INVITATION FOR BIDS/ REQUEST FOR PROPOSAL (RFP)<br />

St. Vincent de Paul Village, Inc. wishes to receive responses from vendors qualified to provide<br />

the services described below located at:<br />

299 17 th Street, San Diego, CA. 92101<br />

Description of work to be per<strong>for</strong>med:<br />

• Maintenance operation <strong>for</strong> all aspects of preventive, routine, and emergency maintenance<br />

of St.
Vincent
de
Paul
Village,
Inc.
owned or operated facilities listed above. Vendor is also<br />

responsible <strong>for</strong>, minor capital projects, moving, safety, and plant operation/custodial<br />

support.<br />

o Maintenance to include but not limited to:<br />

• Electrical Systems/Energy Management Control Systems (EMCS)<br />

• Energy Management and Audit Services<br />

• Fire Alarm and Fire Suppression Systems Maintenance<br />

• Pest Control<br />

• Painting<br />

• Provide preventative maintenance and repairs to all HVAC systems, plumbing<br />

systems, and other building components including but not limited to doors,<br />

windows, lights, electrical equipment and fixtures.<br />

o Custodian and Landscaping to include, but not limited to:<br />

Daily:<br />

• Clean restrooms, baseboards, and all interior spaces of the<br />

building.<br />

• Sweep and dust mop all tile floors.<br />

• Sweep all halls and stairways.<br />

• Vacuum all carpets and rugs, and spot clean as needed.<br />

• Empty and clean all ashtrays.<br />

• Dust all office furniture, telephones, ledges, and woodwork, and all<br />

other surfaces.<br />

• Remove trash.<br />

• Water grounds as needed<br />

Once per week:<br />

• Thoroughly clean and wax all tile floors.<br />

• Clean all exterior windows on both the inside and outside.<br />

• Trim trees as needed<br />

• The Vendor will furnish all materials and equipment necessary to per<strong>for</strong>m the <strong>for</strong>egoing<br />

services with the exception of hand soap, towels, toilet tissue, set covers, sanitary<br />

napkins, and deodorants, which are to be supplied by the Customer and an adequate<br />

supply of which is at all times to be maintained in the Building Maintenance room of the<br />

building.<br />

• Provide other services as stipulated from time to time by St.
Vincent
de
Paul
Village,
Inc.<br />

• All work and materials are to comply with the Uni<strong>for</strong>m Building Code, Federal, State,<br />

County and Local government regulations.<br />

• Vendor to arrange <strong>for</strong> all permits, drawings and inspections as needed.<br />

• Vendor to remove and dispose of all materials and refuse. In the event of hazardous<br />

materials needing disposal, St.
Vincent
de
Paul
Village,
Inc.
is to be provided with copies of<br />

the manifest provided from the disposal site(s).<br />

• Daily clean-up of work zones, including, but not limited to, pick up of nails and debris to<br />

be per<strong>for</strong>med. Area shall be broom clean at the end of each day.<br />

• Work zones must be established and fenced off (plastic construction fencing, of the same<br />

quality, as that of Home Depot is appropriate) to separate the work zone from the<br />

children, should the work be at an existing facility.<br />

• Systematic inspection will be conducted by the <strong>for</strong>emen and field superintendents of the<br />

Vendor to ensure that all services are properly per<strong>for</strong>med. To make certain that any<br />

problems that may arise will be promptly taken care of, the Vendor will maintain a<br />

twenty-four (24)-hour answering service seven (7) days per week <strong>for</strong> the receipt of any<br />

complaints.<br />

Vendor to per<strong>for</strong>m walk-through at completion of jobs conducted by third parties with a<br />

representative of the St. Vincent de Paul <strong>Villages</strong>, Inc. to verify that all materials used and work<br />

per<strong>for</strong>med con<strong>for</strong>ms to contractual obligations.<br />

• ON-SITE STAFF ARE NOT ALLOWED TO ALTER THE SCOPE OF WORK<br />

DESCRIBED IN THIS RFP. ALL CHANGES MUST BE MADE THROUGH THE<br />

SUPPORT SERVICES DEPARTMENT AT 619-233-8500 x1040.<br />

• TURN KEY PROJECT: St. Vincent de Paul Village, Inc. is desirous <strong>for</strong> this to be a turn<br />

key project. All utilities, training, equipment, maintenance of video equipment,<br />

inspections, fees associated with this project, etc, to be included into vendor’s cost<br />

estimate in response to RFP.<br />

1) Fax or mail proposal to recipients listed in section 9 of this RFP. <strong>Proposal</strong>s will not be<br />

opened in public.<br />

Tax ID # or Social Security # is required to be placed on the invoice <strong>for</strong> tax <strong>for</strong>m 1099<br />

purposes. Thirty day billing cycle.<br />

2) <strong>Proposal</strong>s will include:<br />

a) Company description.<br />

b) Contact in<strong>for</strong>mation.<br />

c) Vendor qualifications and references.<br />

d) Fixed fee <strong>for</strong> work described.<br />

e) A line item budget.<br />

f) A description of the Vendor’s management team <strong>for</strong> this project, listing all key<br />

personnel.<br />

g) Acknowledgement of receipt of any addenda received.<br />

h) Copy of appropriate license(s) and or certifications.<br />

5) Site visit requests. Call (619)233-8500 X 1030 to make arrangements <strong>for</strong> a site visit.<br />

6) All materials submitted in response to this RFP and supporting material will not be returned<br />

to the vendors.<br />

7) Timelines:<br />

• Receipt Confirmation Form: To be considered eligible to respond to this RFP, this <strong>for</strong>m<br />

must be returned no later than 1:00 p.m. Friday, 11/21/2008.<br />

• Responses to RFP: To be considered eligible all responses must be received no later than<br />

1:00 p.m. Friday, 12/05/2008.<br />

8) The successful bidder shall provide to St. Vincent de Paul Village, Inc.<br />

a) evidence of general liability insurance naming St. Vincent de Paul Village, Inc., its<br />

officers, employees and agents as additional insured, in the amount of $1,000,000 and<br />

b) workers compensation insurance. No work shall be per<strong>for</strong>med under the terms of this<br />

agreement until such evidence has been provided to, and approved by, St. Vincent de<br />

Paul Village, Inc.<br />
