2 Foundation & Alumni News Spring 2012
MESSAGE FROM THE PRESIDENT
Your Army War College Foundation remains fully engaged
with supporting the College. The activities showcased in this
magazine are a clear indication of the vibrancy of our organization,
highlighting but a fraction of the many programs we support. The
continued generosity of our alumni, friends, and supporters makes
this outstanding support possible.
You all should have received a recent mailing
about a new Foundation program …The
Tribute Program…a great way to honor or to
remember a special person or organization.
Thanks to all of you for helping the Foundation assist with the College’s s
Elihu
Margin of Excellence. Please let us know if the Tribute Program brochure re
inadvertently did not show up in your mail.
We are all very proud of the graduates pictured on the front cover of this magazine. Congratulations
to General Hurley, LTG Graziano and MG Keating on their recent induction into the IF Hall
of Fame. Our International Fellows continue
to provide remarkable leadership in their
nations’ militaries. On the cover of our last
issue you saw GEN Ray Odierno, USAWC
’95, being sworn in as the new CSA. We are
so pleased that he is joined by another superb
leader, GEN Lloyd Austin, USAWC ’97,
as the VCSA. This marks the fi rst time in
many years that the serving CSA and VCSA
are both USAWC alums. And, of course, we
congratulate our Outstanding Alums!
Our graduates also serve with distinction in America’s corporate sector as indicated on page
16 of this newsletter. Thanks to LTG (Ret) Dave Heebner for the excellent presentation he
gave to kick off Industry Day. The Class of 2012 received invaluable insights from many of
our grads who returned to take part in Industry Day 2012.
Our volunteer Board of Trustees traveled at their own expense to San Antonio for the annual
Spring Trustee Meeting. We were able to meet with nearly 100 grads and spouses for an
Alumni Dinner and receive a super update about the College from COL Bobby Towery,
Deputy Commandant. We were also able to visit several of the Army’s organizations stationed
at Ft. Sam Houston, including Army North, Army South, Medical Education and Training
Campus, Army Medical Department Museum, San Antonio Military Medical Center, Center
for the Intrepid, and Fisher House. The Trustees observed training and had lunch with young
people being trained as Combat Medics. We were invigorated by these young servicemen and
women who are enthusiastic about defending the nation in such important fi elds.
With the uncertainty of future budgets, the College will face many important decisions. You
can read on page 3 the fi rst actions being taken by the College to continue to produce future
strategic leaders in this age of austerity. While many of us may have ideas on how best to
“peel the onion,” now more than ever the College needs your support through the Foundation.
We know we can continue to count on you as the College moves forward.
Thanks to the College Public Affairs Offi ce and the Photo Lab for their continued support
through courtesy photos and stories. They help us keep you informed.
ARMY WAR COLLEGE FOUNDATION
Soon S I will complete
two t years as your 48th
commandant and my
family and I will move
on with the same mix of
pride and anticipation that
every war college student
must feel at graduation.
When congratulating
the resident Class of
2012 at their graduation,
we will acknowledge,
celebrate and respect their
achievements, and know
that they look to the future with confi dence. They have received an
extraordinary gift from their nation, and those who have embraced
the opportunity found intellectual challenge, confronted alternative
perspectives about what they thought they knew, and developed
relationships that have deepened and strengthened them as leaders.
Graduates are our credentials, and each of them will be better prepared
for wise and effective decision-making in a volatile, uncertain, complex,
ambiguous, and rapidly changing future security environment.
The Army War
College itself
is completing a
similar journey of
discovery, growth,
and transformation.
We looked back to
identify the critical
functions that
created the enduring
USAWC reputation
as a national resource
for strategic leaders
and strategic thought. We also looked forward to respond to the
fi scal environment, plan for a new Defense Strategy, and recognize
our opportunity and responsibility to contribute expertise to the Army
and the nation, unencumbered by legacy structures and processes. As
strategic leaders, we must strive to ensure the organizations we lead
remain adaptive and agile in responding to our mission. Therefore,
we’ve asked some fundamental questions: How would we design the
Army War College to educate and create strategic leaders and readiness
at best value if we were starting today? How would we organize
expertise in strategic leader development, experiential education
design, concepts and doctrine for strategic landpower, and strategic
study and publication?
We set the stage for this adaptation two years ago. At that time, I
asked the college and our associated institutions to apply the ‘wholeof-government’
concept in order to unleash the power of a whole-of-
USAWC commitment to education and study at the strategic level.
By leveraging organizational design and a thorough, deliberative
process, we came to several key conclusions. We concluded that our
current structure and the way we conceive of ourselves often impedes
us from operating as a whole-of-USAWC. Our institutional structure
often limited our effectiveness which equated to real limitations in
meeting our obligations to prospective and serving strategic leaders.
USAWC Commandants Update
We recognized the need to adapt our organization to be an Army War
College that is best postured to support and advance the Army Learning
Model and Army 2020. Ultimately, we must be accountable to our
nation and Army by maximizing our effectiveness and effi ciency. We
have concluded that a transformed Army War College will help unleash
and drive forward our potential and value to our nation and our partner
nations in the international security community.
This time of transition is exciting and necessary. When Secretary of
War Elihu Root established the Army War College, he created the very
institution that would be an engine of transformation by developing
and educating our strategic leaders. His words ring as true today as in
1901 at the founding of the Army War College when he said:
“Membership in the War College will mean honor and opportunity.
