Annual Report
Our Mission
The Foundation for Baltimore County Public Library is a nonprofit
organization dedicated to providing financial contributions to enhance
the traditional tax-based funding for library resources, services and
programming. A strong library system enriches the community by
expanding minds and enriching lives. The Foundation recognizes that
the strength of the library stems from well-trained staff, ample high-
quality materials, the latest technology and well-equipped buildings.
A Message from the Foundation President
“My mother and my father were illiterate immigrants from
Russia. When I was a child they were constantly amazed
that I could go to a building and take a book on any subject.
They couldn’t believe this access to knowledge we have
here in America. They couldn’t believe that it was free.”
- Kirk Douglas
We are so very fortunate to live in a country that values
knowledge and has created a library system which enables
patrons to access materials that will help them grow and
learn. As one of the top library systems in the country,
Baltimore County Public Library offers so many opportunities
for knowledge, exploration, entertainment and
learning. We couldn’t have made it to the top without the
help of a very special group of people.
The organizations and individuals listed in this report
have generously given to the Foundation for Baltimore
County Public Library because each and every one of
them believes in the importance of what the library
does and provides to the citizens of the community. Our
donors recognize the importance of exposing children
to reading at a young age. Their financial contributions
have helped the foundation purchase the Read Rover Plus
mobile library and the materials to launch the My First Library
Card program for kindergartners across the county.
Both initiatives were vital in reaching out to children in
the community and introducing them to all the resources
the library has to offer.
As the foundation moves ahead with its next children’s literacy
project we look forward to being able to continue to
help the Baltimore County Public Library provide quality
resources and programs for the community. Thank you
to all of our contributors for helping us expand minds and
enrich lives.
The Daily Record
Our Humble Beginning
In 1999, based on the vision of library Director Jim
Fish, the Foundation for Baltimore County Public
Library was established to provide additional financial
and volunteer support that were much needed. Decreased
funding had occured as a result of the economic recession
of the early 1990s. Soon after, tax-exempt status was
obtained, a board of directors was recruited, a president
was named and raising funds began.
What the Foundation Has Accomplished
Between 1999 and 2005, the Foundation for Baltimore
County Public Library has provided funding for a large
number of projects appealing to the library users and
library staff. Some of the largest fund-raising projects
include:
• Updated, more comfortable furniture for all library
branches
• The Read Rover Plus bookmobile – a “library on
wheels” used for visits to day-care and at-risk
communities
2004-2005 Fiscal Year
• Over 9.5 million visits
this year to Baltimore
County Public Library
branches
• Over 487,000 active borrowers
• 15 full service library
branches, four bookmobiles
and one minilibrary
throughout the county
• 350 computers available
for public use
• Over 4,000 residents
took advantage of more
than 400 computer
classes offered at the
library branches
• Over 9.5 million checkouts
and over 1.7 million
information requests
• Over 2,000 library
sponsored programs
attended by over 97,000
people
• Updating computer technology in branches throughout
Baltimore County
• My First Library Card Campaign which helped almost
7,000 kindergartners and preschoolers across the
county sign up for their first library card and provided
a book and a backpack to each child
On the Horizon
As the Foundation for Baltimore County Public Library
continues to grow and set new project goals, it continues
to believe that a strong library is a true necessity of every
community, not a luxury. Another new children’s literacy
project is on the horizon. The Foundation has made a
commitment of its time, energy and talent to see the project
to completion in order to benefit children throughout
the county.
• BCPL’s Summer Reading
Club had over
24,000 participants
• Over 1.5 million books
for adults, children and
young adults in the
county’s collection
• 64.5 thousand videos
and DVDs in the county’s
collection
Downloadable Books on the Go
This past year Baltimore County Public Library
was proud to begin providing access to e-books
through a consortium partnership with the Maryland
public library systems. The titles purchased by the
consortium are available to customers from all member
libraries (Anne Arundel, Calvert, Caroline, Carroll, Howard,
Montgomery, Prince Georges, and St. Mary’s County
Public Libraries, and Enoch Pratt and Washington County
Free Libraries). This new format is great for readers on the
go or for those who have challenges getting to a library
branch, but have Internet access.
