3. ARRIVALS<br />

3.1 Arrival by Air<br />

The official airports are DOMODEDOVO & SHEREMETYEVO-2, which are situated 75/40 km<br />

from Moscow. <strong>Team</strong>s arriving at Vnukovo airport should inform LOC in advance.<br />

3.1.1 Welcome Service<br />

Upon arrival in Moscow, each team delegation should proceed to the Arrivals area. Once<br />

the delegation has been processed through entry formalities and customs clearance, they<br />

will be met by Local Organising Committee. Welcome Desks will be located in the Arrival<br />

Halls of official airports.<br />

The delegations will then be driven to the <strong>Team</strong>s’ hotels where at LOC Information desks the<br />

<strong>Team</strong> Leaders will be asked to confirm the number and name of all team members and<br />

provide all the passports and a rooming list (to shorten procedures and avoid delays, it is<br />

strongly advisable to prepare a rooming list in advance and send it to the LOC prior to<br />

arrival).<br />

If luggage is lost during the flight, LOC will make every effort to help to locate it. The <strong>Team</strong><br />

Leader is nevertheless requested to make, in any case, the appropriate declaration at the<br />

lost and found office. The same procedure must be followed in case of lost vaulting poles.<br />

3.1.2 Transportation of Equipment<br />

The delegations should carry their luggage to the transport (coaches) provided for the<br />

competition. Regarding the vaulting poles, after athletes have collected them personally in<br />

the baggage reclaim area, LOC will be responsible for their transportation to the stadium.<br />

3.2 Arrival by Train<br />

There will be no Welcome Desks at the main railway stations in Moscow. <strong>Team</strong>s arriving by<br />

train will be met by LOC representatives and taken to the teams hotel, according to the<br />

arrival times and railway stations mentioned in the final entry system by the Member<br />

Federations.<br />

3.3 Visa Requirements<br />

Participants of the <strong>European</strong> Youth Olympic Trials requiring visa to enter Russia should obtain<br />

it before leaving to Russia from the Russian Embassy or Consulate in their country.<br />

To apply for a single entry visa for Russia, your passport must be valid for 6 (six) months after<br />

your programmed date of return from Russia.<br />

As a first step the enclosed chart should be submitted to the LOC Visa Department fully filled<br />

in with information about all team members travelling to Moscow.<br />

Upon receiving the information LOC issues the official invitation (it can be individual or for<br />

the whole group of people) and sends the originals to the National Federation by email<br />

attachment. The applicants should take the invitation and all the documents required by a<br />

certain Embassy/ Consulate.<br />

Those who are still in the process of getting visas should send detailed list(s) with names to<br />

LOC as soon as possible in order to ensure that visas are issued in time. <strong>Team</strong>s can send their<br />

lists of participants with possible substitutes to avoid last minute applications.<br />

Applicants/teams are requested not to use agencies to apply for the visa but to bring all the<br />

documents to the consulate directly.<br />

When applying for the visa to the Russian Consulate the applicant is to submit his personal<br />

documents (passport, photos, forms, consular fee, etc.) and the above mentioned<br />

invitation. The list of the necessary documents can be obtained at the Consulate or on the<br />

internet site of the Embassy.<br />

If there is no Russian Embassy or Consulate in the country of the participating team, LOC<br />

should be contacted and we will suggest the list of the nearest Russian Consulates where<br />

the visa can be issued unless the applicant has already chosen a certain Consular Office.<br />

IAAF will pay travel subvention to and from the venue (by air travel to the official airport) for<br />

all athletes and officials within the IAAF Quota (see appendix 5.). No subvention shall be<br />

made in respect of athletes representing the host <strong>European</strong> <strong>Athletic</strong>s Member Federation.<br />

A lump-sum per quota athletes/official for each Member Federation has been fixed<br />

according to the travel distance to Moscow (RUS). The amount will only be paid for athletes<br />

and one official that actually travelled to Moscow.<br />

Please note that <strong>European</strong> <strong>Athletic</strong>s intend to make the transfer of travel subvention to<br />

