MESSAGE FROM THE PRESIDENT<br />

Your Army War College Foundation remains fully engaged<br />

with supporting the College. The activities showcased in this<br />

magazine are a clear indication of the vibrancy of our <strong>org</strong>anization,<br />

highlighting but a fraction of the many programs we support. The<br />

continued generosity of our alumni, friends, and supporters makes<br />

this outstanding support possible.<br />

You all should have received a recent mailing<br />

about a new Foundation program …The<br />

Tribute Program…a great way to honor or to<br />

remember a special person or <strong>org</strong>anization.<br />

We are all very proud of the graduates pictured on the front cover of this magazine. Congratulations<br />

to General Hurley, LTG Graziano and MG Keating on their recent induction into the IF Hall<br />

of Fame. Our International Fellows continue<br />

to provide remarkable leadership in their<br />

nations’ militaries. On the cover of our last<br />

issue you saw GEN Ray Odierno, USAWC<br />

’95, being sworn in as the new CSA. We are<br />

so pleased that he is joined by another superb<br />

leader, GEN Lloyd Austin, USAWC ’97,<br />

as the VCSA. This marks the fi rst time in<br />

many years that the serving CSA and VCSA<br />

are both USAWC alums. And, of course, we<br />

congratulate our Outstanding Alums!<br />

Our graduates also serve with distinction in America’s corporate sector as indicated on page<br />

16 of this newsletter. Thanks to LTG (Ret) Dave Heebner for the excellent presentation he<br />

gave to kick off Industry Day. The Class of <strong>2012</strong> received invaluable insights from many of<br />

our grads who returned to <strong>take</strong> part in Industry Day <strong>2012</strong>.<br />

Our volunteer Board of Trustees traveled at their own expense to San Antonio for the annual<br />

<strong>Spring</strong> Trustee Meeting. We were able to meet with nearly 100 grads and spouses for an<br />

<strong>Alumni</strong> Dinner and receive a super update about the College from COL Bobby Towery,<br />

Deputy Commandant. We were also able to visit several of the Army’s <strong>org</strong>anizations stationed<br />

at Ft. Sam Houston, including Army North, Army South, Medical Education and Training<br />

Campus, Army Medical Department Museum, San Antonio Military Medical Center, Center<br />

for the Intrepid, and Fisher House. The Trustees observed training and had lunch with young<br />

people being trained as Combat Medics. We were invigorated by these young servicemen and<br />

women who are enthusiastic about defending the nation in such important fi elds.<br />

With the uncertainty of future budgets, the College will face many important decisions. You<br />

can read on page 3 the fi rst actions being <strong>take</strong>n by the College to continue to produce future<br />

strategic leaders in this age of austerity. While many of us <strong>may</strong> have ideas on how best to<br />

“peel the onion,” now more than ever the College needs your support through the Foundation.<br />

We know we can continue to count on you as the College moves forward.<br />

must feel at graduation.<br />

When congratulating<br />

the resident Class of<br />

<strong>2012</strong> at their graduation,<br />

we will acknowledge,<br />

celebrate and respect their<br />

achievements, and know<br />

that they look to the future with confi dence. They have received an<br />

extraordinary gift from their nation, and those who have embraced<br />

the opportunity found intellectual challenge, confronted alternative<br />

perspectives about what they thought they knew, and developed<br />

relationships that have deepened and strengthened them as leaders.<br />

Graduates are our credentials, and each of them will be better prepared<br />

for wise and effective decision-making in a volatile, uncertain, complex,<br />

ambiguous, and rapidly changing future security environment.<br />

The Army War<br />

We looked back to<br />

identify the critical<br />

functions that<br />

created the enduring<br />

USAWC reputation<br />

as a national resource<br />

for strategic leaders<br />

and strategic thought. We also looked forward to respond to the<br />

fi scal environment, plan for a new Defense Strategy, and recognize<br />

our opportunity and responsibility to contribute expertise to the Army<br />

and the nation, unencumbered by legacy structures and processes. As<br />

strategic leaders, we must strive to ensure the <strong>org</strong>anizations we lead<br />

remain adaptive and agile in responding to our mission. Therefore,<br />

we’ve asked some fundamental questions: How would we design the<br />

Army War College to educate and create strategic leaders and readiness<br />

at best value if we were starting today? How would we <strong>org</strong>anize<br />

expertise in strategic leader development, experiential education<br />

design, concepts and doctrine for strategic landpower, and strategic<br />

study and publication?<br />

We set the stage for this adaptation two years ago. At that time, I<br />

asked the college and our associated institutions to apply the ‘wholeof-government’<br />

concept in order to unleash the power of a whole-of-<br />

USAWC commitment to education and study at the strategic level.<br />

By leveraging <strong>org</strong>anizational design and a thorough, deliberative<br />

process, we came to several key conclusions. We concluded that our<br />

current structure and the way we conceive of ourselves often impedes<br />

us from operating as a whole-of-USAWC. Our institutional structure<br />

often limited our effectiveness which equated to real limitations in<br />

meeting our obligations to prospective and serving strategic leaders.<br />

USAWC Commandants Update<br />

We recognized the need to adapt our <strong>org</strong>anization to be an Army War<br />

College that is best postured to support and advance the Army Learning<br />

Model and Army 2020. Ultimately, we must be accountable to our<br />

nation and Army by maximizing our effectiveness and effi ciency. We<br />

have concluded that a transformed Army War College will help unleash<br />

and drive forward our potential and value to our nation and our partner<br />

nations in the international security community.<br />

This time of transition is exciting and necessary. When Secretary of<br />

War Elihu Root established the Army War College, he created the very<br />

institution that would be an engine of transformation by developing<br />

and educating our strategic leaders. His words ring as true today as in<br />

1901 at the founding of the Army War College when he said:<br />

“Membership in the War College will mean honor and opportunity.<br />

In its confi dential archives will be garnered the results of the<br />

best thought of the army, and in the continuous existence of the<br />

institution . . . will be found continuity of knowledge, of thought,<br />

and of military policy always available for practical uses.”<br />

Recent decades have added new institutes and capabilities to the Army<br />

War College, each adding to the expertise and strategic reach across<br />

the U.S. military, national security community, and international<br />

community. We have the opportunity and the mandate now to<br />

re<strong>org</strong>anize our critical functions into a wisely adapted, more agile<br />

