Message from the President<br />
I am particularly proud to present you a new version of the <strong>TCI</strong> <strong>Member</strong> <strong>Directory</strong>. This<br />
dynamic document presents the core group of members of a wider community of 3,000 cluster<br />
practitioners from over 100 countries and is designed as a more detailed guide to the people<br />
and organizations that make up our membership base and its rich variety of backgrounds,<br />
experiences, geography, etc.<br />
The directory presents a picture of a network that has evolved in the last 13 years, since the<br />
establishment of <strong>TCI</strong> in 1998, and has continued to grow with a marked positive tendency<br />
towards a consolidation of the number of members; in particular the number of organizational members increased more<br />
than one third in the last two years. The increase in the membership base has been particularly significant as it provides<br />
sustainability to <strong>TCI</strong> and enriches the network with experience and knowledge. This directory is therefore a recognition of<br />
the core group of members, that make part of the <strong>TCI</strong> <strong>Network</strong> and who drive the organization’s activity.<br />
We hope you also benefit from the use of the directory as a tool to strengthen linkages among members and to facilitate<br />
the exchange of best practices and knowledge on competitiveness and cluster reinforcement initiatives. Being a network<br />
open to every practitioner working worldwide in the field, we would be glad if the directory is seen as a stimulus for other<br />
organizations to join <strong>TCI</strong>.<br />

<strong>Member</strong>ship in <strong>2011</strong>: Expanding the network and consolidating<br />
the capacity<br />
Despite the difficult global economic environment and the constraints on budgets, the <strong>TCI</strong> community has shown a consistent<br />
growth over the last 4 years and more than 3,000 competitiveness practitioners, double than in 2008, make up the <strong>TCI</strong><br />
community today. We attribute this growth to a host of activities that include our consolidated Annual Global Conference<br />
(we are holding our 14 th Annual Conference in Auckland, November <strong>2011</strong>), and the addition of increased and diversified<br />
conference offerings, including regional and thematic conferences and specific workshops, where practitioners can share and<br />
analyse problems with peers and get prepared to tackle new challenges in their daily work.<br />
But it is the ongoing increase in organizational membership, where we added on average 10 new supporting organizations in<br />
each of the last 4 years, what makes us particularly happy as this bodes well for the long-term health of the organization in<br />
terms of financial sustainability but also with their expertise and advanced capabilities. 52 leading organizations, government<br />
departments, development agencies, consultancy firms and academic institutions from Europe, North and Latin America, Asia,<br />
Oceania and Africa, have believed in the great potential of the <strong>TCI</strong> <strong>Network</strong> to make true progress in the practice of cluster<br />
development, regional competitiveness and innovation, and have decided to support <strong>TCI</strong> as organizational members in <strong>2011</strong>.<br />

While our core members come from Europe, the increase in members in other geographical areas like Latin America, Africa<br />
or Oceania are even stronger and reaffirm the global nature of <strong>TCI</strong>, one of the most important assets of our organization.<br />
Again, we attribute this membership growth to a re-shaped strategic direction, an improved communication with members<br />
and a renewed emphasis on a participatory organizational culture, which has always been a characteristic of <strong>TCI</strong>, but mainly to<br />
the fact that members perceive <strong>TCI</strong> as an active partner from which they can get value for their organizations. It is our explicit<br />
aim to seek new ways of involving members in our activities and decision making, and finding ways to collaborate in generating<br />
outstanding value for and together with our members.<br />
The positive results we are showing today are a reality thanks to many people and their organizations who have believed and<br />
continue to support this private non-for-profit organization. To mention only a few, our particular thanks go to the State of<br />

Inspired by <strong>TCI</strong> cooperation, in Central Finland different<br />
stakeholders have built up the region of interaction, knowledge<br />
and entrepreneurship. We call it a Learning Region, a platform<br />
to cultivate the different natural, human, social and<br />
financial capitals – to create innovations, clusters<br />
and to empower competitiveness.<br />

13th <strong>TCI</strong> Annual Global Conference 2010, Delhi, India<br />
A breakout group of 30 participants met in the conference’s ‘village’, an open air, think-big space<br />
under the welcoming shade of a large tree. With the deliberate absence of PowerP oints and set speeches,<br />
small teams interacted and identified good practices or bad practices in cluster development. Two thirds of the<br />
groups self-elected to focus on bad practices! These deliberations were followed by a plenary discussion, with<br />
participants circulating in the open spaces between the flip charts.<br />
Voted by participants as the best session in Delhi, facilitators were awarded with free <strong>TCI</strong><br />
membership for <strong>2011</strong>.<br />

