Sun City <strong>Chapter</strong> <strong>Meeting</strong> <strong>Minutes</strong><br />
Location: German Community Club, Fort Bliss, TX<br />
Time: 1130 to 1300<br />
Agenda: WOPD – Fort Bliss Retirement Services<br />
The <strong>Meeting</strong> was opened by the <strong>Chapter</strong> President with the Pledge of Allegiance. All <strong>Chapter</strong> officers<br />
were in attendance. <strong>Chapter</strong> membership is 60 affiliated members. A quorum was present with the<br />
elected chapter officers and 8 members in attendance with 15 visitors.<br />
The <strong>Chapter</strong> President welcomed visitors and reviewed recent chapter activities along with upcoming<br />
events. Upcoming <strong>Chapter</strong> <strong>Meeting</strong>s & Events discussed were:<br />

9 July Warrant Officer Birthday (Saturday)(<strong>May</strong>be at PX) [CAKE!]<br />
Executive Committee meeting is scheduled for the 18 July at Great American Steakburger Restaurant<br />
on 54.<br />
The EXCOM has proposed to have an informal social event each month as time and commitments<br />
allow. Suggestions and recommendations were solicited from the membership.<br />
No other business was conducted.<br />
The <strong>Chapter</strong> President introduced the Post Retirement Services Officer, Mr. José Luis Hernández.<br />
Jose Luis Hernandez became the Installation Retirement Services Officer (RSO) for Fort Bliss, Texas on 14th<br />
April 2008. He is responsible for the overall operation of the Retirement Services Office, TRADOC’s largest<br />
Installation. The geographical area of responsibility includes all 36 counties in West Texas and 33 counties in<br />
New Mexico with a total population of over 55,000 retirees, Family members, widows and survivors. His office<br />
provides counseling to Soldiers and Family members on retirement rights, benefits and privileges and assists<br />
retirees, widows and survivors in benefits, annuity and pay related issues.<br />
Mr. Hernandez has over 35 years of Government service and has held various positions while employed at<br />
Fort Bliss such as Military Personnel Clerk, Lead Clerk and Chief, Transition Point. He was a Branch Manager<br />
overseeing numerous high-profile sections (Transition and Retirement Section, Reassignments Section, Officer<br />
Management Section and the In/Out Processing Section) prior to his current assignment. He is also the<br />

Installation Functional Administrator for the Department of the Army Installation Support Modules<br />
INPROC/OUTPROC and TRANSPROC/TRANSORD and is also a Notary Public for the Directorate.<br />
Mr. Hernandez recently deployed to Kuwait as the senior member of the Military Personnel Division 2008 Fort<br />
Bliss Tiger Team responsible for demobilizing an Infantry Brigade Combat Team of approximately 2,500<br />
Soldiers returning from Iraq.<br />
He is a member of the Federal Managers Association, Parent Teacher Student Association, National<br />
Association of Notary Publics, Adjutant General’s Corps, Veterans Administration Pre-Discharge Steering<br />
Committee, American Legion, Past Commandant and Member of the Marine Corps League – Dean Hawkins<br />
Detachment and former Young Marines Instructor.<br />
Mr. Hernandez is the recipient of the Ancient Order of Saint Barbara, Honorable Order of Saint Barbara and<br />
was a former Runner-Up for the AUSA Army Civilian Exceptional Service Award for Fort Bliss. Most recently<br />
Mr. Hernandez was selected as the Fort Bliss Garrison Command Supervisor of the Quarter. He served<br />
Honorably in the U.S. Marine Corps with over 26 years of total active/reserve service and subsequently retired<br />
as a First Sergeant on 1 June 2000.<br />
Mr. Hernandez was born in El Paso, Texas, is a graduate of Thomas Jefferson High School and has 5<br />
children.<br />
Mr. Hernandez provided valuable information for upcoming retirees as well as retired members in<br />
attendance. The <strong>Chapter</strong> President presented Mr. Hernandez with a chapter pen and coin.<br />
<strong>Meeting</strong> was adjourned at 1300 with next meeting tentatively scheduled for 2 June <strong>2011</strong>.<br />
