Applicability <str<strong>on</strong>g>of</str<strong>on</strong>g> New Source Review—<str<strong>on</strong>g>The</str<strong>on</strong>g><br />

manner in which the NSR permitting process<br />

applies to a proposed project is determined by<br />

the “potential emissi<strong>on</strong>s” <str<strong>on</strong>g>of</str<strong>on</strong>g> the affected<br />

source. 24 Potential emissi<strong>on</strong>s means the total<br />

annual emissi<strong>on</strong>s if the source were to run at<br />

full capacity for an entire year. New or<br />

modified sources that exceed certain potential<br />

emissi<strong>on</strong>s thresholds are called “major<br />

sources” and are subject to the federal NSR<br />

program. If emissi<strong>on</strong>s are below the major<br />

source threshold, sources are subject to<br />

“minor source review.” Finally, there is<br />

usually an emissi<strong>on</strong> or size threshold below<br />

which sources are exempt from envir<strong>on</strong>mental<br />

permitting. This regulatory framework applies<br />

to all sources equally, whether they are<br />

central stati<strong>on</strong> power plants, other large<br />

Whether a proposed project's potential<br />

emissi<strong>on</strong>s are high enough to trigger NSR<br />

depends <strong>on</strong> its locati<strong>on</strong>. <str<strong>on</strong>g>The</str<strong>on</strong>g> major source<br />

threshold varies according to the local air<br />

quality attainment status. As shown in Table<br />

3-1, the threshold for major source review <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

a new source in a n<strong>on</strong>attainment area ranges<br />

from 100 t<strong>on</strong>s per year (tpy) down to 10 tpy<br />

depending <strong>on</strong> local air quality. <str<strong>on</strong>g>The</str<strong>on</strong>g> major<br />

source threshold for NOx for PSD review <str<strong>on</strong>g>of</str<strong>on</strong>g> a<br />

new source in oz<strong>on</strong>e attainment areas is a net<br />

emissi<strong>on</strong>s increase <str<strong>on</strong>g>of</str<strong>on</strong>g> either 100 or 250 tpy<br />

depending <strong>on</strong> the type <str<strong>on</strong>g>of</str<strong>on</strong>g> source. Modificati<strong>on</strong><br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> a source can also trigger NSR/PSD, if it<br />

results in an increase in potential emissi<strong>on</strong>s.<br />

Table 3-1 shows that the trigger levels for<br />

modificati<strong>on</strong>s are lower than for new sources.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> threshold for modificati<strong>on</strong>s in attainment<br />

areas is a net emissi<strong>on</strong>s increase <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>on</strong>ly 40<br />

tpy. <str<strong>on</strong>g>The</str<strong>on</strong>g> major source threshold for<br />

modificati<strong>on</strong>s in n<strong>on</strong>attainment areas ranges<br />

from 40 tpy down to zero tpy in the Los<br />

Angeles extreme n<strong>on</strong>attainment area. This<br />

lower threshold for modificati<strong>on</strong>s is quite<br />

significant because it is comm<strong>on</strong> to add a DG<br />

unit to an existing facility.<br />

To put these major source thresholds in<br />

c<strong>on</strong>text, Table 3-2 lists the potential NOx<br />

emissi<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> some representative-size DG<br />

technologies. Comparing Tables 3-1 and 3-2<br />

shows that, except for diesel generators in<br />

serous oz<strong>on</strong>e n<strong>on</strong>attainment areas, small DG<br />

projects are unlikely to trigger major source<br />

review, even for modificati<strong>on</strong>s.