<strong>org</strong>anization to ensure that continuity of knowledge and thought by<br />

deliberately executing the concept for USAWC 2020.<br />

Our confi dence in reshaping the<br />

institution is inspired in large part by our<br />

Dean of Academic Affairs. The wisdom<br />

and value of thoughtful change has<br />

been proven time and again under Dr.<br />

Bill Johnsen’s leadership of the college.<br />

Dr. Johnsen will close this chapter in<br />

his career, after almost a decade as the<br />

college’s leader, to leverage a wellearned<br />

sabbatical to write a book, then<br />

return to the Army War College in a new role to help develop develop, inspire<br />

and serve strategic leaders.<br />

During Dean Johnsen’s tenure, thousands of USAWC grads have<br />

benefi ted from his wise, strong leadership. In addition to continuously<br />

adapting the curriculum, Bill has led many signifi cant positive changes,<br />

to include: regional academic accreditation to grant the Master’s<br />

of Strategic Studies; certifi cation as a Joint Professional Military<br />

Education-Level II program; a doubling of the size of the International<br />

Fellows student body in the resident class; and the establishment of<br />

“JIIM seminars” that refl ect the joint, interagency, intergovernmental<br />

and multinational environment in which our graduates work.<br />

Army A War College, Dr. Lance Betros. He will<br />

transition t this summer from his current position<br />

as a Professor and Head of the Department of<br />

History H at the U.S. Military Academy, retiring<br />

earned his Infantry commission at the U.S. Military Academy in<br />

1977. He commanded an infantry battalion, served as senior military<br />

aide to the Secretary of the Army and, at West Point, restructured the<br />

core curriculum in history, founded the West Point Center for Oral<br />

History, and was an innovative change agent in developing, educating<br />

and inspiring leaders for our Army. His doctorate in history from the<br />

University of North Carolina at Chapel Hill is consistent with a lifelong<br />

Dr. Bill Johnsen, Dean of Academics & DCS ‘94, presided over the<br />

Faculty Awards ceremony in Bliss Hall on December 7, 2011. In his<br />

remarks, he described the considerable pool of talent that our faculty<br />

represents. He added that each has set that example, gone far beyond<br />

what was expected and produced an outstanding product with far ranging<br />

we have triggered a wise path to a bright future. President Kennedy<br />

reminded us that “… time and the world do not stand still. Change is the<br />

law of life. And those who look only to the past or present are certain to<br />

miss the future.”<br />

I look to the future with confi dence in this vibrant and vital institution.<br />

By developing and inspiring wise strategic leaders, we are advancing<br />

the vision of our founding father Elihu Root “not to promote war, but<br />

Outstanding Alums Honored on USAWCs 110th Birthday<br />

GEN (Ret) Glenn K. Otis, LTG (Ret) Arthur J. Gregg, LTG (Ret)<br />

Theodore G. “Ted” Stroup, Jr. and MG (Ret) Edward B. “Ted”<br />

Atkeson were honored on December 12, 2011 for continued service<br />

following their retirements from military service. The Outstanding<br />

<strong>Alumni</strong> awards highlighted the student celebration of the Army<br />

War College’s 110th birthday. The Army War College Foundation<br />

sponsored the awards and the Bliss Hall event.<br />

“These leaders embody the fundamental purpose of the Army War College<br />

– to apply strategic leadership in service to the nation,” said MG Gregg<br />

Martin, Commandant. He added, “These four outstanding alumni stand<br />

out as exemplars of our values – strategic leaders for life. These four<br />

leaders took the lessons of the Army War College to the next level. After<br />

serving a full, distinguished career in formal military service, each wrote<br />

an entire post-War College and post-uniform chapter of service. They<br />

represent the best of us. They embody the strategic leader attributes we<br />

teach – vision, leadership, and selfl ess service to the nation.”<br />

Each of the honored graduates found in military retirement the<br />

opportunity to apply leadership to their passion, and each refl ected on<br />

the tremendous professional and personal growth they achieved as a<br />

result of their Army War College education.<br />

“When I retired, there were a<br />

number of community-based<br />

<strong>org</strong>anizations and some national<br />

<strong>org</strong>anizations that were doing<br />

great work for Americans and<br />

it was my great pleasure to join<br />

them,” said LTG (Ret) Gregg,<br />

Class of 1968. “Over time,<br />

you become very passionate in<br />

their mission,” he said about<br />

his service with <strong>org</strong>anizations<br />

dedicated to education, youth,<br />

and opportunity.<br />

“It pays to be able to participate<br />

where you can achieve honesty,”<br />

said GEN (Ret) Otis, Class of<br />

1970. “When one comes to the<br />

War College, your view is quite<br />

narrow. The breadth and depth<br />

of subject matter here is just<br />

tremendous. It teaches you to use<br />

that knowledge for the future.”<br />

• Nominations must come from USAWC <strong>Alumni</strong> members<br />

• Nominee must be retired from the government service that was the<br />

source of USAWC attendance for at least one year<br />

IF HOF<br />

New International Fellows in Hall of Fame<br />

The College recently inducted three International Fellows (IFs)<br />

into the Army War College IF Hall of Fame. Congratulations to<br />

General David J. Hurley, Australia, Class of 1997, inducted on<br />

May 16, <strong>2012</strong>, Lt Gen Claudio Graziano, Italy, Class of 1997,<br />

and Maj Gen Timothy J. Keating, New Zealand, Class of 2004,<br />

both inducted on March 22, <strong>2012</strong>. To be inducted, graduates must<br />

have attained the highest positions in their respective nations’ armed<br />

forces, or have held an equivalent position by rank or responsibility<br />

in a multi-national <strong>org</strong>anization. General Hurley became Australia’s<br />

