ORDER MESSAGE FOR HIRE WORKING 

0. INTRODUCTION 

This document provides the definition of the EUROFER subset of the ORDER 

message to be used for hire working activities between steel producers. The subset is 

based on the UN standard ORDERS message of the UN/EDIFACT directory D93.A. 

This message has been created by the EDIFER "Hire working activities" working 

group. The message is to be used in Electronic Data Interchange (EDI) between 

partners involved in the steel industry. 

The manual has been structured in the following format: 

- A Data Model definition describes the data entities, attributes and their 

relationships. 

- The scope describes the field of application, principles and message usage. 

- The message definition covers the structure, the entity/attribute mapping and how 

the data described in the data model relate to the message. 

- The message definition outlines the general structure of the message and specifies 

the use of each segment group and, or segment. 

- Based on the branching diagram of the original EDIFACT message "Orders", the 

segments used are indicated. This is followed by a detailed segment description of 

the segments used by Eurofer. 

- Examples of Eurofer messages for some Order sheets for hire working between 

steel producers are provided to clarify the understanding of the message 

description.

1. DATA MODEL 

1.1 Data Model Format 

The data model of this order message has been created based on the global data model 

for hire working and is based on the information requested by the European Steel 

industry for ordering hire working activities. 

The data model has been created, to make it possible for the potential users to 

understand the Eurofer subset for the Order message for hire working. This data 

model gives the following information : 

- contents of the information (data elements) that can occur in the messages, 

- relationships between the different data elements, 

- grouping of the data elements in data entities, 

- and relation between data entities. 

To simplify the understanding of the data model, the model is defined at a summary 

level, specifying when necessary a group of data elements instead of each data 

element. 

The data model consists of data entities, the relationships between those data entities 

and the attributes (data elements) in each data entity. 

An entity specifies an object against which information is held, it has a name, a 

description and attributes. 

An attribute describes a unique characteristic (information which can appear on the 

order sheet), it has a name, a description and a value. 

The relationships of the data entities within the data model are reflected in the 

structure of the diagram in chapter 1.2.

In this diagram, the rectangles represent a data entity and the ovals show us the 

relationship between two data entities. How often a relationship can exist between two 

data entities is given in both direction and specified as 0, 1, N. 

- 0 means that there is no relationship between the entities. 

- 1 means that there is one and only one relationship between the entities. 

- N means that there are many relationships between the two entities. 

- 0,1 means that there can be no or one relationship between the two entities. 

- 1,N means that there can be one or many relationships between the entities. 

- 0,N means that there can be no or many (one or more) relationships between

Because the data entities Hire working Partner, Other Company, Rules&Agreements 

and Customer's Order are not really basic information in this message, they have been 

put outside the data model and they are treated as related data entities.This has been 

done to simplify and not to overload the data model, so that the data model is easier to 

understand. 

The entities are regrouped in two groups. The first group includes all the basic data 

entities and the second the related data entities.

ORDER This entity contains general information about the goods and 

services ordered under the conditions agreed between the 

service requester and the service provider. 

ORDER ITEM This entity contains the following information of an order item ; 

- product specifications of the final product 

- shipping and labelling information of the final product 

- packaging information and the supplier of the basic product. 

BASIC This entity contains the product description and the 

MATERIAL calculated quantity of the basic product that shall be

2. SCOPE 

2.1. Functional Definition 

A message used in the European Steel industry from one steel company (service 

requester) to order hire working activities to another steel company (service provider). 

For this order the basic products are provided by the company requesting the service. 

An order may be issued in two different ways depending on the existing business 

relation. 

1. The first way of ordering is known in the steel industry as "Spot order". In this 

case the order includes all the information concerning product specifications, 

shipment instructions, quantity and delivery time. 

2. The second way of ordering is known in the steel industry as "Open order". In this 

case the order gives the product specifications and the information needed for 

shipment. The quantities and the delivery times are in this case given by the 

following messages, called "Production schedule". 

2.2. Field of Application 

This message provides the definition of the Eurofer Order message to be used in 

Electronic Data Exchange between European steel companies within a hire working 

relationship. This message cannot be used between the customer and a steel company 

for the ordering. 

2.3. Principles 

The Order message for hire working activities has been created as a subset of the 

UNSM ORDERS message of EDIFACT. But to specify the needed detail 

specifications of the final products it was necessary to add a new segment group to the 

message. This message group consists of the segment CCI (Characteristic/class id), the 

segment CAV (Characteristic Attribute Value) and the segment MEA 

(Measurements). 

