Palau hosts a successful VII <strong>South</strong> <strong>Pacific</strong> <strong>Mini</strong> <strong>Games</strong> Basketball Competition<br />

The VII <strong>South</strong> <strong>Pacific</strong> <strong>Mini</strong> <strong>Games</strong> were staged in Koror, Palau between 25 th July and 4 th August <strong>2005</strong>. The Palau<br />

Basketball Federation joined forces with FIBA <strong>Oceania</strong> and the SPG’s Organising Committee to stage a most<br />

successful basketball tournament. Congratulations to the organising committee, who under the supervision of Topps<br />

Sungino and Myers Techitong did an outstanding job.<br />

15 national teams participated in the tournament – 7 women’s and 8 men’s teams. Fiji, Federated States of<br />

Micronesia, Guam, New Caledonia, Palau, Papua New Guinea, and the Solomon Islands entered a men and<br />

women’s team, while the Marshall Islands only entered the men’s division.<br />

The Palau National Gym proved to be an outstanding venue, while the other sports were fighting the rain the<br />

basketball competition moved smoothly through the week. The gym was able to hold over 1,500 spectators who<br />

roared whenever Palau hit the court or a dunk occurred.<br />

The walls were opened and closed via a roller door operation depending on the direction of the rain. This along with<br />

the industrial fans allowed a nice breeze that made the stadium comfortable for the players, spectators and officials.<br />

An exciting observation, from a development perspective, was the number of players, referees and coaches that have<br />

moved through the <strong>Oceania</strong> Youth Tournaments and the All Star Youth representative players who attended the<br />

<strong>Games</strong> in their senior national team. The goal to encourage generational transition in national teams has become a<br />

reality. These participants from Papua New Guinea, Fiji, New Caledonia and Guam stepped up to their senior<br />

national teams with skill and confidence.<br />

It was encouraging to see the continued improvement in the standard of play and coaching at the <strong>Games</strong>. The<br />

appearance of the national men and women teams from the Federated States of Micronesia was pleasing and a<br />

credit to all those involved.<br />

It was evident that a great deal of time and effort had gone into the training of the basketball volunteers prior to the<br />

commencement of the games. There were an ample number of volunteers to undertake the scorebench, statistics<br />

and administrative tasks, and they performed their duties in a very professional manner. Congratulations to the Palau<br />

Basketball Federation for their work in ensuring that their staff were well trained. Perhaps our area of greatest concern<br />

pre tournament, was statistics gathering, but local volunteers rose to the challenge and met our expectations.<br />

Palau’s National Basketball Development Officer Topps Sungino and Myers Techitong did a magnificent job in<br />

coordinating the <strong>Games</strong> preparations. The arrangements for the training of volunteers, facilities, equipment, practice<br />

games, referees, uniforms, meals, transport and venue management were expertly handled by Topps and Myers.<br />

Congratulations to them both for the thorough and professional manner they went about their work.<br />

The integration of the statistics program into the computerised competition package enabled the tournament<br />

administrators to post full game and player statistics to the tournament website a short time after each game had<br />

been completed. A great deal of time had been spent prior to the tournament in ensuring that the game results,<br />

match reports and photographs could be posted to the website. Proof that this was time well spent are shown in the<br />

figures – the SPMG basketball site received an amazing 5,000 hits a day from countries right across the world.<br />

Basketball being the most popular sport at the tournament.<br />

While it is opportune to praise the participating teams and the volunteers from Palau who made the tournament the<br />

success it was, we must also review the disappointing aspects of the <strong>Games</strong>.<br />

Federations must ensure that they provide a referee for each team that they enter in the competition to ensure a<br />

suitable number of referees are in attendance. FIBA <strong>Oceania</strong> tries to ensure that games are refereed by neutral<br />

referees, that referees do not have to run multiple games each day and that a competitive atmosphere is created<br />

between the referees to ensure the best possible referees receive the medal games. For these things to occur, it is<br />

most important that each federation sends a suitably qualified referee for each team they enter in the competition. The<br />

FIBA 2 person officiating system was used because of a shortage of officials.<br />