Chief of Defense on July 4, 2011. On December 6, 2011,<br />

DDE<br />

Department of Distance Education Update<br />

Hello Distance Education (formerly Corresponding Studies) alumni<br />

and friends!<br />

We continue to expand our orientation program for incoming<br />

students. Many of you wrote in your surveys over the years that an<br />

orientation prior to starting the DDE program would be very helpful.<br />

Our successful “pilot” a few years ago convinced us to expand the<br />

voluntary, on-site orientation program to two weekends each <strong>Spring</strong>.<br />

The program is appreciated by the Class of 2014 students who attended<br />

this past month. If you know future DDE students who are unaware of<br />

this, please have them contact us.<br />

COL Rick Pacious, DDE ‘11 Class Treasurer, presented Ms. Lorie<br />

Southerland, Ft. Bragg Fisher House, a check for $3,922.53 in November<br />

2011. Th e approved class donation was the remaining balance of the DDE<br />

2011 class account. Fisher House is a unique private-public partnership that<br />

provides “comfort homes,” built on the grounds of major military and VA<br />

medical centers, enabling family members to be close to a loved one during<br />

hospitalization. Families must often travel great distances and incur many<br />

expenses during these extremely stressful periods.<br />

Summer is a busy time for the department with the incoming class and<br />

summer resident courses. Unfortunately, this also signals the time to<br />

say goodbye to some of our faculty and staff. Earlier this year, COL<br />

Dave Collins DDE ’05, course author for Theater Strategy, left for<br />

a new assignment in the G-6 at the National Guard Bureau. COL<br />

Roy Hall DDE ‘08, who directed the Campaigning course, leaves<br />

Carlisle to enjoy retirement. COL Dean Stodter RES ‘05, in charge<br />

of the Regional Issues and Interests course, also retired. COL Mike<br />

Moyer DDE ‘06, who ran the Strategic Leadership course, completes<br />

his retiree recall. CDR Kamran Dil, course author for the Second<br />

Resident Course, will move later this summer to Marine Corps War<br />

College as a faculty instructor. As you can see, the department will<br />

have several key positions to staff in the coming year.<br />

Those of you wanting to continue your education will be interested to<br />

know that the USAWC will release its Life Long Learning program to<br />

the public in the coming months. One of the courses available to all is<br />

our Effective Writing Seminar. Over the years, our faculty has seen the<br />

erosion of writing capabilities in our students. To combat this problem,<br />

DDE created a program to help students become better writers before<br />

taking their fi rst academic course. We wanted to offer the course to<br />

all in the hope that prospective students, distance or resident program,<br />

could benefi t from such an opportunity. We will eventually make all of<br />

our course directives available online.<br />

This is a challenging time for the Army. Many of our students are<br />

mobilized in Afghanistan or other locales and they continue their studies<br />

in an uncertain strategic environment. Budgets are under review.<br />

Our leaders scrutinize <strong>org</strong>anizations and missions for relevancy and<br />

economies of scale. We believe the Distance Education Program has<br />

always provided a great educational value to the Army and with your<br />

support and help, we will continue to do so well into the future.<br />

with the Baltic Defense College Delegation. He is one of the exceptional International<br />