This newly launched group aims at linking the community of competitiveness and cluster<br />
practitioners in the Caspian region, including Russia, Kazakhstan, Azerbaijan, Iran and Turkmenistan. Raising awareness of<br />
the potential of the region for the <strong>TCI</strong> <strong>Network</strong> is a second objective.<br />

The <strong>TCI</strong> German Contact Point brings together the<br />
German-speaking community in <strong>TCI</strong> from Germany, Austria and Switzerland. Regional<br />
conferences and workshops, and a special interest group on internationalisation of clusters<br />
have been set up around the German Contact Point.<br />

RedLAC – <strong>TCI</strong> Latin American Cluster <strong>Network</strong><br />

The RedLAC promotes an ongoing dialogue and effective exchange of tools and experiences among practitioners and their<br />
institutions towards economic development in Latin America. It consists of more than 500 members, mostly representatives of cluster<br />
organizations, entrepreneurs and consultants. Colombia, Mexico and Chile are the most active countries. The CLACs, <strong>TCI</strong> Latin American<br />
Cluster Conferences, are the annual meeting points of the RedLAC.<br />
Alonso Ramos Vaca: “RedLAC got started at the 3CLAC held in Chihuahua, México in 2008. This regional initiative brings together<br />
the sense of collaboration, common objectives and benefits for all its members through multiple tools”.<br />
Jaime Echeverri: “Latin American cluster practitioners join this community convinced of its great potential to<br />
promote associative culture. RedLAC encourages the creation of scenarios and programs to transfer<br />
knowledge and best practices on clusters and also tries to facilitate business networks<br />

PACF - Pan African Competitiveness Forum<br />
<strong>TCI</strong> collaborates with this initiative with similar objectives for<br />
Africa as those of <strong>TCI</strong> globally. The PACF is a continent-wide competence and action centre<br />
for innovation and cluster based competitiveness initiatives for national and regional economic<br />
development in Africa.<br />

Innovation Systems & Cluster Programme - Uganda (ISCP-U) aims to stimulate and facilitate the development<br />
of innovation systems and innovative clusters in Uganda. The objectives of the programme are to facilitate and<br />
enhance innovativeness among firms by infusion of knowledge from the Academia; to facilitate the enhancement<br />
of competition and cooperation among firms within clusters, public institutions and other stakeholders by creating<br />
collaborative Cluster Action Teams (platforms) to solve specific tasks; and to nurture a competitive mindset amongst<br />
the cluster members through sensitization and training. The ISCP-U constitutes the Uganda National Chapter, part<br />

respective research areas. These networks characteristically stand out for their high level of activity and<br />
cooperation. They share commonly formulated goals, are regionally anchored, and excel both in minimizing<br />
distance to markets and industry, and in their dynamics and flexibility.<br />

The National Competitiveness Council of the Dominican Republic (CNC) is a public institution with a mixed<br />
(private-public) board presided by the president of the country, which leads and coordinates national public<br />
policy on competitiveness and clusters. CNC promotes clusters in tourism, agro industry and other industrial<br />
sectors (such as construction, furniture, etc.), and also works towards improving the business climate in the<br />
Dominican Republic to enhance competitiveness (through institutional and legal reforms, public-private<br />
partnerships, and other).<br />

<strong>TCI</strong> <strong>Network</strong>, the global practitioners network for competitiveness, clusters and innovation is<br />
an international professional association for economic development through a cluster<br />
approach. <strong>TCI</strong> is a non-profit, non-governmental organization, open to economic<br />
development practitioners working in the field of clusters and with expertise in<br />
competitiveness support and innovation programs. Founded in 1998, it is based in<br />
Barcelona, Spain.<br />
<strong>TCI</strong> mission is to promote the cluster concept, improve methodologies and raise<br />
professional standards in the field, with the objective of improving living standards and<br />
local competitiveness of regions throughout the world.<br />
The <strong>TCI</strong> conferences bring together experts in the field and provide opportunities<br />
for networking and exchange of best practices around clusters and economic<br />