Member Federations’ bank account only after the event.<br />

4.1 Transport and Accommodation Desk<br />

The LOC information, transportation and accommodation desk will be located in the lobby<br />

of each teams’ hotel.<br />

The Transport and Accommodation Desk will be open according to the arrival/departure<br />

dates of the Delegations between 08:00-22:00 (or according to the shuttle transportation<br />

schedule). The final information will be displayed on the Information board in each hotel.<br />

4.2 Bus Shuttle Service<br />

A regular bus shuttle service will be provided between the team hotels, training venues,<br />

social functions, the technical meeting and the competition venue. Full details of the<br />

schedule will be displayed at the Information desk in each hotel. Transfer times between the<br />

hotels and the competition venue will be between 30-45 minutes depending on the hotel<br />

location and traffic conditions.<br />

The following is a guide to the approximate travel times to all the Venues from the <strong>Team</strong>s’<br />

Hotels (“Salyut” and “Astrus”):<br />

4.3 Return to Airport / Train stations<br />

Transport will be arranged according to the flight schedules and luggage requirements<br />

submitted by the teams. Further information will be available from the hotel information<br />

desks.<br />

<strong>Team</strong>s will be asked to provide full travel details in the final entries. <strong>Team</strong>s will also receive a<br />

departure form, which should be completed and returned to the LOC Information Desk in<br />

the hotel, at least 24 hours before departure, especially if there are any changes to the<br />

preliminary confirmed details.<br />

4.4 Transportation of Vaulting poles<br />

From the airports to the stadium: Vaulting poles will be delivered in the stadium from the<br />

airports by LOC. The poles will be kept in a locked store and will be brought to the<br />

competition/ training sites in due time by the organisers.<br />

From the stadium to the airport: <strong>Team</strong>s are requested to take their own poles from the<br />

stadium Sportgorodok (storage area – see the map – appendix 4) to their hotel on the last<br />

competition day (Sunday, 23 May) and the team members should take care of further<br />

transportation of poles to the buses leaving for the airport of team’s departure. LOC will be<br />

responsible for providing the buses of adequate size. More detailed information will be<br />

displayed in the <strong>Team</strong>s’ hotels.<br />

The LOC has reserved 2 good quality hotels for teams, providing full board accommodation<br />

and easy accessibility to the competition venue.<br />

5.4 Costs, IAAF and <strong>European</strong> <strong>Athletic</strong>s Quota<br />

For all athletes and officials within the IAAF Quota (see appendix 5.), IAAF will pay for full<br />

board accommodation, as stipulated in the <strong>European</strong> <strong>Athletic</strong>s Competition Regulations<br />

(1211.5), limited to the number of competition days plus one. No contribution shall be made<br />

in respect of athletes representing the host <strong>European</strong> <strong>Athletic</strong>s Member Federation.<br />

Additional <strong>Team</strong> Officials are allocated per team as detailed in appendix 6.<br />

Please note that prices are done in RUR and USD. Recalculation will be done in<br />

Euro on the day of sending the bill by the exchange rate of the Central Bank of<br />

Russia.<br />

Each team will be allocated a minimum number of single rooms equivalent to 10% of the<br />

total number of athletes and officials within the quota. Any single rooms above the 10%<br />

threshold will be charged at the rate of 5200 RUB.<br />

The team leader must settle any extra charges (bar, laundry, telephone etc) at the hotel<br />

reception desk, before departure. The team leader will be requested to provide a credit<br />

card at the time of checking in at the reception desk to cover any extras.<br />

All payments on site must be made in RUB.<br />

5.5 Payment Procedures<br />

An invoice will be sent to each Federation detailing the amount they owe based on their<br />

final entries. Federations are kindly encouraged to make 100% advance payment.<br />

5.6 Meals<br />

All meals will be served in the hotels. It is essential to show the accreditation card to enter<br />

the dining room. Vouchers for lunch and dinner will also be given to the teams and will be<br />

collected by the hotel staff at the dining room entrance.<br />

Arrangements can be made for team meeting rooms through the information desk in the<br />

teams’ hotel. Requests shall be made at reasonable time in advance.<br />

5.8 Medical Services in the Hotels<br />

The medical centre is located on the ground floor of each <strong>Team</strong> Hotel and will be open 24<br />

hours a day. There will be a doctor or a nurse on duty. The medical station staff in the hotel<br />

can provide the first aid kit. In case of the necessity of emergency rescue please contact<br />

the LOC information desk and the doctor on duty Mr Alexander Rezepov +7 909 959 0159 or<br />