“tailgate” party on November 14, 2011 in Green Bay prior<br />

to the Packers Monday night football game against the<br />

Vikings. Neuske’s Applewood Smoked Meat’s provided<br />

a super lunch buffet at the fi rst class facilities of Jet Air<br />

Group. Dan Monken, AWCF Director for Development,<br />

provided an update on the College and the Foundation.<br />

Senior Leader Seminar (SLS) 12-1<br />

incorporated lessons learned from the<br />

conduct of the SLS Pilot Course last<br />

August, refi ned guidance from GEN Robert<br />

Cone, CG, TRADOC, and added some<br />

new direction recently issued by GEN Ray<br />

Odierno, the 38th CSA. CSL executed this<br />

seminar at a new venue, the OPM Eastern<br />

Management Development Center (EMDC),<br />

Shepherdstown, West Virginia from January<br />

8 – 13, <strong>2012</strong>.<br />

A total of 89 Army leaders attended<br />

the course – 70 colonels (58 ACC, 6<br />

USAR and 6 ARNG) and 19 DA civilians<br />

(GS15). These selected leaders were either<br />

recently assigned to or designated for<br />

assignment to key positions as advisors or<br />

staff offi cers for general offi cers or senior<br />

civilian leaders. The primary objective of<br />

the SLS program is to help achieve Army<br />

Leader Development Strategy Imperative<br />

8, “Prepare select leaders for service at the<br />

National level.” SLS provides a broadening<br />

educational experience for these leaders,<br />

giving an opportunity for a two-way<br />

exchange, and promoting understanding<br />

and accomplishment of the Army’s strategic<br />

messages, goals and objectives.<br />

SLS also provides an opportunity<br />

for participants to raise issues and<br />

concerns to TRADOC and Army<br />

leadership from their perspective,<br />

while providing a venue to network<br />

and establish, or expand relationships<br />

with one another.<br />

SLS employs an adult education<br />

model to achieve its goals and<br />

learning objectives. The program<br />

includes presentations by senior<br />

leaders and noted subject matter<br />

experts (practitioners, academics<br />

and commentators) with question and<br />

answer periods. Following these sessions,<br />

members of the USAWC Staff and Faculty<br />

facilitate small group (13 -16 participants)<br />

discussions to enhance and expand upon the<br />

material. Optional supplementary material<br />

is offered during noon time lectures.<br />

Daily, the SLS Senior Facilitator, LTG (Ret)<br />

Dave Barno, RES ’95, provided preparatory<br />

guidance and direction to pique interest<br />

and engage critical thinking about the day’s<br />

program. He also provided observations and<br />

insights, based on his senior leader experience,<br />

leavening the previous day’s discourse across<br />

small groups. The Senior Facilitator also<br />

assists in facilitating immediate and long term<br />

modifi cation of the program to achieve its<br />

goals and objectives.<br />

Mr. John Pemberton, Senior VP and General Counsel for<br />

Southern Company Operations and Southern Nuclear, (2nd<br />

Southern Company during the 3 day symposium which brought<br />

top academics and experts to the College on the subject. Thanks to<br />

contribution to support various speakers during the academic<br />

year. Mr. Stephen Lanier, Business Assurance Project Manager<br />

for Southern Company, attended a Commandants Lecture Series<br />

presentation by Dr. Eliot Cohen earlier in the year.<br />

BSAP STAFF RIDE<br />

These offi cers photographed on Little Round Top during<br />

a Gettysburg Staff ride are students of the Basic Strategic<br />

Art Program (BSAP), the basic qualifi cation course for<br />

Functional Area 59, Army Strategists. The Army War<br />

College has run the basic course for Army Strategists<br />

since 2003. This rigorous graduate level 14-week course<br />

is run three times a year, graduating an average of 16<br />

strategists per course. These offi cers will spend the rest<br />

of their careers serving as strategists on high level army,<br />

joint, and interagency staffs extending the War Colleges<br />

infl uence and reputation as the premier institution for<br />

strategic education.<br />

SOUTHERN COMPANY VISIT<br />

TUFTS STAFF RIDE<br />

The Colleges Center for Strategic Leadership (CSL) conducted a Strategic Leader<br />

Staff Ride to Gettysburg on April 1, <strong>2012</strong> in support of the Armys strategic<br />

communication outreach efforts. Participants included 22 graduate students<br />

enrolled at Tufts University in the Fletcher School International Security Studies<br />

Program. Included were two <strong>2012</strong> SSCFs attending Fletcher, COL William Ostlund<br />

and LTC John Maier Maier, who <strong>org</strong>anized the visit. Fletcher students Mr. Mohammed<br />

Naser Yousofzay, Political Assistant for the Political/Military section, US Embassy,<br />

Kabul, and Commander Vasileios Loukovitis, Hellenic Navy, were also members<br />

of the group. COL Eric Ashworth, RES 06 06, the CSL staff ride leader, discussed the<br />

national strategic signifi cance of President Lincolns Gettysburg address at the<br />

conclusion of the staff ride.<br />

1982 and 1987 Class Reunions this Summer<br />

HARVARD FELLOW IN HISTORIC CEREMONY<br />

LTC (P) Matthew R. Lewis, SSCF 12, was able to present a<br />

USAWC scarf to Harvard University President Drew Faust<br />

at the event welcoming Army ROTC back to Harvard<br />

University after 36 years. Senior Service College Fellows<br />

have been at Harvard University since 1988.<br />

VALUABLE PRINT<br />

RAFFLE<br />

We continually receive requests for<br />

the 1989 class print “Washington at<br />

Carlisle” by Mort Kunstler. This<br />

features the historic occasion of the<br />

President, as Commander-in-Chief,<br />

taking direct command of “the<br />

troops,” and doing so in Carlisle,<br />

PA to quell the Whiskey Rebellion.<br />

This print is considered to be one of<br />

the most beautiful, most expensive,<br />

and most diffi cult to acquire<br />

of the many outstanding prints<br />

commissioned by the classes since the print tradition<br />

started in 1986. We have acquired #218 of the 268 produced<br />

for the class edition, and we are offering it in a raffl e. Tickets<br />

CLASS GIFT PRESENTATION<br />

The Resident Class of <strong>2012</strong> presented its class gift to the College<br />

on May 1, <strong>2012</strong>. This original oil painted by the Canadian<br />

artist Ms. Silvia Pecota, is a tribute to “Fallen Comrades” and<br />

is a beautiful expression of the sacrifi ce of Soldiers, Sailors,<br />

Airmen, Marines, Allies, and Civilians. Ms. Pecota is the fi rst<br />

Canadian and also the fi rst female artist to be commissioned<br />

My Mystery in Spain by CDR (Ret) Laurens<br />

Dorsey, RES ’66. This autobiography<br />

celebrates the rich genealogy of Dorsey’s<br />

family and his own colorful military career.<br />

Beginning with his graduation from the U.S.<br />

Naval Academy in 1948, Dorsey describes a<br />

life of duty and special experiences. Spain was<br />

among his notable travel locations as he served<br />

on 12 Navy ships, across seven seas and two<br />

Ge<strong>org</strong>e Washington’s military successes are<br />

in strategic vision or tactical<br />

Of Duty Well and Faithfully Done: A<br />

History of the Regular Army in the Civil<br />

War by LTC (Ret) Clayton Newell, DCS<br />

’87, and Charles R. Shrader. On the eve of<br />

the Civil War, the Regular Army of the U.S.<br />

was small, dispersed, untrained for largescale<br />

operations, and woefully unprepared<br />

to suppress the rebellion of the secessionist<br />

states. Although it expanded signifi cantly<br />

of state volunteers that overshadowed the<br />

News from a recent IF Class President. COL Wilfred (Wilf) Rietdijk, IF Netherlands, RES ’11, shared some<br />

wonderful news with us after a recent seminar for Dutch senior officers. With assistance from two of our<br />

USAWC faculty members, COL (Ret) Bob Coon, RES ’92, and COL Mike McMahon, RES ’01, both from DMSPO,<br />

the U.S. Army Design Methodology (ADM) was introduced to a group of 80 colonels and brigadier generals from<br />

the Royal NLD Army. Observers from the Royal NLD Navy and the NLD Defence Intelligence and Security Service<br />

also participated in the seminar. By introducing this, the Commander of the NLD Army, LGen Mart de Kruif, RES<br />

