(less than 1 dollar per day)? The strong op<strong>in</strong>ion be<strong>in</strong>g canvassed <strong>in</strong> this paper is that<br />

earth build<strong>in</strong>g technology should be embraced and developed to provide low-cost<br />

hous<strong>in</strong>g that are <strong>in</strong>deed affordable by <strong>the</strong> low-<strong>in</strong>come earners and <strong>the</strong> <strong>urban</strong> poor.<br />

Earth build<strong>in</strong>g technology <strong>in</strong>volves <strong>the</strong> use <strong>of</strong> laterite and loamy soil that exist <strong>in</strong><br />

abundant supply <strong>in</strong> all parts <strong>of</strong> <strong>the</strong> State. Earth had been used by our fa<strong>the</strong>rs and fore-<br />

fa<strong>the</strong>rs to erect build<strong>in</strong>gs, sometimes up to 2 storeys high without addition <strong>of</strong> any<br />

o<strong>the</strong>r re<strong>in</strong>forc<strong>in</strong>g materials and most <strong>of</strong> <strong>the</strong>m are still stand<strong>in</strong>g till date. The first<br />

storey build<strong>in</strong>g <strong>in</strong> Nigeria which is 160 years old was built <strong>of</strong> earth. Build<strong>in</strong>g with<br />

earth apart from been economical, has been proved to be strong and durable.<br />

Cement based materials (sandcrete block, cement mortar, concrete l<strong>in</strong>tels, cement<br />

plaster), are <strong>the</strong> major factors that contribute to <strong>the</strong> high cost <strong>of</strong> build<strong>in</strong>g a house due<br />

to <strong>the</strong> high cost <strong>of</strong> cement. It is pert<strong>in</strong>ent to note that most Nigerians look down on<br />

earth build<strong>in</strong>gs as ei<strong>the</strong>r not good or a poor man’s solution to problem <strong>of</strong> hous<strong>in</strong>g.<br />

Little wonder that <strong>the</strong> Lagos State government had to import build<strong>in</strong>g materials from<br />

abroad.<br />

The submission <strong>of</strong> this paper is that with <strong>the</strong> use <strong>of</strong> soil block, it will facilitate house<br />

ownership as it is capable <strong>of</strong> reduc<strong>in</strong>g substantially build<strong>in</strong>g cost through <strong>the</strong> use <strong>of</strong><br />

less expensive, but abundant soil blocks that are less dependent on cement. With <strong>the</strong><br />

abundance and availability <strong>of</strong> earth as a build<strong>in</strong>g material <strong>the</strong>re is a guarantee that<br />

when <strong>the</strong> appropriate technology is applied, hous<strong>in</strong>g delivery will be made more<br />

efficient and cheaper.<br />

CONCLUSION<br />

Lagos State has witnessed tremendous population growth rate from pre-<strong>in</strong>dependence to post-<br />

<strong>in</strong>dependence era, br<strong>in</strong>g<strong>in</strong>g with it attendant problems such as lack <strong>of</strong> <strong>in</strong>frastructures, lack <strong>of</strong><br />
