offer a blanket-service that could be easily exploited; nonresidents<br />

might travel to the area solely for the purpose of seeking<br />

free health treatment.<br />

Countries that in fact granted health services to irregular<br />

migrants while maintaining their illegal status, have often found<br />

it difficult to convince migrants that it was safe for them to seek<br />

care, without fear of deportation, arrest, etc. 14 One participant<br />

felt that there was a unique role for non-governmental<br />

organizations to provide the necessary services because, in these<br />

instances, they are the only party migrants feel they can trust,<br />

especially regarding internal migrants who were displaced by<br />

conflict.<br />

Others viewed the sensitivity of healthcare providers to the<br />

cultural <strong>and</strong> religious backgrounds of migrants as vital to<br />

increasing their receptiveness to treatment. One participant<br />

labelled cultural sensitivity as a necessary new component of any<br />

health system. Others were deeply impressed by the Cambodian<br />

success of de-stigmatizing <strong>and</strong> integrating mental healthcare.<br />
