There is no city <strong>in</strong> Nigeria where <strong>the</strong> “hous<strong>in</strong>g failure” is more manifest than <strong>in</strong> Lagos<br />

(UNCHS, 1993). It went on fur<strong>the</strong>r to state that “<strong>the</strong> legal acquisition <strong>of</strong> land is far<br />

beyond <strong>the</strong> means <strong>of</strong> most people , as buildable land is <strong>in</strong> short supply; opportunities for<br />

employment are very limited and <strong>the</strong> rate <strong>of</strong> population <strong>in</strong>crease is high, <strong>the</strong>reby<br />

compound<strong>in</strong>g <strong>the</strong> problematic hous<strong>in</strong>g situation”.<br />

It is common knowledge that prospective rental seekers <strong>in</strong> Lagos have to queue up for<br />

more than a year on <strong>the</strong> wait<strong>in</strong>g list before <strong>the</strong>y can even be considered eligible for or<br />

become fortunate enough to secure a rental unit. Ownership <strong>of</strong> a house is only a dream<br />

realised by only <strong>the</strong> upper 5 per cent <strong>of</strong> <strong>the</strong> <strong>in</strong>come groups <strong>in</strong> Lagos (UNCHS, 1993).<br />

Sometimes prospective renters are persuaded to assist landlords to f<strong>in</strong>ance <strong>the</strong><br />

construction <strong>of</strong> a rental house by pay<strong>in</strong>g one or two years rent <strong>in</strong> advance, <strong>in</strong> order to rent<br />

a room/rooms or flat whenever it is completed (Achun<strong>in</strong>e, 1977: 8-9).<br />

It is an accepted fact also that more migrants move <strong>in</strong>to Lagos more than <strong>in</strong>to any o<strong>the</strong>r<br />

city <strong>in</strong> Nigeria apart from Abuja which is also becom<strong>in</strong>g notorious <strong>in</strong> <strong>in</strong>flux <strong>of</strong> migrants.<br />

In order to cope with <strong>the</strong> fast ris<strong>in</strong>g population <strong>in</strong> Lagos, it has been estimated that about<br />

100,000 additional residential units are required each year (UNCHS, 1993). However,<br />

<strong>the</strong>re is evidence that noth<strong>in</strong>g near this target is be<strong>in</strong>g built each year, ei<strong>the</strong>r by<br />

government and its hous<strong>in</strong>g agencies or by private/public sector participation.<br />

The immediate consequence <strong>of</strong> this is that <strong>in</strong> many parts <strong>of</strong> Lagos, especially where <strong>the</strong><br />

poor and low-<strong>in</strong>come people live, <strong>the</strong>re is congestion, <strong>in</strong>adequate <strong>in</strong>frastructural facilities<br />

for <strong>the</strong> ever-<strong>in</strong>creas<strong>in</strong>g demands place on <strong>the</strong>m, <strong>in</strong>adequate provision <strong>of</strong> water supply,<br />

power and poor methods <strong>of</strong> waste disposal. Such <strong>in</strong>adequacies place a tremendous impact<br />

on <strong>the</strong> production <strong>of</strong> hous<strong>in</strong>g. Sometimes it has led to demolition, eviction,<br />

<strong>in</strong>accessibility, substandard houses and many are outright un<strong>in</strong>habitable.<br />