Some federations did not arrive with a set of light and dark uniforms. This made the conduct of the event according to<br />

FIBA regulations, impossible. Federations must learn from this experience and not repeat this at their next<br />

tournament.<br />

Because of the large number of games played, the high level of competition, the intensity of effort by players, the high<br />

humidity (frequently it was raining) and the large number of spectators, the floor in the national gym often became<br />

slippery – especially late in the day when multiple games were played.<br />

Venue staff did a great job of trying to keep the court dry and the surface with a high level grip.<br />

It emerged after the event that the correct surface washing procedures had not been carried out since the floor was<br />

first installed and this may have contributed to our “grip” problems.<br />

It is ------ that the subsequent provision of printed technical leaflets on correct maintenance will enhance the ability of<br />

venue staff to provide the surface in the best condition possible for an athlete contest of this level.<br />

Report on Scoretable and Statistics<br />

The local basketball tournament organising committee appointed Sky Koshiba to supervise the scorebench<br />

personnel and Tiffany “Turang” Trahan to supervise the statistics workforce. Sky only nineteen years old,<br />

did an excellent job of organising and motivating the members of his team always on hand throughout the<br />

long days if any minor problems arose.<br />

The scorebench team consisted of<br />

eight high school age students who<br />

fulfilled the roles of scorer, twenty-four<br />

second clock operator and<br />

timekeeper/assistant scorer while a<br />

similar number formed the statistics<br />

team of input operator and caller.<br />

Three experienced adults who had<br />

good knowledge of the game filled the<br />

role of bench chairman and the teams<br />

worked harmoniously and efficiently<br />

throughout the event. Special mention<br />

should be made of Logan Ngiriou a<br />

Palau referee at the tournament who<br />

also volunteered to act as bench<br />

chairman for two or sometimes three<br />

games a day besides fulfilling his<br />

officiating commitments.<br />

The only minor problem encountered during the tournament was a failure of the statistics crew on the<br />

middle Saturday of the tournament that hosted seven games, when only one experienced statistician was<br />

available for the first three games. However, the scorebench personnel were able to cover for the statistics<br />

crew and statistics were able to be provided to the teams.<br />

I was initially very sceptical that the small number of volunteers would be able to handle the forty-seven<br />

games over the ten days, especially on the two days where seven games were to be played. However my<br />

concerns were proven unfounded as the teams ably handed each match. While a number of the scorebench<br />

personnel were familiar with the game as players, some were quite new to the game and due to the late<br />

installation of the twenty-four second clock equipment, the operators of that device did not have the<br />

opportunity of familiarising themselves with the equipment prior to the tournament games..<br />

A recommendation for future tournaments would be that prior to a tournament a FIBA <strong>Oceania</strong> Refereeing<br />

course be conducted for the scorebench and statistics crews to familiarise themselves with the rules of the<br />

game. Only two hours of limited training time was available immediately prior to the event and only one<br />

practice match was possible to familiarise the crews with correct procedures.<br />

Report on Administration<br />

I would firstly like to congratulate the Palau Basketball Federation, Myers Techitong, National Basketball<br />

Development Officer Topps Sungino and the National Olympic Committee for all of their hard work before<br />

and during the basketball tournament. The success of this tournament cannot be achieved without the<br />

dedication of these hard working people.<br />

I was assigned to help with the administration side of the tournament. I was very fortunate to have three<br />

hard working Palauns helping with the administration side of the tournament. I congratulate Rhonda Wong,<br />