+7 495 9171945.<br />

5.9 Telephone Calls<br />

The telephone will be automatically activated to make room-to-room calls. Any athlete or<br />

official requiring the use of the room phone for outgoing calls must make arrangements with<br />

the information desk at the hotel. The telephone will be made available upon the<br />

presentation of a credit card to cover all charges.<br />

All delegations will receive a telephone contact list of important telephone numbers for the<br />

<strong>European</strong> Youth Olympic Trials Moscow-2010.<br />

6. ACCREDITATION<br />

6.1 General<br />

Each team member will receive an accreditation card, which must be worn at all times and<br />

should be clearly visible. Security personnel will control all areas. The accreditation is not<br />

transferable and does not allow the holder to take another person beyond checkpoints.<br />

Photos are not required for the accreditation card system.<br />

6.2 Accreditation Procedure<br />

Accreditation cards will be prepared in advance of the event, based on the information<br />

provided by the Member Federation in the final entry submitted trough the <strong>Team</strong>s On-Line<br />

Entry System. No changes will be accepted after the final entry deadline.<br />

Accreditation cards will be distributed in the teams’ hotels at the LOC information desks<br />

during the check-in procedure. The <strong>Team</strong> Leader will be responsible for collection and<br />

distribution of the teams’ accreditation cards.<br />

6.3 Loss of an Accreditation Card<br />

Any lost or damaged accreditation cards should be reported to the <strong>European</strong> <strong>Athletic</strong>s<br />

office. Duplicate cards can be obtained where proof of identity can be established.<br />

Unauthorised use of an Accreditation card will result in the card being confiscated.<br />

All team accreditation cards will allow access to the team seating area, warm up areas,<br />

changing facilities and physiotherapy rooms. Only athletes who are about to compete will<br />

have access to the call room and to the infield.<br />

Separate cards will be issued to <strong>Team</strong> Leaders, for access to the Mixed Zone and TIC.<br />

Tickets/separate cards will also be distributed to the coaches (1 per competing athlete) for<br />

the coaching areas.<br />

7. TECHNICAL INFORMATION<br />

7.1 Technical Information Centre (TIC)<br />

The main function of the centre is to ensure smooth communication between each <strong>Team</strong><br />

Delegation, the LOC and <strong>European</strong> <strong>Athletic</strong>s Technical Delegates and the Competition<br />

Administration, regarding technical matters.<br />

The TIC is located on the main competition arena – Sportgorodok - in the tent on the mini<br />

football pitch next to the Call Room close to the entrance to the infield (see Appendix 4).<br />

The TIC will be open at the following times:<br />

Delegations from Technical Delegates, <strong>European</strong> <strong>Athletic</strong>s and LOC<br />

• Settlement of technical enquiries from the teams<br />

• Registration and collection of personal implements. (e.g. shot put, etc.)<br />

• Recovery of confiscated items at the call room<br />

• Request of documentation for national records (additional doping control and<br />

All technical information regarding the competition will be distributed to each delegation in<br />

a special pigeon box given to each team. This information will also be displayed on<br />

information boards. Information put in the pigeon boxes will include daily programme, start<br />

lists, results as well as official information from <strong>European</strong> <strong>Athletic</strong>s and LOC.<br />

Access to the information in the pigeon boxes will be controlled by a separate entry card,<br />

not by the accreditation card. TIC cards will be given to each team leader.<br />