In its confi dential archives will be garnered the results of the
best thought of the army, and in the continuous existence of the
institution . . . will be found continuity of knowledge, of thought,
and of military policy always available for practical uses.”
Recent decades have added new institutes and capabilities to the Army
War College, each adding to the expertise and strategic reach across
the U.S. military, national security community, and international
community. We have the opportunity and the mandate now to
reorganize our critical functions into a wisely adapted, more agile
organization to ensure that continuity of knowledge and thought by
deliberately executing the concept for USAWC 2020.
Our confi dence in reshaping the
institution is inspired in large part by our
Dean of Academic Affairs. The wisdom
and value of thoughtful change has
been proven time and again under Dr.
Bill Johnsen’s leadership of the college.
Dr. Johnsen will close this chapter in
his career, after almost a decade as the
college’s leader, to leverage a wellearned
sabbatical to write a book, then
Johnsen
return to the Army War College in a new role to help develop develop, inspire
and serve strategic leaders.
During Dean Johnsen’s tenure, thousands of USAWC grads have
benefi ted from his wise, strong leadership. In addition to continuously
adapting the curriculum, Bill has led many signifi cant positive changes,
to include: regional academic accreditation to grant the Master’s
of Strategic Studies; certifi cation as a Joint Professional Military
Education-Level II program; a doubling of the size of the International
Fellows student body in the resident class; and the establishment of
“JIIM seminars” that refl ect the joint, interagency, intergovernmental
and multinational environment in which our graduates work.
Betros
As A I look back in admiration on Dr. Johnsen’s
contributions, c
I look forward in anticipation
to t the contributions of the next dean of the
Army A War College, Dr. Lance Betros. He will
transition t this summer from his current position
as a Professor and Head of the Department of
History H at the U.S. Military Academy, retiring
at a the rank of Brigadier General. Dr. Betros
Tony will embrace this incredible opportunity to guide strategic leader
in the lives of our leaders, and for our Army, Joint Force and Nation.
We teach that strategic leaders are masters of adapting organizational
culture, of critical thinking, collaborative problem-solving and courageous
decision-making. I trust that by applying those tenets of change leadership,
we have triggered a wise path to a bright future. President Kennedy
reminded us that “… time and the world do not stand still. Change is the
law of life. And those who look only to the past or present are certain to
miss the future.”
I look to the future with confi dence in this vibrant and vital institution.
By developing and inspiring wise strategic leaders, we are advancing
the vision of our founding father Elihu Root “not to promote war, but
to preserve peace…”
ALUMNI
Outstanding Alums Honored on USAWCs 110th Birthday
GEN (Ret) Glenn K. Otis, LTG (Ret) Arthur J. Gregg, LTG (Ret)
Theodore G. “Ted” Stroup, Jr. and MG (Ret) Edward B. “Ted”
Atkeson were honored on December 12, 2011 for continued service
following their retirements from military service. The Outstanding
Alumni awards highlighted the student celebration of the Army
War College’s 110th birthday. The Army War College Foundation
sponsored the awards and the Bliss Hall event.
“These leaders embody the fundamental purpose of the Army War College
– to apply strategic leadership in service to the nation,” said MG Gregg
Martin, Commandant. He added, “These four outstanding alumni stand
out as exemplars of our values – strategic leaders for life. These four
leaders took the lessons of the Army War College to the next level. After
serving a full, distinguished career in formal military service, each wrote
an entire post-War College and post-uniform chapter of service. They
represent the best of us. They embody the strategic leader attributes we
teach – vision, leadership, and selfl ess service to the nation.”
Each of the honored graduates found in military retirement the
opportunity to apply leadership to their passion, and each refl ected on
the tremendous professional and personal growth they achieved as a
result of their Army War College education.
“When I retired, there were a
number of community-based
organizations and some national
organizations that were doing
great work for Americans and
it was my great pleasure to join
them,” said LTG (Ret) Gregg,
Class of 1968. “Over time,
you become very passionate in
their mission,” he said about
his service with organizations
dedicated to education, youth,
and opportunity.
“It pays to be able to participate
where you can achieve honesty,”
said GEN (Ret) Otis, Class of
1970. “When one comes to the
War College, your view is quite
narrow. The breadth and depth
of subject matter here is just
tremendous. It teaches you to use
that knowledge for the future.”
Retired 1981
“You have to fi nd an organization
or activity that you enjoy and that
you can relate to. In my case it
was easy. It was to stay connected
to the Army and continue to serve
Soldiers and families,” said LTG
(Ret) Stroup, Class of 1981.
LTG (Ret) Th eodore G. Stroup, Jr.,
Class of 1981, Retired 1996
“There are a lot of things that
needed commentary and I’m a
writer,” said MG (Ret) Atkeson,
Class of 1969. “The experience
and tone you get here gives you
a fl exibility of mind that you can
consider other problems that
not every one may recognize.
Leadership at the strategic level
calls for more demands on the
academic side of thought. It’s
no longer just, ‘what should we
be doing?’ and ‘how can we get
MG (Ret) Edward B. Atkeson,
Class of 1969, Retired 1984
that done?’ It’s, ’what potential force do we need to back up our position
and make sure people understand why we are doing it’?”
Hello Distance Education (formerly Corresponding Studies) alumni
and friends!
We continue to expand our orientation program for incoming
students. Many of you wrote in your surveys over the years that an
orientation prior to starting the DDE program would be very helpful.
Our successful “pilot” a few years ago convinced us to expand the
voluntary, on-site orientation program to two weekends each Spring.