Janee Kloulchad and Daidly Subris for their enthusiasm and dedication throughout the tournament. I believe<br />

these three girls have the expertise and confidence to be able to run another tournament of the same<br />

calibre.<br />

Rhonda, Janee and Daidly were introduced to the software FIBA <strong>Oceania</strong> wanted to use during the<br />

tournament by Steve Smith days before the event commenced. They were the hub of the administration<br />

area and were able to produce any information required from the participants, scorebench personnel, media<br />

or results centre.<br />

The Administration staff also had young male helpers who were the<br />

runners for photocopying, giving information to teams or the<br />

scorebench staff.<br />

Duties of the Administration Staff included:<br />

1. Entering Team names and players<br />

2. Creating a draw<br />

3. Printing scoresheets<br />

4. Printing results<br />

5. Checking and entering statistics<br />

6. Printing statistics for the teams and players<br />

7. Giving information to the participating teams and their staff<br />

8. Uploading the results and draws to the website<br />

9. Posting stories and photo’s on the website on a regular<br />

basis<br />

All of these tasks were done efficiently and without supervision, I<br />

believe Palau have the administration personnel to hold many more<br />

basketball events. I hope to see Palau use these young girls and boys<br />

for future events in the country, so they remain keen and interested in<br />

the area.<br />

Recommendations for future events:<br />

1. Laser printer instead of bubble jet to stop ink running when filling in the scoresheet.<br />

2. Laser printer available court side for the statisticians during the game<br />

3. Photocopier in the basketball administration area so we don’t interrupt the results centre.<br />

I thank FIBA <strong>Oceania</strong> for giving me the opportunity to come to Palau and help with the <strong>South</strong> <strong>Pacific</strong> <strong>Mini</strong><br />

<strong>Games</strong>. I was able to have first hand experience with the FIBA software package.<br />

Report on Referees<br />

The number and quality of the referees attending the <strong>South</strong> <strong>Pacific</strong> <strong>Mini</strong> <strong>Games</strong> in Palau again highlights<br />

some areas of concern in our development of officials around the <strong>Oceania</strong> Island countries. These areas<br />

include the poor attitude by some Island Basketball Federations toward the development of their referees by<br />

not sending a referee for each team entered in the tournament and also in not selecting their best referees<br />

to attend. Each of these factors forced us to use two man officiating instead of being able to introduce three<br />

man officiating at our higher levels of competition.<br />

Each of the basketball competitions within our zone are part of the development of our sport, which must<br />

include not only players and coaches, but also referees, scoretable officials, statisticians and competition<br />

administrators. In Palau the players and coaches were obviously able to reach a higher level than in<br />

previous tournaments. In addition the young people who volunteered as score table officials, statisticians,<br />

tournament administrators and venue managers were able to reach a high level of competency that added<br />

to the conduct of the tournament. Unfortunately I cannot report that this was the case with the referees.<br />

While we had several referees attend who had previously been to high level tournaments within <strong>Oceania</strong>,<br />

none of these arrived ready, both mentally and physically, to perform at this higher level of competition. In<br />

addition we had a few newcomers to this level and some were obviously not competent to officiate at this<br />

standard of play. None of the officials appeared to have studied and become conversant with the rule<br />

changes from September 2004 and several were obviously not of the physical fitness level to perform.<br />

Island Federations seem much more aware of the need for longer and better preparation of teams to attend<br />

such events but fail to ensure that their referees follow the same principles of preparation.<br />

During the <strong>Mini</strong> <strong>Games</strong> we attempted to raise the standard of the referees in allowing the games to flow and<br />

to provide a better spectacle for the players and fans. During the first two days the referees made far too<br />

many calls that did not need to be made in the areas of contact and travels, although several travels that<br />

should have been called were not. When asked to change their style of officiating to allow the teams to<br />

play, as they wanted, all referees had real trouble being able to make this adjustment and the games<br />

became more like rugby than basketball. After another few days the referees managed to get better at<br />

following these instructions, but still showed a lack of understanding in managing the game and a lack of<br />

feeling for the way the teams wanted to play.<br />

It is obvious that we need to adjust our approach to referee education to include more education on how the<br />

game is played, styles of offence and defense and how these affect court coverage, what needs to be called<br />

and what can be let go and importantly how to read the emotions of the players and be able to manage the<br />

game so that it can be a spectacle without developing into an altercation on the court.<br />

