public authorities <strong>of</strong> Lagos State tak<strong>in</strong>g a confrontational attitude <strong>of</strong> demolition threat,<br />

<strong>the</strong>y should strive to create an enabl<strong>in</strong>g environment under which people, us<strong>in</strong>g and<br />

generat<strong>in</strong>g <strong>the</strong>ir own resources, could f<strong>in</strong>d unique local solutions for <strong>the</strong>ir hous<strong>in</strong>g and<br />

shelter needs. This conceptual approach is referred to as slum upgrade.<br />

The concept envisages a situation whereby <strong>the</strong> Lagos State government passes a bill<br />

through <strong>the</strong> State Assembly, urg<strong>in</strong>g <strong>in</strong>habitants <strong>of</strong> identified <strong>slums</strong> with<strong>in</strong> <strong>the</strong><br />

metropolis to upgrade <strong>the</strong>ir houses to a m<strong>in</strong>imum standard, as specified by <strong>the</strong><br />

physical plann<strong>in</strong>g authorities with<strong>in</strong> a w<strong>in</strong>dow period rang<strong>in</strong>g from 18-24 months. It<br />

should be emphasized that defaulters after <strong>the</strong> w<strong>in</strong>dow period will have penalties as<br />

deemed fit by <strong>the</strong> plann<strong>in</strong>g authority.<br />

b) Sites-and-Services Schemes.<br />

The proliferation <strong>of</strong> <strong>slums</strong> and squatter settlements could be nipped <strong>in</strong> <strong>the</strong> bud simply<br />

by improv<strong>in</strong>g <strong>the</strong> environmental quality <strong>of</strong> <strong>the</strong>se areas and by government provid<strong>in</strong>g<br />

<strong>the</strong> basic necessary <strong>in</strong>frastructure. This concept is known as <strong>the</strong> “sites-and-services<br />

schemes. Sr<strong>in</strong>ivas (2004b) def<strong>in</strong>ed “sites-and-services as <strong>the</strong> provision <strong>of</strong> plots <strong>of</strong><br />

land, ei<strong>the</strong>r on ownership or land lease tenure, along with a bare m<strong>in</strong>imum <strong>of</strong> essential<br />

<strong>in</strong>frastructure needed for habitation”.<br />

The problem <strong>of</strong> provid<strong>in</strong>g adequate hous<strong>in</strong>g has long been a concern, not only <strong>of</strong><br />

<strong>in</strong>dividuals but <strong>of</strong> governments at Federal and State level as well. Government has<br />

made effort to ameliorate <strong>the</strong> hous<strong>in</strong>g problem by provid<strong>in</strong>g a “complete” serviced<br />

house scheme which <strong>the</strong>y referred to as low-cost hous<strong>in</strong>g. However, it is not news that<br />

<strong>the</strong> low-cost hous<strong>in</strong>g cannot be susta<strong>in</strong>ed by <strong>the</strong> government to meet <strong>the</strong> needs <strong>of</strong> <strong>the</strong><br />

teem<strong>in</strong>g population and most importantly, most low-<strong>in</strong>come families simply cannot<br />

afford <strong>the</strong> so-called low-cost hous<strong>in</strong>g.<br />

The sites-and services scheme approach advocated <strong>the</strong> role <strong>of</strong> government agencies<br />

only <strong>in</strong> <strong>the</strong> preparation <strong>of</strong> parcels or plots <strong>of</strong> land with certa<strong>in</strong> basic <strong>in</strong>frastructure,<br />
