Marine Corps FY99 Initiatives:<br />

• Integration <strong>of</strong> <strong>NBC</strong> defense procedures in Mission Oriented Tasks (Garrison and Field).<br />

• Conduct USMC <strong>NBC</strong> <strong>Defense</strong> Course Content Reviews based on revised ITSs and<br />

emerging <strong>NBC</strong> equipment requirements.<br />

• Continue development <strong>of</strong> USMC <strong>NBC</strong> Staff Planning follow-on course, a training course<br />

to prepare <strong>NBC</strong> defense <strong>of</strong>ficers and NCOs to assist in the staff planning process.<br />

• Establishment <strong>of</strong> combat training package for ISMs for reserve forces and follow-on<br />

forces in the event <strong>of</strong> hostilities involving an <strong>NBC</strong> threat.<br />

• Continued Annual Joint Marine Corps and Navy shipboard decontamination exercises<br />

with 7th Fleet.<br />

• Continue participation in a bilateral exchange program with the Republic <strong>of</strong> Korea<br />

(ROK) <strong>Chemical</strong> Corps.<br />

• Conduct Front End Analysis for an <strong>NBC</strong> SNCO Advanced Course.<br />

• Continue development <strong>of</strong> an “Enhanced <strong>NBC</strong>” capability for MEUs.<br />

5.7.6 Emergency Response: Army Medical Response<br />

The AMEDD continues to be involved in supporting DoD and federal counterterrorism<br />

initiatives and contingency operations related to <strong>NBC</strong> threat agents, mainly with elements <strong>of</strong> the<br />

Medical Research and Materiel Command (MRMC). The following <strong>of</strong>fices and agencies have<br />

required AMEDD assistance: DoD SO/LIC, J4 Medical Readiness, U.S. Army Technical Escort<br />

Unit, US Department <strong>of</strong> State, Federal Bureau <strong>of</strong> Investigation, Department <strong>of</strong> Health and<br />

Human Services, Office <strong>of</strong> Emergency Preparedness, and the U.S. Marine Corps CBIRF.<br />

The U.S. Army has recently published AR 525-13, Antiterrorism Force Protection<br />

(AT/FP): Security <strong>of</strong> Personnel, Information, and Critical Resources from Asymmetric Attacks,<br />

dated 10 September 1998. From this regulation it is assumed that U.S. Army medical treatment<br />

facilities and clinics will be called upon to provide assistant to civilian first responders if a WMD<br />

terrorist act occurs and to provide emergency room and inpatient treatment for both eligible<br />

DoD beneficiaries and civilian casualties. This regulation specifically states that the Surgeon<br />

General (TSG) will:<br />

a) Establish policy and guidance on the management and treatment <strong>of</strong> conventional and<br />

nuclear, biological, and chemical (<strong>NBC</strong>) casualties.<br />

b) Coordinate emergency medical <strong>NBC</strong> response capabilities worldwide with other DoD,<br />

Joint, Federal, state, local and HN agencies.<br />

c) Maintain medical <strong>NBC</strong> response teams to address nuclear, biological/emerging infection,<br />

chemical accidents/incidents worldwide<br />

d) Provide chemical and biological analysis <strong>of</strong> biomedical samples from patients/decease to<br />

assist in the identification <strong>of</strong> agent(s) used against U.S. personnel.<br />

e) Provide guidance on the vaccination and prophylaxis against biological warfare agents.