<strong>Team</strong>s that were not able to attend the Technical Meeting, under extreme circumstances,<br />

can collect their competition numbers from the LOC information desks after the technical<br />

meeting.<br />

As the competition in Hammer and Discus will take place in the South Sports Complex, a<br />

sub-TIC will be organised there inside the building at the reception area.<br />

7.2 Technical Meeting<br />

The Technical meeting will take place on Thursday 20 May at 20.00. The meeting will be held<br />

in the <strong>Team</strong> hotel “Salut” in the Blue Conference hall.<br />

Each team may be represented by a maximum of two people and, if necessary, an<br />

interpreter. It is very important that all teams are represented at the Technical Meeting. All<br />

questions related to the Technical Meeting must be presented in writing, preferably in<br />

English, to the TIC or any LOC information desk before 16:00 (Moscow time) on May 20. The<br />

Technical Meeting will be conducted in English.<br />

A shuttle service from Hotel Astrus will be provided for this meeting. For exact transportation<br />

schedule please refer to the information board in the teams’ hotels.<br />

7.3 Equipment<br />

The implements provided by the LOC (see implement list in appendix 3) are selected from<br />

those appearing on the current IAAF approved implements list as at 7 May 2010.<br />

Federations requiring IAAF approved implements not listed by the LOC may present such<br />

equipment latest by 17:00 on 20 May to the TIC at the main competition venue -<br />

Sportgorodok - for inclusion in the competition pool, subject to checking. Implements will be<br />

returned only after the completion of all the rounds of the event.<br />

Basic implements will be provided for warm up and training.<br />

7.4 Inspection of Competition Venue<br />

Heads of Delegation may visit the stadium Sportgorodok, inspecting access routes and other<br />

facilities which will be important to the teams on May 20 at 16:00. Heads of Delegation are<br />

to meet by LOC members at the Parking lot of the stadium Sportgorodok from where they<br />

will be escort on this visit.<br />

7.5 Competition Area<br />

The competition will take place on 21-23 May 2010.<br />

The competition venue is Olympic Complex “Luzhniki”:<br />

- the main competition area (except for Hammer and Discus) - stadium “Sportgorodok”;<br />

- warm up and training (except throwing events) – stadium North Sports Complex;<br />

The weight lifting training rooms are situated at the Warm up stadium (North Complex) and<br />

the throwing stadium (South Complex).<br />

Details about transportation for training sessions are included in the transport section of this<br />

<strong>manual</strong>. The transport schedule will be displayed at the information desks in each hotel.<br />

7.8.1 Training at the competition venue<br />

Official trainings for all athletes at the main competition venue – Sportgorodok – will take<br />

place on 20 May from 10:00 to 13:00 and from 16:00 to 19:00. The competition Warm Up<br />

area and the throwing stadium will also be available during this time.<br />

7.8.2 Training with Official Starters<br />

This will take place at the stadium Sportgorodok on 20 May from 16:00 till 18:00.<br />

8. COMPETITION REGULATIONS<br />

8.1 Participation<br />

There will be 17 men’s events and 17 events for women.<br />

In accordance with <strong>European</strong> <strong>Athletic</strong>s rule 1203.2, all participants must comply with<br />

eligibility qualifications for Area Games or Championships as set out in the IAAF Rules<br />

furthermore only athletes aged from 16 or 17 years on 31 December of the year of the<br />

competition can participate. They must not reach 18 (eighteen) years of age during the<br />

year of the Championships. Please note that competitors must be able to present, if<br />

requested to do so an official document stating their birth date.<br />

Each <strong>European</strong> <strong>Athletic</strong>s Member Federation may enter up to 3 (three) athletes in each<br />

individual event of whom up to 2 (two) may participate at the <strong>European</strong> Youth Olympic<br />

Trials.<br />

8.1.1 Qualification for the Youth Olympic Games<br />

The <strong>European</strong> <strong>Athletic</strong>s has previously informed all Member Federations about the number of<br />

qualification places for the Youth Olympic Games allocated for each continent (see<br />

appendix 7)<br />

In accordance with <strong>European</strong> <strong>Athletic</strong>s rule 1203.4.1 only one athlete per (individual) event<br />

per Member Federation will be eligible to qualify for the YOG. In case two athletes of one<br />

