<strong>on</strong> <strong>the</strong><br />

Commissi<strong>on</strong> <strong>Working</strong> <strong>Document</strong><br />

C<strong>on</strong>sultati<strong>on</strong> <strong>on</strong> <strong>the</strong> Future “EU 2020”Strategy, COM(2009) 647/3.<br />

The European Academy of Sciences and Arts, EASA (http://www.euroacad.eu/)<br />

welcomes <strong>the</strong> Commissi<strong>on</strong> <strong>Working</strong> <strong>Document</strong> C<strong>on</strong>sultati<strong>on</strong> <strong>on</strong> <strong>the</strong><br />

Future “EU 2020”Strategy, COM(2009) 647/3.<br />

EASA wishes to express its hope that <strong>the</strong> European Uni<strong>on</strong> Instituti<strong>on</strong>s will<br />

take note of <strong>the</strong> below deliberati<strong>on</strong>s:<br />

1. It falls to <strong>the</strong> newly elected European Parliament and <strong>the</strong> Barroso-2<br />

European Commissi<strong>on</strong> to provide visi<strong>on</strong> and leadership to address <strong>the</strong> current<br />

crises and move European Uni<strong>on</strong> forward for <strong>the</strong> benefit of all its citizens.<br />

This difficult – but privileged – opportunity must be optimally used while<br />

ensuring resp<strong>on</strong>sibility towards all of humanity and nature.<br />

2. The European Uni<strong>on</strong> is currently facing <strong>the</strong> greatest challenges in its<br />

history. And, <strong>the</strong>se are global challenges.<br />

There is a pressing global need. Humanity is facing unprecedented global<br />

challenges and transformati<strong>on</strong>s. These are warning signs that humanity –<br />

including Europe – may be <strong>on</strong> <strong>the</strong> verge of an irreversible decline. Global<br />

soluti<strong>on</strong>s must be found and <strong>the</strong> European Uni<strong>on</strong> should lead.<br />

3. In order to be able to resolve <strong>the</strong> pressing issues, c<strong>on</strong>temporary thinking<br />

<strong>on</strong> development and <strong>the</strong> European way of life have to be re-examined. It will<br />

necessitate more understanding, greater tolerance and solidarity. It is <strong>the</strong> <strong>on</strong>ly<br />

way in which <strong>the</strong>se issues will be resolved not <strong>on</strong>ly for <strong>the</strong> immediate future of<br />

our own generati<strong>on</strong>, but also for <strong>the</strong> l<strong>on</strong>g-term future of Europe and humanity.<br />

Grandiose plans, high-flying declarati<strong>on</strong>s by political leaders and internati<strong>on</strong>al<br />

scientific c<strong>on</strong>ferences are admirable and can be useful. But in isolati<strong>on</strong> <strong>the</strong>y<br />

are insufficient and create false hopes and expectati<strong>on</strong>s - in <strong>the</strong> worst-case,<br />

<strong>the</strong>y lead to c<strong>on</strong>fusi<strong>on</strong> and result in no fur<strong>the</strong>r acti<strong>on</strong>.

Against this background, EASA urges <strong>the</strong> European Uni<strong>on</strong> to introduce<br />

greater realism into its political objectives and bring <strong>the</strong> related measures<br />

closer to <strong>the</strong> people. The European Uni<strong>on</strong> must also ensure more breathing<br />

space for new, innovative and un-bureaucratic approaches and “out-of-box”<br />

thinking.<br />

EASA wishes to urge that <strong>the</strong> following fundamental principles should guide<br />

European Uni<strong>on</strong> leaders for <strong>the</strong> coming years and become part of a new and<br />

visi<strong>on</strong>ary<br />

“Pact with <strong>the</strong> European Citizen”<br />

that puts people at <strong>the</strong> heart of <strong>the</strong> agenda:<br />

1. Provide realistic political leadership: Leave behind <strong>the</strong> over-used noti<strong>on</strong><br />

of <strong>the</strong> “Lisb<strong>on</strong> strategy”. It has lost its meaning and attracti<strong>on</strong> to most people.<br />

Priorities must be meaningful and include those <strong>the</strong> individual is most<br />

c<strong>on</strong>cerned with, i.e. job security, quality educati<strong>on</strong>, quality health services,<br />

clean envir<strong>on</strong>ment, individual’s pers<strong>on</strong>al security, etc. Success of political<br />

leadership must be measured against <strong>the</strong>se.<br />

2. Lead resp<strong>on</strong>sible ec<strong>on</strong>omic progress: Weigh ec<strong>on</strong>omic progress<br />

against <strong>the</strong> cost of envir<strong>on</strong>mental deteriorati<strong>on</strong> and diminishing natural<br />

resources. Cost-benefit analysis should be made for every new policy<br />

objective and related measure.<br />

Whenever appropriate and possible eco-innovati<strong>on</strong> should be promoted.<br />

3. Inspire <strong>the</strong> rest of <strong>the</strong> World: Promote more determined <strong>the</strong> values that<br />

have made European societies stable, peaceful and attractive for milli<strong>on</strong>s of<br />

immigrants.<br />

These values are: human rights, democracy, rule of law and a pluralistic<br />

society.<br />

EASA also wishes to advise that <strong>the</strong> overall objectives of <strong>the</strong> Pact should be:<br />

Ensure prosperity, sustainability and security for Europe and its citizens.<br />

A Pact with visi<strong>on</strong>ary objectives and implementable prospects will help rebuild<br />

c<strong>on</strong>fidence in <strong>the</strong> “European Uni<strong>on</strong> project” and rejuvenate and streng<strong>the</strong>n <strong>the</strong><br />

European social model.<br />
