38. Similar to 2001, the court ordered, among other things, that core functions<br />

<strong>of</strong>state government be per<strong>for</strong>med, that each state agency, <strong>of</strong>ficial, county and municipal<br />

entity, and school district determine those core functions and verify the per<strong>for</strong>mance <strong>of</strong><br />

such to the Special Master. 4o<br />

39. The Special Master was to determine whether the Commissioner <strong>of</strong>Finance<br />

should pay <strong>for</strong> the per<strong>for</strong>mance <strong>of</strong>certain core functions. 41<br />

40. The court further ordered the appointment <strong>of</strong> a Special Master to mediate,<br />

hear, and make recommendations to the Court with regard to any issues arising from the<br />

terms or compliance <strong>of</strong>the court's order.42<br />

41. From time to time from June 30, 2005 to July 7,2005, various agencies,<br />

programs, and individuals, including individual legislators, filed petitions with the court.<br />

These included the <strong>Minnesota</strong> Council <strong>of</strong>Airports, the Department <strong>of</strong>Natural Resources,<br />

Metro Transit, the Ramsey County Board <strong>of</strong>Commissioners, the Greater Twin Cities<br />

United Way, the <strong>Minnesota</strong> Housing Partnership, the <strong>Minnesota</strong> Council <strong>of</strong>Nonpr<strong>of</strong>its,<br />

the <strong>Minnesota</strong> Trucking Association and <strong>Minnesota</strong> Manufactures Homes Association,<br />

Joe Pazandak, and <strong>State</strong> Senator W. Skoglund. The Special Master made determinations<br />

as recommendations to the Ramsey County ChiefJudge on what constituted core<br />

functions and there<strong>for</strong>e what should be funded through the Commissioner.<br />
