Methodology<br />

1. Prior to departure <strong>for</strong> <strong>Azerbaijan</strong>, review documents, <strong>USAID</strong> <strong>Gender</strong> Policy,<br />

programs. These will include: current <strong>USAID</strong>/<strong>Caucasus</strong>/<strong>Azerbaijan</strong> Strategic<br />

Plan and applicable sections from the Annual Report, E&E Bureau literature and<br />

policies on gender mainstreaming, background in<strong>for</strong>mation on gender issues in<br />

<strong>Azerbaijan</strong>, examine existing studies and other in-country data, gender<br />

assessments and action plans from other countries in the region, which can be<br />

used as models by the team; and <strong>USAID</strong>/M/OP procurement guidelines.<br />

<strong>Azerbaijan</strong>’s State Programme on Poverty Reduction and Economic<br />

Development (SPPRED) will provide background on the Government of<br />

<strong>Azerbaijan</strong>’s main development program, social and economic issues.<br />

Reproductive Health Survey <strong>Azerbaijan</strong>, 2001 (sponsored by <strong>USAID</strong><br />

among others).<br />

2. In conducting the in<strong>for</strong>mation collection phase of the work, the team shall<br />

interview the following and collect related in<strong>for</strong>mation:<br />

• Members of SO Teams and the Program Office<br />

• <strong>USAID</strong> implementers, as identified by the Mission in advance and approved by<br />

the Mission<br />

• National and local leaders and NGO representatives, as identified by the Mission<br />

• Major donors or international organizations which have important gender<br />

programs in <strong>Azerbaijan</strong> as identified by the Mission in advance and approved by<br />

the Mission<br />

• Stakeholders- residents, NGO workers and local government – officials in two<br />

regions outside of Baku<br />

• In<strong>for</strong>mal discussions with other relevant individuals<br />

Deliverables<br />

1. In-brief and Initial Workplan<br />

Within two working days of arrival, the contractor shall provide an initial briefing<br />

and a draft work plan.<br />

2. De-briefing and Report Overview<br />

The consultants shall present an oral de-briefing to the Mission near the end of their<br />

work in-country, including principal findings and recommendations. Written notes<br />