’03, wanted to stimulate strategic and critical thinking. MGen Marc van Uhm, RES ’01, opened the seminar and<br />

explained the aims of the three-day seminar and stressed the need for a methodology like the ADM in the<br />

current and future challenging environments.<br />

COL Wilf Rietdijk, IF Netherlands, RES ’11, put COL (Ret) Bob Coon, RES ’92, and COL Mike McMahon, RES ’01, to work using<br />

their faculty skills from DMSPO to help introduce the Army Design Metholodgy to the defense forces of the Netherlands. The<br />

The purpose of this letter is to seek nominations for next year’s Outstanding <strong>Alumni</strong> award.<br />

As you can see from the feature on page 5, 5 we have recently recognized another four incredible<br />

graduates who have joined 15 previous grads so honored. This is but a fraction of the deserving<br />

population, so please let me share a few insights about this honor in hopes that you will<br />

consider nominating a deservinggraduate.<br />

This recognition program is overseen by the <strong>Alumni</strong> Affairs Committee of the Army War College<br />

Foundation Board. Nominations are considered by the Committee in August of each year in<br />

advance of the final selections made at the annual Foundation meeting each September. That<br />

schedule makes it important for nominations to be submitted by early August of each year.<br />

Nominations should include a detailed description of the nominee’s significant and lasting<br />

contributions through service to their community or country since their retirement from<br />

government service. Particular attention will be paid to voluntary service. Nominations should<br />

be submitted with an endorsing cover letter from the nominator who must be an alumni<br />

member. Additional endorsements from those who <strong>may</strong> have witnessed the service will also be<br />

accepted and considered.<br />

It is not a graduate’s rank or achieved position that causes his or her nomination to rise to the<br />

top few selected. Rather, it is the “whole” of the graduate’s service after military or<br />

government service, as documented by the nominator and others.<br />

We request that you carefully consider from among your classmates, fellow graduates, or<br />

known graduates of the Army War College, those men and women who have continued toserve<br />

their communities and country in large or small, but truly meaningful, ways that have made a<br />

positive difference in the lives of many others.<br />

The Circle Game by Dr. (CAPT, Ret,<br />

USN) Cory Whitehead, RES ’92, tells the<br />

remarkable and sometimes painful story of<br />

her life in her autobiography. From her roots<br />

growing up in rural Pennsylvania to attaining<br />

the rank of Captain in the U.S. Navy, the<br />

book details her meteoric rise through the<br />

ranks while battling alcoholism and bi-polar<br />

disorder and the challenges they posed. In<br />

spite of her addiction and manic depression,<br />

she continued to face these challenges and<br />

rise above them, eventually commanding<br />

one of the largest major commands in<br />

the U.S. Navy of over 130,000 sailors.<br />

Warrior’s Rage: The Great Tank Battle<br />

of 73 Easting by COL (Ret) Douglas A.<br />

Macgregor, SSCF ’96. Experts warned<br />

Americans in 1991 that U.S. forces would<br />

suffer heavy casualties at the hands of Iraqi<br />

forces who allegedly knew how to hold<br />

ground from years of fi ghting Iranians.<br />

However, late in the afternoon of 26 Feb 91,<br />

the lead cavalry troops of “Cougar Squadron,”<br />

the 2d Squadron of the 2d Armored Cavalry<br />

Regiment, charged out of a sandstorm and<br />

caught Iraq’s Republican Guard Corps in the<br />

open desert along the North-South grid line of<br />

a military map referred to as the “73 Easting.”<br />

Taken by surprise, the defending Iraqi armor<br />

brigade was rapidly swept away in salvos<br />

of American tank and missile fi re in what<br />

became the largest tank battle in the history<br />

of the U.S. Army since WWII. This plunges<br />

the reader into the fi ght and its aftermath,<br />

explaining how a victory won decisively by<br />

soldiers on the battlefi eld was lost by a U.S.<br />

Army chain of command remote from the<br />

East of the Orteguaza: The Story of<br />

an American Military Advisor and the<br />

Colombian Drug War by COL (Ret) Victor<br />

M. Roselló, RES ’97. The book’s title is a<br />

geographic reference to an actual place in<br />

of the drug war, deep inside the jungles of<br />

southern Colombia. The story is told as<br />

historic fi ction, but is steeped in facts and<br />

inspired by true events as experienced by<br />

the author while assigned to Colombia. It<br />

advisory mission in the jungles, valleys,<br />

plains, and mountainous regions of Colombia<br />

Somewhere in France, Somewhere in<br />

Germany, by Mr. Francis P. Sempa, NSS<br />

’07, tells the story of his father’s journey<br />

through WWII. His father entered military<br />

service as part of the 29th Infantry Division<br />

in April 1941, landed on Omaha Beach on<br />

D-Day-plus one, fought in the treacherous<br />

hedgerows of Normandy, participated in<br />

the capture of St. Lo and the siege of Brest,<br />

assaulted the fortifi cations of the Siegfried<br />

Line, crossed the Rhine River, and reached<br />

the west bank of the Elbe River. He earned the<br />

Bronze Star, Combat Infantryman’s Badge,<br />

the Arrowhead, four campaign ribbons,<br />

and the Good Conduct Medal. Throughout,<br />

Sempa dutifully wrote letters home to his<br />

parents and brother. Using those letters, local<br />

newspaper articles, the 29th Division’s After<br />

Action Reports, and several books about<br />

the history of the 29th Division in WWII,<br />

Francis Sempa traces his father’s steps from<br />

training camps in the U.S. and England to<br />

the battlefi elds of France and Germany.<br />

Fighting Today’s Wars: How America’s<br />

Leaders have Failed our Warriors, by Lt<br />

providing background on the law of war,<br />

boots-on-the-ground examples of how<br />

interpretation has gone awry in practice, and<br />

analysis on how these laws should be applied.<br />

began, Northern soldiers and civilians alike<br />

sought a framework to help make sense of<br />

the chaos that confronted them. Many turned<br />

fi rst to the classic European military texts<br />

from the Napoleonic era, especially Antoine<br />

Henri Jomini’s Summary of the Art of War.<br />

As the author shows, Jomini’s work was only<br />

one voice in what ultimately became a lively<br />

and contentious national discourse about how<br />

the North should conduct war at a time when<br />

warfare itself was rapidly changing. She<br />

argues that the absence of a strong intellectual<br />

foundation for the conduct of war at its start-<br />

-or, indeed, any consensus on the need for<br />

such a foundation--ultimately contributed<br />

to the length and cost of the confl ict.<br />

Debates over principles of military thought<br />

entered into the question of qualifi cations<br />

of offi cers entrusted to command the<br />

armies of Northern citizen soldiers, and<br />

SSI XXIII Annual Strategy Conference<br />

The College’s Strategic Studies Institute (SSI) sponsored the 23rd<br />

Annual Strategy Conference April 10-12, <strong>2012</strong>. The topic, “The<br />