The e-books are in Adobe Acrobat format and can be read
on any device using the
Adobe reader program,
including home computers,
laptop computers,
personal digital assistants,
pocket PCs and cell
phones. The books can
be downloaded onto a
computer and then read
or transferred to a mobile
device.
A valid library card is
needed to “check out”
the e-books and the loan
period is three weeks.
After three weeks the
e-book will no longer be
accessible on the device
– eliminating overdue
fees. Customers can check
out the book again or
request to put a book on
hold and be notified via e-mail when it is available.
For information on obtaining an e-book, please log onto
http://www.bcpl.info/centers/library/library.html.
This past summer downloadable audio books were added
to the library’s collection of resources via NetLibrary.
Many of the downloadable audio books available are currently
owned by BCPL in CD or cassette format. The new
downloadable format is great for those who have difficulty
reading printed books, who are on the go or who have
problems getting to a local library branch.
Customers will need to create an account for NetLibray in
order to download – this is separate from the customer’s
BCPL account. A preview feature is available for listening
to a sample of a book before downloading it. A search
feature allows customers to search by keyword, author,
title or narrator. A more in-depth search looks in multiple
fields and with limiters, such as year, publisher, duration
and language.
Once a title is selected, customers can download the audio
file with a choice of downloading CD quality or radio
quality, or checking out with no download. The last choice
would have to be used inside the branches, since downloads
to library computers are
not permitted. If customers
want to listen to the audio
books on a portable media
device, they must choose
CD quality, which is a much
larger file than radio quality.
The audio books can be
borrowed for three weeks at
a time. Customers can copy
the file to two additional
portable listening devices.
At the end of the loan
period, the digital license
expires and all copies of the
audio files become unusable.
However, customers
may renew an audio book
for 21 days. Since the files
expire automatically at the
end of the loan period, there
are no overdue charges. Although
customers can transfer the files to a portable MP3
player, they may not burn the files onto audio CDs.
For more information about downloadable audio books log
onto www.bcpl.info/centers/library/wob_eBooks.html.
These two new formats allow wider audience use and access
to library resources. It is our goal to provide materials
accessible to every community member. These two new
initiatives bring us one step closer to achieving that goal.
Teen Parents
Outreach Program
In keeping with our mission to provide new and innovative
services to those who have specific literacy and educational
needs, BCPL received $28,000 in federal grant
funds to develop a Teen Parents Outreach Program. Generally
speaking, teen parents are not regular library users,
and our program strives to reach out to this group. The
program will target teen parents and provide information
on the importance of supporting early literacy development
of their children. Additionally, the program will
strive to enrich the lives of the parents by introducing
them to available library programs and services.
In Baltimore County, there is an average of 248 births
to teen mothers each year. It is critical that teen parents
learn how to provide an environment for optimal development,
so that the children can reach their full potential.
The Teen Parents Outreach Program will help teens to:
• Understand the importance of their roles as parents,
and how they can be successful in that role.
• Learn how to interact with their children in ways
that promote the development of early literacy
skills.
• Discover the library and other community resources
and educational opportunities that are available to them
and their babies.
The grant funds will be used to fund a teen parents community
assessment that will find out how we can better serve
this population and its young children. From the assessment
we will be able to plan and implement new programs that adequately
address the needs of teen parents and their children.
As a result, teen parents will be better able to care for their
children, and the children of teen parents will develop early
literacy skills.
We envision the grant project opening up
the lines of communication between the
library and this special group of young
parents and their children with the
ultimate goal being that children start
kindergarten ready to learn.

Bradford Bank was back again this
year as Presenting Sponsor of Novel
Night 2005, with Bradford Bank President
Dallas Arthur as our honorary
chairperson. As in the past, proceeds
from this year’s Novel Night will go
toward children’s literacy projects.
Mr. Arthur was pleased to take an
even more active role in supporting
Novel Night this year. “I consider it
a privilege to chair this event and to
have Bradford Bank as its presenting
sponsor. Libraries are essential to a
thriving community, and we have a responsibility
to support those agencies
that make our community a better
place in which to live and work. And
there is no better way to improve our
world than to enhance services for
our communities’ children.”
Planning for Novel Night 2006 is
already underway. Our committee of
volunteers is planning another spectacular
evening of dining, dancing
and shopping, so mark your calendars
for Saturday, April 29, 2006 from
