: Every local church shall prepare and publish a printed budget annually 

for adoption by the local church conference. It is recommended that each local board of administration elect a 

finance committee to prepare the annual budget for recommendation by the local board of administration to the 

local church conference for approval. (Discipline 865-868). 

SR:6. CHURCH NAME: If a local church wants to change its name it must receive approval of the district board of 

administration before making such change. 

SR:8. NEW MEMBERS: To help inform new members received into The Wesleyan Church, it is recommended each 

church give one year subscription to The Wesleyan Advocate to said members home. 

SR:9. SPECIAL MINISTRIES: Before starting a day care center, pre-school, day school, retirement home, nursing 

home, or such other enterprise a local church shall first obtain approval from and follow the guidelines of the 

district board of administration. A written report shall be submitted to the local church conference and the district 

office annually. 

SR:10. DEEDING OF PROPERTIES: All grants, conveyances, devises, gifts, transfers and assignments made of any 

property - real, personal, or mixed - to or for churches in the Kansas District of the Wesleyan Church shall be 

held by or conveyed and transferred to the Kansas District of the Wesleyan Church, Inc., in trust for the uses 

and benefit of the members and ministers of The Wesleyan Church and of the Kansas district, and subject to 

the Discipline, regulations and appointments of said Church, as from time to time legislated and declared. 

(Discipline 4830). 

SR:11. SUNDAY SCHOOL: 

(1) Attendance Reports: To be counted present in Sunday school, the student must attend one-half of the full 

Sunday school period. The highest 48 Sundays shall provide the base for reporting attendance of Sunday 

school and worship services to district conference. 

(2) Educational Materials: We recommend that all Wesleyan churches in the Kansas District use materials 

available from Wesley Press in their Sunday school, daily vacation Bible schools and teacher training 

courses. 

PASTORAL RELATIONSHIPS 

SR:20. PASTORAL VOTE: The pastoral vote shall be in March no later than the second Sunday. Approval to vary this 

schedule must be secured from the district superintendent. 

SR:21. PASTORAL CANDIDATING PROCESS: 

(1) An approved list of pastoral candidates shall be provided to the local board vice-chairman by the district 

superintendent. 

(2) The local board of administration or search committee may evaluate or interview any of the persons available.

(3) Only one candidate shall be presented to the congregation at a time. [6-10-94] 

(4) The church shall not invite a second candidate until a decision is made whether to extend a call to the first 

candidate.

(5) The local church shall underwrite all mutually-agreed-upon expenses incurred by the candidates (i.e. travel, 

lodging, meals and phone calls). 

SR:22. LAY MINISTERS' LISTING: 

(1) When a church wants to employ a person for a local ministry position the pastor shall first consult with the 

district superintendent for counsel regarding suitability of the person(s) being considered. 

(2) The listing of other hired staff persons in local churches shall be printed in the church directory section of 

the district journal. 

SR:23. RECOMMENDATION FOR MINISTER'S LICENSE: The local church secretary shall forward all recommendations 

for minister's licenses to the chairman of the board of ministerial standing (see Discipline 655:8) 

immediately following the local church conference. 

SR:24. PASTORAL CHANGES: 

(1) Vacating the Parsonage: When moving a pastor shall vacate the parsonage by the second Tuesday 

following district camp and conference or at such time as may be set by the district superintendent. (See 

SR:29). 

(2) Moving Expenses: The church calling a minister shall assume all responsibility of moving expenses. Moving 

arrangements and costs are to be agreed upon before the actual move. 

(3) Vacation When Relocating: A pastor who has not had time to take a vacation before moving shall be paid 

the vacation compensation before leaving the church that has been served that district year (See SR:29:1:g). 

(4) Resignations: Pastors shall follow the guidelines of the Discipline when resigning before the completion of 

their term of service. (See Discipline 710, 722:1). 


PASTORAL COMPENSATION 

SR:29. THE PASTOR’S COMPENSATION: Pastoral support is compensation for the week of labor which concludes 

with the Sunday pulpit ministry. A moving pastor’s financial compensation (salary/benefits) shall end on the last 

Sunday of his tenure. Financial compensation (salary/benefits) for the incoming pastor shall begin with the full 

week prior to the first Sunday that he fills the pulpit (See also SR:24). 