In their local competitions the referees do not get to officiate at the levels of these international competitions<br />

and so our education must also include videos of games that can show how referees can perform at these<br />

levels. We must also keep in mind that the referees attending our zone tournaments, only do so each<br />

couple of years and so it is not easy for them to adjust upwards in standard. We must find ways of<br />

overcoming these obstacles in order that our referees are able to develop and fulfill their roles in our<br />

international tournaments.<br />

A total of 16 referees attended the tournament. Of these 2 had to return home before the completion of the<br />

tournament due to family situations. Another 2 departed the tournament in the first week., one because of<br />

disciplinary reasons by his country and the other from a poor attitude toward the living conditions at the<br />

tournament. Neither of these referees will be accepted at any future basketball tournament administered by<br />

FIBA <strong>Oceania</strong>.<br />

Every referee was evaluated on each game and given areas to work on in their next game. Some were<br />

able to respond while others showed little if any improvement. It is obvious that along with ability and<br />

knowledge, one of the major criteria for selection by Federations of their referees must be that of attitude to<br />

Technical Meeting<br />

The Technical Meeting for basketball will be held Sunday July 24th <strong>2005</strong> at 11.00 am in the Conference<br />

Room of the National Gym, Koror Palau.<br />

The Technical Committee will ensure that the <strong>Mini</strong> <strong>South</strong> <strong>Pacific</strong> <strong>Games</strong> Basketball competition is conducted<br />

in accordance with the technical rules and regulations of the International Basketball Federation (FIBA).<br />

In the event that the Jury will be required to meet, a committee of 4 persons plus the Chairperson will be<br />

chosen from the list of persons above to hear the appeal. In the event that the delegation of a Jury member<br />

is submitting an appeal or is the subject of an appeal, that member will not comprise the 5 person committee<br />

to hear the case.<br />

The proceedure to be followed in the case of an appeal shall be according to the FIBA regulations.<br />

At the Technical Committee Meeting, delegations will be expected to:<br />

• Provide a list of final team members together with proof of eligbility<br />

• Supply a list of team members with player numbers as they will appear on the scoresheet<br />

• Supply a sample of home (light) and away (dark) uniforms to ensure that they comply with<br />

competition regulations.<br />

Competition Management<br />

The <strong>Mini</strong> <strong>South</strong> <strong>Pacific</strong> <strong>Games</strong> Basketball Competition will commence on Monday July 25th <strong>2005</strong> at the<br />

Palau National Gymnasium.<br />

It will be played under the regulations of FIBA the International Basketball Federation<br />

Competition Format<br />

The competition format is dictated by the SPG’s Charter.<br />

Men’s Competition:<br />

Eight Men’s teams have been divided into two (2) preliminary Groups based on results of the last SPG’s and<br />

a “draw from the hat” for all entrants who did not particpatein the previous event. This draw took place in<br />

Palau in June during the visit of FIBA <strong>Oceania</strong> Secretary General, Steve Smith.<br />

The resulting two groups of Men’s teams were:<br />

Group A Men Group B Men<br />

1 Palau 1 New Caledonia<br />

2 Guam 2 Fiji<br />

3 FSM 3 PNG<br />

4 Solomon Islands 4 RMI<br />

Men’s teams will play a round robin within their group in the preliminary phase of the competition. At the end<br />

of the preliminary phase, the first placed team in group A will play the fourth placed team in Group B: the<br />

second placed team in group A will play the third placed team in Group B; the third placed team in Group A<br />

will play the second placed team in group B; the fourth placed team in group A will play the first placed team<br />

in group B (so called cross-over games). The team with the highest “group” placing will be considered the<br />

“home team” in this phase of the competition.<br />

In this phase of the competition, only the winning team from each match will proceed to the medal rounds.<br />

Losing teams will play classification games.<br />

Women’s Competition:<br />

Seven women’s team will play a round robin in a single pool. (Preliminary phase of the competition). This<br />

will take 7 days to complete and will involve each team playing 6 games. At the end of the preliminary phase<br />

the teams finishing 5 th , 6 th & 7 th will have their final place in the classification determined by where their<br />

results and placement from the round robin.<br />

Teams placed 1 st to 4 th after the preliminary phase will play an elimination series towards the medal games.<br />

