ORDER MESSAGE FOR HIRE WORKING<br />
0. INTRODUCTION<br />
This document provides the definition of the EUROFER subset of the ORDER<br />
message to be used <strong>for</strong> hire working activities between steel producers. The subset is<br />
based on the UN standard ORDERS message of the UN/EDIFACT directory D93.A.<br />
This message has been created by the EDIFER "<strong>Hire</strong> working activities" working<br />
group. The message is to be used in Electronic Data Interchange (EDI) between<br />
partners involved in the steel industry.<br />
The manual has been structured in the following <strong>for</strong>mat:<br />
- A Data Model definition describes the data entities, attributes and their<br />
relationships.<br />
- The scope describes the field of application, principles and message usage.<br />
- The message definition covers the structure, the entity/attribute mapping and how<br />
the data described in the data model relate to the message.<br />
- The message definition outlines the general structure of the message and specifies<br />
the use of each segment group and, or segment.<br />
- Based on the branching diagram of the original EDIFACT message "<strong>Order</strong>s", the<br />
segments used are indicated. This is followed by a detailed segment description of<br />
the segments used by <strong>Eurofer</strong>.<br />
- Examples of <strong>Eurofer</strong> messages <strong>for</strong> some <strong>Order</strong> sheets <strong>for</strong> hire working between<br />
steel producers are provided to clarify the understanding of the message<br />
description.<br />

1. DATA MODEL<br />
1.1 Data Model Format<br />
The data model of this order message has been created based on the global data model<br />
<strong>for</strong> hire working and is based on the in<strong>for</strong>mation requested by the European Steel<br />
industry <strong>for</strong> ordering hire working activities.<br />
The data model has been created, to make it possible <strong>for</strong> the potential users to<br />
understand the <strong>Eurofer</strong> subset <strong>for</strong> the <strong>Order</strong> message <strong>for</strong> hire working. This data<br />
model gives the following in<strong>for</strong>mation :<br />
- contents of the in<strong>for</strong>mation (data elements) that can occur in the messages,<br />
- relationships between the different data elements,<br />
- grouping of the data elements in data entities,<br />
- and relation between data entities.<br />
To simplify the understanding of the data model, the model is defined at a summary<br />
level, specifying when necessary a group of data elements instead of each data<br />
element.<br />
The data model consists of data entities, the relationships between those data entities<br />
and the attributes (data elements) in each data entity.<br />
An entity specifies an object against which in<strong>for</strong>mation is held, it has a name, a<br />
description and attributes.<br />
An attribute describes a unique characteristic (in<strong>for</strong>mation which can appear on the<br />
order sheet), it has a name, a description and a value.<br />
The relationships of the data entities within the data model are reflected in the<br />
structure of the diagram in chapter 1.2.<br />

In this diagram, the rectangles represent a data entity and the ovals show us the<br />
relationship between two data entities. How often a relationship can exist between two<br />
data entities is given in both direction and specified as 0, 1, N.<br />
- 0 means that there is no relationship between the entities.<br />
- 1 means that there is one and only one relationship between the entities.<br />
- N means that there are many relationships between the two entities.<br />
- 0,1 means that there can be no or one relationship between the two entities.<br />

Because the data entities <strong>Hire</strong> working Partner, Other Company, Rules&Agreements<br />
and Customer's <strong>Order</strong> are not really basic in<strong>for</strong>mation in this message, they have been<br />
put outside the data model and they are treated as related data entities.This has been<br />
done to simplify and not to overload the data model, so that the data model is easier to<br />
understand.<br />
The entities are regrouped in two groups. The first group includes all the basic data<br />

REMARK such as production, package, labelling and expedition remarks.<br />
HIRE WORKING This entity contains the name, address and contact persons of<br />
PARTNER the partners involved in the hire working activities. This can be<br />
the service requester and the service provider.<br />
OTHER Another organisation with whom we deal <strong>for</strong> whatever purpose.<br />
COMPANY This can be the buyer, the selling agency, inspection authority<br />
and so on.<br />
RULES & This entity contains all the rules and agreements that are valid<br />
AGREEMENTS <strong>for</strong> the production of steel products in function of a hire working<br />
contact. For example despatch limitations, restrictions of a<br />
production line.<br />