(1) The compensation package shall include the following: 

(a) Salary 

(b) Housing or housing allowance 

(c) Utilities including basic telephone charge 

(d) Health insurance 

(e) Wesleyan Pension Fund 

(f) Self employment tax (equivalent to at least one-half his self employment tax from church salary including 

parsonage rental value) 

(g) Vacation bonus one weeks salary besides the regular salary excluding benefits. After fifteen years service 

in The Wesleyan Church, the bonus shall be two weeks salary excluding benefits (See SR:37). 

(2) It is recommended the compensation package also include the following: 

(a) Continuing professional education allowance 

(b) Library allowance 

SR:37. THE PASTOR’S VACATION: Vacation with pay for all ministers of the Kansas district shall be based on the 

total number of years in the ministry of The Wesleyan Church. 

(1) After one year, a minimum of two weeks. 

(2) After five years, a minimum of three weeks. 

(3) After fifteen years, a minimum of four weeks. 

(When possible the provisions of paragraph (2) and (3) should not involve more than two consecutive 

Sundays.) 

SR:39. THE PASTOR’S DAY OFF: Each pastor is admonished to schedule one day each week for rest and recreation. 

Accumulation of these days shall not exceed three days. 

SR:40. THE PASTOR’S SPECIAL MINISTRIES: The pastor shall be allowed to schedule two Sundays each conference 

year for special ministries (i.e. revivals, district or general church ministries). This is in addition to district 

conference, the district ministerial, minister’s retreat and vacation time. The pastor shall confer with the local 

board of administration concerning such scheduled meetings and shall receive full salary and benefit support 

for these two weeks as usual. (The guidelines in SR:40 should be applied to pastoral staff also).

SR:41. DEVELOPING CHURCH PASTORAL COMPENSATION FOR TAX PURPOSES: The local advisory council of 

a developing church shall set the parsonage expense allowance for their pastor and provide proper accounting 

for his professional business expense reimbursement. The local advisory council treasurer will keep these 

records. 


ADMINISTRATIVE COSTS 

SR:45. EXPENSES AT DISTRICT CONFERENCE FUNCTIONS: 

(1) Since the pastor and spouse and full time assistants are representatives of the local church at the district 

conventions, conferences and camp meetings, the local church shall pay in advance their expenses to 

attend. 

(2) Churches are encouraged to give financial help to cover costs of travel and registration fees to the district 

ministers retreat for both the pastor and spouse. 

SR:46. CHURCH DELEGATE EXPENSES: The local church shall pay the room, board, and transportation expenses 

of all authorized delegates to the district conference. 

SR:47. DISTRICT CONFERENCE JOURNALS: Each local church shall place an order with full payment for district 

journals by the adjournment of district conference. 

FINANCIAL OBLIGATIONS TO DISTRICT 

SR:50. USF AND DISTRICT OBLIGATIONS: The United Stewardship Fund-General Fund and Educational Institution 

Fund and district administration fund for each local church shall be based on the total income of the previous 

year (line 131i, district journal), as follows, except for monies specifically exempt under Discipline 2005:1:4. 

(1) USF Obligation: The United Stewardship Fund is a percentage of the base income determined by the 

General Conference (see SR:50(3) for exemptions). 

(2) District Obligation: The district assessment shall be a percentage of the base income approved by the 

district conference (see SR:50(3) for exemptions). 

(3) Exemptions: Monies generated specifically for remodeling, construction, property financing and for 

payment of principle and interest for such projects, shall be assessed the percentage for district budget 

except in the following cases: 

(a) The district board of administration has approved the construction or remodeling project for exemption 

of the obligation. 

(b) The church has its district budget on a fixed schedule as provided for under the general church guidelines. 

(c) The church is an evangelism & church growth project church (see SR:50(4)). 

(d) Receipts such as insurance claims shall be exempt. 

(4) Project Churches: Churches classified as “Project Churches” under the supervision of evangelism & church 

growth committee shall be assessed on the following phase-in schedule for the district assessment: 

(a) First year of project - 0% of base amount. 

(b) Second year of project - 2% of base amount. 

(c) Third year of project - 3% of base amount. 

(d) Fourth year of project - 4% of base amount. 

(e) Fifth and subsequent years of project - full obligation. 

(See SR:50(3) for exemptions). 

SR:51. PAYMENT OF USF AND DISTRICT OBLIGATIONS: When a church does not meet its total USF and district 

administration fund the pastor shall submit a written explanation giving the reason for failure to pay. The 

explanation shall include: 

(1) a copy of each local treasurer’s report (including closing balances of all accounts) used to complete the 

annual statistical report to the district (line 131a-h sub-totals); 

(2) a copy of the local church’s proposed budget for the current fiscal year; 

(3) the signatures of the pastor, local board vice-chairman and the church treasurer; 

(4) forwarding of the report to the district office for review by a committee appointed by the district board of 

administration.

