Compliance with the Storm Drain Master Plan requires treatment <strong>of</strong> run<strong>of</strong>f for water quality and implementation <strong>of</strong> postconstruction<br />
BMPs to help mitigate water quality degradation and make this impact less than significant.<br />
e).The project site is currently vacant and undeveloped and contains permeable soils. The proposed project would<br />
substantially increase the amount <strong>of</strong> impermeable surfaces on the project site through development <strong>of</strong> the proposed project.<br />
The project would contribute to increased sources <strong>of</strong> polluted run<strong>of</strong>f during wet weather conditions from urban pollutants that<br />
are collected and transported to local drainage infrastructure, including trash, debris, rubber, greases, oils, and other<br />
vehicular fluids that leak on surface parking areas. This impact is potentially significant. The applicant will be required to<br />
design and construct onsite drainage facilities to <strong>City</strong> standards, and connect to the <strong>City</strong> storm drain system.<br />
f) The proposed project would not otherwise substantially degrade water quality. Implementation <strong>of</strong> Mitigation Measure 7.2,<br />
requiring the project applicant to conform to all applicable water quality standards and waste discharge requirements relative<br />
to construction activities and run<strong>of</strong>f from roadways or other onsite facilities, will ensure that this impact is less than<br />
significant. No other potential sources would contribute to water quality degradation.<br />
g-h). The proposed project site is not located within a 100-year flood zone but is protected by a levee. Should the levee<br />
break, flooding is projected to be limited to one foot depth. There would be less than significant impacts.<br />
i) The project site is not located near any significantly sized enclosed body <strong>of</strong> water or coastal area and is therefore not<br />
susceptible to a seiche or tsunami. The site is not located at the foot <strong>of</strong> any significant topographical feature with the<br />
potential to be subject to a mudflow. There would be no impact.<br />
