The <strong>Foundation</strong> <strong>for</strong> <strong>Baltimore</strong> <strong>County</strong> <strong>Public</strong> <strong>Library</strong> is a nonprofit<br />

organization dedicated to providing financial contributions to enhance<br />

the traditional tax-based funding <strong>for</strong> library resources, services and<br />

programming. A strong library system enriches the community by<br />

expanding minds and enriching lives. The <strong>Foundation</strong> recognizes that<br />

the strength of the library stems from well-trained staff, ample high-<br />

quality materials, the latest technology and well-equipped buildings.<br />

“My mother and my father were illiterate immigrants from<br />

Russia. When I was a child they were constantly amazed<br />

that I could go to a building and take a book on any subject.<br />

They couldn’t believe this access to knowledge we have<br />

here in America. They couldn’t believe that it was free.”<br />

We are so very <strong>for</strong>tunate to live in a country that values<br />

knowledge and has created a library system which enables<br />

patrons to access materials that will help them grow and<br />

learn. As one of the top library systems in the country,<br />

<strong>Baltimore</strong> <strong>County</strong> <strong>Public</strong> <strong>Library</strong> offers so many opportunities<br />

<strong>for</strong> knowledge, exploration, entertainment and<br />

learning. We couldn’t have made it to the top without the<br />

help of a very special group of people.<br />

to reading at a young age. Their financial contributions<br />

have helped the foundation purchase the Read Rover Plus<br />

mobile library and the materials to launch the My First <strong>Library</strong><br />

Card program <strong>for</strong> kindergartners across the county.<br />

Both initiatives were vital in reaching out to children in<br />

the community and introducing them to all the resources<br />

the library has to offer.<br />

As the foundation moves ahead with its next children’s literacy<br />

project we look <strong>for</strong>ward to being able to continue to<br />

help the <strong>Baltimore</strong> <strong>County</strong> <strong>Public</strong> <strong>Library</strong> provide quality<br />

resources and programs <strong>for</strong> the community. Thank you<br />

Our Humble Beginning<br />

In 1999, based on the vision of library Director Jim<br />

Fish, the <strong>Foundation</strong> <strong>for</strong> <strong>Baltimore</strong> <strong>County</strong> <strong>Public</strong><br />

<strong>Library</strong> was established to provide additional financial<br />

and volunteer support that were much needed. Decreased<br />

funding had occured as a result of the economic recession<br />

of the early 1990s. Soon after, tax-exempt status was<br />

obtained, a board of directors was recruited, a president<br />

was named and raising funds began.<br />

What the <strong>Foundation</strong> Has Accomplished<br />

Between 1999 and 2005, the <strong>Foundation</strong> <strong>for</strong> <strong>Baltimore</strong><br />

<strong>County</strong> <strong>Public</strong> <strong>Library</strong> has provided funding <strong>for</strong> a large<br />

number of projects appealing to the library users and<br />

library staff. Some of the largest fund-raising projects<br />

include:<br />

• Updated, more com<strong>for</strong>table furniture <strong>for</strong> all library<br />

branches<br />

• The Read Rover Plus bookmobile – a “library on<br />

wheels” used <strong>for</strong> visits to day-care and at-risk<br />

communities<br />

2004-2005 Fiscal Year<br />

• Over 9.5 million visits<br />

this year to <strong>Baltimore</strong><br />

<strong>County</strong> <strong>Public</strong> <strong>Library</strong><br />

branches<br />

• Over 487,000 active borrowers<br />

• 15 full service library<br />

branches, four bookmobiles<br />

and one minilibrary<br />

throughout the county<br />

• 350 computers available<br />

<strong>for</strong> public use<br />

• Over 4,000 residents<br />

took advantage of more<br />

than 400 computer<br />

classes offered at the<br />

library branches<br />

• Over 9.5 million checkouts<br />

and over 1.7 million<br />

in<strong>for</strong>mation requests<br />

• Over 2,000 library<br />

sponsored programs<br />

attended by over 97,000<br />

people<br />

• Updating computer technology in branches throughout<br />

<strong>Baltimore</strong> <strong>County</strong><br />

• My First <strong>Library</strong> Card Campaign which helped almost<br />

7,000 kindergartners and preschoolers across the<br />

county sign up <strong>for</strong> their first library card and provided<br />

a book and a backpack to each child<br />

On the Horizon<br />

As the <strong>Foundation</strong> <strong>for</strong> <strong>Baltimore</strong> <strong>County</strong> <strong>Public</strong> <strong>Library</strong><br />

continues to grow and set new project goals, it continues<br />

to believe that a strong library is a true necessity of every<br />

community, not a luxury. Another new children’s literacy<br />

project is on the horizon. The <strong>Foundation</strong> has made a<br />

commitment of its time, energy and talent to see the project<br />

to completion in order to benefit children throughout<br />

the county.<br />

24,000 participants<br />

• Over 1.5 million books<br />

<strong>for</strong> adults, children and<br />

young adults in the<br />

county’s collection<br />

• 64.5 thousand videos<br />

and DVDs in the county’s<br />

collection


Downloadable Books on the Go<br />

This past year <strong>Baltimore</strong> <strong>County</strong> <strong>Public</strong> <strong>Library</strong><br />

was proud to begin providing access to e-books<br />

through a consortium partnership with the Maryland<br />

public library systems. The titles purchased by the<br />

consortium are available to customers from all member<br />

libraries (Anne Arundel, Calvert, Caroline, Carroll, Howard,<br />

Montgomery, Prince Georges, and St. Mary’s <strong>County</strong><br />

<strong>Public</strong> Libraries, and Enoch Pratt and Washington <strong>County</strong><br />