The program is appreciated by the Class of 2014 students who attended
this past month. If you know future DDE students who are unaware of
this, please have them contact us.
COL Rick Pacious, DDE ‘11 Class Treasurer, presented Ms. Lorie
Southerland, Ft. Bragg Fisher House, a check for $3,922.53 in November
2011. Th e approved class donation was the remaining balance of the DDE
2011 class account. Fisher House is a unique private-public partnership that
provides “comfort homes,” built on the grounds of major military and VA
medical centers, enabling family members to be close to a loved one during
hospitalization. Families must often travel great distances and incur many
expenses during these extremely stressful periods.
Summer is a busy time for the department with the incoming class and
summer resident courses. Unfortunately, this also signals the time to
say goodbye to some of our faculty and staff. Earlier this year, COL
Dave Collins DDE ’05, course author for Theater Strategy, left for
a new assignment in the G-6 at the National Guard Bureau. COL
Roy Hall DDE ‘08, who directed the Campaigning course, leaves
Carlisle to enjoy retirement. COL Dean Stodter RES ‘05, in charge
of the Regional Issues and Interests course, also retired. COL Mike
Moyer DDE ‘06, who ran the Strategic Leadership course, completes
his retiree recall. CDR Kamran Dil, course author for the Second
Resident Course, will move later this summer to Marine Corps War
College as a faculty instructor. As you can see, the department will
have several key positions to staff in the coming year.
Those of you wanting to continue your education will be interested to
know that the USAWC will release its Life Long Learning program to
the public in the coming months. One of the courses available to all is
our Effective Writing Seminar. Over the years, our faculty has seen the
erosion of writing capabilities in our students. To combat this problem,
DDE created a program to help students become better writers before
taking their fi rst academic course. We wanted to offer the course to
all in the hope that prospective students, distance or resident program,
Mrs. Bev Cordrey (left), widow of COL Ted D. Cordrey, Chairman, DDE and
RES ’89 grad, visited USAWC in March 2012 on what would have been Ted’s 65th
birthday. With her was Ted’s sister, Ms. Connie Cummings, standing in front of the
DDE Conference Room named for COL Cordrey. COL Cordrey suff ered a fatal
heart attack in 1996 while he was Chairman of the Department of Corresponding
Studies (now Distance Education).
could benefi t from such an opportunity. We will eventually make all of
our course directives available online.
This is a challenging time for the Army. Many of our students are
mobilized in Afghanistan or other locales and they continue their studies
in an uncertain strategic environment. Budgets are under review.
Our leaders scrutinize organizations and missions for relevancy and
economies of scale. We believe the Distance Education Program has
always provided a great educational value to the Army and with your
support and help, we will continue to do so well into the future.
If you have any questions or need help, do not hesitate to contact me
at clayton.chun@us.army.mil or call me at (717) 245-3121 anytime.
Dr. Clay Chun, Chairman,
Department of Distance Education
Brigadier General Meelis Kiili, IF Estonia, DDE ’11, visited USAWC in March
with the Baltic Defense College Delegation. He is one of the exceptional International
Fellows who has graduated from the Distance Education program and is very proud
of that, as we are of him. He visited with the Commandant during the visit.
CSL Center for Strategic Leadership (CSL)
MG Martin welcomes Ms. Flournoy by VTC to SLS 12-1,
DoD Perspectives on 2012 Strategic Guidance.
Senior Leader Seminar (SLS) 12-1
incorporated lessons learned from the
conduct of the SLS Pilot Course last
August, refi ned guidance from GEN Robert
Cone, CG, TRADOC, and added some
new direction recently issued by GEN Ray
Odierno, the 38th CSA. CSL executed this
seminar at a new venue, the OPM Eastern
Management Development Center (EMDC),
Shepherdstown, West Virginia from January
8 – 13, 2012.
A total of 89 Army leaders attended
the course – 70 colonels (58 ACC, 6
USAR and 6 ARNG) and 19 DA civilians
(GS15). These selected leaders were either
recently assigned to or designated for
assignment to key positions as advisors or
staff offi cers for general offi cers or senior
civilian leaders. The primary objective of
the SLS program is to help achieve Army
Leader Development Strategy Imperative
8, “Prepare select leaders for service at the
National level.” SLS provides a broadening
educational experience for these leaders,
giving an opportunity for a two-way
exchange, and promoting understanding
and accomplishment of the Army’s strategic
messages, goals and objectives.
10 Foundation & Alumni News Spring 2012
SLS also provides an opportunity
for participants to raise issues and
concerns to TRADOC and Army
leadership from their perspective,
while providing a venue to network
and establish, or expand relationships
with one another.
SLS employs an adult education
model to achieve its goals and
learning objectives. The program
includes presentations by senior
leaders and noted subject matter
experts (practitioners, academics
and commentators) with question and
answer periods. Following these sessions,
members of the USAWC Staff and Faculty
facilitate small group (13 -16 participants)
discussions to enhance and expand upon the
material. Optional supplementary material
is offered during noon time lectures.
Daily, the SLS Senior Facilitator, LTG (Ret)
Dave Barno, RES ’95, provided preparatory
guidance and direction to pique interest
and engage critical thinking about the day’s
program. He also provided observations and
insights, based on his senior leader experience,
leavening the previous day’s discourse across
small groups. The Senior Facilitator also
assists in facilitating immediate and long term
modifi cation of the program to achieve its
goals and objectives.
