1 Introduction to <strong>REACH</strong><br />

<strong>REACH</strong> Guidance <strong>for</strong> <strong>the</strong> <strong>European</strong> <strong>Steel</strong> <strong>Industry</strong><br />

The purpose of <strong>the</strong> <strong>REACH</strong> Regulation (EC 1907/2006) “…is to ensure a high level of protection<br />

of human health and <strong>the</strong> environment, including <strong>the</strong> promotion of alternative methods <strong>for</strong><br />

assessment of hazards of substances, as well as <strong>the</strong> free circulation of substances on <strong>the</strong> internal<br />

market while enhancing competitiveness and innovation”. In order to achieve <strong>the</strong>se objectives,<br />

<strong>REACH</strong> places <strong>the</strong> responsibility on industry to manage <strong>the</strong> risk of chemicals and to provide<br />

appropriate safety in<strong>for</strong>mation to professional users and, where necessary, to consumers. Under<br />

<strong>the</strong> previous regime, <strong>the</strong> burden of proof was placed on governments in respect of <strong>the</strong> safety of<br />

substances and where unsafe to restrict <strong>the</strong>ir use. <strong>REACH</strong> covers all substances on <strong>the</strong>ir own, in<br />

preparations and in some articles.<br />
