The President’s Budget for Fiscal Year 2003 identified the following four key areas for extra<br />
attention and carefully targeted increases in federal expenditures:<br />
Support first responders.<br />
Defend against biological terrorism.<br />
Secure America’s borders.<br />
Use information to secure the homeland.<br />
In addition, it is expected that the President’s Budget for Fiscal Year 2004 will attach priority to the<br />
following items:<br />
Enhance the analytic capabilities of the FBI<br />
Build new capabilities through the Information Analysis and Infrastructure Protection<br />
Division of the proposed Department of Homeland Security<br />
Create “smart borders”<br />
Increase the security of international shipping containers<br />
Recapitalize the U.S. Coast Guard<br />
Prevent terrorist use of nuclear weapons through better sensors and procedures<br />
Develop broad spectrum vaccines, antimicrobials, and antidotes<br />
Integrate information sharing across the federal government”<br />
The four shaded areas in Table 6.1 represent the “major initiatives” that relate to the priorities<br />
identified in the President’s Budget. The light blue-shaded area represents the one “major initiative”<br />
that relates to the President’s Budget for Fiscal Year 2003; the tan-shaded areas represents the<br />
“major initiatives” that relate to the President’s Budget for Fiscal Year 2004.<br />
