Aims and objectives <strong>of</strong> the survey<br />
<strong>The</strong> aims and objectives <strong>of</strong> the survey were:<br />
1. To establish what the public sees as acceptable and unacceptable behaviour on the<br />
part <strong>of</strong> holders <strong>of</strong> public <strong>of</strong>fice<br />
Within this aim the objectives were to assess:<br />
(a) what the public believes to be appropriate or inappropriate behaviour on the<br />
part <strong>of</strong> those holding public <strong>of</strong>fices, both in general and in particular cases, and<br />
how far expectations are different for different appointments;<br />
(b) how far the <strong>Seven</strong> <strong>Principles</strong> map the beliefs about appropriate behaviour held<br />
by the public, and how far other principles or values might be involved;<br />
(c) whether the public sees some types <strong>of</strong> behaviour as <strong>of</strong> greater significance than<br />
others.<br />
2. To assess how far the public believes that the behaviour <strong>of</strong> holders <strong>of</strong> public <strong>of</strong>fice<br />
is, for the most part, acceptable or unacceptable.<br />
Within this aim the objectives were to assess:<br />
(a) How far the public believes that elected representatives today for the most part<br />
behave appropriately in the conduct <strong>of</strong> their <strong>of</strong>fice;<br />
(b) How far the public believes that civil servants and other appointed <strong>of</strong>fice<br />
holders behave appropriately.<br />
3. To assess how far the public believes that holders <strong>of</strong> public <strong>of</strong>fice are effectively held<br />
responsible and accountable for their conduct.<br />
Within this aim the objectives were to assess:<br />
(a) Whether the public feels confident that unacceptable behaviour on the part <strong>of</strong><br />
holders <strong>of</strong> public <strong>of</strong>fice will be exposed;<br />
(b) Whether the public believes unacceptable behaviour on the part <strong>of</strong> holders <strong>of</strong><br />
public <strong>of</strong>fice will be punished.<br />