The 1 st placed team after the preliminary phase will play the 4 th placed; the 2 nd placed team will play the 3 rd<br />

placed. The team with the highest “group” placing will be considered the “home team” in this phase of the<br />

competition.<br />

In this phase of the competition, only the winning team from each match will proceed to the medal rounds.<br />

Losing teams will play classification games.<br />

Competition Schedule<br />

Medals<br />

The competition schedule has previously been distributed to all competing teams. All games will be played<br />

in the National Gym. Palau National Gymnasium is located approximately 100 metres from the Main <strong>Games</strong><br />

Village. The court features a timber floor, transportable perspex backboards, electronic scoring and 24 shot<br />

clocks.<br />

The Basketball competition will commence on Monday July 25th <strong>2005</strong> and conclude on Wednesday August<br />

3rd <strong>2005</strong>. There will be no games on Sunday July 31 st .<br />

A two hour time period will be allowed for each game during the tournament.<br />

On day 2 ,3 ,4, 5 & 7 of competition, games will commence at 11.00am. Five games will be played with the<br />

last game of the day scheduled to commence at 7.00 pm.<br />

On day 1 and 6 of the competition, in order to fit an extra game in the day, the first game will commence at<br />

8.00 am. The last game of the day will be scheduled to commence at 8.00 pm.<br />

Semi-finals and medal games have been scheduled to commence on day 8 and 9 of the competition<br />

respectively, at 1.00pm with the final game on those days scheduled to commence at 7.00 pm.<br />

A brief medal presentation for both the women’s and men’s medal winning teams will take place after the<br />

men’s gold medal game on Wednesday August 3 rd .<br />

The Closing Ceremony of the games will take place on August 4 th .<br />

The “home team” (first mentioned) mentioned in the competition schedule will be obliged to wear light<br />

coloured uniforms and shall have its team bench located to the left hand side of the scorer’s table. During<br />

the first half it shall warm up at the basket to the right of the scorer’s table and during the interval before the<br />

third and fourth period shall warm-up at the basket to the left of the scorer’s table.<br />

The “away team” identified in the competition schedule shall be obliged to wear dark coloured uniforms, will<br />

have its team bench to the right of the scorer’s table and will warm up in the opposite basket to the “home<br />

team”.<br />

Any variation to these arrangements must be with the mutual consent of both teams and be made known to<br />

the representative of the Technical Committee present at the court. This must be done prior to the<br />

commencement of the warm-up.<br />

All players must wear uniforms numbered 4 to 15 during the competition. Players must wear the same<br />

number in their light and dark uniforms. Players will NOT be permitted to change their playing number<br />

during the competition.<br />

Irrespective of the time remaining before the scheduled start of the game, teams will be guranteed a<br />

minimum of 10 minutes warm-up after the completion of a previous game. Teams will not be able to access<br />

to the court earlier than 20 minutes prior to the scheduled commencement of a game.<br />

Twelve (12) Gold, Silver and Bronze medals will be awarded in the <strong>Mini</strong><strong>South</strong> <strong>Pacific</strong> <strong>Games</strong> Basketball<br />

competition in accordance with the <strong>South</strong> <strong>Pacific</strong> <strong>Games</strong> Charter Part IV Article XXX (A). Coaches, team<br />

officials and referee will not be awarded medals.<br />

Eligibility<br />

All athletes wishing to compete in the <strong>Mini</strong> <strong>South</strong> <strong>Pacific</strong> <strong>Games</strong> must comply with current requirements for<br />

representing a Country and participating in the <strong>Games</strong> according to the <strong>South</strong> <strong>Pacific</strong> <strong>Games</strong> Charter Part I<br />

Article XI. All athletes must comply with entry requirements as specified in the SPG Charter Part II Article<br />

XVII.<br />

An Eligibility Commission shall be established by the <strong>South</strong> <strong>Pacific</strong> <strong>Games</strong> Council to hear all matters of<br />

eligibility of competitors.<br />

The Technical Committee can refer any matters in dispute to the Eligibility Commission for decision or any of<br />

the disputing bodies can, at their discretion, refer the matter for final decision to the Court of Appeal, which<br />

alone can authorise an approach being made to the International Federation of the sport concerned.<br />