Free Libraries). This new <strong>for</strong>mat is great <strong>for</strong> readers on the<br />

go or <strong>for</strong> those who have challenges getting to a library<br />

branch, but have Internet access.<br />

The e-books are in Adobe Acrobat <strong>for</strong>mat and can be read<br />

on any device using the<br />

Adobe reader program,<br />

including home computers,<br />

laptop computers,<br />

personal digital assistants,<br />

pocket PCs and cell<br />

phones. The books can<br />

be downloaded onto a<br />

computer and then read<br />

or transferred to a mobile<br />

device.<br />

A valid library card is<br />

needed to “check out”<br />

the e-books and the loan<br />

period is three weeks.<br />

After three weeks the<br />

e-book will no longer be<br />

accessible on the device<br />

– eliminating overdue<br />

fees. Customers can check<br />

out the book again or<br />

request to put a book on<br />

hold and be notified via e-mail when it is available.<br />

This past summer downloadable audio books were added<br />

to the library’s collection of resources via Net<strong>Library</strong>.<br />

Many of the downloadable audio books available are currently<br />

owned by BCPL in CD or cassette <strong>for</strong>mat. The new<br />

downloadable <strong>for</strong>mat is great <strong>for</strong> those who have difficulty<br />

reading printed books, who are on the go or who have<br />

problems getting to a local library branch.<br />

Customers will need to create an account <strong>for</strong> NetLibray in<br />

order to download – this is separate from the customer’s<br />

BCPL account. A preview feature is available <strong>for</strong> listening<br />

to a sample of a book be<strong>for</strong>e downloading it. A search<br />

feature allows customers to search by keyword, author,<br />

title or narrator. A more in-depth search looks in multiple<br />

fields and with limiters, such as year, publisher, duration<br />

and language.<br />

Once a title is selected, customers can download the audio<br />

file with a choice of downloading CD quality or radio<br />

quality, or checking out with no download. The last choice<br />

would have to be used inside the branches, since downloads<br />

to library computers are<br />

not permitted. If customers<br />

want to listen to the audio<br />

books on a portable media<br />

device, they must choose<br />

CD quality, which is a much<br />

larger file than radio quality.<br />

The audio books can be<br />

borrowed <strong>for</strong> three weeks at<br />

a time. Customers can copy<br />

the file to two additional<br />

portable listening devices.<br />

At the end of the loan<br />

period, the digital license<br />

expires and all copies of the<br />

audio files become unusable.<br />

However, customers<br />

may renew an audio book<br />

<strong>for</strong> 21 days. Since the files<br />

expire automatically at the<br />

end of the loan period, there<br />

are no overdue charges. Although<br />

customers can transfer the files to a portable MP3<br />

player, they may not burn the files onto audio CDs.<br />

These two new <strong>for</strong>mats allow wider audience use and access<br />

to library resources. It is our goal to provide materials<br />

accessible to every community member. These two new<br />

initiatives bring us one step closer to achieving that goal.<br />

Teen Parents<br />

Outreach Program<br />

In keeping with our mission to provide new and innovative<br />

services to those who have specific literacy and educational<br />

needs, BCPL received $28,000 in federal grant<br />

funds to develop a Teen Parents Outreach Program. Generally<br />

speaking, teen parents are not regular library users,<br />

and our program strives to reach out to this group. The<br />

program will target teen parents and provide in<strong>for</strong>mation<br />

on the importance of supporting early literacy development<br />

of their children. Additionally, the program will<br />

strive to enrich the lives of the parents by introducing<br />

them to available library programs and services.<br />

In <strong>Baltimore</strong> <strong>County</strong>, there is an average of 248 births<br />

to teen mothers each year. It is critical that teen parents<br />

learn how to provide an environment <strong>for</strong> optimal development,<br />

so that the children can reach their full potential.<br />

The Teen Parents Outreach Program will help teens to:<br />

• Understand the importance of their roles as parents,<br />

and how they can be successful in that role.<br />

• Learn how to interact with their children in ways<br />

that promote the development of early literacy<br />

skills.<br />

• Discover the library and other community resources<br />

and educational opportunities that are available to them<br />

and their babies.<br />

The grant funds will be used to fund a teen parents community<br />

assessment that will find out how we can better serve<br />

this population and its young children. From the assessment<br />

we will be able to plan and implement new programs that adequately<br />

address the needs of teen parents and their children.<br />

As a result, teen parents will be better able to care <strong>for</strong> their<br />

children, and the children of teen parents will develop early<br />

literacy skills.<br />

We envision the grant project opening up<br />

the lines of communication between the<br />

library and this special group of young<br />

parents and their children with the<br />

ultimate goal being that children start<br />

kindergarten ready to learn.


4th <strong>Annual</strong> Novel Night Gala<br />

Our fourth annual Novel Night<br />

Gala was held on Saturday,<br />

April 16, at DLA Piper<br />

Rudnick Gray Cary to raise money <strong>for</strong><br />

children’s literacy projects.<br />

Our fairy tale gala was a magical evening<br />

of fun, with everyone’s favorite<br />

things – music, dancing, eating and<br />

shopping!<br />

Mood Swings was back <strong>for</strong> the fourth<br />

year in a row with classic big band<br />

sounds and today’s swingin’ favorites.<br />