Member Federation finish in qualification places, only the higher ranked athlete will be<br />

allowed to take part in the YOG. If necessary qualification rounds will be taken into<br />

consideration.<br />

If qualified athletes must be considered beyond finals they should be selected by best<br />

performance in the qualification rounds.<br />

In case of ties the best PB should be considered. If tie remains a draw must decide. For<br />

sprints the 1/1000th of a second should be considered.<br />

The qualification quota for the YOG is dedicated to the athlete and not to the Member<br />

Federation, therefore the quota won by an athlete can not be transferred to another<br />

athlete within the Member Federation.<br />

The continental relay teams competing at the YOG will be compiled from the winners of the<br />

100 m, 200 m and 400 m plus the runner up of the 400 m.<br />

8.2 Competition Entry Procedures<br />

8.2.1 Final Entries<br />

Final entries shall be made through the <strong>European</strong> <strong>Athletic</strong>s <strong>Team</strong>s Online Entry System. The<br />

online entry system will be accessible on the <strong>European</strong> <strong>Athletic</strong>s website: www.europeanathletics.org<br />

in the section “Member Federations Zone/Competition”.<br />

Final entries indicating the name of the competitors and their performances as well as the<br />

names of the officials must be submitted to the LOC not later than 10 (ten) days before the<br />

first day of the competition.<br />

According to the regulations the deadlines for final entries are:<br />

8.2.2 Final Confirmation<br />

<strong>Team</strong> Leaders or their representatives must confirm the names of those competitors already<br />

entered who will actually take part in the competition. Confirmation of athletes will not be<br />

accepted after the deadline (see table below).<br />

For events held on the first day of the competition, <strong>Team</strong> Leaders or their representatives<br />

must take the final confirmation of entries of their athletes by 12:00 on 20 May. For events<br />

held on and after the 2nd day of competition, confirmation of entries must be made by<br />

12:00 on the day before the event.<br />

Withdrawal of any confirmation must be indicated to the TIC at the Stadium in writing on the<br />

official withdrawal form.<br />

8.3 Competition Bibs<br />

The LOC will provide the teams with competition bibs after the Technical Meeting.<br />

For individual events, each competitor will receive 3 bibs. These must be pinned to the front<br />

and back of the competition clothing and to the bag. Exceptions are made for High<br />

Jumpers and Pole Vaulters: these competitors are permitted to attach the bib only to the<br />

front or to the back of their competition clothing (plus their tracksuit and bag). Bibs must not<br />

be cut, folded or covered in any way.<br />

8.4 Competition Clothing<br />

Competitors must wear the Federation’s official team clothing.<br />

The <strong>European</strong> <strong>Athletic</strong>s has a record of the <strong>Team</strong> vests of all Member Federations on the<br />

<strong>European</strong> <strong>Athletic</strong>s website. If the uniform displayed on the website differs from your current<br />

official uniform, a full set of photographs must be provided to the <strong>European</strong> <strong>Athletic</strong>s<br />

(preferably in an electronic version) by 11 May 2010 at the latest:<br />

• JPEG file, maximum resolution and size 300 dpi / 500KB<br />

• Compressed ZIP file, if possible<br />

• Mailto: competition@european-athletics.org<br />

• Otherwise, the existing records will be used as reference.<br />

<strong>Team</strong> clothing must be uniform. A competitor wearing any other clothing will have no<br />

access to the competition area and will not be allowed to compete.<br />

This rule applies both to competition clothing (vest, shorts and tights) as well as to tracksuits.<br />

The rule stipulating the compulsory wearing of the official competition clothing will be<br />

applied during the competition but also during any victory lap, interviews at the Stadium<br />

and Victory Ceremonies.<br />

Dimensions of Spikes. Spike which projects from the sole or the heel shall not exceed 9 mm<br />

except in the high jump and javelin throw events where it shall not exceed 12mm. These<br />

spikes must be constructed that it will, at least for the upper half of its length, fit through a<br />

square sided 4 mm gauge.<br />

The Sole and the Heel. The sole and/or heel may have grooves, ridges, indentations or<br />

protuberances, provided these features are constructed of the same or similar material to<br />

the basic sole itself. In the high jump and long jump, the sole shall have a maximum thickness<br />

of 13 mm and the heel in high jump shall have a maximum thickness of 19 mm. In all other<br />

events the sole and/or heel may be of any thickness.<br />

Clothing will be checked in the call-room before athletes enter the infield.<br />

