MONDAY, SEPTEMBER 28, 2009 (Continued) EXHIBIT B NOTICE OF PROPOSED LEVY OF SPECIAL ASSESSMENTS IN RURAL SPECIAL IMPROVEMENT DISTRICT NO. 147 COUNTY OF FLATHEAD, MONTANA NOTICE IS HEREBY GIVEN that on August 31, 2009, the Board of County Commissioners of the County of Flathead, Montana (the “County”), adopted a resolution proposing to levy and assess special assessments against benefitted property in Rural Special Improvement District No. 147 in the County (the “District”) for the purpose of financing the costs of certain local improvements and paying costs incidental thereto. A complete copy of the resolution, which includes the proposed assessment roll and the amount of each special assessment, is on file with the County Clerk and Recorder and is available for public inspection. On Thursday, October 15, 2009, at 10:00 a.m., in the Office of the Board of Commissioners of Flathead County, Courthouse, West Annex, 800 South Main, Kalispell, Montana, the Board of County Commissioners will conduct a public hearing and pass upon all objections, whether made orally or in writing, to the proposed levy of the special assessments. TUESDAY, SEPTEMBER 29, 2009 The Board of County Commissioners met in continued session at 8:00 o'clock A.M. Chairman Lauman, Commissioners Brenneman and Dupont, and Clerk Robinson were present. 2:30 p.m. Commissioner Brenneman: Bigfork Stormwater Project funding conference call 5:00 p.m. Commissioner Lauman: Refuse Board meeting @ Solid Waste District Conference Room At 5:00 o'clock P.M., the Board continued the session until 8:00 o'clock A.M. on September 30, 2009. **************************************** WEDNESDAY, SEPTEMBER 30, 2009 The Board of County Commissioners met in continued session at 8:00 o'clock A.M. Chairman Lauman, Commissioners Brenneman and Dupont, and Clerk Robinson were present. Chairman Lauman opened public comment on matters within the Commissions' Jurisdiction, no one present to speak, Chairman Lauman closed the public comment period. MEETING W/ LARRY HANSEN RE: HOUSE ADDRESSES ON RUNNING BEAR TRAIL 9:00:44 AM Members present: Chairman Dale W. Lauman Commissioner Joseph D. Brenneman Commissioner James R. Dupont Others present: Assistant Mike Pence, Addressing Coordinator Sara Wilkinson, Plat Room Karen Yerian, Larry Hanson, Clerk Kile Larry Hansen said Running Bear Trail is a small road off Whitefish Stage Road that runs parallel to Whitefish Stage. He then explained that instead of the numbering starting on the north that it was started on the south with the numbering increasing going south, which he feels should go in the opposite order. Samples from other roads in the valley that have north/ south addressing were reviewed as examples. Hansen asked that the order of numbers be reversed so the numbering would be consistent with the north/ south road decreasing as you go south which is associated with Whitefish Stage. Sara Wilkinson presented an explanation to the commission in regards to grid addressing and stated Flathead County adopted equal interval addressing for places that are not urban and for the most part roads are addressed off equal minimal addressing phasing. Wilkinson said what we have adopted is best suited for our roads. Karen Yerian then explained the difference in address ranges came about from the Montana State Standards. Commissioner Dupont said being the past Sheriff he has had a lot of experience in road names and numbering of them and over the years it has improved. He then stated that numbering is critical for when the 911 Center dispatches a call they can tell you exactly where the house is; if it was to be changed now it would be a disaster and cost a fortune. Commissioner Brenneman clarified Mr. Hansen’s address and then stated he agreed with the Addressing Coordinator’s decision. Chairman Lauman stated that he see’s both points and further stated if we start changing how we address now we will confuse emergency services by having the county numbered in different ways. AUTHORIZATION TO PUBLISH NOTICE OF PUBLIC HEARING: MULTIPLE TEXT AMENDMENTS/ FLATHEAD COUNTY ZONING REGULATIONS 9:21:45 AM Members present: Chairman Dale W. Lauman Commissioner Joseph D. Brenneman Commissioner James R. Dupont Others present: Assistant Mike Pence, Deputy County Attorney Jonathan Smith, Planning & Zoning Director Jeff Harris, Clerk Kile Smith explained the request is for several zoning text amendments that apply to the whole county and statue requires the notice be posted for 45 days. Harris stated there are 11 changes that include house keeping changes and changes suggested by the County Attorney’s Office. He noted the Planning Board has held a public hearing and accepted 9 out of the 11 changes and is recommending denial on 2 of them. Commissioner Dupont made a motion to authorize the publication of the Notice of Public Hearing and authorized the chairman to sign. Commissioner Brenneman seconded the motion. Aye - Lauman, Brenneman and Dupont. Motion carried unanimously.
