feasible or appropriate for the review to examine the specific details<br />
of <strong>MicroSave</strong>’s commercial plans after 2007. These are currently not<br />
available for examination because they are still being formulated.<br />
Moreover commercial plans of this nature are by necessity not in the<br />
public domain. Given these considerations, the review has focused<br />
on some of the strategic considerations and implications of<br />
<strong>MicroSave</strong>’s impending commercialisation. These are considered in<br />
Chapters 3 and 4 of the <strong>report</strong>.<br />
1.4 STRUCTURE OF REPORT<br />
This <strong>report</strong> consists of four chapters. After this introductory chapter,<br />
Chapter 2 provides an overview of the <strong>project</strong> and the wider context<br />
in Eastern and Southern Africa. An assessment of Phase III of the<br />
<strong>project</strong> is presented in Chapter 3. A review of the overall <strong>MicroSave</strong><br />
experience and lessons learned from that experience is covered by<br />
Chapter 4.<br />
The <strong>report</strong> also contains a number of annexes: the terms of reference<br />
of the review, documentary resources examined, the review’s<br />
schedule and key informants consulted, summaries of other<br />
significant market development programmes, performance against<br />
<strong>project</strong> performance matrix, coverage of toolkits and capacity<br />
building and semi-structured interview templates.
