4. Introductions and Welcome – President Comyack acknowledged several distinguished<br />

guests, including: COL John Scanell from the National Guard Association of New Jersey<br />

(NGANJ - Guest Speaker), CW4 (R) Jim Horling, and “Honorary Chiefs/Chefs” Tammy and<br />

Roy Mangione. The Mangiones’ were <strong>for</strong>mally recognized with certificates of appreciation and<br />

chef caps bearing honorary CW3 insignia in recognition of their ef<strong>for</strong>ts <strong>to</strong> acquire and prepare<br />

the picnic meal <strong>for</strong> this 3 rd year in a row.<br />

Voting members physically present were: CW2 Mike Bendel, CW4 (R) Tom Dougherty, CWO<br />

(R) Fred Draper, CW3 (R) Tom Gilligan, CW4 (R) Bob Herka, CW2 (R) Bill Luckenbill, CW5<br />

(R) Jack Petrosilli, CW2 Luisa Sanchez, CW2 (R) Sharon Shaw, and CW4 (R) Bob Wahl.<br />

5. Secretary Report: Minutes of the May 20, 2012 meeting had been previously distributed<br />

electronically and were available <strong>for</strong> review. The Minutes were unanimously approved as<br />

written on a motion <strong>to</strong> accept by Al Curving and second by Bill Luckenbill.

6. Treasurer Report: <strong>for</strong> the period 5 April 2012 through 4 <strong>July</strong> 2012, was not provided by<br />

Treasurer Frank Albanese, who was absent due <strong>to</strong> hernia surgery.<br />

7. Bills Against & Receipts For the Chapter: Mr. Albanese had provided check #415 in the<br />

amount of $<strong>14</strong>1.24 <strong>to</strong> Al Curving <strong>for</strong> reimbursement of the Memorial Day wreath laid by the<br />

Chapter, and check #416 in the amount of $130.00 <strong>to</strong> Roy Mangione <strong>for</strong> reimbursement of<br />

picnic/food supplies <strong>for</strong> <strong>to</strong>day’s event. Mr. Comyack is due $113.00 as reimbursement <strong>for</strong> the<br />

purchase of Doughboy Chapter Banks authorized by the EXCOM as a fund raiser item. Receipts<br />

are/will be provided <strong>for</strong> audit trail.<br />

Cash and check receipts collected at this event are: a $100.00 check from Jack Petrosilli <strong>for</strong> the<br />

Scholarship Fund, and a <strong>to</strong>tal of $217.00 in kitty cash and checks designated <strong>for</strong> use by the<br />

EXCOM as follows: $<strong>14</strong>0.00 food reimbursement ($130 Mangione & $10 Curving), $27.00<br />

<strong>to</strong>ward the AMM-12 commitment, and $50.00 in<strong>to</strong> the general treasury checking account.<br />

Note that with $30.00 cash that had been collected at the meeting in May, but not yet reported, a<br />

<strong>to</strong>tal of $400.00 has now been collected <strong>for</strong> the Northeast Region AMM-12 hospitality expenses<br />

and the Treasurer will be directed <strong>to</strong> send them a check in this amount.<br />

8. Sickness & Distress:<br />

Frank Albanese recovering from hernia surgery last Monday.<br />

Praise was offered that Jackie Petrosilli has again been declared cancer free.<br />

9. Membership: Al Curving and Bill Bovik reported the recruiting presentation given at the<br />

May 20 th WOPDD resulted in the accession of 11 new members (2 life), and the upgrade of 2<br />

regular members <strong>to</strong> life member status. Mr. Curving noted that life membership payments can<br />

be made over a 10 month payment plan, and further noted that LTC Jemal Beale (NJARNG<br />

Recruiting and Retention Commander) has requested a life membership <strong>for</strong>m <strong>for</strong> his father CW4<br />

(R) Harold Beale. LTC Beale would like <strong>to</strong> see his Dad get involved with USAWOA again.<br />

Recognition was also noted <strong>for</strong> CW3 Artie Kimbrough (presently deployed <strong>to</strong> Afghanistan) <strong>for</strong><br />

15 years consecutive membership and <strong>to</strong> CW4 Dave Edwards <strong>for</strong> 5 years membership.<br />

