Successful <strong>Mission</strong>-Based <strong>Advocacy</strong> Practices<br />
spring. Lobbying in support of the A+ Illinois initiative has been the focus the past<br />
several years. Partnering with its sister agency, Lutheran Social Services of Illinois<br />
(LSSI), LCFS drew about 100 people to the event in 2004. In 2005, there were about<br />
200 participants <strong>from</strong> several Lutheran entities. Next year, the agency hopes to increase<br />
the number to 400 to 500 participants. LCFS holds its Board meeting in Springfield on<br />
Lutheran Day, so all trustees participate in the events.<br />
To attract additional sponsors and participants, the agency restructured the day last year.<br />
First, policy experts update advocates about the issues and teach them how to effectively<br />
engage their public officials. Next, Lutheran faith leaders educate them about the faith<strong>based</strong><br />
motivation <strong>for</strong> engaging in advocacy. Then the advocates are off, individually and<br />
in teams, to meet with their representatives. Not all are successful in scheduling a<br />
meeting, but all the advocates come away with the understanding that they can have an<br />
impact and it is up to them to drive the relationships with their legislators. In the<br />
evening, participants attend a community-building banquet to celebrate successes and<br />
motivate further action.<br />
Lutheran Services in America recently recognized LCFS, LSSI and the Lutheran<br />
Network <strong>for</strong> Justice <strong>Advocacy</strong>, <strong>for</strong> its joint ef<strong>for</strong>ts to organize Lutheran Day.<br />
LCFS has become more savvy in promoting the event. It advertises through church<br />
channels, distributing invitations to congregations through mail and e-mail lists. LCFS<br />
has also enlisted the support of the president of each of the three geographic districts of<br />
the Lutheran Church Missouri Synod in Illinois. In 2006, LCFS will provide bus<br />
transportation to Springfield <strong>for</strong> participants.<br />
Follow-up with representatives after the event is not only encouraged, but facilitated.<br />
Board members and other advocates continue to contact their representatives, visit them<br />
in their home district and provide updates on the issues. In 2005, the agency learned<br />
through the <strong>Alliance</strong> public policy staff that the federal government was proposing<br />
Medicaid cuts that would directly impact its clients. Agency advocates met with<br />
Congressman John Shimkus, who sits on an influential committee. He expressed his<br />
support in maintaining services <strong>for</strong> children. Following the meeting, advocates invited<br />
the congressman to visit an LCFS program in his district that is supported by Medicaid<br />
funds. He repeated his pledge of support. Now advocates in his home district are<br />
contacting him personally, reminding him that he has visited LCFS programs and has<br />
seen how they work, expressing their thanks <strong>for</strong> his support and asking <strong>for</strong> his continued<br />
commitment. This was just a small part of a large national ef<strong>for</strong>t to prevent the cut. They<br />
were gratified that Republicans pulled the legislation <strong>from</strong> the table be<strong>for</strong>e it came to a<br />
vote.<br />
Building public policy advocates<br />
LCFS considers the state’s Lutherans a vast, untapped advocacy group. In 2004 and<br />
2005, LCFS began to build a new structure that will be a primary means <strong>for</strong> addressing<br />