As far as advertising is concerned, the Organisers refer to IAAF Rule 8 & 143 and the IAAF<br />

Advertising Rules and Regulations (version January 2010), in which detailed instructions<br />

regarding competition clothing and other equipment are given. Compliance with rules will<br />

be checked in the call-room and at the competition sites during the competitions. Athletes<br />

may not enter the competition site wearing clothes that do not comply with rules.<br />

9. COMPETITION PROCEDURE<br />

9.1 Timetable<br />

9.2 Warming Up Before Events<br />

9.3 Assembly and Call Room Procedures<br />

The first call for the participants will be made in the respective Warm up area to provide coordinated<br />

transportation to the main competition venue. The last check point (and the main<br />

Call Room) will be situated at the entrance to the main competition venue. Those missing<br />

the first call room in the warm up area, are allowed to go straight to the main call room at<br />

the entrance to the main competition venue (see Appendix 4).<br />

All athletes must report to the main call room (the last checkpoint). It is the responsibility of<br />

the team managers to ensure that their athletes are aware of the last check-in times for<br />

entry to the call room. Athletes arriving late may be excluded from participation in the<br />

9.5.1 Field Events<br />

Each athlete is allowed a minimum of two practice trials under the supervision of the<br />

officials, more if time allows. The athletes will be called to the practice trials in the<br />

competition order. Only official markers provided by the LOC will be allowed for marking<br />

the runways.<br />

9.5.1.1 Trials in Field Events<br />

In qualification for the final in Long Jump, Triple Jump and all throwing events all athletes will<br />

be allowed a maximum of three trials, but any athlete qualifying after their first or second<br />

trial is not allowed to take any further trials. In those finals all athletes are allowed six<br />

attempts.<br />

9.5.1.2 Measurements<br />

All field events will be measured by the certified steel tape.<br />

9.5.2 Track Events<br />

Tracksuits shall be placed in baskets at the start, and these will be taken to the mixed zone<br />

for collection after the race.<br />

9.5.2.1 Starter’s Commands<br />

The starter’s commands will be given in English.<br />

The starter’s command for the distances up to and including 400m are:<br />

- On your marks!<br />

- Set!<br />

For distances of 800m and over, the commands will be:<br />

- On your marks!<br />

TimeTronics starting blocks will be used at the <strong>European</strong> Youth Olympic Trials. These blocks<br />

have a false start detection system and are linked to the false start console.<br />

9.5.2.2. Timing<br />

The official timing will be provided by TimeTronics system and will be displayed on the official<br />

electronic timing instrument and photo finish cameras provided by TimeTronics.<br />

9.6 Leaving the stadium during the competition<br />

An athlete may only leave the competition area when accompanied by a judge. The<br />

intention has to be communicated to the Referee.<br />

9.7 Leaving the stadium after the competition<br />

After the competition, athletes leave immediately through the exit to the Mixed Zone. The<br />

exit route passes the interview cameras of the TV, then through the radio interview room into<br />

the mixed zone. The clothing baskets will be brought to the mixed zone.<br />

9.8 Drinking Stations<br />

Water and soft drinks are provided in the infield, mixed zone and in the warm-up area.<br />

9.9 Protests<br />

Protests are permitted and will be processed in accordance with IAAF Rule 146.<br />

In the first instance, protests must be made orally to the Referee by the athlete<br />

himself/herself or by a responsible official acting on his/her behalf (Rule 146.3). Protests<br />

concerning the result or conduct of an event shall be made within 30 minutes of the official<br />

announcement of the result of that event (posted on the TIC information board and in the<br />

sub-TIC posting board at the South Sports Complex a).<br />

Any written appeal to the Jury of Appeal must be signed by a responsible official on behalf<br />

of the athlete and submitted to TIC within 30 minutes after the official announcement of the<br />

decision made by the Referee.<br />

When submitting an appeal form, a deposit of 75 Euro must be paid. If the protest is<br />

unsuccessful, the deposit will not be returned.<br />

The Jury’s decision will be provided in writing.<br />

9.10 Interviews<br />

Immediately after the competition all athletes will be guided through the mixed zone to<br />

meet the media: first the TV cameras, then the radio and finally the written press. It is for the<br />

athlete to decide whether he/she will give an interview however it is advised that the<br />

athletes should cooperate with the media for their own benefit and for that of the sport.<br />