The Eligibility Commission has the power to reject any competitor who does not satisfy the eligibility<br />

requirements. Decisions of the Commission can be overruled by the Court of Appeal, which will make the<br />

final decision.<br />

Competition Rules and Regulations<br />

The <strong>South</strong> <strong>Pacific</strong> <strong>Games</strong> Basketball competition will be conducted in accordance with the rules and<br />

regulations of the International Basketball Federation (FIBA). Men’s games will be played with the size 7,<br />

Molten 12 panel basketball. Women’s games will be played with the size 6, Molten 12 panel basketball.<br />

It will be announced at the Technical Meeting if the FIBA 2 person or 3 person officiating system will be used<br />

during this tournament.<br />

The <strong>South</strong> <strong>Pacific</strong> <strong>Games</strong> Council shall have complete control of the Policy of the <strong>Games</strong> as stated in the<br />

<strong>South</strong> <strong>Pacific</strong> <strong>Games</strong> Charter Part II Article XIX (A). However, FIBA, in association with the Technical<br />

Committee shall have technical control of the organisation of the basketball competition.<br />

Court of Appeal<br />

In cases of disputes the <strong>South</strong> <strong>Pacific</strong> <strong>Games</strong> Council decision shall be final.<br />

The Court of Appeal appointed by the <strong>South</strong> <strong>Pacific</strong> <strong>Games</strong> Council shall decide on all questions of nontechnical<br />

nature outside the jurisdiction of the Juries of Appeal in accordance with the <strong>South</strong> <strong>Pacific</strong> <strong>Games</strong><br />

Charter Part II Article XX.<br />

Regarding eligibility matters, the Court of Appeal shall have a regular schedule for meetings throughout the<br />

<strong>Games</strong> and protests must be submitted in writing no later than 48 hours after the first Technical Committee<br />

Meeting of each sport involved. Protests submitted after that time will not be addressed.<br />

Should a Country wish to protest a matter to the Court of Appeal, it must adhere to the following procedure:<br />

1. Pay a Protest fee of US$50.00 at the administration desk at the Main Operations Centre (MOC).<br />

The fee is refundable if the Protest is in favour of the protesting country.<br />

2. Provide all the relevant evidence pertaining to the person(s) about whom it is protesting.<br />

3. Submit its protest to the Chairman of the Court of Appeal no later than 48 hours after the first<br />

Technical Committee Meeting of the sport involved together with the evidence of the protest fee<br />

being paid.<br />

Competition Clothing and Equipment<br />

There shall be no advertising or publicity on personal equipment and competition clothing used or worn at<br />

the <strong>Games</strong> except that of the official sponsors as prescribed by the Organising Committee.<br />

Identification of the manufacturer (name and/or logo) of the equipment and or clothing may appear, if not<br />

marked conspicuously for advertising purposes in accordance with the <strong>South</strong> <strong>Pacific</strong> <strong>Games</strong> Charter Part IV<br />

Article XXXIV (B).<br />

Competition Venue<br />

Facilities at the venue<br />

• One Center Court marked in accordance with FIBA regulations<br />

• Toilets and locker rooms available in the venue. (Please note there are no athlete or technical official<br />

showers located at the competition venue.)<br />

• Referees rooms,<br />

• Kiosk, medical, media and results facilities<br />

• The tap water in Palau is considered safe for drinking. The LOC will provide bulk water containers for<br />

the filling of the drink bottles of the players. If these arrangements are not satisfactory to any team they<br />

are welcome to provide their own bottled water.<br />

• Spectator seating for approximately 1,500 people<br />

Athletes and officials will be the only people allowed to access the changeroom area. Athletes and offficials<br />

will have separate toilet amenities at the National Gym which will not be available to members of the public.<br />

Since there are only two change room areas available in the venue the following arrangements will be in<br />

place during the tournament.<br />

• At the access point to the change areas a sign will be displayed indicated which team can use each<br />

area.<br />

• At half time the two teams playing the game in progress, will have exclusive use of the<br />

changerooms.<br />

• At the beginning of the second half the two teams playing in the next timeslot wil have exclusive use<br />

of the changeroom but must vacate the changeroom before full-time in the game in progress.<br />