The response to SLS
12-1 by participants
was overwhelmingly
positive, surpassing
the accomplishments
of the SLS Pilot
by a wide margin.
Almost 81% of course
LTG (Ret) Dave Barno, RES ’95 and SLS 12-1 Senior Facilitator, emphasizes a critical
point about transitioning into the future.
Offi ce of Personal Management, Eastern
Management Development Center (EMDC)
GEN Cone spoke with COL Lew Irwin at a break
following his presentation about Senior Leader
Development.
participants responded to the broad-based
course survey. Respondents “strongly agreed”
that the SLS program should continue.
GEN Cone approved recommendations by the
USAWC to execute two SLS courses in FY12.
CSL expects to conduct SLS 12-2 the week of
Books by Grads and Faculty
My Mystery in Spain by CDR (Ret) Laurens
Dorsey, RES ’66. This autobiography
celebrates the rich genealogy of Dorsey’s
family and his own colorful military career.
Beginning with his graduation from the U.S.
Naval Academy in 1948, Dorsey describes a
life of duty and special experiences. Spain was
among his notable travel locations as he served
on 12 Navy ships, across seven seas and two
great oceans. He proudly describes lecturing
at the Naval War College, Army War College,
Industrial College of the Armed Forces, and the
Joint Staff and serving with Seals in Vietnam.
Self-published with Troy Book Makers.
The New Legions: American Strategy
and the Responsibility of Power by MG
(Ret) Edward B. Atkeson, RES ’69. In
an era of extensive foreign commitments
and seemingly perpetual irregular warfare,
America’s traditional national security model
no longer works. Our forces are exhausted,
our small wars stalemated, and our defense
budget under inexorable downward pressure.
Atkeson reviews the political and military
strategies that brought us to this point and
proposes an innovative solution: shifting the
military burden from U.S. soldiers and Marines
to friendly indigenous fi ghters recruited,
trained, and equipped for operation in their
native environments. Looking back through
history, Atkeson fi nds ample precedent for the
effectiveness of similar legions of fi ghters.
George Washington’s Military Genius by
LTG (Ret) Dave R. Palmer, RES ’73. While
George Washington’s military successes are
legend, many historians believe that his prowess
was a result of luck and dumb persistence—lacking
in strategic vision or tactical
brilliance. Which view holds the most truth?
In this book, Palmer produces an astute assessment
of Washington’s performance in the
fi eld. Beginning with an initial chapter that
details the basic components of strategy as
they were perceived by 18th-century Americans,
the author breaks down the American
Revolution into four phases and analyzes
Washington’s strategy during each. “The British
did not have to lose; the patriots did not
have to triumph,” Palmer writes as he con-
14 Foundation & Alumni News Spring 2012
vincingly makes the case that Washington’s
continuously changing military tactics were
deliberate, strategic responses to the various
phases of the war and not the result of his
lacking a plan of action. Palmer addresses
what guided Washington’s boldness in the
fi rst year of the war; how Washington held
his army together and built it up—with little
or no money and, in the beginning, no allies;
how Washington used European professionals
to train his soldiers—and capitalized on the
results; Washington’s keen appreciation for
French naval power; and the secret of Washington’s
unparalleled moral leadership, without
which the war might not have been won.
Of Duty Well and Faithfully Done: A
History of the Regular Army in the Civil
War by LTC (Ret) Clayton Newell, DCS
’87, and Charles R. Shrader. On the eve of
the Civil War, the Regular Army of the U.S.
was small, dispersed, untrained for largescale
operations, and woefully unprepared
to suppress the rebellion of the secessionist
states. Although it expanded signifi cantly
during the war, reaching nearly 67,000 men,
it was necessary to form an enormous army
of state volunteers that overshadowed the
Regulars and bore most of the combat burden.
Nevertheless, the Regular Army played
several critically important roles, notably
providing leaders and exemplars for the
Volunteers and managing the administration
and logistics of the entire Union Army. In this
fi rst comprehensive study of the Regular Army
in the Civil War, the authors focus primarily
on the organizational history of the Regular
Army and how it changed during the war,
to emerge as a reorganized and permanently
expanded force. ISBN-13: 9780803219106.
Between War and Peace: How America
Ends its Wars, essays by a collection of
authors/historians, including Dr. Andrew J.
Bacevich, SSCF ’88, Dr. Conrad Crane,
DCS ’95 & FAC, and Brian McAllister
Linn, former FAC. Not all wars end
decisively. Indeed, the endings of most wars
are messy, complicated, inconclusive, and
deeply intriguing. As the U.S. attempts to
extricate itself from two long and costly wars
in Iraq and Afghanistan, nothing could be
more relevant than a look back at the ways
America has ended its major confl icts in the
past. Edited and with an introduction by
COL Matthew Moten, a professor of history
at West Point, the book explores the endings
of 14 American wars, from the Revolution
to the fi rst Gulf War. With incisive insight,
narrative fl ourish, and strategic detail, some
of America’s leading historians examine the
progress of America’s wars: their initial aims—
often quite different from their ends—their
predominant strategies, their fi nal campaigns,
the painful journeys out of war, and the
ramifi cations of the wars’ ends for the nation’s
future. This book confronts one of the most
pressing issues of our time: how do we end
confl ict and how do we deal with the country
we are leaving behind? Taken together, these
essays break new historical and theoretical
ground, building on our current understanding
of America’s history in ways that few studies
have done before. A formidable enterprise
of historical collaboration, this offers a
penetrating look at the past in hopes of
illuminating future debates that will determine
the nation’s course between war and peace.
