the basis for product reporting.
IMPACT: The loss of this document constitutues a
negligible compromise as it reveals little that already has
not been pcblished in open source documents. The TECHINS is
primarily an administrative and editorial guide and does not
indicate the extent of our interest or reveal any successes.
