way at pampore LPG Plant.
EARNEST MONEY DEPOSIT:
Bidders have to submit an EMD of Rs. 80000/-{EIGHTY THOUSAND ONLY} in the form of DD in
favor of Hindustan Petroleum Corporation LTD. payable at Jammu Only. EMD has to be
submitted in a separate envelope that has to be attached to the sealed Tender envelope and
then both have to be put in a sealed envelope, failing which Tender will be rejected.
Public Sector Enterprises and Small Scale Units registered with National Small Scale
Industries are exempted from payment of Earnest Money Deposit. Small Scale Units
registered with National Small Scale Industries should enclose a photocopy of their
registration certificate with their quotation to make their quotation eligible for
consideration. The registration certificate should remain valid during the period of the
contract that may be entered into with the successful bidder. Such tenderers should ensure
validity of the Registration Certificate for the purpose.
For unsuccessful bidders, the EMD will be refunded after the finalization of the contract.
For successful tenders EMD will be converted to Security Deposit which shall be refunded
after successful completion of the work. Offers without EMD will be rejected.
Payment Terms: Payments will be made against Running Accounts bills certified by the
Owner's Engineer-in-Charge/Site-in-Charge within 15 days from the date of receipt of the
bill. Payment Terms are as under:
Payment will be made after receiving the measurement sheets and bills certified by Party
and EIC at intervals of 25%, 50 % , 75 % and 100% of total PO value.
Note: The Consultant / User / Finance whoever may be receiving the bill first, from the
contractor shall acknowledge it for the date of receipt. It is this date from which the
stipulated number of days as mentioned above shall be reckoned.
Retention money:
HPCL shall retain 10% of the contract value from bills as retention money which shall be
released after one year of the commissioning of the completed project and its trouble free
service.
PERFORMANCE GUARANTEE:

Your work shall be guaranteed for one year from the date of completion. Any defect
observed in workmanship/material will be rectified / replaced by you free of cost. The
decision of the Engineer In-charge/Site-In charge/Owner shall be the final in deciding
whether the defect has to be rectified or replaced.
Delivery Period: 100% of work should be completed within 4 months from acknowledgement of
Purchase Order by the vendor or 10 days from placement of PO whichever is less.
PENALTY CLAUSE:
The contractor will be liable to pay penalty of 0.5% of the total cost of the project per
week or part thereof to a maximum of 5% for any delay due to contractors fault over the
specified completion date without prejudice to the other conditions as specified in the
completion date clause. HPCL shall be the sole judge to determine whether reasons put
forth by the contractor for delay are acceptable.