Leadership in my Rearview Mirror:
Refl ections from Vietnam, West Point, and
IBM by COL (Ret) Johnston L. Beach,
RES ’92. With wit and wisdom, this book
shares insights of a man who rose from being
a reluctant draftee sent to fi ght in Vietnam
to later becoming a colonel and an architect
of the Department of Behavioral Sciences
at West Point, and who currently works to
develop IBM’s senior leaders. This book
does not describe the view from the heights
of leadership; rather, it identifi es the attributes
and behaviors needed to make the climb and
explains how to develop them in ourselves
and in others. It emphasizes creation of
organizational climates with 360 degrees
of trust and deep engagement; explains the
importance of intrinsic motivation; explores
principle-based leadership; introduces The
5 Trust Vital Signs; promotes collective
leadership; and concludes with a statement
of concise tenets of the author’s leadership
philosophy. ISBN-13: 9781583473535.

News from a recent IF Class President. COL Wilfred (Wilf) Rietdijk, IF Netherlands, RES ’11, shared some
wonderful news with us after a recent seminar for Dutch senior officers. With assistance from two of our
USAWC faculty members, COL (Ret) Bob Coon, RES ’92, and COL Mike McMahon, RES ’01, both from DMSPO,
the U.S. Army Design Methodology (ADM) was introduced to a group of 80 colonels and brigadier generals from
the Royal NLD Army. Observers from the Royal NLD Navy and the NLD Defence Intelligence and Security Service
also participated in the seminar. By introducing this, the Commander of the NLD Army, LGen Mart de Kruif, RES
’03, wanted to stimulate strategic and critical thinking. MGen Marc van Uhm, RES ’01, opened the seminar and
explained the aims of the three-day seminar and stressed the need for a methodology like the ADM in the
current and future challenging environments.
COL Wilf Rietdijk, IF Netherlands, RES ’11, put COL (Ret) Bob Coon, RES ’92, and COL Mike McMahon, RES ’01, to work using
their faculty skills from DMSPO to help introduce the Army Design Metholodgy to the defense forces of the Netherlands. The
senior observer for the exercise, MGen Harm deJonge, is between Bob and Mike in the right photo.

Next year’s Alumni Member Scholarship Program. The 2013 Scholarship Program requirements will be posted
on January 7, 2013 on our website (www.usawc.org). The application deadline will be March 8, 2013. If you are
a life member and you have a son or daughter who is a high school senior or a freshman, sophomore, or junior
undergraduate in college (and who has not received one of our scholarships previously), he or she may compete.
We will award a total of $10,000 again this year. Winners will receive at least $500 and a max of $1000.
Dear Alumni Members,
Letter from the Alumni Affairs Committee Chairman
The purpose of this letter is to seek nominations for next year’s Outstanding Alumni award.
As you can see from the feature on page 5, 5 we have recently recognized another four incredible
graduates who have joined 15 previous grads so honored. This is but a fraction of the deserving
population, so please let me share a few insights about this honor in hopes that you will
consider nominating a deservinggraduate.
This recognition program is overseen by the Alumni Affairs Committee of the Army War College
Foundation Board. Nominations are considered by the Committee in August of each year in
advance of the final selections made at the annual Foundation meeting each September. That
schedule makes it important for nominations to be submitted by early August of each year.
Nominations should include a detailed description of the nominee’s significant and lasting
contributions through service to their community or country since their retirement from
government service. Particular attention will be paid to voluntary service. Nominations should
be submitted with an endorsing cover letter from the nominator who must be an alumni
member. Additional endorsements from those who may have witnessed the service will also be
accepted and considered.
It is not a graduate’s rank or achieved position that causes his or her nomination to rise to the
top few selected. Rather, it is the “whole” of the graduate’s service after military or
government service, as documented by the nominator and others.
We request that you carefully consider from among your classmates, fellow graduates, or
known graduates of the Army War College, those men and women who have continued toserve
their communities and country in large or small, but truly meaningful, ways that have made a
positive difference in the lives of many others.
Nominations should be addressed to the Army War College Foundation, ATTN: COL (Ret) Ruth
B. Collins, 122 Forbes Avenue, Carlisle, Pa 17013.
Thank you! MG Wes Craig, Committee Chair, DCS ’93 & SRCOC ‘02

The Circle Game by Dr. (CAPT, Ret,
USN) Cory Whitehead, RES ’92, tells the
remarkable and sometimes painful story of
her life in her autobiography. From her roots
growing up in rural Pennsylvania to attaining
the rank of Captain in the U.S. Navy, the
book details her meteoric rise through the
ranks while battling alcoholism and bi-polar
disorder and the challenges they posed. In
spite of her addiction and manic depression,
she continued to face these challenges and
rise above them, eventually commanding
one of the largest major commands in
the U.S. Navy of over 130,000 sailors.
Warrior’s Rage: The Great Tank Battle
of 73 Easting by COL (Ret) Douglas A.
Macgregor, SSCF ’96. Experts warned
Americans in 1991 that U.S. forces would
suffer heavy casualties at the hands of Iraqi
forces who allegedly knew how to hold
ground from years of fi ghting Iranians.
However, late in the afternoon of 26 Feb 91,
the lead cavalry troops of “Cougar Squadron,”
the 2d Squadron of the 2d Armored Cavalry
Regiment, charged out of a sandstorm and
caught Iraq’s Republican Guard Corps in the
open desert along the North-South grid line of
a military map referred to as the “73 Easting.”