9.11 Victory Ceremonies<br />

<strong>Team</strong>s will receive detailed information on the victory ceremonies at the Technical Meeting.<br />

All the victory ceremonies will take place at the main competition venue – stadium<br />

Sportgorodok.<br />

Athletes must wear the official team clothing for the ceremonies and the presentation bibs<br />

provided by the LOC.<br />

9.12 Doping Control<br />

9.12.1 General Information<br />

Doping control shall be conducted in accordance with IAAF Rules and Procedures under<br />

the supervision of the <strong>European</strong> <strong>Athletic</strong>s Doping Control Delegate. Both urine and blood<br />

samples may be collected immediately before, and during, the Championships.<br />

Athletes selected for doping control shall be informed by anti doping officers. Athletes will<br />

be required to sign a confirmation of notification. Athletes who are to be tested may invite a<br />

team official to accompany them to the Doping Control Centre (DCC).<br />

A selected athlete should report immediately to the DCC unless there are valid reasons for<br />

delay. All selected athletes will be accompanied by a trained chaperone or Doping Control<br />

Officer from the time of notification until arrival at the DCC. Athletes are reminded that<br />

refusal to provide a sample can render them liable to disqualification and may lead to<br />

further disciplinary action.<br />

Athletes who are required to use prescribed medication for the treatment of a medical<br />

condition should ensure that they have registered their medication, where necessary,<br />

through the Therapeutic Use Exemption system prior to attending the Championships.<br />

9.12.2 Selection of Athletes<br />

The selection of athletes for control will be made on a final position and/or random basis<br />

under the supervision of the <strong>European</strong> <strong>Athletic</strong>s Doping Control Delegate. In addition, the<br />

selection of further athletes may be ordered at the discretion of the <strong>European</strong> <strong>Athletic</strong>s<br />

Doping Control Delegate.<br />

All athletes setting World records must report to the DCC to provide a sample. Failure to<br />

provide a sample will result in the record not being ratified.<br />

9.12.3 Additional Controls<br />

Additional athletes, such as those achieving National Records who have not been selected<br />

for doping control, may present themselves for testing. These athletes must report to the TIC<br />

where they will have to complete the “Doping Control Request Form”. They will then be<br />

escorted to the DCC.<br />

The cost of this control will be paid by the <strong>European</strong> <strong>Athletic</strong>s and will be deducted from the<br />

member federation’s <strong>European</strong> <strong>Athletic</strong>s subvention after the Trials.<br />

10. Medical Services<br />

10.1 General<br />

The medical service is in charge of any medical assistance to the team leaders, the<br />

competition organisation, the personnel, the honorary guests as well as, during the<br />

competition, to the spectators in the stadium.<br />

The participating teams are responsible for taking out their own insurance to cover illness or<br />

injury to any member of their team when travelling to and from <strong>European</strong> <strong>Athletic</strong>s<br />

competitions and during the event itself (<strong>European</strong> <strong>Athletic</strong>s Regulation 510.9).<br />

In case of an emergency please contact the nearest medical aid station, in other cases the<br />

given instructions should be followed. Below is information on the medical care sites and<br />

relevant instructions. Dr Alexander Rezepov is in charge of the medical service and can be<br />

reached on +7 909 959 0159 (mob) or +7 495 9171945 (of).<br />

10.2 Medical Services in the Hotels<br />

The medical centre is located on the ground floor of each <strong>Team</strong> Hotel and will be open 24<br />

hours a day. There will be a doctor or a nurse on duty.<br />

10.3 Medical Care at the stadium<br />

The stadium medical service is responsible for any problems concerning the athletes’ health.<br />

