From June 27th 2011 onwards the new TOBT-tolerance window will be EOBT-10’/+15’. As long as the value of TOBT lays between<br />
EOBT-10 minutes and EOBT+15 minutes no update of the flight plan is required to receive start-up.<br />
E.g. If EOBT = 10.30 than no update of EOBT is necessary as long as the TOBT-value remains in the window from 10.20 till 10.45.<br />
Why not EOBT-15’/+15’ ? Flights without a CTOT may ask start-up from TSAT-5’ till TSAT+5’. If TSAT would be equal to TOBT 10.20<br />
(earliest case) then the pilot may request start-up at 10.15 which is still within the validity of the Flight Plan. See example below.<br />

What if TOBT is outside this tolerance?<br />
If TOBT is outside the tolerance window: following <strong>CDM</strong>08-alert will be sent via e-mail to the registered operational <strong>CDM</strong> e-mail contact<br />
with the specific request to update the EOBT of the flight plan.<br />

What to do if your flight is restricted by a CTOT?<br />
If you standby for CTOT-improvement nothing should be done and TOBT will remain within the EOBT-tolerance.<br />
However, if it is decided to delay the TOBT outside the EOBT-tolerance, e.g. to embark the passengers at a later time or the flight would<br />
not be ready as foreseen, then the EOBT should be brought in line again with TOBT.<br />
No recalculation of CTOT will happen as long as “newEOBT = TOBT” since CFMU already took into consideration the delayed TOBT.<br />

<strong>CDM</strong>.<br />

To date there are 4 <strong>CDM</strong>-airports: Brussels - Frankfurt - Munich and Paris (CDG). Other leading airports are preparing for implementation<br />
by the end of 2011. By then, it is expected that a total of 7 airports will be fully <strong>CDM</strong>-certified.<br />
Remember: What do we expect from you, Aircraft Operator ?<br />
1. Check if your flight has a valid airport slot<br />
2. Be sure that the initial EOBT (=STD) of your FPL is the same as your airport slot<br />
3. Update your Flight Plan after receipt of a movement message from your Handling Agent or delegate this task (via SLA) to him. When<br />
the Handling Agent delays the TOBT outside the EOBT-TOBT tolerance of -10’/+15’ the EOBT must be updated as well. The sending<br />
of a TOBT is not the equivalent of a Delay Message!!! The obligation to update your EOBT of the FPL remains.<br />
4. Communicate known or expected delays to your Handling Agent and the <strong>Airport</strong> Partners well in advance, keeping in mind the<br />
EOBT-TOBT tolerance of -10’/+15’.<br />
5. Restricted flights should not update their EOBT/TOBT when a CTOT or an update thereof is received. See also the exceptions Page 1:<br />

6. React onto the alerts. Reply via email is not required.<br />
7. Start-Up Approval, for flights without a CTOT, will only be granted from TSAT-5’ till TSAT+5’. Restricted flights may expect start-up at<br />
TSAT to avoid unnecessary holding and fuel burn at the runway.<br />
8. If you want to leave earlier than EOBT: Update TOBT to maximum EOBT-10’ and check for your TSAT which is sequenced on TOBT.<br />
No early start-up shall be received if the TOBT is not indicating the early readiness. See also “Earliest Case” on Page 1.<br />
If your flight expects to be ready before EOBT-30’: CNL your FPL and refile a new FPL.<br />
9. If you call after TSAT+5’: The Pilot must contact its OCC or accredited Handling Agent to update the flight plan. The Handling Agent<br />
can un-couple the pushback during peak period since TSAT was not respected and no update of EOBT was received.<br />
The resulting IATA-delay code becomes “code 61”!<br />
10. The Flight Plan validity for VFR-flights departing from EBBR (= controlled aerodrome) is also EOBT +/- 15’.<br />
11. Your TSAT can be obtained via voice (Delivery frequency 121.950Mhz) from TOBT-10’ onwards. This is very useful for flights at stands<br />
not equipped with a Docking Guidance System (e.g. Abelag, General Aviation, Brucargo, etc.)..<br />
12. Brief your Staff (Pilots, OCC, etc.).<br />
<strong>CDM</strong>-results<br />
1. If adherence is measured by compliance EOBT/TOBT at TSAT within tolerance, we conclude that over the first months of <strong>CDM</strong>-ops the<br />
adherence increased from 97% up to 99,4%..<br />
2. For environmental and economical reasons, Brussels <strong>Airport</strong> decided to absorb delay as much as possible at the gate and no longer at<br />
the runway. In doing so and thanks to your collaboration an annual saving of 5400 ton of fuel, 17022 ton Co2 and 22 ton NOx were<br />
realized (compared to 2007).<br />
3. The average reduction in outbound taxi time is nearly 3 minutes (or 25% of the total taxi out period).<br />
4. Several OCC-Managers confirm that the volume of “On Time ATFM-slots” increased considerably as well thus reducing the total delay.<br />
Coming Up Next<br />
An update on “<strong>CDM</strong> under Adverse Conditions” will be done before the start of the next winter season.<br />