Taken by surprise, the defending Iraqi armor
brigade was rapidly swept away in salvos
of American tank and missile fi re in what
became the largest tank battle in the history
of the U.S. Army since WWII. This plunges
the reader into the fi ght and its aftermath,
explaining how a victory won decisively by
soldiers on the battlefi eld was lost by a U.S.
Army chain of command remote from the
fi ghting. ISBN 978-1591145059.
East of the Orteguaza: The Story of
an American Military Advisor and the
Colombian Drug War by COL (Ret) Victor
M. Roselló, RES ’97. The book’s title is a
geographic reference to an actual place in
time -- a military base that was at the center
of the drug war, deep inside the jungles of
southern Colombia. The story is told as
historic fi ction, but is steeped in facts and
inspired by true events as experienced by
the author while assigned to Colombia. It
focuses on the many facets of the US military
advisory mission in the jungles, valleys,
plains, and mountainous regions of Colombia
in support of the Colombian Armed Forces.
There are chapters on combat action with
FMLN commandos in El Salvador and
FARC guerrillas in Colombia. This book
puts to rest the question of what American
military advisors do in Colombia in support
of their host’s efforts to combat drugs.
Leading the Narrative: The Case for
Strategic Communication by MG Mari
K. Eder, DDE 01. This is a primer on the
art and science of strategic communication,
covering the foundation of communication
strategies as well as solid tactics, techniques,
and procedures for media relations, campaign
planning, crisis communication, and
strategic communications planning. It takes
a compelling look at how communications
processes can be made to function more
effi ciently and with greater effectiveness,
whether conducted by governments,
organizations, or military units. From the
most basic precepts of media relations to
massive information campaigns originating
from government or major corporations, Eder
argues that communication that is broadbased
and tied to strategic objectives can
succeed using a variety of methods from
storytelling to building external champions.
Somewhere in France, Somewhere in
Germany, by Mr. Francis P. Sempa, NSS
’07, tells the story of his father’s journey
through WWII. His father entered military
service as part of the 29th Infantry Division
in April 1941, landed on Omaha Beach on
D-Day-plus one, fought in the treacherous
hedgerows of Normandy, participated in
the capture of St. Lo and the siege of Brest,
assaulted the fortifi cations of the Siegfried
Line, crossed the Rhine River, and reached
the west bank of the Elbe River. He earned the
Bronze Star, Combat Infantryman’s Badge,
the Arrowhead, four campaign ribbons,
and the Good Conduct Medal. Throughout,
Sempa dutifully wrote letters home to his
parents and brother. Using those letters, local
newspaper articles, the 29th Division’s After
Action Reports, and several books about
the history of the 29th Division in WWII,
Francis Sempa traces his father’s steps from
training camps in the U.S. and England to
the battlefi elds of France and Germany.
Fighting Today’s Wars: How America’s
Leaders have Failed our Warriors, by Lt
Col (Ret) David G. (Bo) Bolgiano, RES
’09 and James M. Patterson. This is a
critical commentary on our military strategy,
providing background on the law of war,
boots-on-the-ground examples of how
interpretation has gone awry in practice, and
analysis on how these laws should be applied.
It considers how misinterpretations of law
and policy can misdirect the military from the
objective of achieving victory, particularly
when nation-building, peacekeeping, and
counterinsurgency operations objectives are
confl icting. ISBN-13: 978-0811707763
With a Sword in One Hand and Jomini in
the Other: The Problem of Military Thought
in the Civil War North (Steven and Janice
Brose Lectures in the Civil War Era) by Prof.
Carol A. Reardon, FAC. When the Civil War
began, Northern soldiers and civilians alike
sought a framework to help make sense of
the chaos that confronted them. Many turned
fi rst to the classic European military texts
from the Napoleonic era, especially Antoine
Henri Jomini’s Summary of the Art of War.
As the author shows, Jomini’s work was only
one voice in what ultimately became a lively
and contentious national discourse about how
the North should conduct war at a time when
warfare itself was rapidly changing. She
argues that the absence of a strong intellectual
foundation for the conduct of war at its start-
-or, indeed, any consensus on the need for
such a foundation--ultimately contributed
to the length and cost of the confl ict.
Debates over principles of military thought
entered into the question of qualifi cations
of offi cers entrusted to command the
armies of Northern citizen soldiers, and
affected the human elements of combat.
SSI XXIII Annual Strategy Conference
The College’s Strategic Studies Institute (SSI) sponsored the 23rd
Annual Strategy Conference April 10-12, 2012. The topic, “The
Future of U.S. Grand Strategy in an Age of Austerity: Challenges
and Opportunities,” resonated and resulted in record-breaking
attendance and lively discussions.
The Conference began with the traditional evening reception sponsored
by the AWC Foundation and hosted by the Commandant. The next
morning the keynote speaker and panelists began the task of analyzing
how the military needs to adapt to an era of constrained resources and
the changing global security environment. The conference coincided
with the U.S. undertaking its fourth post-World War II defense
drawdown, similar to that which occurred following the Korean War,
the Vietnam War and the Cold War. Panelists included experts from
major universities and think tanks as well as from the U.S. and foreign
military services. The attendees were from academia, the defense
industry, the U.S. national security community, and other government
organizations as well as foreign governments.