One Order message can relate to one or more orders of one final customer. The final 

customer is the party which has placed the order to the service requester. 

By using in the Order message several order positions (order items), each position can 

- only specify the product specification of one type of final products 

- only specify one type of basic products and the requested production steps. 

If there is a choice between the use of code and free text, we recommend to use the 

code. Therefore free text for name and address information should be avoided. Where 

possible use existing codes of Eurofer or other existing code systems.

In this subset, only to be used for hire working orders between steel companies, no 

information is given on prices, payment conditions or other financial topics. This kind 

of information is assumed to be regulated outside the ordering process, in a contract 

document or message specifying the conditions of the hire working. 

2.4. Message Usage 

The Order message can be used to convey the information for the production of final 

steel products out of a certain type of basic products. Based on the actual existing 

business relation the Steel industry knows two different ways of ordering. Both 

systems can use the Order message as specified in the implementation guide. 

1. The first way of ordering by the customers is that the steel company receives an 

order with the product specifications, quantity, delivery time and shipment 

information. That means that all the information about the order is given by one 

document / message. This ordering system is known in the industry as "Spot 

order" and is supported in electronic data interchange by the messages Order, 

Order change and Order response. 

2. The second way of ordering is most in use by the automotive customers and some 

customers of other industries dealing with frequent orders of same products. 

In this case the steel company receives an order with the product specifications 

and the information needed for shipment, known as long-term orders, "Open 

orders" or "Blanket orders". The quantity and the delivery time are given by 

another document or message. This document / message is known as "Delivery 

instructions" (in use by Odette) or "Delivery schedule" ( in use by EDIFACT). 

This ordering system is supported in electronic data interchange by the messages; 

Order, Order change and Order response for product specifications and 

Production schedule for the quantities and the delivery times. 

Based on the use of these two different systems by the customers, the logical decision 

was that it is necessary to foresee the two possibilities in hire working activities 

between the service requester and service provider.

3. MESSAGE DEFINITION 

3.1 Message Structure 

The Order message of UN/EDIFACT is structured in two sections, a Heading Section 

and a Detail Section. 

3.1.1. Message structure - Heading section 

The heading section is used to give the general information relating to the whole 

message. Examples of this kind of information are references to the initial customer's 

order or the number given by the service requester to the hire working order. 

The heading section can also be used to give information which has the same contents 

for each line in the detail section. Examples of this kind of information are the 

consignee, the supplier of the basic products, shipping information and so on. 

3.1.2. Message structure - Detail section 

The detail section is controlled by the segment group 25 with the mandatory segment 

LIN and the message can have a maximum of 200.000 segments groups. 

Each line of the detail section provides information about one order item. 

The detail line is used to specify the requested product detail specifications of the final 

products that must be produced by the service provider, starting from the basic 

products delivered by the service requester. In the detail line the basic product type 

and the activities requested on the basic products can also be given. 

The final products, basic products and activities are to be specified in the IMD 

segment in the segment group LIN by using the Eurofer code lists. 

The segment PIA can only be used for identifications, such as buyer's order number, 

and buyer's part number. 

The complete product specification of each basic product unit is not provided by this 

message but only the type of the basic product is given. The product details of each 

basic product unit are given by the subsequent Basic Product Information message. 

The requested product detail specifications are specified by the MEA segment and the 

segment group CCI - CAV - MEA. If it is possible to specify by the MEA segment a 

product detail, such as dimensions, the segment MEA must be used. If it is not 

possible to specify a product detail by the MEA segment, than the segment group CCI 

- CAV - MEA must be used.

3.2. Mapping of the Data Model to the Message 

For the understanding of the mapping process, done by the EDIFER working group, it 

is necessary to have the knowledge about the structure of the official UNSM ORDERS 

message and the functionality of the segment groups and segments as defined by the 

EDIFACT message development group MD1 - Trade. 

To have the complete information about the official version we recommend the use of 

the official document published by UNITED NATIONS - EDIFACT directory D93.A.

3.4 General Description of the Message - subset of Eurofer 

3.4.1 Message Definition and Segment Clarification 

This section is provided to give clarification and further explanation to the usage of 

the segments within the message defined by Eurofer. The message consists of two 

sections, a heading section and a detail section. 

The heading section is representing the commercial details, the corresponding 

references and the parties involved. Some detail information which applies or relates 

to all the line items of the detail section can also be given in the heading section. 

