1. The Pledge of Allegiance was led by CW5 (R) Jack Petrosilli.
2. An Invocation was given by CW5 (R) Al Curving.
3. A Quorum was declared with 4 Officers, 10 Members and 32 proxies present.

4. Introductions and Welcome – President Comyack acknowledged several distinguished
guests, including: COL John Scanell from the National Guard Association of New Jersey
(NGANJ - Guest Speaker), CW4 (R) Jim Horling, and “Honorary Chiefs/Chefs” Tammy and
Roy Mangione. The Mangiones’ were formally recognized with certificates of appreciation and
chef caps bearing honorary CW3 insignia in recognition of their efforts to acquire and prepare
the picnic meal for this 3 rd year in a row.
Voting members physically present were: CW2 Mike Bendel, CW4 (R) Tom Dougherty, CWO
(R) Fred Draper, CW3 (R) Tom Gilligan, CW4 (R) Bob Herka, CW2 (R) Bill Luckenbill, CW5
(R) Jack Petrosilli, CW2 Luisa Sanchez, CW2 (R) Sharon Shaw, and CW4 (R) Bob Wahl.
5. Secretary Report: Minutes of the May 20, 2012 meeting had been previously distributed
electronically and were available for review. The Minutes were unanimously approved as
written on a motion to accept by Al Curving and second by Bill Luckenbill.

6. Treasurer Report: for the period 5 April 2012 through 4 July 2012, was not provided by
Treasurer Frank Albanese, who was absent due to hernia surgery.

7. Bills Against & Receipts For the Chapter: Mr. Albanese had provided check #415 in the
amount of $141.24 to Al Curving for reimbursement of the Memorial Day wreath laid by the
Chapter, and check #416 in the amount of $130.00 to Roy Mangione for reimbursement of
picnic/food supplies for today’s event. Mr. Comyack is due $113.00 as reimbursement for the
purchase of Doughboy Chapter Banks authorized by the EXCOM as a fund raiser item. Receipts
are/will be provided for audit trail.
Cash and check receipts collected at this event are: a $100.00 check from Jack Petrosilli for the
Scholarship Fund, and a total of $217.00 in kitty cash and checks designated for use by the
EXCOM as follows: $140.00 food reimbursement ($130 Mangione & $10 Curving), $27.00
toward the AMM-12 commitment, and $50.00 into the general treasury checking account.
Note that with $30.00 cash that had been collected at the meeting in May, but not yet reported, a
total of $400.00 has now been collected for the Northeast Region AMM-12 hospitality expenses
and the Treasurer will be directed to send them a check in this amount.
8. Sickness & Distress:
Frank Albanese recovering from hernia surgery last Monday.
Praise was offered that Jackie Petrosilli has again been declared cancer free.

9. Membership: Al Curving and Bill Bovik reported the recruiting presentation given at the
May 20 th WOPDD resulted in the accession of 11 new members (2 life), and the upgrade of 2
regular members to life member status. Mr. Curving noted that life membership payments can
be made over a 10 month payment plan, and further noted that LTC Jemal Beale (NJARNG
Recruiting and Retention Commander) has requested a life membership form for his father CW4
(R) Harold Beale. LTC Beale would like to see his Dad get involved with USAWOA again.
Recognition was also noted for CW3 Artie Kimbrough (presently deployed to Afghanistan) for
15 years consecutive membership and to CW4 Dave Edwards for 5 years membership.
Mr. Curving noted several issues with on-line membership. First is that Chapter affiliation
cannot be designated when submitting any on-line applications. This is by design to preclude
creating duplicate records, and affiliation can be requested by e-mailing Herb Rundgren at
herb.rundgren@us.army.mil after the on-line application has been accepted. Second, is that life
membership cannot be completed on-line; but life membership applications can be downloaded.
Mr. Comyack noted several new initiatives to encourage membership and participation, such as:
issuing 2 Sea Girt beach passes to Doughboy retiree members attending this meeting thanks to
Station Chief BG (R) Jeff Pierson, and the use of Doughboy Savings Banks to promote life
memberships, scholarship donations, care package contributions, etc.
10. Communications: President Comyack emphasized Chapter member attendance at the
AMM-12 in Harrisburg PA by utilizing the Doughboy savings bank and/or permissive TDY.
AMM-12 will be held from Monday 29 October thru Saturday 3 November 2012. Mr. Comyack
then turned the floor over to COL Scanell of NGANJ.
COL Scanell briefed the membership on legislative and resolution issues of mutual concern to
both organizations, such as: budget cuts and funding cuts for Air National Guard equipment,
reducing Guard and Reserve drill pay in half, elimination of space available travel for Guard and
Reserve personnel not yet retired, and not granting veteran status to Guard and Reserve
personnel until they reach 20 years of service. COL Scanell can be reached at

presented COL Scanell with a Doughboy Chapter Savings Bank as a gift.
11. Executive Committee Reports/Remarks:
a. President’s Report: No report
b. Vice President’s Report: No report.
c. Awards Committee: CW2 Misty Di Gangi has volunteered to serve on this
committee with Mr. Curving as an advisor; but she is away at WOAC and they have
not had their first meeting yet.