2. SCOPE<br />
2.1. Functional Definition<br />
A message used in the European Steel industry from one steel company (service<br />
requester) to order hire working activities to another steel company (service provider).<br />
For this order the basic products are provided by the company requesting the service.<br />
An order may be issued in two different ways depending on the existing business<br />
relation.<br />
1. The first way of ordering is known in the steel industry as "Spot order". In this<br />
case the order includes all the in<strong>for</strong>mation concerning product specifications,<br />
shipment instructions, quantity and delivery time.<br />
2. The second way of ordering is known in the steel industry as "Open order". In this<br />
case the order gives the product specifications and the in<strong>for</strong>mation needed <strong>for</strong><br />
shipment. The quantities and the delivery times are in this case given by the<br />
following messages, called "Production schedule".<br />
2.2. Field of Application<br />
This message provides the definition of the <strong>Eurofer</strong> <strong>Order</strong> message to be used in<br />
Electronic Data Exchange between European steel companies within a hire working<br />
relationship. This message cannot be used between the customer and a steel company<br />
<strong>for</strong> the ordering.<br />
2.3. Principles<br />
The <strong>Order</strong> message <strong>for</strong> hire working activities has been created as a subset of the<br />
UNSM ORDERS message of EDIFACT. But to specify the needed detail<br />
specifications of the final products it was necessary to add a new segment group to the<br />
message. This message group consists of the segment CCI (Characteristic/class id), the<br />
segment CAV (Characteristic Attribute Value) and the segment MEA<br />
(Measurements).<br />
One <strong>Order</strong> message can relate to one or more orders of one final customer. The final<br />
customer is the party which has placed the order to the service requester.<br />
By using in the <strong>Order</strong> message several order positions (order items), each position can<br />
- only specify the product specification of one type of final products<br />
- only specify one type of basic products and the requested production steps.<br />
If there is a choice between the use of code and free text, we recommend to use the<br />
code. There<strong>for</strong>e free text <strong>for</strong> name and address in<strong>for</strong>mation should be avoided. Where<br />
possible use existing codes of <strong>Eurofer</strong> or other existing code systems.<br />

In this subset, only to be used <strong>for</strong> hire working orders between steel companies, no<br />
in<strong>for</strong>mation is given on prices, payment conditions or other financial topics. This kind<br />
of in<strong>for</strong>mation is assumed to be regulated outside the ordering process, in a contract<br />
document or message specifying the conditions of the hire working.<br />
2.4. <strong>Message</strong> Usage<br />
The <strong>Order</strong> message can be used to convey the in<strong>for</strong>mation <strong>for</strong> the production of final<br />
steel products out of a certain type of basic products. Based on the actual existing<br />
business relation the Steel industry knows two different ways of ordering. Both<br />
systems can use the <strong>Order</strong> message as specified in the implementation guide.<br />
1. The first way of ordering by the customers is that the steel company receives an<br />
order with the product specifications, quantity, delivery time and shipment<br />
in<strong>for</strong>mation. That means that all the in<strong>for</strong>mation about the order is given by one<br />
document / message. This ordering system is known in the industry as "Spot<br />
order" and is supported in electronic data interchange by the messages <strong>Order</strong>,<br />
<strong>Order</strong> change and <strong>Order</strong> response.<br />
2. The second way of ordering is most in use by the automotive customers and some<br />
customers of other industries dealing with frequent orders of same products.<br />
In this case the steel company receives an order with the product specifications<br />
and the in<strong>for</strong>mation needed <strong>for</strong> shipment, known as long-term orders, "Open<br />
orders" or "Blanket orders". The quantity and the delivery time are given by<br />
another document or message. This document / message is known as "Delivery<br />
instructions" (in use by Odette) or "Delivery schedule" ( in use by EDIFACT).<br />
This ordering system is supported in electronic data interchange by the messages;<br />
<strong>Order</strong>, <strong>Order</strong> change and <strong>Order</strong> response <strong>for</strong> product specifications and<br />
Production schedule <strong>for</strong> the quantities and the delivery times.<br />
Based on the use of these two different systems by the customers, the logical decision<br />
was that it is necessary to <strong>for</strong>esee the two possibilities in hire working activities<br />
between the service requester and service provider.<br />

3. MESSAGE DEFINITION<br />
3.1 <strong>Message</strong> Structure<br />
The <strong>Order</strong> message of UN/EDIFACT is structured in two sections, a Heading Section<br />
and a Detail Section.<br />
3.1.1. <strong>Message</strong> structure - Heading section<br />
The heading section is used to give the general in<strong>for</strong>mation relating to the whole<br />
message. Examples of this kind of in<strong>for</strong>mation are references to the initial customer's<br />
order or the number given by the service requester to the hire working order.<br />
The heading section can also be used to give in<strong>for</strong>mation which has the same contents<br />
<strong>for</strong> each line in the detail section. Examples of this kind of in<strong>for</strong>mation are the<br />
consignee, the supplier of the basic products, shipping in<strong>for</strong>mation and so on.<br />
3.1.2. <strong>Message</strong> structure - Detail section<br />
The detail section is controlled by the segment group 25 with the mandatory segment<br />