• Between full-time and half time in the next game, the two teams who have just played will have<br />

exclusive use of the changerooms, but must vacate them before the commencement of half-time<br />

in the game which follows theirs.<br />

• At no time should any team expect that they can leave personal belongings in the changerooms.<br />

All equipment must be taken by the teams when they leave the changerooms.<br />

Medical<br />

Competition Venue Medical Services<br />

An appropriate level of medical services will be provided at each competition venue for Athletes, Team and<br />

Technical Officials.<br />

Technical Officials Village<br />

Technical Officials will have access to medical services at each venue and at the Polyclinic at the Main<br />

<strong>Games</strong> Village.<br />

Doping Control<br />

Athletes are advised that random drug testing will be conducted for the duration of the <strong>Mini</strong> <strong>South</strong> <strong>Pacific</strong><br />

<strong>Games</strong>.<br />

It is the responsibility of the athlete to check the status of all medications and refrain from using prohibited<br />

substances.<br />

Any athlete that tests positive to a prohibited substance will be disqualified from the <strong>Mini</strong> <strong>South</strong> <strong>Pacific</strong><br />

<strong>Games</strong>.<br />

The Mixed Zone<br />

The Mixed Zone is an area immediately adjacent to the field of play. Athletes exiting the field of play will<br />

move through this area where they have the option of interacting with the media. Athletes and Team Officials<br />

are requested to co-operate with the media.<br />

Technical Officials Uniforms<br />

All technical officials will be provided with a <strong>Mini</strong> <strong>South</strong> <strong>Pacific</strong> <strong>Games</strong> uniform to be worn on each day of<br />

Basketball elects leaders for next four years.<br />

FIBA <strong>Oceania</strong>, the regional body of the International Basketball Federation held its four-yearly Congress in<br />

Koror, Palau during the rest day of competition at the <strong>2005</strong> <strong>Mini</strong> <strong>Games</strong>.<br />

As well as adopting the 2004 Annual Report and the Financial Statements for the previous financial year the<br />

organization elected the officers who will lead the sport for the next four years. Eleven of the 21 member<br />

federations of FIBA <strong>Oceania</strong> were in attendance at the Congress.<br />

Following a call for nominations earlier in the year, the number of nominations matched the number of<br />

positions to be filled.<br />

Wheadon is the first ever female President of the regional body although she has previously completed a<br />

term as a member of the Management Committee. Keldermans and Maddock are returning board<br />

(Management Committee) members from the 2001 to <strong>2005</strong> Management Committee. Michael White<br />

returns to the Management Committee having previously served from 1997 to 2001. Vautrin and Toebes<br />

join the Management Committee for the first time.<br />

Because of the differential timing of the FIBA <strong>Oceania</strong> elections and those of the World body, Wheadon will<br />

wear the title of President (elect) until the FIBA Congress in 2006 to be held during the Men’s World<br />

Championship in Japan. Serving FIBA <strong>Oceania</strong> President Bob Elphinston, will at that time relinquish that<br />

title and will become the FIBA President 2006 to 2010 – the first time an <strong>Oceania</strong> representative has filled<br />

that role.<br />

At the same time as Elphinston assumes the role of FIBA (World) President, Wheadon, as the new FIBA<br />

<strong>Oceania</strong> President will become a FIBA Vice-President. It is believed Wheadon will be FIBA’s first female<br />

Vice-President.<br />

Bob Pelkey from Guam and Culden Kamea from Fiji were also named as FIBA <strong>Oceania</strong> Vice-Presidents at<br />

the FIBA <strong>Oceania</strong> Congress. The organization will seek a Vice-President to represent the Polynesian Zone<br />

at the conclusion of the <strong>Mini</strong> <strong>Games</strong>.<br />

President Elphinston advised the Congress that, he will immediately commence negotiations with Secretary<br />