This section should be read in conjunction with the segment usage and the branching 

diagram (chapter 3.3.) which indicates the required (R) and optional (O) segments and 

segment groups. 

The following guidelines and principles apply to the whole message of Eurofer and are 

intended to facilitate the understanding and the implementation of the message. 

All the specified data/times (segment DTM) should be in the format 

'CCYYMMDD'/'hhmm' unless all parties involved in the transaction agree that there is 

a functional requirement for an alternative format. 

Periods should be specified as whole numbers representing the required period as 

indicated in the format qualifier (weeks, month, etc) 

Where a choice of code or text is given, only the code element should be used if 

possible. 

Optional (conditional) data that are not required in the message should not be 

included. 

Care must be taken that the segment qualifier in dependent segments do not conflict 

with the segment qualifier of the trigger segment of the group.

3.4.2 Message description - Heading section 

Information to be or which can be provided in the heading section of the message. 

Segment UNH, Message Header 

A service segment starting and uniquely identifying a message. The message code 

forthe EUROFER Orders message is "ORDERS". 

Note : Order messages complying with this document must contain the following

date of issue ofthe order. 

Segment group 1 : RFF-DTM 

A segment group for giving references and where necessary, their dates, relating 

to the whole message, e.g. Contract number of the hire working.

A segment identifying the reference by its number and where appropriate, a line 

number within the document.

The name and address can be given in a coded or clear form. 

Identification of the sender (service requester) and the receiver party (service 

provider) is mandatory for the Order message. They are to be given in the NAD 

segment.

Segment LOC, Place/location identification 

A segment giving more specific location information of the party specified in the 

NAD segment e.g. internal site/building number. 

Segment group 9 : TDT-SG10 

A group of segments identifying the mode and means of transport, location and 

relevant dates and times for transportation, relating to the whole order. 

Segment TDT, Details of transport 

A segment specifying the mode, means and identification of the transport for the 

goods being ordered. If required, the carrier's address should be indicated within

Segment group 10 : LOC-DTM 

A group of segment giving the location and date/time information relative to the

Segment LIN, Line item 

A segment identifying the line item by the line number and additionally, 

identifying the item number within the order. Other product identification 

numbers e.g. part number can be specified within the following PIA segment. 

Segment PIA, Additional product identification 

A segment providing additional identification to the product specified in the LIN 

segment group, e.g. Buyers product identification number, Buyers product group, 

etc. 

Segment IMD, Item description 

A segment for describing the product being ordered as well as product 

characteristics and the basic product. This segment should be used for products 

that cannot be identified by a product code or a material number. 

In the steel and iron industry this segment can be used to give a detailed 

description of the products, the steel grade, the general description of the product 

group or the requested production process. 

Segment MEA, Measurements 

A segment enabling the physical measurements of the ordered item to be specified 

where this is required for full identification of the product ordered. For example 

this segment can be used to specify the dimensions or the weights and diameters 

of the product. 

Segment DOC, Document/message details 

A segment to indicate that a certificate/declaration of origin is required for the 

ordered article. 

Segment FTX, Free text 

A segment with free text information, in coded or clear form, used when 

additional information is needed but cannot be accommodated within other 

segments. This segment can be used to give production- and shipping remarks.

Segment group 25A : CCI-CAV-MEA 

A group of segments providing product characteristics and product characteristic 

details. A segment group enabling the product detail specification of the ordered 

item to specify where this is required for full identification of the product. 

Segment CCI, Characteristic/class id 

A segment to identify product characteristic and or the characteristic name and 

characteristic relevance for the business process. 

A segment to identify a product detail (characteristic) which influences the 

product and by which the product is defined. The value of the specified product 

detail, as a code or a non-numeric value, can be given in the depending CAV 

segment. If the value of the product detail is numeric then the depending MEA 

segment must be used. 

Segment CAV, Characteristic attribute value 

A segment to specify common product characteristic by value in either a coded 

form or in free format. 


A segment indicating characteristic value, being physical measurements 

(including measurable quantities and percentages) related to specified product 

characteristic. 

A segment enabling the physical measurements of the product detail, given in the 

CCI segment, to be specified where this is required for full identification of the

4.3. Example of a Hire Working Open Order of Ensidesa 

The order sheet of Ensidesa used for the example 4.2. , contains always the same order 

specifications for each item, but the order items have different quantities and delivery 

times. Therefore the original order sheet has been converted to the second way of 

ordering, known as "Open order". 

In this case the order sheet is limited to one order item having the product 

specifications of the final products, and the information needed for shipment. The