While SSI serves the strategic communities with extensive publications
and analysis, one of its greatest contributions to the Army is this annual
event. It brings together a wide audience of strategy experts to the
War College and provides an opportunity for students to interact with
leading policymakers and strategic experts such as Martin Van Creveld,
Michael Howard, Eliot Cohen, Colin Gray, Dick Cheney, Rupert Smith,
and Richard Perle. The Honorable Richard Armitage delivered this
year’s keynote address.
Armitage, a career diplomat and
the former Deputy Secretary
of State for the George W.
Bush Administration and now
the President of Armitage
International, opened the
conference with a survey
of U.S. challenges and
opportunities in the world.
Th e Honorable Richard Armitage
His presentation began with
and focused on developments in Asia, refl ecting the Asian-orientation
of the current Pentagon leadership. In Armitage’s view, a bipartisan
consensus now exists among U.S. leaders regarding the key elements
of U.S. foreign policy toward Asia. The remainder of the keynote
address was a tour-de-force of U.S policy worldwide, providing insight
into the realities and myths associated
with U.S. interests and challenges in
each region.
During the question and answer period, Armitage self-identifi ed
as an American exceptionalist and called the current literature and
congressional bickering a natural self-correction in a vibrant and
effective political system. So, while the U.S. might be declining
somewhat relative to some other countries, Armitage believes the U.S
will remain the indispensable nation for years to come.
Six expert panels completed the remainder of the two-day conference.
Conference speakers emphasized making strategic choices based on
merits rather than budget. The U.S. should fi rst ask what it wants to do in
the world, rather than how much it will cost. It also needs to acknowledge
that the defense budget cuts currently
under consideration will in many cases
lead to reductions in U.S. capabilities
and missions, rather than to more
effi ciency. But the budget constraints
also provide incentives to experiment
with new technologies and equipment
that promise new capabilities at lower
cost.
During the banquet, the Honorable
James Locher gave a presentation
dealing with strengthening the U.S.
government’s civilian national
security agencies. Locher, President
LTG Keith C. Walker, RES ‘95,
participated in one of the conference
panels. He is currently the Director, Army
Capabilities Integration Center.
of the recently terminated Project for National Security Reform,
observed that the U.S. government still suffers from major problems
with strengthening national capacity through a “whole-of-government”
approach, despite the current administration’s commitment to making
major progress in this area.
That the Army War College would host a conference on how the military
can live with a lower budget should come as no surprise. SSI will
continue to serve these strategic communities by producing leadingedge
thinking on national security strategy and policy, particularly as it
affects land power employment. Look for future publications resulting
from this Annual Strategy Conference, and the national dialogue that
generates from it throughout the next year.
PKSOI Update
As many of you know, the Peacekeeping and Stability Operations
Institute (PKSOI) started its Internship Program in the summer of 2009
and it’s time for an update. PKSOI has just fi nished its 8th cycle of
interns for 67 total. This very special internship program integrates
PKSOI’s interns as full-fl edged members of the team and they
accomplish some remarkable projects.
Most students arrive in conjunction with an academic semester and work
that entire semester. During their orientation, interns are provided their
work project requirements. Some projects are individual projects, but
this past fall semester, a group of four, including one ROTC cadet, was
tasked to work on the Army Training System for COL Jim Ruf , RES 07.
Another major project was to support the International Association of
Peacekeeping Training Centres (IAPTC) Conference. This conference
had over 180 senior military, police, and civilian peacekeeping trainers
from around the world. PKSOI, Tufts University, and the U.S. Naval
Academy cooperated to bring in four additional students to support
PKSOI Interns supported IAPTC. L-R front: COL Cliff Croff ord, RES ‘06, PKSOI Director;
Rithwik Hari, Tufts; Leo Choi, Tufts; MG Gregg F. Martin, RES ‘00 & Commandant ,U.S.
Army War College. Top L-R: Guktae An, Tufts; Midshipman Chris Davies, USNA; Anna
Krenkel, Dickinson College
The Peacekeeping and Stability
Operations Institute (PKSOI) of the
Army War College hosted the IAPTC
in November 2011. Typically, the
conference brings together about 200
participants from member associations
throughout 60 countries and this
was the fi rst time IAPTC held it in
the U.S. The focus of the conference
is how to best train and prepare
peacekeeping forces to do their job
at a time when funding and resources
are increasingly scarce, yet worldwide
demand for peacekeeping is high.
PKSOI is a founding member of the
global association, which was created
in 1995. We took the opportunity to
gather USAWC grads who attended
the IAPTC conference.
IAPTC as note takers for the Conference. COL Ruf lent some of his
interns to the project and PKSOI was able to provide the opportunity
for these students to participate in IAPTC and meet participants from
around the globe and practice their foreign language skills. One of
the Graduate interns, a law student from Syracuse University, was the
report writer and participated in the Conference.
Each year, PKSOI, in coordination with other organizations in the
Interagency, fi nd projects that need to be addressed and this is often the
source of intern projects. For example, last year, PKSOI had a group of
students from the University of Pittsburgh tackle a joint project which
involved a paper and a presentation in Washington, D.C. to senior
staff at Department of Justice. This spring, PKSOI has several intern
projects that require coordination within the Army and the Interagency.
PKSOI has long recognized that Civilian/Military cooperation is
essential to success in complex operations. Often, we expect to
cooperate at levels after participants have had a career working in their
own culture and are not, necessarily, as open to one another as may be
desired. This is where internships come in. PKSOI brings in college
students from diverse backgrounds, most having never been associated
with the military and often with seemingly unrelated college majors
(peace and justice studies versus security studies). Politically, they
fall all over the political continuum. They come to PKSOI, blend and
bond, and will better work together as civilians and military.