SR:52. KANSAS CHURCH BUILDERS SUPPORT: Every pastor is required to present the Kansas Church Builders' 

ministries and provide for financial support through missions faith-promise, local church budget, designated 

Sunday school offerings or special church offerings. 

SR:54. MINISTERIAL CONVENTION AND FUNDING: 

(1) There shall be an annual ministerial convention. 

(2) The district ministerial convention committee shall consist of the district superintendent and eight additional 

members elected annually by the district board of administration. Duties shall be to secure speakers, 

convention sites, prepare budgets and programs. 

(3) The expenses of the ministerial convention shall be funded in part by the local church on the basis of the 

average morning worship attendance reported in the District journal of the preceding year: Above 200 - $100; 

100 - 200 - $75; 50 - 100 - $50; 1 - 50 - $25. 

(4) Ministerial convention monies shall be sent to the district treasurer no later than February 10. 

SR:57. PASTORS OF CHURCH PLANTING AND RENEWAL PROJECTS: All pastors and churches receiving financial 

aid from the district shall report income received by the local church and all other district sources, along with 

a statistical and service report to the evangelism & church growth secretary and the district office. District aid 

payments are not to be made by the district evangelism & church growth treasury unless the previous month’s 

report is received. 


EVANGELISM AND CHURCH GROWTH 

SR:67. CHURCH PLANTING PROCEDURE: The evangelism & church growth committee shall recommend to the 

district board of administration district church planting projects; church planting pastors; annual district support 

and monitor the activities and development of each project. Final approval of and authority over all projects, 

pastors and district support shall be determined by the district board of administration. 

SR:69. DEVELOPING CHURCH ACCOUNTABILITY: All Kansas district developing churches shall report the following 

to the district office and the evangelism & church growth director: 

(1) monthly a financial and statistical report, 

(2) annually a printed budget, proposed goals and a ministry statement prepared by the pastor and local advisory 

committee. 

DISTRICT ADMINISTRATION EXPENSES 

SR:75. THE DISTRICT SUPERINTENDENT'S SALARY AND REIMBURSEMENT recommended by the district board 

of administration and approved by the district conference in the annual budget shall be as follows: 

(1) Salary, per diem, housing, travel and other related expenses. 

(2) Health insurance. 

(3) At least one-half of self-employment tax based on compensation as district superintendent. 

(4) Vacation compensation paid on the basis of SR:37. 

SR:76. SECRETARIAL SERVICE: A secretary/office manager shall be provided for the district office at a salary 

determined by the district board of administration. 

SR:77. THE EXPENSES OF THE DISTRICT OFFICERS AND COMMITTEE MEMBERS shall be reimbursed as 

established by the district board of administration. 

SR:78. LAY DISTRICT BOARD OF ADMINISTRATION MEMBERS CONFERENCE EXPENSES: District board of 

administration lay members shall be reimbursed for expenses incurred through travel, board and room while 

participating in the annual camp and conference.

CAMP, CONFERENCE AND CONVENTIONS 

SR:83. CAMPMEETING: The campmeeting board (Discipline 1180:20) shall be composed of the district superintendent, 

district treasurer, camp director and registrar, who shall serve as ex officio members along with six 

members-at-large elected by the district board of administration. The district superintendent shall serve as 

chairman, or appoint someone else to serve in this capacity. The district auxiliaries will meet annually with the 

camp planning board. The campmeeting board shall recommend to the district board of administration: 

(1) all special workers, including evangelist, teachers and song director; 

(2) a budget and establishment of fees. 

SR:84. CONFERENCE ATTENDANCE: Pastors not able to attend the district conference must receive prior approval 

from the district superintendent. 

SR:85. DISTRICT CONFERENCE REPORTS AND CREDENTIALS: 

(1) District Treasurers Books Closed: The local church and auxiliaries shall close their books by April 30 . 

District auxiliaries shall close their books on May 10. The district treasurer shall close the books on May 

15. 

(2) Statistical Reports shall be in the hands of the statistical committee not later than May 10. The statistical 

committee shall be given authority to make collect phone calls to pastors or local board of administration 

vice-chairmen who do not report or who provide inaccurate reports. 