Mr. Curving noted several issues with on-line membership. First is that Chapter affiliation<br />

cannot be designated when submitting any on-line applications. This is by design <strong>to</strong> preclude<br />

creating duplicate records, and affiliation can be requested by e-mailing Herb Rundgren at<br />

herb.rundgren@us.army.mil after the on-line application has been accepted. Second, is that life<br />

membership cannot be completed on-line; but life membership applications can be <strong>download</strong>ed.<br />

Mr. Comyack noted several new initiatives <strong>to</strong> encourage membership and participation, such as:<br />

issuing 2 Sea Girt beach passes <strong>to</strong> Doughboy retiree members attending this meeting thanks <strong>to</strong><br />

Station Chief BG (R) Jeff Pierson, and the use of Doughboy Savings Banks <strong>to</strong> promote life<br />

memberships, scholarship donations, care package contributions, etc.<br />

10. Communications: President Comyack emphasized Chapter member attendance at the<br />

AMM-12 in Harrisburg PA by utilizing the Doughboy savings bank and/or permissive TDY.<br />

AMM-12 will be held from Monday 29 Oc<strong>to</strong>ber thru Saturday 3 November <strong>2012.</strong> Mr. Comyack<br />

then turned the floor over <strong>to</strong> COL Scanell of NGANJ.<br />

COL Scanell briefed the membership on legislative and resolution issues of mutual concern <strong>to</strong><br />

both organizations, such as: budget cuts and funding cuts <strong>for</strong> Air National Guard equipment,<br />

reducing Guard and Reserve drill pay in half, elimination of space available travel <strong>for</strong> Guard and<br />

Reserve personnel not yet retired, and not granting veteran status <strong>to</strong> Guard and Reserve<br />

personnel until they reach 20 years of service. COL Scanell can be reached at<br />

presented COL Scanell with a Doughboy Chapter Savings Bank as a gift.<br />

11. Executive Committee Reports/Remarks:<br />

a. President’s Report: No report<br />

b. Vice President’s Report: No report.<br />

c. Awards Committee: CW2 Misty Di Gangi has volunteered <strong>to</strong> serve on this<br />

committee with Mr. Curving as an advisor; but she is away at WOAC and they have<br />

not had their first meeting yet.<br />

d. By-Law Review Committee: Al Curving and Jack Petrosilli provided an initial<br />

“Draft” report regarding the differences found between the Doughboy Chapter By-<br />

Laws dated 10 February 2004 and National By-Laws dated <strong>14</strong> November 2011, and<br />

cited numerous issues beyond the scope of Secretary and Treasurer appointments<br />

versus elections. A complete report, including recommendations, will be offered at<br />

the Oc<strong>to</strong>ber meeting <strong>for</strong> a proposed vote in January 2013; and the following known<br />

issues are noted:<br />

Secretary and Treasurer Positions being elected versus appointed.<br />

Treasury audit frequency requirements must be addressed.<br />

Treasurer Bonding requirement, if any, must be resolved.<br />

Chapter Resolutions Committee must be established.<br />

Emergency Governing Body description must be clarified.<br />

Installation of Officers must be changed from November <strong>to</strong> January.<br />

Nominating Committee sample letter is needed.<br />

Proxy voting provisions must be included.<br />

Purpose of the Chapter must be included.<br />

Warrant Officer Auxiliary (WO-AUX) provisions need review and action.<br />

e. Care Package Committee: Mr. Comyack noted this committee needs volunteers<br />

and that he and Pat Stroud would be willing <strong>to</strong> serve as advisors.<br />

f. Fund Raising Committee: Luisa Sanchez and WO1 Seron Verrett have both<br />

volunteered <strong>to</strong> serve on this committee with Mr. Comyack and Mr. Curving as<br />

advisors. Several ideas being discussed and/or implemented are:<br />

1. Doughboy Chapter coin banks<br />

2. USAWOA desk flags<br />

3. USAWOA President’s coins<br />

4. Embroidered Chapter shirts<br />

5. Breakfasts or Dinners<br />

6. Sale of Mr. Draper’s donated prints. Note that Mr. Draper suggested the<br />

following value of unframed prints; i.e.; what they have sold <strong>for</strong> at the PX:<br />

