I. Welcome - Mr. Miguel Moreno & Dr. José Espinoza<br />
Mr. Moreno called the meeting to order and introduced Dr. Espinoza. Dr. Espinoza spoke to members<br />
about the annual James Butler Games, praising the event and its festivities. He then spoke about the<br />
review initiated by SISD trustees in response to student data manipulation alleged at other school<br />
districts. He stressed that the review is about reassuring the community about SISD's commitment to<br />
transparency. In regards to safety, Dr. Espinoza stated that more security measures are being<br />
implemented to ensure safe environments at campuses. He spoke about the multi-level climate survey<br />
and how Assistant Superintendents and campus administrators held discussions about the results.<br />
Campus administrators were surveyed about DSC departments, while teachers were surveyed about<br />
their own campus administrators. Dr. Espinoza shared with members that confidentiality was of utmost<br />
importance. In response to a question about whether survey responses would result in changes for next<br />
year, Dr. Espinoza stated that self-reflection was the main goal and that district and campus<br />
administrators were to use the data to improve things overall. He added that campus administrators<br />
were encouraged to share their results with their faculties in a confidential and professional manner.
II. Approval of February <strong>EPAC</strong> <strong>Meeting</strong> <strong>Minutes</strong> - Mr. Miguel Moreno<br />
Mr. Moreno asked members to approve the minutes for the February 21st <strong>EPAC</strong> meeting. Ms. Tina<br />
White from El Dorado High School made a motion to approve the minutes, which was seconded by<br />
Mr. David Gutierrez from Desert Wind School. The motion to approve was voted upon by members<br />
and passed, unopposed, 34-0.<br />
III. Staffing Patterns - Ms. Joyce Zarowski<br />
Ms. Zarowski presented a staffing overview via a PowerPoint presentation to the members. She stated<br />
that Administrative Regulation EEB and the Department of Human Resources use formulas to properly<br />
allocate personnel to campuses. She shared the District's transfer process and teacher reassignments. In<br />
response to a question about how principals at new campuses choose their personnel, Ms. Zarowski<br />
stated that a Human Resources process is followed. Résumés are submitted and individuals are<br />
interviewed. One member asked if there was a limit to the number of teachers that a principal, who is<br />
opening a new campus, can choose from his/her old campus. Ms. Zarowski responded that principals in<br />
this situation are allowed to choose one teacher from each grade level. She closed by stating that<br />
communication, consideration, and planning are involved in the entire process.<br />
IV. SISD Technology Update - Mr. Hector Reyna<br />
Mr. Reyna introduced two of his Technology Services team members, Oscar Dominguez and David<br />
Akers. He then introduced presenters who demonstrated the use of the Mimio, an electronic, interactive<br />
classroom tool. <strong>EPAC</strong> members asked questions and were shown how the tool works.<br />
V. 2013-2014 DIP/CIP Timeline – Dr. Maria G. Arias<br />
Dr. Arias reviewed the DIP/CIP timeline, and encouraged members to be part of the summative<br />
evaluation process at campuses. She explained how the School Improvement Team (SIT) should work<br />
on the summative evaluation template. She closed by emphasizing that the process should include the<br />
expertise of all SIT team members and that no single individual should complete the document in<br />
isolation.<br />
VI. For the Good of the Order & Closing – Mr. Miguel Moreno<br />
Mr. Moreno asked if there were any questions, comments, or concerns from <strong>EPAC</strong> members. He went<br />
over the dates of the upcoming <strong>EPAC</strong> meetings, thanked members for attending, and closed the meeting<br />
at 6:01 p.m.