The detail line is used to specify the requested product detail specifications of the final<br />
products that must be produced by the service provider, starting from the basic<br />
products delivered by the service requester. In the detail line the basic product type<br />
and the activities requested on the basic products can also be given.<br />
The final products, basic products and activities are to be specified in the IMD<br />
segment in the segment group LIN by using the <strong>Eurofer</strong> code lists.<br />
The segment PIA can only be used <strong>for</strong> identifications, such as buyer's order number,<br />
and buyer's part number.<br />
The complete product specification of each basic product unit is not provided by this<br />
message but only the type of the basic product is given. The product details of each<br />
basic product unit are given by the subsequent Basic Product In<strong>for</strong>mation message.<br />
The requested product detail specifications are specified by the MEA segment and the<br />
segment group CCI - CAV - MEA. If it is possible to specify by the MEA segment a<br />
product detail, such as dimensions, the segment MEA must be used. If it is not<br />
possible to specify a product detail by the MEA segment, than the segment group CCI<br />
- CAV - MEA must be used.<br />

3.4.1 <strong>Message</strong> Definition and Segment Clarification<br />
This section is provided to give clarification and further explanation to the usage of<br />
the segments within the message defined by <strong>Eurofer</strong>. The message consists of two<br />
sections, a heading section and a detail section.<br />
The heading section is representing the commercial details, the corresponding<br />
references and the parties involved. Some detail in<strong>for</strong>mation which applies or relates<br />
to all the line items of the detail section can also be given in the heading section.<br />
This section should be read in conjunction with the segment usage and the branching<br />
diagram (chapter 3.3.) which indicates the required (R) and optional (O) segments and<br />
segment groups.<br />
The following guidelines and principles apply to the whole message of <strong>Eurofer</strong> and are<br />
intended to facilitate the understanding and the implementation of the message.<br />
All the specified data/times (segment DTM) should be in the <strong>for</strong>mat<br />
'CCYYMMDD'/'hhmm' unless all parties involved in the transaction agree that there is<br />
a functional requirement <strong>for</strong> an alternative <strong>for</strong>mat.<br />
Periods should be specified as whole numbers representing the required period as<br />
indicated in the <strong>for</strong>mat qualifier (weeks, month, etc)<br />
Where a choice of code or text is given, only the code element should be used if<br />

Care must be taken that the segment qualifier in dependent segments do not conflict<br />

description of the products, the steel grade, the general description of the product<br />

Segment MEA, Measurements<br />
A segment enabling the physical measurements of the ordered item to be specified<br />
where this is required <strong>for</strong> full identification of the product ordered. For example<br />

3.5.1 Detailed segment clarification<br />
This section is provided to give detailed clarification and a further explanation to the<br />
usage of the data elements in the segments of the <strong>Order</strong>s message defined in the subset<br />
of <strong>Eurofer</strong> <strong>for</strong> hire working activities. The message consists of two sections, a heading<br />
section and a detail section.<br />
The section 3.5.2. describes each segment used in the heading section of the <strong>Eurofer</strong><br />
<strong>Order</strong> message. The section 3.5.3. describes each segment used in the detail section of<br />
the <strong>Eurofer</strong> <strong>Order</strong> message.<br />
The original EDIFACT segment layout is listed. The appropriate comments relevant to<br />
the <strong>Eurofer</strong> subset are indicated.<br />

4.3. Example of a <strong>Hire</strong> <strong>Working</strong> Open <strong>Order</strong> of Ensidesa<br />
The order sheet of Ensidesa used <strong>for</strong> the example 4.2. , contains always the same order<br />
specifications <strong>for</strong> each item, but the order items have different quantities and delivery<br />
times. There<strong>for</strong>e the original order sheet has been converted to the second way of<br />
ordering, known as "Open order".<br />
In this case the order sheet is limited to one order item having the product<br />
specifications of the final products, and the in<strong>for</strong>mation needed <strong>for</strong> shipment. The<br />
translation of the order into an EDI message is given below.<br />
The different quantities and delivery times are to be given with a production schedule<br />
