The President’s Budget for Fiscal Year 2003 identified the following four key areas for extra
attention and carefully targeted increases in federal expenditures:
Support first responders.
Defend against biological terrorism.
Secure America’s borders.
Use information to secure the homeland.
In addition, it is expected that the President’s Budget for Fiscal Year 2004 will attach priority to the
following items:
Enhance the analytic capabilities of the FBI
Build new capabilities through the Information Analysis and Infrastructure Protection
Division of the proposed Department of Homeland Security
Create “smart borders”
Increase the security of international shipping containers
Recapitalize the U.S. Coast Guard
Prevent terrorist use of nuclear weapons through better sensors and procedures
Develop broad spectrum vaccines, antimicrobials, and antidotes
Integrate information sharing across the federal government”
The four shaded areas in Table 6.1 represent the “major initiatives” that relate to the priorities
identified in the President’s Budget. The light blue-shaded area represents the one “major initiative”
that relates to the President’s Budget for Fiscal Year 2003; the tan-shaded areas represents the