Future of U.S. Grand Strategy in an Age of Austerity: Challenges<br />

and Opportunities,” resonated and resulted in record-breaking<br />

attendance and lively discussions.<br />

The Conference began with the traditional evening reception sponsored<br />

by the AWC Foundation and hosted by the Commandant. The next<br />

morning the keynote speaker and panelists began the task of analyzing<br />

how the military needs to adapt to an era of constrained resources and<br />

the changing global security environment. The conference coincided<br />

with the U.S. undertaking its fourth post-World War II defense<br />

drawdown, similar to that which occurred following the Korean War,<br />

the Vietnam War and the Cold War. Panelists included experts from<br />

major universities and think tanks as well as from the U.S. and foreign<br />

military services. The attendees were from academia, the defense<br />

industry, the U.S. national security community, and other government<br />

<strong>org</strong>anizations as well as foreign governments.<br />

While SSI serves the strategic communities with extensive publications<br />

and analysis, one of its greatest contributions to the Army is this annual<br />

event. It brings together a wide audience of strategy experts to the<br />

War College and provides an opportunity for students to interact with<br />

leading policymakers and strategic experts such as Martin Van Creveld,<br />

Michael Howard, Eliot Cohen, Colin Gray, Dick Cheney, Rupert Smith,<br />

and Richard Perle. The Honorable Richard Armitage delivered this<br />

year’s keynote address.<br />

into the realities and myths associated<br />

with U.S. interests and challenges in<br />

each region.<br />

During the question and answer period, Armitage self-identifi ed<br />

as an American exceptionalist and called the current literature and<br />

congressional bickering a natural self-correction in a vibrant and<br />

effective political system. So, while the U.S. might be declining<br />

somewhat relative to some other countries, Armitage believes the U.S<br />

will remain the indispensable nation for years to come.<br />

Six expert panels completed the remainder of the two-day conference.<br />

Conference speakers emphasized making strategic choices based on<br />

merits rather than budget. The U.S. should fi rst ask what it wants to do in<br />

the world, rather than how much it will cost. It also needs to acknowledge<br />

that the defense budget cuts currently<br />

under consideration will in many cases<br />

lead to reductions in U.S. capabilities<br />

and missions, rather than to more<br />

effi ciency. But the budget constraints<br />

also provide incentives to experiment<br />

with new technologies and equipment<br />

that promise new capabilities at lower<br />

cost.<br />

During the banquet, the Honorable<br />

James Locher gave a presentation<br />

dealing with strengthening the U.S.<br />

government’s civilian national<br />

security agencies. Locher, President<br />

Capabilities Integration Center.<br />

of the recently terminated Project for National Security Reform,<br />

observed that the U.S. government still suffers from major problems<br />

with strengthening national capacity through a “whole-of-government”<br />

approach, despite the current administration’s commitment to making<br />

major progress in this area.<br />

That the Army War College would host a conference on how the military<br />

can live with a lower budget should come as no surprise. SSI will<br />

continue to serve these strategic communities by producing leadingedge<br />

thinking on national security strategy and policy, particularly as it<br />

affects land power employment. Look for future publications resulting<br />

from this Annual Strategy Conference, and the national dialogue that<br />

generates from it throughout the next year.


PKSOI Update<br />

As many of you know, the Peacekeeping and Stability Operations<br />

Institute (PKSOI) started its Internship Program in the summer of 2009<br />

and it’s time for an update. PKSOI has just fi nished its 8th cycle of<br />

interns for 67 total. This very special internship program integrates<br />

PKSOI’s interns as full-fl edged members of the team and they<br />

accomplish some remarkable projects.<br />

Most students arrive in conjunction with an academic semester and work<br />

that entire semester. During their orientation, interns are provided their<br />

work project requirements. Some projects are individual projects, but<br />

this past fall semester, a group of four, including one ROTC cadet, was<br />

tasked to work on the Army Training System for COL Jim Ruf , RES 07.<br />

Another major project was to support the International Association of<br />

Peacekeeping Training Centres (IAPTC) Conference. This conference<br />

had over 180 senior military, police, and civilian peacekeeping trainers<br />

from around the world. PKSOI, Tufts University, and the U.S. Naval<br />

Academy cooperated to bring in four additional students to support<br />

The Peacekeeping and Stability<br />

Operations Institute (PKSOI) of the<br />

Army War College hosted the IAPTC<br />

in November 2011. Typically, the<br />

conference brings together about 200<br />

participants from member associations<br />

throughout 60 countries and this<br />

was the fi rst time IAPTC held it in<br />

the U.S. The focus of the conference<br />

is how to best train and prepare<br />

peacekeeping forces to do their job<br />

at a time when funding and resources<br />

are increasingly scarce, yet worldwide<br />

demand for peacekeeping is high.<br />

PKSOI is a founding member of the<br />

global association, which was created<br />

in 1995. We took the opportunity to<br />

gather USAWC grads who attended<br />

the IAPTC conference.<br />

IAPTC as note <strong>take</strong>rs for the Conference. COL Ruf lent some of his<br />

interns to the project and PKSOI was able to provide the opportunity<br />

for these students to participate in IAPTC and meet participants from<br />

around the globe and practice their foreign language skills. One of<br />

the Graduate interns, a law student from Syracuse University, was the<br />

report writer and participated in the Conference.<br />

Each year, PKSOI, in coordination with other <strong>org</strong>anizations in the<br />

