1. WORK TO BE PERFORMED 

SCHEDULE OF QUANTITIES AND PRICES 

This work scope is for modifying the existing KW Basin Fuel Transfer System (FTS) Annex to 

accommodate the STP process equipment and provide a loading bay to support sludge packaging 

and transfer and the construction of a new NQA-1 Nuclear Facility structure to house the sludge 

loading equipment and provide radiation shielding of the KW Basin Annex. The Contractor 

shall furnish all necessary supervision, technical oversight, safety management, professional 

services, labor, materials, tools, equipment, and consumables necessary and required to perform 

the following activities stated in the Scope of Work titled “Modified KW Basin Annex 

Construction” and its attachments. 

The Contractor shall perform the operations necessary and required for the satisfactory 

completion of the work in accordance with the requirements of the Subcontract Documents. 

2. UNIT RATES 

The fixed unit prices in the pricing template Attachment C, "Schedule of Unit and/or Lump Sum 

Prices," for performing Subcontract Work must include all expenses and fee for the duration of 

the Subcontract from Award. The established unit rates are to be for the duration of the Contract 

and no escalation will be allowed unless approved in writing by the BUYER (CHPRC). 

Payment of the unit price shall constitute full compensation for performance of the 

corresponding work and shall cover all costs of whatever nature incurred by the Contractor to 

accomplish the work in accordance with the provisions of the Subcontract Documents. 

The fixed unit price shall be guaranteed for the term of the contract. 

3. ESTIMATED QUANTITIES 

The Contractor understands and agrees that any or all of this work may or may not be authorized, 

and that neither the CHPRC nor the OWNER warrants that any or all of the work will be 

authorized. The Contractor further understands and agrees to perform any portion of each item 

of authorized work at the stated unit price, which shall constitute full payment for authorized 

work. 

If final installed quantities of the pay item, summed by individual line items, exceed the upper or 

lower bounds of the variable range of the estimated quantity, the Contractor shall be 

compensated for the additional or deficient quantities in accordance with the terms of the change 

order as released by amendment to contract.

Notes: 

1. All Quantities are estimates only and are subject to variation for any reason on each Pay 

Item. When directed by CHPRC, Contractor shall perform work of the Pay Item at the 

same unit price regardless of whether the actual quantity is less than or more than the 

estimated quantity. 

2. Fixed Unit Prices shall include all construction consumables, and small tools having a 

purchase price




Pay Item Descriptions 

over $25,000.00; 5 percent administrative commission on total costs over 

$100,000.00 . 

• No more than three mark-ups, one performing commission and two 

administrative commissions, none of which exceed the percentages 

shown above, will be allowed regardless of the number of tiers of 

subcontractors or the subcontract instrument (ie. Purchase order, contract, 

etc.). 

• The contractor’s or subcontractor’s administrative commission shall be 

only applied to the net increase in the change order price after deductions 

have been taken.

MEASUREMENT FOR PAYMENT 

For all Pay Items (1-12) listed below, payment is made monthly on the basis of percentage of 

progress complete. Pay Item Descriptions are general and do not necessarily represent all 

activities which may be required to perform the specific task. All quantities are approximated 

estimates based on 90% design. All items listed in the pricing sheet template are to be 

considered furnished and installed unless otherwise noted, and are to include all required 

supports, hangers, fasteners and etc., and all costs as required by the specification(s) and design 

documents. All items are to include shipping, handling and delivery costs as required to furnish 

and install. 

Pay Item Line #1. Mobilization 

Measurement will be made on a Lump Sum basis upon Contractor’s successful 

completion and (CHPRC) approval to begin construction of the KW Basin Annex. 

Mobilization includes the following items: 

• Onsite office personnel (key personnel, administration) and home office support up 

to beginning construction activities 

• Delivery of all equipment, tools, materials, supplies, and personnel necessary to 

conduct construction of the Annex 

• Delivery and installation of field office and support facilities 

• Installation of any roads, staging, inspection and control areas 

• Work zone delineation and traffic control materials, equipment, and installation 

• Safety equipment, communication equipment, and industrial hygiene (IH) 

monitoring equipment 

• Task lighting 

• Other associated work activities required to begin construction activities 

Payment will constitute full compensation for all direct and indirect costs including any




operation and overhead, profit/fee, adders, labor, material, and equipment to complete

Measurement will be made on the basis of completing Item. Payment will be made 

on a lump sum basis at the time the Contractor has completed demobilization and site 

cleanup activities relating to personnel, materials, equipment and infrastructure, final 

placement of hazard postings and barricades, work areas (e.g., roads) removed and other 

activities as required by Subcontract documents. Not more than 75% of demobilization 

may be paid until SUBCONTACTOR successfully completes all subcontract 

requirements and completes final demobilization. Unit Price shall include all direct and 

indirect costs including any operation and overhead, profit/fee, adders, labor, material, 

and equipment to complete this pay item. Firm Fixed Unit Rate Summary Price Total is

Pay Item Line No. 12 “Bonds”– 

Measurement will be made on the basis of furnishing Item(s) A thru B. Measurement will 

be made on a lump sum basis per the established rate schedule at the time the Payment 

and Performance Bond, having been executed in accordance with Subcontract 

requirements, are received and accepted by Buyer. Payment will constitute full 

compensation for Contractor meeting these Subcontract requirements. 

a.) The Offeror shall provide a 100% performance bond equal to the estimated for 

value of the work to be performed. 

b.) The Offeror shall provide annual 100% payment bond, equal to the estimated 

value of work to be performed. 




NOTE: Overhead and operations is NOT included as a pay item. These costs MUST be 

included in the line item Fixed Unit Prices. No Overhead costs of any kind from




Contractor or sub-tier Contractors may be added to proposed rates without prior Buyer 

written approval. See also Tab 3, “Itemized Unit Rate Schedule Template” for 

informational examples.
