CREATING THE DESIGN – Managing Flood Risk
It is critical that we reduce the flood risk to
lives, property, and to the natural functions
and resources in floodplains, working to meet
the needs of the present population without
compromising those of the future. What are the
challenges to minimizing flood risk? How can
we implement successful strategies to protect
floodplain resources in the future?
Success at Levee Accreditation MR 2-3
through the PAL Process: The Case of Augusta,
Georgia’s Provisionally Accredited Levee
When Augusta successfully completed the
Provisionally Accredited Levee (PAL) process for its
11–mile levee along the Savannah River, the 4,000
property owners in the protected area breathed a
collective sigh of relief -- or should have, if they all
had known what flood insurance they might have
had to buy. City floodplain managers, engineers,
administrators, and commissioners were relieved,
too. Hear the background of how the levee
came to be in the first place, how the PAL process
worked, how the engineering studies used new
methodology to address the FEMA criteria,
and how the agency approved the certified
compliance determination with no comments.
Recategorizing Extreme MR 11-12
Rainfall Events
Why do we label extreme rainfall events based
on their recurrence interval (100-year storm) or
rarity of occurrence when this just confuses the
public? Other natural disasters like earthquakes,
tornadoes and hurricanes are rated using an easy
to understand scale (Richter, Fujita, etc.) Come

change how we rate rainstorms from the current
