<strong>Offshore</strong> w<strong>in</strong>d power projects <strong>in</strong> <strong>the</strong> <strong>Great</strong> <strong>Lakes</strong>: Background and science considerations for fish and fish habitat<br />
There are a number <strong>of</strong> ways <strong>in</strong> which <strong>the</strong> precautionary pr<strong>in</strong>ciple can be applied to <strong>of</strong>fshore w<strong>in</strong>d<br />
developments <strong>in</strong> <strong>the</strong> <strong>Great</strong> <strong>Lakes</strong> (Box 3). While <strong>the</strong> onus <strong>of</strong> conduct<strong>in</strong>g environmental risk or<br />
impact assessments for specific projects will likely fall upon <strong>the</strong> developers <strong>the</strong>mselves,<br />
government or o<strong>the</strong>r regulatory agencies with<strong>in</strong> <strong>the</strong> <strong>Great</strong> <strong>Lakes</strong> could also consider <strong>in</strong>itiat<strong>in</strong>g<br />
broad-scale basel<strong>in</strong>e fish community monitor<strong>in</strong>g and habitat assessments <strong>in</strong> those areas<br />
determ<strong>in</strong>ed to be feasible for development from a w<strong>in</strong>d energy production po<strong>in</strong>t <strong>of</strong> view. In this<br />
way, areas hous<strong>in</strong>g sensitive habitat or species or that are o<strong>the</strong>rwise at a significant risk from<br />
development activities can be pre-emptively identified and designated for protection, <strong>the</strong>reby<br />
becom<strong>in</strong>g <strong>of</strong>f-limits for w<strong>in</strong>d power projects. At <strong>the</strong> same time, areas pos<strong>in</strong>g <strong>the</strong> least<br />
environmental risk or that are most suitable for w<strong>in</strong>d power developments can also be identified<br />
and pre-selected. This type <strong>of</strong> pre-emptive <strong>in</strong>ventory and analysis <strong>of</strong> habitats to identify<br />
avoidance areas is one <strong>of</strong> <strong>the</strong> key recommendations forwarded <strong>in</strong> a recent position statement by<br />
<strong>the</strong> <strong>Great</strong> <strong>Lakes</strong> Commission for jurisdictions respond<strong>in</strong>g to habitat alteration proposals<br />
<strong>in</strong>volv<strong>in</strong>g w<strong>in</strong>d power and o<strong>the</strong>r projects (Dempsey et al. 2006). Not only would such an<br />
<strong>in</strong>itiative help to ensure <strong>the</strong> protection <strong>of</strong> valuable <strong>Great</strong> <strong>Lakes</strong> resources, but it would also<br />
relieve <strong>in</strong>dividual developers <strong>of</strong> <strong>the</strong> expense and effort <strong>of</strong> conduct<strong>in</strong>g basel<strong>in</strong>e monitor<strong>in</strong>g<br />
surveys at high-risk sites that would ultimately have to be abandoned. This approach has been<br />
taken by o<strong>the</strong>r jurisdictions (<strong>in</strong>clud<strong>in</strong>g Germany, Sweden and <strong>the</strong> UK) to support <strong>of</strong>fshore w<strong>in</strong>d<br />
development, and <strong>the</strong>se examples can serve as a model for similar efforts <strong>in</strong> <strong>the</strong> <strong>Great</strong> <strong>Lakes</strong>.<br />
6.3 Examples from o<strong>the</strong>r jurisdictions<br />
There are a number <strong>of</strong> work<strong>in</strong>g models from o<strong>the</strong>r jurisdictions <strong>in</strong>volved <strong>in</strong> <strong>of</strong>fshore w<strong>in</strong>d power<br />
production where <strong>the</strong> guid<strong>in</strong>g pr<strong>in</strong>ciples <strong>of</strong> adaptive management and <strong>the</strong> precautionary approach<br />
have been <strong>in</strong>corporated <strong>in</strong>to national strategies to promote <strong>the</strong> facilitation <strong>of</strong> <strong>of</strong>fshore w<strong>in</strong>d<br />
developments. Here we highlight some <strong>of</strong> <strong>the</strong> unique aspects and experiences <strong>of</strong> several<br />
countries where a susta<strong>in</strong>able approach to <strong>the</strong> implementation <strong>of</strong> <strong>of</strong>fshore w<strong>in</strong>d has been taken.<br />
With a focus on ecological research to <strong>in</strong>form environmental risk assessments and best<br />
management practices, <strong>the</strong>se examples can provide useful guidance for w<strong>in</strong>d power projects <strong>in</strong><br />
<strong>the</strong> <strong>Great</strong> <strong>Lakes</strong>.<br />