$95.00 unsigned and $125.00 signed and numbered. Ours are unsigned.<br />

g. In<strong>for</strong>mation Officer/Public Affairs Committee: CW2 Nicole Pierce has<br />

volunteered <strong>to</strong> serve on this committee with CW2 Bob Berea and CW2 Bill Bovik as<br />

advisor(s); but no report was submitted.<br />

h. Nominations Committee: Mr. Curving noted additional members are needed.<br />

i. Scholarship Committee: Tom Comyack reported that only one application has<br />

been received <strong>to</strong> date <strong>for</strong> the Doughboy Scholarship, and this was from the daughter<br />

of CW4 Dominic Cappetti. Mr. Comyack noted this scholarship will be awarded at<br />

$500.00 a year <strong>for</strong> two years. Tom further noted that a <strong>to</strong>tal of $1,100.00 will be<br />

needed <strong>to</strong> support 2012 scholarship awards, and $1,600.00 <strong>for</strong> ensuing years at the<br />

present levels; i.e.;<br />

2012 requires $600.00 <strong>for</strong> two Ryan Dale Bogle Scholarships already awarded at<br />

$300.00 each, and a first year $500.00 Doughboy scholarship <strong>to</strong> be awarded.<br />

2013 will require $600.00 <strong>for</strong> two each Ryan Dale Bogle Scholarships, $500.00 <strong>for</strong><br />

the second half of this year’s Doughboy Scholarship, and $500.00 <strong>for</strong> the first half of<br />

next year’s Doughboy Scholarship.<br />

It was suggested that our method of payment be changed <strong>to</strong> providing a “letter of<br />

promise” <strong>for</strong> award amounts <strong>to</strong> recipients’ bursars, and that payment be made <strong>to</strong> the<br />

bursar upon satisfac<strong>to</strong>ry completion of the semester versus upon proof of enrollment.<br />

This would provide additional student motivation and give us more time <strong>for</strong><br />

scholarship fund raising. The next Scholarship Committee can review this process.<br />

j. Time and Place Committee: Following discussion, there was unanimous<br />

agreement <strong>to</strong> conduct the 4 th Quarter Meeting with a family picnic at Al Curving’s<br />

place at <strong>14</strong>0 Cider Mill Road, Fleming<strong>to</strong>n (East Amwell) NJ 08822. The proposed<br />

date is Saturday 6 Oc<strong>to</strong>ber 2012, and the back-up date is the following Saturday 13<br />

Oc<strong>to</strong>ber <strong>2012.</strong><br />

12. Old Business: None<br />

13. New Business:<br />

a. Resolutions Committee: The National By-Laws call <strong>for</strong> a standing Resolutions<br />

Committee at each Chapter. This must be established and staffed. Tom Dougherty<br />

noted that he serves as Chair of the Legislative Committee <strong>for</strong> the Fort Dix Retiree<br />

Council, and would be willing <strong>to</strong> be available <strong>for</strong> consultation. He can be contacted<br />

b. CW5 Designated Parking: Al Curving reported there is a designated CW5 parking<br />

space at the Sea Girt beach now. Our thanks <strong>to</strong> Station Chief, BG (R) Jeff Pierson <strong>for</strong><br />

this courtesy.<br />

c. GO Promotions: Two General Officer promotions were noted:<br />

BG Steven Ferarri, <strong>for</strong>mer Associate Member on 29 June <strong>2012.</strong><br />

BG John DiNapoli, <strong>for</strong>mer Warrant Officer rotary wing pilot <strong>to</strong>day, <strong>14</strong> <strong>July</strong>.<br />

Doughboy leadership will look <strong>for</strong> a window of opportunity <strong>to</strong> speak <strong>to</strong> the<br />

Generals regarding res<strong>to</strong>ration of USAWOA membership and support.<br />

<strong>14</strong>. For the Good of the Order: Bob Wahl asked how many members we presently have. Tom<br />

Comyack noted that it changes slightly from month-<strong>to</strong>-month, but is about 110-115.<br />

15. Adjournment: There being no further business at hand a motion <strong>to</strong> adjourn was made by<br />

Jack Petrosilli at 13:00, seconded by Tom Gilligan, and unanimously carried. A picnic meal<br />

and fellowship followed.<br />