(4) Delegate's Credentials shall be sent to the district secretary no later than May 15 (Discipline 1103, 1106). 

(5) Annual Service Reports shall be sent to the district superintendent and the district board of ministerial 

development committee no later than May 10. 

(6) Unappointed Ordained Ministers: pursuant to Discipline 3085(3) any ordained minister who ceases 

service from all categories of active duty (Discipline 3235-3335) for a period of five consecutive years shall 

voluntarily file all credentials with the district superintendent by the rise of the district conference at the end 

of the 5th year. 

(7) Reports to the District Auditing Committee: All financial records subject to the district auditing committee 

shall be submitted to this committee no later than May 15. The auditing committee shall be given authority 

to make collect phone calls to district treasurers who do not report or who provide an inaccurate report. 

SR:86. DISTRICT BOARD OF ADMINISTRATION: The district board of administration shall be composed of twelve (12) 

members to be elected as follows: Four (4) executive officers, four (4) ordained ministers and four (4) lay 

members. 

SR:87. DISTRICT CONFERENCE ACTION COMMITTEE: An action committee shall be elected, consisting of the 

district superintendent and district treasurer (ex officio members), and four (4) ordained ministers and four (4) 

lay members to serve at-large. (Duties, see Discipline 1168). Memorial resolutions relating to changes in the 

district standing rules or the Wesleyan Discipline at general conference shall be sent to the committee by April 

1st. 

SR:88. NOMINATING COMMITTEE: The nominating committee shall include the district superintendent as an ex officio 

member and four (4) ordained ministers and four (4) lay members. (Duties, see Discipline 1175). 

SR:89. AUDIT OF DISTRICT ACCOUNTS: 

(1) The District Auditing Committee shall be the sole authority to audit the books of the following district 

financial records: Wesleyan Men, Wesleyan Women International, Wesleyan Kids For Missions, Wesleyan 

Youth, Young Adults International, kids camp, district superintendent's office account, Kansas Wesleyan. 

(2) District Audits By Public Accoutants: The district board of administration shall employ independent public 

accountants to give advice and counsel in forms and accounting procedures and to examine the accounting 

records and financial statements of the district treasurer and the district loan fund treasurer.

DISTRICT SERVICE DIRECTIVES 

SR:90. DISTRICT ORGANIZATIONS PLANNING AND BUDGETING: To direct the ministries and programs of our 

various district organizations, the leadership committee of each of the following shall formulate their statement 

of purpose, goals, and priorities: Wesleyan Women International, Wesleyan Men, Wesleyan Youth, Young 

Adults International, Best Years Fellowship, kids camp, camp planning committee and Sunday school 

committee. These organizations shall also prepare and present an annual budget to the district board of 

administration. 

SR:91. DISTRICT APPOINTMENTS: In addition to those provided for by the Discipline, the district board of 

administration shall elect the district director of evangelism & church growth, district director of World Missions, 

and district director of Christian education. 

DIRECTIVES FOR KIDS CAMP 

SR:95. KIDS CAMP: The kids camp committee shall include the district director of CYCI as chairman, the district 

superintendent as an ex-officio member and six additional members elected by the district board of 

administration so that their three-year terms of office do not expire at the same time. The committee shall be 

accountable to the district board of administration and their duties shall include: 

(1) appointing a camp director and other officers as may be necessary to conduct the work of the committee; 

(2) selecting the camp site, speakers and special workers; 

(3) outlining curriculum and programs, and the general oversight and promotion ordinarily accompanying such 

a ministry. 

OTHER DIRECTIVES 

SR:100.NOTIFICATION OF DEATHS: If there is a death of any of our ministers or members of their immediate families, 

the district superintendent or his representative shall be notified. He shall then notify each pastor by letter or 

through the zone chairman. 

SR:105.SUPPORT OF CHRISTIAN ORGANIZATIONS: A visible demonstration of our regard for social concerns may 

be expressed through membership in and financial support of the Christian Holiness Association, the National 

Association of Evangelicals, the World Relief Commission, Kansans for Life At Its Best, Wesleyans For Life, 

Focus On the Family and similar organizations. 

SR:110.THE KANSAS DISTRICT POSITION REGARDING CHRISTIAN SOCIAL CONCERN shall be the same as 

those set forth in the Membership Commitments of the Wesleyan Discipline (265) and the position papers of 

the national task force on public morals and social concern. [6-11-94]