General Steve Smith to secure his services on behalf of FIBA <strong>Oceania</strong> until 2013.<br />

The newly elected Management Committee held a brief meeting following the Congress but plan to meet<br />

again during the 2006 Commonwealth <strong>Games</strong> March 2006 in Melbourne. Other meetings in the meantime<br />

will be conducted by electronic means.<br />

Fiji Basketball Administrator honoured for service to Basketball.<br />

At last weekend’s four yearly Congress of FIBA <strong>Oceania</strong>, Glynis Miller from Fiji was honoured for her<br />

services to basketball with the bestowing of the Patricia Ramsay Award. The Patricia Ramsay Award<br />

recognises outstanding service as a sports administrator in the region.<br />

Miller was nominated for the award by Basketball Fiji. Her nomination was considered by the FIBA <strong>Oceania</strong><br />

Management Committee and the recommendation that her services to basketball be recognised was<br />

unanimously adopted by Congress.<br />

The citation accompanying her nomination, detailed a long and varied involvement by Glynis Miller in<br />

basketball in Fiji, the <strong>Oceania</strong> region and on the world stage.<br />

Miller was involved as a Basketball Administrator for 18 years from 1986 until her resignation in December<br />

2004. During that time Glynis has been a player, referee, team manager and event manager both in Fiji and<br />

overseas. Her playing highlights included a silver medal at the 1979 <strong>South</strong> <strong>Pacific</strong> <strong>Games</strong> in Fiji and a<br />

Bronze medal when the games were played in PNG in 1991.<br />

Miller was a sports volunteer at the 2000 Olympic <strong>Games</strong> in Sydney and was competition manager for the<br />

<strong>Oceania</strong> Youth Tournament in Fiji in 1997, the <strong>Oceania</strong> Tournament in Fiji in 2001 and the basketball<br />

competition at the 2003 SPG’s.<br />

Miller was a member of the FIBA <strong>Oceania</strong> Management Committee from 1997 until December 2004 and<br />

from 1998 until 2002 was one of only 5 female member of the FIBA Central Board – the decision making<br />

body for the International Basketball Federation. Miller was the first woman from <strong>Oceania</strong> to fulfil that role.<br />

Miller continues an active role with sports administration in Fiji as a member of the Executive of the National<br />

Olympic Committee of Fiji (FASANOC).<br />

History of the Award:<br />

The Patricia Ramsay Award is named in honour of the wife of FIBA <strong>Oceania</strong> founder Al Ramsay who for<br />

many years herself was a volunteer sports administrator for the region.<br />

The award was first made in 1997 at the FIBA <strong>Oceania</strong> Congress in Pago Pago, American Samoa. It has<br />

since been awarded every two years either at the Congress or the Mid-Term Conference of FIBA <strong>Oceania</strong>.<br />

Inaugural recipient of the award was Lawrence Quan from the Solomon Islands. A full list of award<br />

3. A Jury of Appeal was established consisting of Frank Kyota (Chairman), Steve Smith<br />

(FIBA representative), Clark Graham (FSM), Kinijoji Sokosoko (Fiji), Bob Pelkey (Guam),<br />

Witon Barry (RMI), Robert Vautrin (New Caledonia) Giamsa Yagas (PNG), Randy<br />

Hatigeva (Solomon Islands).<br />

4. General Matters:<br />

i. The meeting discussed the changes to the FIBA Basketball rules which would<br />

operate for this tournament for the first time.<br />

ii. The competition system and pool selection were explained.<br />

iii. Attention was drawn to the special requirements on the first and 6 th day of<br />

competition because of the need to play extra games.<br />

iv. Venue, access, areas of movement, changeroom and game arrangements athlete<br />

seating, were explained.<br />

v. Teams were required to submit their final list of players, all of whom should have<br />

been previously approved as eligible to compete. The Technical Committee<br />

agreed to circulate to all teams the list of approved players from all teams. Teams<br />

were advised of the procedure to be adopted in the event of eligibility questions.<br />

vi. The communication system to be used with teams was explained.<br />

The meeting concluded at approximately 12.30 pm.<br />