d. By-Law Review Committee: Al Curving and Jack Petrosilli provided an initial
“Draft” report regarding the differences found between the Doughboy Chapter By-
Laws dated 10 February 2004 and National By-Laws dated 14 November 2011, and
cited numerous issues beyond the scope of Secretary and Treasurer appointments
versus elections. A complete report, including recommendations, will be offered at
the October meeting for a proposed vote in January 2013; and the following known
issues are noted:
Secretary and Treasurer Positions being elected versus appointed.
Treasury audit frequency requirements must be addressed.
Treasurer Bonding requirement, if any, must be resolved.
Chapter Resolutions Committee must be established.
Emergency Governing Body description must be clarified.
Installation of Officers must be changed from November to January.
Nominating Committee sample letter is needed.
Proxy voting provisions must be included.
Purpose of the Chapter must be included.
Warrant Officer Auxiliary (WO-AUX) provisions need review and action.
e. Care Package Committee: Mr. Comyack noted this committee needs volunteers
and that he and Pat Stroud would be willing to serve as advisors.
f. Fund Raising Committee: Luisa Sanchez and WO1 Seron Verrett have both
volunteered to serve on this committee with Mr. Comyack and Mr. Curving as
advisors. Several ideas being discussed and/or implemented are:
1. Doughboy Chapter coin banks
2. USAWOA desk flags
3. USAWOA President’s coins
4. Embroidered Chapter shirts
5. Breakfasts or Dinners
6. Sale of Mr. Draper’s donated prints. Note that Mr. Draper suggested the
following value of unframed prints; i.e.; what they have sold for at the PX:
$95.00 unsigned and $125.00 signed and numbered. Ours are unsigned.

g. Information Officer/Public Affairs Committee: CW2 Nicole Pierce has
volunteered to serve on this committee with CW2 Bob Berea and CW2 Bill Bovik as
advisor(s); but no report was submitted.
h. Nominations Committee: Mr. Curving noted additional members are needed.
i. Scholarship Committee: Tom Comyack reported that only one application has
been received to date for the Doughboy Scholarship, and this was from the daughter
of CW4 Dominic Cappetti. Mr. Comyack noted this scholarship will be awarded at
$500.00 a year for two years. Tom further noted that a total of $1,100.00 will be
needed to support 2012 scholarship awards, and $1,600.00 for ensuing years at the
present levels; i.e.;
2012 requires $600.00 for two Ryan Dale Bogle Scholarships already awarded at
$300.00 each, and a first year $500.00 Doughboy scholarship to be awarded.
2013 will require $600.00 for two each Ryan Dale Bogle Scholarships, $500.00 for
the second half of this year’s Doughboy Scholarship, and $500.00 for the first half of
next year’s Doughboy Scholarship.
It was suggested that our method of payment be changed to providing a “letter of
promise” for award amounts to recipients’ bursars, and that payment be made to the
bursar upon satisfactory completion of the semester versus upon proof of enrollment.
This would provide additional student motivation and give us more time for
scholarship fund raising. The next Scholarship Committee can review this process.
j. Time and Place Committee: Following discussion, there was unanimous
agreement to conduct the 4 th Quarter Meeting with a family picnic at Al Curving’s
place at 140 Cider Mill Road, Flemington (East Amwell) NJ 08822. The proposed
date is Saturday 6 October 2012, and the back-up date is the following Saturday 13
October 2012.

13. New Business:
a. Resolutions Committee: The National By-Laws call for a standing Resolutions
Committee at each Chapter. This must be established and staffed. Tom Dougherty
noted that he serves as Chair of the Legislative Committee for the Fort Dix Retiree
Council, and would be willing to be available for consultation. He can be contacted

b. CW5 Designated Parking: Al Curving reported there is a designated CW5 parking
space at the Sea Girt beach now. Our thanks to Station Chief, BG (R) Jeff Pierson for
this courtesy.
c. GO Promotions: Two General Officer promotions were noted:
BG Steven Ferarri, former Associate Member on 29 June 2012.
BG John DiNapoli, former Warrant Officer rotary wing pilot today, 14 July.
Doughboy leadership will look for a window of opportunity to speak to the
Generals regarding restoration of USAWOA membership and support.
14. For the Good of the Order: Bob Wahl asked how many members we presently have. Tom
Comyack noted that it changes slightly from month-to-month, but is about 110-115.
15. Adjournment: There being no further business at hand a motion to adjourn was made by
Jack Petrosilli at 13:00, seconded by Tom Gilligan, and unanimously carried. A picnic meal
and fellowship followed.
The next meeting is scheduled with a family picnic for Saturday 6 October 2012 at 11:00 hours
at Al Curving’s place, 140 Cider Mill Road, Flemington (East Amwell) New Jersey 08822,