The team doctor has access to the medical service facilities when an athlete of his/her own<br />

team is hurt or is in need of other medical attention. The stadium medical service is also<br />

responsible for first aid in the warming up area.<br />

There are 2 fully equipped ambulance cars at each venue and 2 first aid teams on the<br />

infield, supervised by a doctor and marked with red crosses.<br />

11. Security<br />

Instructions given by the LOC, the security personnel and the police must be followed in all<br />

areas, as well as during transport from one location to another.<br />

The accreditation card must be worn at all times. If an accreditation is lost, this should be<br />

reported immediately to any LOC information desk.<br />

ambulance and fire department). If necessary, the police can be contacted via the TIC at<br />

the Stadium. The TIC can also be contacted for lost and found objects.<br />

The Opening Ceremony will take place on Friday 21 May commencing at 15:30.<br />

It will be a short ceremony lasting for 30 minutes.<br />

Athletes are not required to take part.<br />

12.2 Closing Ceremony<br />

The Closing Ceremony will take place on Sunday 23 May, immediately after the last event<br />

together with the last victory ceremony. <strong>Team</strong> members are not required to take part.<br />

<strong>Team</strong>s will be asked to provide full travel details in the final entry system. <strong>Team</strong>s will also<br />

receive a departure form, which should be completed and returned to the LOC Information<br />

Desk in the hotel, at least 24 hours before departure, especially if there are any changes to<br />

the preliminary confirmed details.<br />

Departure times of the shuttle buses from the hotel will be provided and displayed at the<br />

hotel Information Desk.<br />

All outstanding fees, charges and possible other expenses must be settled with the cashier.<br />

Transportation of vaulting poles to the airports: <strong>Team</strong>s are requested to take their own poles<br />

from the stadium to their hotel on the last competition day (Sunday, 23 May) and the team<br />

members should take care of further transportation of poles to the buses leaving for the<br />

airport of team’s departure.<br />

15. <strong>European</strong> <strong>Athletic</strong>s Anti-Doping Educational Programme<br />

<strong>European</strong> <strong>Athletic</strong>s is determined to increase its fight against doping. We want to ensure a<br />

clean sport and fairness amongst all competitors. One way is to search for cheating athletes<br />

through doping controls. We are continuously improving our testing programme at our<br />

events, however, controls and tests are only a tool to identify those athletes that already<br />

broke the rules and have cheated everybody by doping.<br />

We want to support the true and clean athletes when they start to engage in our sport. We<br />

need to show them that we are ready to help them and to give them guidance to<br />

challenge doping. <strong>European</strong> <strong>Athletic</strong>s aims to promote education for awareness,<br />

knowledge and prevention. Only if the athletes know the rules and know the danger of<br />

doping they can act in the right way.<br />

As a long term goal we desire to contribute with our programme to promote the ideal of<br />

fairness and respect among athletes. We need to fight doping as it is destroying the<br />

fundamental principle of our sport: fair play.<br />

In order to target the youngest group of athletes, the programme which is supported by the<br />

UNESCO, the World Anti-Doping Agency (WADA) and the IAAF will be implemented for the<br />

third time at the <strong>European</strong> Youth Olympic Trials in Moscow/RUS (21-23 May 2010).<br />

Please encourage your athletes to take part in this important programme. Only together we<br />

can make our sport drug free.<br />

15. 1. Procedure of the Programme at the Championships:<br />

All competing athletes will have a chance to take part in an electronic quiz and also to<br />

learn with and interactive education tool to increase their knowledge about doping. The<br />

quiz is a multiple choice test which will give a detailed explanation in case of wrong<br />

answers, while the interactive tool gives the possibility to learn more about anti-doping<br />

procedures and side effects of drugs.<br />

The programme will run on all 3 competition days in order to give all athletes the possibility to<br />

take part.<br />

Participant of the Anti-Doping Education Programme will be invited for a lottery, where<br />

athletes can win event passes valid for the whole period of the <strong>European</strong> Outdoor<br />

Championships in Barcelona/ESP on 26 July – 1 August 2010 (every winner gets two passes).<br />

The winners of the lottery will be announced during the closing ceremony.<br />

Further information will be given to the athletes upon arrival and displayed at the event<br />

venue.