Interagency, fi nd projects that need to be addressed and this is often the<br />

source of intern projects. For example, last year, PKSOI had a group of<br />

students from the University of Pittsburgh tackle a joint project which<br />

involved a paper and a presentation in Washington, D.C. to senior<br />

staff at Department of Justice. This spring, PKSOI has several intern<br />

projects that require coordination within the Army and the Interagency.<br />

PKSOI has long recognized that Civilian/Military cooperation is<br />

essential to success in complex operations. Often, we expect to<br />

cooperate at levels after participants have had a career working in their<br />

own culture and are not, necessarily, as open to one another as <strong>may</strong> be<br />

desired. This is where internships come in. PKSOI brings in college<br />

students from diverse backgrounds, most having never been associated<br />

with the military and often with seemingly unrelated college majors<br />

(peace and justice studies versus security studies). Politically, they<br />

fall all over the political continuum. They come to PKSOI, blend and<br />

bond, and will better work together as civilians and military.<br />

Surprisingly, students who we think will never go into the Army,<br />

sometimes do! A pleasant, unintended consequence is that we have<br />

had non-cadets join the Army (even for other countries). Two of our<br />

doctoral candidates have gone back to their host countries and become<br />

Army offi cers (Cambodia and Canada).<br />

An internship program requires a devoted staff, willing to mentor young<br />

adults, and PKSOI is fi lled with such individuals. This combines for<br />

outstanding results.<br />

U.S. ARMY HERITAGE & EDUCATION CENTER<br />

I am honored to join this <strong>org</strong>anization as<br />

the new Director, and I look forward to a<br />

busy future here. The number of events and<br />

activities the USAHEC has hosted for both<br />

military units and the general public during<br />

the short time I’ve been here is amazing. The<br />

centerpiece of our growing campus is the<br />

new Visitors and Education Center (VEC).<br />

Through a unique public-private partnership<br />

managed by the Army Heritage Center<br />

Foundation (AHCF), it opened to the public<br />

in May 2011. The VEC multi-purpose rooms<br />

have already become the most sought after<br />

meeting and conference facilities in the region,<br />

augmenting our already high tourist visitation.<br />

In addition, the USAHEC and the AHCF<br />

established a partnership with the Cumberland<br />

Army and military <strong>org</strong>anizations. Already this<br />

year, we have hosted 88 visits, including the<br />

TRADOC Senior Leaders Conference, the John<br />

F. Kennedy Special Warfare Center and School,<br />

the U.S. Army Recruiting Command, the U.S.<br />

During Education Day of Civil War 150: Going to Winter<br />

Camps living history event, Confederate Artillerymen<br />

explained the role of the canon during the Civil War to visiting<br />

school groups.<br />

Air Force Recruiting Command, Military<br />

History Detachments, USAWC seminars, and<br />

military support <strong>org</strong>anizations such as the<br />

local West Point Society, the Military Offi cers<br />

Association of America (MOAA), and the<br />

Association of the U.S. Army (AUSA).<br />

Sykes’ Regulars with the 2d and 4th US Infantry Civil War<br />

re-enactors at our Re-enactor Recruiting event attracted over<br />

500 visitors on a Saturday afternoon.<br />

The USAHEC also partnered with the National<br />

Park Service, the State of Pennsylvania,<br />

Dickinson College, and other local <strong>org</strong>anizations<br />

to commemorate the 150th Anniversary of<br />

the Civil War (2011-2015). Our 7,000 sq. ft.<br />

VEC gallery space hosts our newest exhibit, A<br />

Great Civil War: The Union Dissolved, 1861,<br />

which commemorates the fi rst year of the Civil<br />

War. Understanding War Through Imagery:<br />

The Civil War in American Memory, uses our<br />

extensive Civil War photograph and archive<br />

collections to follow two Soldiers through their<br />

experiences during the war. We complement<br />

this presentation with a look at Women in the<br />

Civil War and Civil War Illustrators.<br />

We continue to honor the service and memory<br />

of General of the Army Omar N. Bradley in our<br />

special display room. The Bradley Exhibit is<br />

scheduled to run through AY <strong>2012</strong>. Our next<br />

exhibit, The Soldier Experience, will feature<br />

the history of the U.S. Army from the Spanish<br />

American War through current operations and<br />

will open in the VEC Gallery in November.<br />

Outdoor living history programs remain one<br />

of our largest forms of public outreach. Last<br />

May’s Army Heritage Days set new records<br />

for attendance with more than 11,000 people to<br />

the complex. Red Falvey, a WW II paratrooper<br />

and veteran of the Normandy jump, celebrated<br />

his 90th birthday last August by making one<br />

more parachute jump with the assistance<br />

of the Ranger Group, the civilian nonprofi t<br />

<strong>org</strong>anization that supports our living history<br />

programs with parachute demonstrations.<br />

Our Fall living history event last September<br />

station program focused on Soldier life in the<br />

fi rst year of the Civil War.<br />

Our lecture series continue to be popular,<br />

welcoming an average of over 100 visitors<br />

to each of the 16 lectures. We sponsor the<br />

Perspectives in Military History lecture series,<br />

we jointly sponsor the “Great Decisions”<br />

lecture series with the local AUSA chapter,<br />

and we hold the quarterly Brooks E. Kleber<br />

Memorial Readings in Military History.<br />

In order to attract visitors during the winter, we<br />

created a series of workshops and presentations<br />

that helped historians and living history<br />

enthusiasts shake off their “cabin fever.” The<br />

January workshop, “Genealogy and the Family<br />

Historian,” required registration, and within 24<br />