Surprisingly, students who we think will never go into the Army,
sometimes do! A pleasant, unintended consequence is that we have
had non-cadets join the Army (even for other countries). Two of our
doctoral candidates have gone back to their host countries and become
Army offi cers (Cambodia and Canada).
An internship program requires a devoted staff, willing to mentor young
adults, and PKSOI is fi lled with such individuals. This combines for
outstanding results.
MISC USAHEC
U.S. ARMY HERITAGE & EDUCATION CENTER
I am honored to join this organization as
the new Director, and I look forward to a
busy future here. The number of events and
activities the USAHEC has hosted for both
military units and the general public during
the short time I’ve been here is amazing. The
centerpiece of our growing campus is the
new Visitors and Education Center (VEC).
Through a unique public-private partnership
managed by the Army Heritage Center
Foundation (AHCF), it opened to the public
in May 2011. The VEC multi-purpose rooms
have already become the most sought after
meeting and conference facilities in the region,
augmenting our already high tourist visitation.
In addition, the USAHEC and the AHCF
established a partnership with the Cumberland
L-R: Liz Knouse, Tom Hendrix, Judy Scott, Elaine Leist,
Mike Perry, DCS ‘97, MG Gregg Martin, and Buck Swisher
cut the ribbon for the grand opening of Café Cumberland.
Valley Visitors Bureau, in cooperation with
the Carlisle Barracks Morale, Welfare, and
Recreation Offi ce to promote heritage tourism
in the region, opening a tourism information
desk in the VEC building in May 2012.
One of our core missions is to support the U.S.
Army and military organizations. Already this
year, we have hosted 88 visits, including the
TRADOC Senior Leaders Conference, the John
F. Kennedy Special Warfare Center and School,
the U.S. Army Recruiting Command, the U.S.
During Education Day of Civil War 150: Going to Winter
Camps living history event, Confederate Artillerymen
explained the role of the canon during the Civil War to visiting
school groups.
Air Force Recruiting Command, Military
History Detachments, USAWC seminars, and
military support organizations such as the
local West Point Society, the Military Offi cers
Association of America (MOAA), and the
Association of the U.S. Army (AUSA).
Sykes’ Regulars with the 2d and 4th US Infantry Civil War
re-enactors at our Re-enactor Recruiting event attracted over
500 visitors on a Saturday afternoon.
The USAHEC also partnered with the National
Park Service, the State of Pennsylvania,
Dickinson College, and other local organizations
to commemorate the 150th Anniversary of
the Civil War (2011-2015). Our 7,000 sq. ft.
VEC gallery space hosts our newest exhibit, A
Great Civil War: The Union Dissolved, 1861,
which commemorates the fi rst year of the Civil
War. Understanding War Through Imagery:
The Civil War in American Memory, uses our
extensive Civil War photograph and archive
collections to follow two Soldiers through their
experiences during the war. We complement
this presentation with a look at Women in the
Civil War and Civil War Illustrators.
We continue to honor the service and memory
of General of the Army Omar N. Bradley in our
special display room. The Bradley Exhibit is
scheduled to run through AY 2012. Our next
exhibit, The Soldier Experience, will feature
the history of the U.S. Army from the Spanish
American War through current operations and
will open in the VEC Gallery in November.
Outdoor living history programs remain one
of our largest forms of public outreach. Last
May’s Army Heritage Days set new records
for attendance with more than 11,000 people to
the complex. Red Falvey, a WW II paratrooper
and veteran of the Normandy jump, celebrated
his 90th birthday last August by making one
more parachute jump with the assistance
of the Ranger Group, the civilian nonprofi t
organization that supports our living history
programs with parachute demonstrations.
Pennsylvania Gov. Tom Corbett attended this
event, with a
crowd of more
than 1100.
Our schoolaged
education
programs have
continued to
expand, with
over 2,300
students from
31 schools,
home school
programs and
SFC (Ret) Michael Elliott presented
Red Falvey with a framed print with
the motto “Living the Dream.”
summer camps visiting during fi eld trip season.
Our Fall living history event last September
brought nearly 1,000 students from 12 schools
and home school programs to take part in an 8
station program focused on Soldier life in the
fi rst year of the Civil War.
Our lecture series continue to be popular,
welcoming an average of over 100 visitors
to each of the 16 lectures. We sponsor the
Perspectives in Military History lecture series,
we jointly sponsor the “Great Decisions”
lecture series with the local AUSA chapter,
and we hold the quarterly Brooks E. Kleber
Memorial Readings in Military History.
In order to attract visitors during the winter, we
created a series of workshops and presentations
that helped historians and living history
enthusiasts shake off their “cabin fever.” The
January workshop, “Genealogy and the Family
Historian,” required registration, and within 24
hours of the press release to local newspapers,
there was a waiting list of over 100 people.
The most successful of the events was the Reenactor
Recruitment Day, which invited reenactment
groups to the facility to help them
engage new members. In addition to the 170
re-enactors, we had a record-breaking number
of visitors for a Saturday in February.
Our mission at the U.S. Army Heritage and
Education Center is to preserve U.S. Army
heritage and educate the Army and the Nation
on the role of the Soldier in the development
and protection of the Nation. We do that in
unique and interesting
ways, and we are
looking forward to your
visit in the near future.
24 Foundation & Alumni News Spring 2012
