1 BACKGROUND
SUSTAINABLE DEVELOPMENT STRATEGY PROGRESS REPORT
In recent years it has become increasingly clear that as a result of global issues such
as climate change and depleting natural resources, the Trust needs to be committed
to the principles of sustainable development. The Trust, as an employer; a purchaser
of goods and services, a landholder and a commissioner of new
buildings/refurbishments, recognises its role to promote sustainability and actively
contribute to the Government’s sustainable development agenda.
NHS East Riding of Yorkshire has developed a Sustainable Development Strategy
approved by the Board in March 2009 which focuses on long-term improvements
including; better health and reduced inequalities; improved service provision; reduced
environmental impact; good community role model and supporter of the local economy
and excellent value for money.
Two distinct Implementation Plans have been developed, one for the Commissioner
and one for the Provider. These plans complement each other providing a
comprehensive and robust system of ensuring that the aims of the strategy are
fulfilled.
This paper provides the Board with a summary of progress against the key outcomes
identified within the Strategy.
2 SUSTAINABLE DEVELEOPMENT STRATEGY PROGRESS
The Sustainable Development Strategy demonstrates the PCT’s commitment to
continual improvement, prevention of pollution and compliance with legal requirements.
It provides a framework for setting and reviewing sustainability objectives and targets.
Governance of Strategy implementation will be monitored by the Sustainable
Development Group.
Actions have been set against the key areas of work in order to make the most
effective use of the services, estates and facilities under PCT management, improve
the Sustainability of our operations and reduce our impact on the Environment.
An assessment of Strategy progress including RAG ratings is attached. The
assessment is based on evidence provided from Commissioning and Provider Units.
The assessment highlights good progress against most areas with one exception for
Commissioning and two for Provider. Current progress indicates the majority of RAG
ratings to be amber or green against Strategy outcomes. It is forecast that the Trust
will be green in most areas by the target timescale. In some areas the Trust has
exceeded the target, for example carbon emission reduction by 2010/2011 and
commissioning recycling has reached 90% in 2009/2010. Mitigation measures have
been agreed and detailed within action plans.