hours of the press release to local newspapers,<br />

there was a waiting list of over 100 people.<br />

The most successful of the events was the Reenactor<br />

Recruitment Day, which invited reenactment<br />

groups to the facility to help them<br />

engage new members. In addition to the 170<br />

re-enactors, we had a record-breaking number<br />

of visitors for a Saturday in February.<br />

Our mission at the U.S. Army Heritage and<br />

Education Center is to preserve U.S. Army<br />

heritage and educate the Army and the Nation<br />

on the role of the Soldier in the development<br />

and protection of the Nation. We do that in<br />

unique and interesting<br />

USAWC faculty in the Center for Land Warfare until retiring in<br />

1985. Next came 20 years in defense contracts and retirement<br />

moved to Dallas, Texas from Hempstead, New York in<br />

painting, Jack is teaching at the University of Richmond and leading<br />

tours of Civil War and World War II battlefi elds, and both are<br />

volunteer tutors at an inner-city school in Richmond.<br />

enjoying retirement in St. James Plantation, NC. He has done work for<br />

Army veterans applying to the ABCMR in his spare time. They enjoy their<br />

1995 and is currently on his third career – this time as a<br />

LTG Benjamin C. Freakley, RES ’95, retired 1 March <strong>2012</strong><br />

after 36 years of service and after presiding over the<br />

inactivation of the Army Accessions Command at Ft. Knox,<br />

KY in mid-January. The functions and the missions of the<br />

command were merged with those of Cadet Command,<br />

Recruiting Command, Human Resources Command, and other Army G-1 and HQDA offi ces.<br />

COL (Ret) Nicholas L. (Nick) Straffon, RES ’95, sends greetings from the banks of SE<br />

Michigan’s St. Clair River. He is taking some time from his consulting work so he and his wife<br />

Karen can spend more time on the road seeing more of the<br />

world. They are still helping military retires at their Michigan<br />

Retiree Activities Offi ce at Selfridge ANG Base.<br />

Medical Department Center and School, and concurrently, Chief of the<br />

US Army Medical Service Corps, until his retirement in March <strong>2012</strong>. He<br />

the U.S. and is one of the Corps’ nine commands. It includes four<br />

operating districts headquartered in Albuquerque, Los Angeles,<br />

Sacramento and San Francisco. As SPD Commander, He is<br />

responsible for leading a professional workforce of over 2,300 people.<br />

COL John M. Cho, RES ’08, has been selected for promotion to BG<br />

and assignment as Assistant Surgeon General for Force Management,<br />

Offi ce of the Surgeon General, Falls Church, Virginia.<br />

the NATO Training Mission. Upon redeployment in July, Fred will join the DCLM faculty at<br />

ARMY CHILD OF THE YEAR<br />

COL G. Scott McConnell, RES 06 and FAC, and his wife Kathryn celebrate the<br />

recent selection of their daughter Amelia as Army Child of the Year. That is a<br />

really big deal and we know that Amelias selection is also about her family and how they<br />

have tackled major “ups and downs” as well as can be imagined!<br />

LTC John D. Manning, RES ’10, shared that the 2010 USAWC<br />

National Security Policy Program (NSPP), consisting of 18<br />

people – 2 instructors and 16 students, held a mini-reunion in the<br />

Pentagon Dining Room on 20 January <strong>2012</strong>. Ten of the 16<br />

USAWC grads met and spent time reminiscing about life at<br />

Carlisle, deployment activities and current assignments.<br />

There was an informal competition of who had used the<br />

student developed Policy Formulation Model the most since<br />

graduation. The 16 NSPP graduates from 2010 make up a<br />

somewhat unique seminar in<br />

that 8 deployed after<br />

graduation and a year after<br />

graduation, 10 are stationed<br />

together in the Pentagon.<br />

BG Terence (Terry) J. Hildner, RES ‘07<br />

BG Hildner passed away on active duty February 3, <strong>2012</strong> while serving<br />

as Commanding General, 13th Sustainment Command (Expeditionary) and<br />

while deployed to Afghanistan. He was a 1984 graduate of the University of<br />

Notre Dame and was commissioned an Ordnance Offi cer. He is survived by<br />

his wife, Cindy, and his four children. He was only 49 years old.<br />

Conference Room<br />

On March 21, <strong>2012</strong>, the<br />

Department of Command,<br />

Leadership, and Management<br />

(DCLM) dedicated its<br />

conference room to Dr. Sara<br />

M<strong>org</strong>an, who was a serving<br />

faculty member when she<br />

died a year ago. Many of Dr.<br />

M<strong>org</strong>an’s photos, mementos,<br />

and awards from her career and<br />

her service at the Army War<br />

College are now displayed in<br />

the room. Sara’s husband Larry<br />

and daughter Stephanie, as well<br />

as other family, friends, former<br />

students, and colleagues, were<br />

present for the dedication.<br />

CLASS CODES<br />

GEN (Ret) Haines was the Army’s oldest four-star<br />

general at 98 years old when he died on November<br />

23, 2011 in San Antonio, TX. He was the son of an<br />

Army War College graduate, BG Ralph E. Haines,<br />

RES ’27, and began his service as a cavalryman<br />

at Ft. Bliss. In addition to his many assignments<br />

and awards, he is credited with helping create the<br />

educational system used by Noncommissioned<br />

Offi cers (NCOs) today. He served as the Vice Chief<br />

of Staff of the Army, Commander-in-Chief U.S.<br />

Army, Pacifi c-Hawaii, and later as the Commanding<br />

General, Continental Army Command, Ft. Monroe,<br />

VA. He retired in 1973 after 37 years of service.<br />

Dr. Bowie died on January 5,<br />

<strong>2012</strong> at the age of 67. Dr. Bowie<br />

was the composer of several<br />

marches for band, including “Carlisle,” a commission for the U.S.<br />

Army War College completed in 2005. His life revolved around<br />

the music that he performed, conducted, composed, taught, or<br />

examined for copyright. For the last 12 years, he was conductor<br />

of the Montgomery Village Community Band in Montgomery<br />

Village, MD.<br />
